Then as happened too often in the past it became the victim of a change in government with the new government in December 2019 stalling the rapid work on the project. Only when it was voted out in June 2022 did the rapid work shown in this Jan 2019 WSJ report resume. It has accelerated under Ashwini Bhide's leadership of the METRO organization and work is back to round the clock 24 hours a day. "A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." "When complete it will take 1.6 million riders a day 80 feet underground to destinations across the city in air conditioned coaches." ...

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

Sperling shows how Biden's economic plan rescued America and set the stage for America becoming the leader in the G7 economies. Gene Sperling is adviser to president Biden, coordinator of the America Rescue Plan, and had 8 years as adviser in 2000 and 2011 after the financial crisis to previous presidents. Here he says the arguments made that the trillion dollars investment spending Biden and a bipartisan group of senators have supported with legislation in Congress were causing inflation have proved not to be true. Inflation caused by bottlenecks in the supply chain, the pandemic shifts, and the Ukraine war, has come down to 3.4% in Dec 2023. By investing in the US economy, in US manufacturing and US jobs, the US under Biden now has the best economy of the 7 advanced economies with higher growth and unemployment below 4% for 24 straight months, lower inflation apples to apples. Sperling says there were 4 lessons learned during his work with the White House. The first to avoid harm to workers whose lives get scarred by loss of jobs. This happened in 1982 and again in 2008 after the financial crisis. Unemployment took 6 years to recover after 2008. And he says the unemployment rate was 15% for younger workers. For the first time economists like Sperling and Treasury Secretary Yellen have grasped what workers feel and have gone through. Sperling cites the devastation to people's lives - the mental health, the divorce, the loss of earnings and depression. The new policy after 2020 resulted in the fastest drop in longterm unemployment ever with black and hispanic unemployment reaching record lows by 2023. A first ever national eviction prevention policy led to 20% less evictions than prepandemic. Second Sperling says 650,000 jobs were lost by state and local governments in the three years after 2008 financial crisis. State and local budget cuts and mass layoffs seriously hit the economy. This time in after 2020 1.2 million jobs were added with the money in the Rescue Plan and lost jobs recovered in one third the time it took in 2008. Third state and local governments need to deal with the harm coming from the downturn and after 2008 the cupboard was empty. Whereas after 2008 only 154 cities and counties got help to tackle commericial blight, effects on communities, foreclosure and long term joblessness in 2020 Biden was able to send direct funding to all 20,000 local governments and 15,000 school districts. This helped tackle learning loss, crime, and address mental health needs. What a difference it made. Lastly one needed to anticipate something unexpected to happen that flattened projections of recovery. In 2011 3.7% growth projected was flattened when Sperling was senior adviser, and this was flattened by Fukushima nuclear disaster, Arab Spring spike in oil prices, and debt default negotiations. This time there was cushion in the plan so that when covid variants and unexpected Ukraine war happened the rescue could withstand and deliver with resilience. Growth was 3.4% average for the first 3 years of Biden's term and unemployment went down from 8% to 4% for 24 months. Coming from someone who had seen mistakes happen and corrected them, who had served three presidents and the last Biden ,this is a story of how Sperling, Yellen, with the help of Powell at the Federal Reserve, and the bipartisan support put together by a US president in Congress , one who has served the country in the Senate more than any other recent Senator and led the nation with courage, patience and determination. ...

For the first time in three decades US economic growth will be much faster than China's. Second quarter 2021 growth in the US was 12.2% compared to 7.9% in China, and will continue to be much higher for five consecutive quarters. This report in the WSJ says it is the result of the US response to the Covid pandemic. The US vaccination drive, massive fiscal stimulus and near zero interest rates have helped, including the confidence generated by the $1 trillion infrastructure investments planned for this decade. Over the longer term Capital Economic estimates China's GDP around 2030 will drop to 2% growth with demographic decline, just as the demographic factors favor Indian growth to levels that China has seen in the last two decades. This was the plan and vision set out by the Indian prime minister for 2047, on the 100th anniversary of independence. For the future government help has helped US households accumulate $2.6 trillion in excess household savings, which Moody's estimates is 7 times that in China.  In the longer term gaps will have narrowed between Asia and Europe, the US, which is a good thing. More will need to be done in Africa and Latin America. Much of the talk about who leads ignores the local needs in cities and towns across all parts of the world for a better quality of life, better education, better nutrition, better healthcare, meeting aspirations of young people, and supporting hope for a better future. ...

Over 1 million people have contributed to the Guardian in the last 3 years. Of this 500,000 are paying to support the Guardian on an ongoing basis. This covers its Donate effort and its Memberships program. Katharine Viner, the editor-in-chief of Guardian News and Media called the business model a new way for journalism to "regain its relevance, meaning and trusted place in society." She says many contributors donate specifically because they wanted the Guardian to stay free and outside a paywall. When readers come to know of the challenging commercial reality facing all news organization they express real interest in wanting to support, she said. Guardian is trying to breakeven in 2018 with new revenue streams. The Support appeal appears inside or at the bottom of articles and says "Support the Guardian from as little as $1- and it only takes a minute." The other approach is through $6 a month Supporter memberships. Guardian has two thrusts in its coverage. In an age of filter bubbles and hyper-partisan politics  it says its important to make space for different ides and diverse opinions. It has a Cities section for instance and looks at climate change impact. What we bring is scale, says Teskey, co-founder of Brookfield Asset Management, which has set a target of $25 billion for 2 private funds for climate action. $10 billion has been raised and it continues fundraising. $2 billion from the UAE for energy transition fund and $1 billion for emerging markets transition. Additional fund raising will take place for emerging markets fund. Across all its funds Brookfield says it has raised $100 billion for investment in renewable power and energy transition projects. The demand for renewable power comes from cities and companies looking for cleaner ways of powering everything from data centers to manufacturing. It also comes from regulations on climate and from generous incentives offered by governments. The demand for renewable power from corporates, says Connor Teskey of Brookfield, is simply overwhelming. Teskey and Mark Carney, the former head of the central banks of UK and Canada and the point man on climate for the UN, are co-founders.   Total global energy transition investment was $1.8 trillion in 2023, a 17% increase from 2022, and yet this is nowhere near the needed investment of $4.8 trillion for climate goals needed annually for 2024 to 2030. DW.com's Science section provides this report that shows detailed graphs, and information on the dangerous use of pesticides that lead to poisoning  for 385 million people in agriculture every year. Farm workers in countries like India are particularly affected. The Heinrich Boll Foundation of The Friends of the Earth, Le Monde, and Pesticide Action Network Germany, supported this 50 page report presented in Berlin recently. The business of pesticides is worth $35 billion for large companies, yet brings with it many dangers for food contamination, water pollution, environmental damage.  Prime minister Modi in India has shown foresight and vision in tackling the problems from plastics pollution in cities and from pesticides pollution in agricultural areas. He has warned farmers about its dangers and the need to use some of the traditional methods for agriculture that avoid extensive chemical fertilizer and pesticide use. The alarming use of pesticides leads to the highest pesticide contamination of water, soil and air in the world happening in Latin America. In Nepal and India alternatives to pesticides are found in a mixture of herbs and cow urine put on the plants. Pesticide prevention in organic agriculture is also done by banning synthetic pesticides, and crops rotated in a way to prevent monocultures while encouraging insects and birds to thrive. French farmers promote organic farming with many methods they have pioneered that also promote biodiversity, which can be copied in India and rest of Asia, Latin America, Africa. ...

The 2016 election will be decided by changing demographics and shifting coalitions between Democrats and Republicans. The changing demographics mean that a higher Latino vote in states such as Nevada, Colorado and Florida could bring these states to Democrats. And the working class vote in the industrial midwest in Ohio and the vote in some farm rural states such as Iowa could bring these states to Republicans. Michigan is another industrial midwest state which is uncertain as the older industrial centres such as Youngstown, Ohio, Scranton, Pennsylvania, and parts of Michigan- a big change from when unionized workers voted Democratic. The millenials, college educated women, and suburban voters in cities such as Denver, Miami, Las Vegas and Washington are now part of a new Democratic coalition. Most striking is the way the electorate is divided between better educated and less educated, between men and women, and between young and older voters. In fact with the conservative cultural emphasis in the Republican platform older voters are looking back to bringing back the 50's, while Democrats and the younger generation are looking forward to the future in this election. This is not an accurate characterization though because in 1948 with Harry Truman and in 1952 and 1956 with Dwight Eisenhower America was changing rapidly and looking to the future, so that by 1960 the civil rights movement was already established, and women were making the transition to being college educated and working in business and government.   ...

The real estate bubble in China continues to grow even after th pandemic. Local governments depend on land sales for about 60% of their revenues. The government in Beijing also is unwilling to let prices decline too much because this could create unrest. As a result households have continued to add second, third homes in speculative investment. Unlike the U.S. where households invest in the stock and bond markets and residential property investment is one of several options, in China this is the only option people believe. The notion of continually rising prices is built into the mindset in China. This is happening even as those who do not have homes are still priced out of the market, and those with savings are pouring them into housing, more so as people save more in 2020. This can be seen in the vacant homes rising to about 40% for those buying second homes. People are also taking on more debt with consumer, mortgage and other debt of households getting close to 60% of the country's GDP, a high leverage ratio. This also means there is less capital to invest in productive investments in industry as more and more savings are tied up in housing with large vacancy rates meaning the housing is not even being used. Some of the speculative nature of this can be seen in this report in the WSJ for cities such as Tianjin, Shanghai and Shenzen. ...

A bill signed into law speeds up the permits for renewable energy projects. Walz’s communication style shows that when people understand the benefits and specifics you get things done. “The surest way to get people to buy in is to create a job that pays well in their community. For 18 year old teenagers about 80% had a drivers license in 1983, only about 66% have a license today. Buffalo has lost half its population in the postwar period, Syracuse and Rochester lost one third. Half of Buffalo's housing stock is vacant and the poverty rate is twice that of the USA. The Chinese market for mobile phones has seen Chinese companies use their advantages of knowing local requirements and better distribution systems, especially in the rural areas and second tier cities, to establish a presence. By 2004 companies such as Bird and TCL made significant gains. Bird planned to take on overseas markets and take 8% of the global market. Ningbo Bird and TCL then had half the Chinese market. According to analysts this effort fizzled out and these two companies had sales decreasing as larger companies like Nokia started going into the smaller cities and rural areas. Now another company is using its knowledge of the special features desired by Chinese buyers and its distribution system in rural areas and smaller cities to establish a presence. Tianyu, better known by its K-Touch product introduced in 2005, started as a handset contract manufacturing company. Tianyu offers locally desired features not offered by makers like Nokia and Samsung- dual SIM card option popular because it allows keeping second generation phone numbers and accounts while keeping open the option for a 3-G line, bigger text for older users, text messages read aloud, touch screens, receiving phone calls for two numbers, and so on. And Tianyu does this for less than $200, a price that Nokia and Samsung can't match for features like touch screen. Comparison of the K-Touch E62 with a Taiwanese handset called HTC Magic using Android, both touch screen, showed a price for HTC Magic three times the K-Touch E62. The K-Touch E62 cost 798 yuan or $117. Does Tianyu rely too much on the cultural aspect of today's China which is described as "shanzai"? The meaning of this term "mountain stronghold" and has a defiant tone of local culture and tendencies fighting centralized control. It is often used to refer to the cheap knockoffs of imported products that are readily available in China. In the long run analysts believe that the larger Chinese players in telecom, Huawei and ZTE, which have smartphones appealing to Chinese consumers and 3-G technology, are more likely to have a sustained presence. ...

The new head of India's Space Agency ISRO, Kailasavadivoo Sivan, talks to DW.com about the Space Agency's plans for the future. ISRO launched a mission to Mars which went into Mars orbit, at a very low cost.  The Mars Orbiter Mission vehicle is orbiting the planet Mars since 2014. In 2008 ISRO sent an unmanned spacecraft to orbit the moon. The future missions include a second mission to the moon, and a mission to the Sun. The solar mission Aditya-L1 will study the properties of the Sun. Mr. Sivan says his focus includes use of High Throughput Satellites(HTS) for providing high data-rate transmission. This is now available in cities, and the HTS will enable this for remote regions of India. Other focus is in agriculture with information on crops increased from 8 to 15 crops so that farmers have more information on fertility of soil, crop yields. Sivan says progress can be made with more international cooperation and sharing of technology, particularly with India leading the way with low cost high tech applications that benefit education, agriculture, and bringing space applications to people it never reached before. Sivan comes from one of India's villages, which are now experiencing change through India's rapid modernization efforts. ...

Knowing the thinking and mood of the younger generation of engineers programmers and other staff is critical. They are more optimistic and impatient about things so companies have to move quickly to change things to retain talent. The other major change is the number of young women that are joining. Nasscom the software industry association in India says that last year this was 35% and will rise to 45% by 2010. This is amazing rise considering that it started from very low numbers and these young women are more vocal than the men. It means companies have to keep their minds open to gender issues and respond. Giving young people a voice in the affairs of the company, giving them achance to be not lost in the crowd, a shot at challenging assignments for the talented, some kind of inhouse training program in management and in other areas so that they can keep upgrading their education and value to the company, some peers and superiors assigned to mentor new employees, hiring from smaller cities so that those who want to be near family can do so and have higher loyalty than with chasing high level talent in bigger cities and supplementing with good inhouse training , are a list of some of the things being tried by companies. ...

Is time slipping away for Russia to restore what it sees as its special relationship with Ukraine, as Ukraine finds its own identity through its language and independent Orthodox Christian Church since 2019. This WSJ podcast report is by James Marson who lived in Kiev from 2007 to 2012, and Ryan Knutson, with the Archbishop of St Michael's cathedral in Kiev, and the editor of Elle magazine edition in Ukraine joining in.  To understand Ukraine one has to know that Russian is the language of the cities, which means people in Kiev speak Russian. People in the countryside Ukrainian. This is very unusual for a nation and it shows the condition of the country for centuries where intellectuals in cities dominated cultural and political life distant from the people in the countryside. For centuries Ukraine was dominated alternately by either Poland and Lithuania or Russia other than a period of 200 years around 1250-1400 when the Mongols were dominant. The peasants and countryside suffered greatly as in India and other parts of central Europe in the long history till the modern period in 1900.  Russians see their origins in the Kyivan Rus, a state bringing together the different ethnicities Ukrainian and Russian in the period 1000-1240 under the Byzantine Church in Constantinople. Kyiv, the modern capital of Ukraine called Kiev today being the capital of this state. This is the cultural connection that president Putin and Russians see as one they do not want to see drift away. After the Russian state drove out the Mongols in 1240 the northern provinces and Kiev became part of the Polish-Lithuanian Commonwealth, and the rest became part of a new Russian state. After 1650 Ukraine became part of the Russian Empire and by 1800 with the partition of Poland was fully made part of the Russian Empire. Russian is now after 1800 the language of the intellectual class in Kiev and the cities, and Ukrainian language persists in the countryside. In 1804 Ukrainian is banned as a language and subject of instruction in schools. The end of the Russian Empire under the Tsars in 1917 ended the ban on the Ukrainian language and a period of respect of the cultures of the different soviet republics including Ukraine ensued. Putin has strong feelings on Kyiv, or modern Kiev, as the place where Russia as a country began. He wrote a 7000 word essay says this report in WSJ in 2010 on this relationship as he sees it.  Yet the period of protests in Kiev since 2010 has resulted in Ukraine building  its own identity as a nation. Magazines in the country are required to use Ukrainian for 50% of their circulation. People in Kiev now use Ukrainian instead of Russian as the sense of national identity is being revived. During 1917-1921 Ukraine fought a war with the Bolsheviks after the Russian Empire collapsed. This history is why Russia is acting now to push for Ukraine not drift completely away. It is also what makes Ukraine different from Poland which has cultural ties to Western Europe. It is why the US or Germany is not willing to go to war with Russia over Ukraine, as it would over Poland. It is also why Russia may not see war as the best option as about one third of Ukrainians say they will fight to defend their country, according to this report. The situation is complex and this is why both sides want to negotiate some way out in which Russia wants the US and NATO respecting its sense of connection with Ukraine in its history with Kyiv as the place Russian state started, and Russia not going further. Russia's tangible proposal is for no to Ukraine joining NATO or the European Union. The US and Germany want something else- the right of Eastern European nations that suffered from Tsarist or Soviet domination or German Hapsburg domination to finally be able to assert their own right of self-determination as democratic countries. This would include Finland. And also Sweden. Ukraine is not another small Eastern European country.
