The 1985 hit "Small Town" by John Mellencamp is about Seymour, Indiana. Republican State Representative Jim Lucas says the city of Seymour welcomes immigrants legally here who are properly vetted. The concern is about migrants not vetted and not legally here. At a recent city council meeting Lucas attended it was decided not to go ahead with an economic development agenda. Says Lucas- “However, Seymour has changed drastically in just the past few years, and many of us are obviously concerned about the direction we are headed,” he added. New immigrant cases or migrant arrivals for Jackson county, Indiana, where Seymour is located went up to 435 in 2024 from 66 in 2021. It is at that point that the welcome center idea ran into opposition in this small town in Indiana, an hour from Indianapolis population 21,000 in Jackson County. As the town's population mix changes - it was 1% Hispanic in 1990, then 5% Hispanic in 2000- jumping in two decades of Bush-Obama-Trump-Biden to 25% Hispanic, questions besides economic about the sense of uneasiness of resident came up. Also of cultural literacy of the state of Indiana, and of the history of the state within the Union forged by Washington and Lincoln, FDR and Eisenhower, and of Wendell Wilkie of Elwood, Indiana. Unemployment rate for Jackson County is 3.3%, median income $63,000, home ownership 57%. Issues were not about the economy alone, and about how many immigrants could be absorbed and the cultural and language literacy of arriving migrants. There were issues about the perceived crime rate (metrics show traffic related offenses were up), and about drawing too much of the school's resources as English learning went up slowing learning in the schools. Kathleen DuVall of the University of N. Caolina at Chapel Hill describes the areas in which the American Indian government and the Spanish government did better than the British democracy. The American Indians she says had chiefs who ruled the tribes in a consensus arrangement with other chiefs and had to get the approval of the tribal elders and members of the tribe. This would not be easy to achieve in the large numbers of settlers in America, but has its own merits. The Spanish monarchy respected women's rights in that the woman's identities were not subsumed under men's through the legal doctrine of coverture. In the Spanish system women kept their identities, properties and thier names, something not possible under the American system. She calls for humility as much as celebration on July 4th, as Americans proceed through the world.

Mike Spence, follows a popular Governor Mitch Daniels of Indiana. On social issues Spence has stood up for legislation that is socially conservative and representing Middle America. On many of the economic and other important issues Mitch Daniels had already set out and achieved much of the Republican agenda in Indiana. Spence is the son of a gas station manager who went to Hanover College, and won a seat in Congress after several tries including the first one in 1988. He hosted the Mike Spence Show on radio reaching out to conservatives after failing in campaigns in 1988 and 1990. The show ran from 1993 to 1999. In 2000 he won a race for Congress followed by a run for Governor. In 2015 he signed a religious freedom law after making some changes to accomodate critics.

India's new bankruptcy law is a big step forward in letting credit markets function normally and drawing in new capital. The new law says the bankruptcy should be completed in 180 days after a default. Indian banks hold about $105 billion in non-performing or bad loans, according to the Reserve Bank of India. It is essential that India cope with the bad debt to attract new capital investment and increase growth. Asset reconstruction company being formed by Ambit and J.C. Flowers & Company was approved in late 2016 by the Reserve Bank of India, India's central bank. So far Indian banks have showed unwillingness to take a loss on the loans and take a big discount. Only $3 billion in asset reconstruction has taken place in 2016 through selling bad loans, according to Credit Suisse. Indian industry has relied heavily on bank loans and sale of stock for capital investment as the corporate bond market is undeveloped. This is about to change to finance growth, with the bankruptcy law and transparency as a first step. Larger foreign firms are teaming up with local partners to tackle distressed debt and bad loans, with locals knowledge of risks making it easier to profit from capital invested. ICICI bank won the first ruling of the new bankruptcy law by the National Company Law Tribunal against Innoventive to recover assets, providing the first test of the law. In the past such action would drag on for years, showing India is now serious about getting rid of bad loans in the banking system, and to revitalize credit markets to finance new growth. ...

Indian logistics costs are at 14-16% compared to 8-9% in nations of Europe and the US. This Economic Times report shows 20 Government of India ministries and agencies are involved in logistics for exports. A recent shipment of mahua flowers from Chhatisgarh to Le Havre port in France was held up for 2 weeks at Mumbai's Nava Shheva port, as cited here in the The Economic Times. Logistics help from Maersk helped China build its industrial capabilities. The port capabilities in logistics grew year after year from small beginnings in the 1990 period. Mr. Modi is starting this process in India as it is a key driver for foreign investment in the country. As China's logistics capabilities grew companies had the confidence that products manufactured in the country could be delivered to US and Europe efficiently and at low cost. This process takes a decade and the time to start building this capability is now with plans, stretch goals, investment and timely delivery. Maersk, a Danish company, has a big role to play in this effort in India. Government incentives could play a role, as well as negotiations with Maersk and with the assistance of the government of Denmark for technological collaboration at Indian ports. ...

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." The Indian state of Kerala has experience tackling virus situations. Most recently with a Nipah brain damaging virus in 2018. For cases to double Kerala has 72 days, compared to a national average of 8 days. With total 437 cases and 3 deaths Kerala has shown "the importance of early tracking, screening, home quarantine, strict isolation and public participation," says Dr. B Iqbal, chairman of the Kerala state expert committee on coronavirus in an interview with DW. com. The first case was a medical student arriving from Wuhan on Jan. 24, diagnosed 6 days later. During the Nipah virus crisis Kerala limited deaths to 17. Kerala is an example of the importance of a well funded and well established and organized health care system. The 44 kilometre stretch of rail line being built in the region of West Bengal and Sikkim will for the first time provide a direct rail connection between Sikkim and India. A project that was approved years back in 2009 will be completed in 2 years by December 2022 by the federal government. The investment in the project is 89 billion rupees or $1.2 billion. It is a strategic project for India as it integrates the Himalayan region of Sikkim and Bhutan, Nepal, with India with rapid rail connectivity. The lack of reliable and modern rail infrastructure had held back economic development in the region. This is part of the Himalayan region in India's northeast, with spectacular mountains and requires modern engineering and technology for miles of tunnels through the mountains and bridges over many rivers at high altitude. This project is a combined venture of Indian Railways and its unit Northeast Frontier Railways, and the Indian Railway Construction Company (IRCON). As head of the Mumbai Metro Rail project, IAS 1995 batch, Ashwini Bhide worked tirelessly to make a dream of Mumbai residents to move quickly through new state of the art rail services with modern technology come true. A dream held up for decades in which millions of Mumbai residents put up with old, dilapidated, and incomplete rail services. Abrams called it a most audacious project to break open Mumbai's belly to make this happen. On the way Bhide had to overcome many hurdles, including a two year gap in 2020-2022 that reflected the way things had slowed down for decades. It is a top priority today for the federal and state governments and is to be completed in 2024.This is meeting the aspirations of young Indians for a better country, a better future. It is work that Mohandas Gandhi would be proud of for Young India a century later. ...
