Krugman points out that the federal tax rate for the top 1% is 34% in 2013, according to the Congressional Budget Office, because president Obama let the high end Bush tax cuts to expire. It is the number to remember says Krugman- 34. In 2008 the figure was 28.2. Under Hillary Clinton the average tax rate for the top 1% would go up by 3.4 percentage points, according to the Tax Policy Center. Some of this would help pay for the tution plan to provide access to the middle class to public universities. Under populist Trump, Krugman points to the elimination of the inheritance tax and tax rates going down substantially, and no such programs to promote the upward mobility that everyone is talking about, and no way to pay for a big infrastructure building effort for growth and jobs- upward mobility that is the focus of every candidate's election campaign including Sanders, Trump in appealing to older white working class families, Clinton, Ryan, Bush, and others in both parties.   ...

This article in the NYT after German chancellor Merkel's visit to the U.S. reminds readers that Merkel's relationship with Obama took some time to develop and that following Merkel's turning down of Obama's request to speak at the Brandenburg Gate in 2008 relations during a Merkel visit in 2009 were not as friendly. It says the relationships evolve over time. Even then the relationship between Merkel and Obama had ups and downs including the period when it was revealed that the Obama administration had tapped Merkel's phone and Obama failed to offer an apology, ending with a positive note in 2016 when the two met in Krun, Germany, with Obama as lameduck president. Experts from the German Council of Foreign Relations say that Trump adopted his usual double speak saying the right things about NATO and relations with Germany in the joint appearance, and later at a question and answer session saying Germany owed a lot of money to the U.S. for defense. Germany pays 1.2% of GDP for defense and promised to take this up to 2% by 2024. By now viewers may have adjusted to Trump's style to keep certain issues alive for negotiation stance, as a distraction, to keep his base's enthusiasm, or in some situations to vent out grievances such as with media coverage he receives. ...

Gerald Seib, executive editor of of the WSJ, attributes the divisions in America both on the left and the right to a deep skepticism among people about the intentions of the U.S. political and financial establishment to conduct the country's affairs in a way that benefits all people. Both the traditional Democratic and Republican establishments, the Bush-Reagan, Clinton-Obama politicians and the financial community were seen as self-serving and looking after their own interests. The right of center supply side economics and the the tolerance for immigration levels of 30% rise in the last decade were discredited. A much larger recovery program was seen as needed from the deeply bruising effects of the financial crisis of 2008, started by the reckless financial establishment behaviours, than either the Reagan supply siders or the Obama people had understood or planned. This opened the way for Mr. Trump to take up the cause of ordinary Americans with a message of ambitious infrastructure development, confronting China's use of trade adversely affecting American workers, and slowing down immigration. And within the Democratic party the emergence of Elizabeth Warren and Bernie Sanders with programs for a wealth tax that would finance Medicare for All and college education supported by the federal government. Both the traditional Republicans under Bush and Democrats under Clinton Obama were seen not upto the task, after the 2008 financial and economic crisis created deeper scars than were imagined possible. The lack of effective policies under Bush or Obama simply aggravating the situation further. The culture wars have split Americans down the middle with a breakdown of the traditional American family and social structures creating deep anxieties in America. Obama's comments unsettled people in the heartland when he said that economic decline in the Rust Belt had made people there to "cling to guns or religion or antipathy toward people who aren't like them."   The trillions of dollars spent in wars in Asia and the Middle East were seen by Mr. Trump as an enormous waste when much needed investment was deprived of attention at home. Mr. Trump hammered this point home till today it is well accepted across America.  Even as political divisions persist they are now on how to tackle the redevelopment and growth of the U.S. The new focus of agreement has shifted with agreement across the country that infrastructure development in the U.S. and defending workers rights to jobs and opportunities is the top priority. That trade relations need to be reshaped keeping this priority ever present in negotiations. As a result all parties could agree on infrastructure and the recently concluded agreement for trade with Mexico and Canada and phase 1 of negotiated agreement with China. In overseas affairs the U.S. under Trump seeks cost sharing with a 2% of GDP defense spending by other nations so that money can be diverted to use at home. In this sense the debate has already shifted in the U.S. and the UK to how to address the problems of uneven development and growth across the two countries and better allocation of scarce resources to needs at home. Which is for the U.S. a good thing in the middle of all the perception of divisions.      ...

Trump in the election campaign expressed strong disapproval of interventionist policies. The Ford Motor Company's effort to get president Trump to work on a compromise with California on fuel economy standards has failed. Leaving the industry split with Ford on one side and GM, Toyota on the other siding with president Trump on lower fuel economy standards than set by California and lower than the standards set by Mr. Obama. When Ford made a deal with California it got an antitrust inquiry, and led to the Trump administration speeding up its effort to strip California of its authority to set its own fuel economy standards. This WSJ report says the legal fight between Mr. Trump and California is likely to be long and drawn out with Ford and the auto companies caught in the middle. It also shows how the disagreement with the Trump White House can lead to unforeseen consequences and more uncertainty. Ford had originally expected that a deal with California which relaxed standards set by Mr. Obama but not similar to Mr. Trump's would show California would compromise. Mexican president Nieto's poll numbers are at all time low of 24%, according to Reforma newspaper. He took office in late 2012 and has been hurt by human rights scandal of the murder of 43 students in the state of Guerrero, corruption issues, and failure to improve the economy. The invitation to Trump to visit Mexico left even people close to the president surprised, and was criticized widely inside Mexico. It is not clear what Trump or Nieto gained from the trip. As Trump continued his talk about building a wall on the Mexican border and having Mexico pay for the estimated $23 billion it would cost. He did this in a speech to supporters in Pheonix on the same day he met Nieto, showing the use of teleprompters and prepared script was not his way of campaigning. Just as the message to black people that Democrats take them for granted cannot resonate without the basic message delivered with compassion and understanding- such as done by the presidents Bush and Reagan- so also the message to Hispanic people is suffering from the same lack of empathy. Recent polls show only 3% of blacks support Trump. McCain and Romney gained only 4-6% in the U.S. presidential elections of 2008 and 2012. The message of the wall is also baffling as an election strategy. A Gallup poll in July 2016 shows only 15% of Americans opposing a pathway to citizenship for illegal immigrants, and only 24% of Republicans. There is another problem in the strategy. The rhetoric about walls and mass deportations, and the Trump temperament combined with handling of nuclear weapons is not winning college educated women in the suburbs with polls showing Trump lagging behind Clinton by about 20 points or 4 million voters with this group. It is hard to undo the damage done by this kind of rhetoric used in the primary elections as it gains distrust of voters. It would require a bad economy with illegal immigrants taking local jobs, and handling of immigration seen as weak, for such a message to gain some national traction. Both are absent for the most part with a steadily improving economy since 2012, lower unemployment, a tough enforcement policy on deportatons under Obama that exceeded that under Geoge W. Bush, and the talk of a wall comes with illegal immigration having declined steeply since the 2008 financial crisis. The real culprit appears to be elsewhere, the triple hit taken from hollowing out of the manufacturing economy that hurt the Conservatives in Canada, the insecurity created for older whites from the job losses and hits to net worth from the 2008-2009 financial crisis, and the increasing loss of access to health care and educational opportunities with high  costs. About 62 million households or the bottom half of the distribution in the U.S. have a net worth of about $10,000, a quarter of this group having zero net worth, according to the Federal Reserve's Janet Yellen at an Inequality Conference in Oct 2014. Problems no wall is going to solve, problems that built up over 2 decades, problems that will take a generation to fix.  It shows the tech miracle of the last 2 decades as a mirage for quality of life of the middle and working class. Tech as a tool to a goal, not a goal in itself, is the better way forward. ...

The Obama administration started the first term in office with efforts at reaching agreement on reducing nuclear arsenals. By the second term of the Obama administration the talks were already faltering. The war in Syria and Iraq and other conflicts in the Ukraine led to worsening relations with Russia. During the first year of the Trump administration that followed the two Obama terms in office the situation is completely reversed from what it was in 2008, showing that more than good intentions are needed to pave the way for reducing nuclear weapons. The expansion of NATO to Russian borders, the conflict in the Ukraine, the sanctions that hurt the Russian economy in Obama's second term did more to destabilize relations. The Trump administration's ambivalence towards Russia is not seen in the way the U.S. is responding to Russia'a policy actions to expand its nuclear weapons capabilities.

The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. Perry says the president has no plans to back up what he says, which hurts U.S. credibility posture. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. As a result of his efforts at NYU School of Law and in assisting attorneys general in the Trump administration, and now at the Whit House he is changing the way the world looks at climate change action. He shows how the EPA new rules on tailpipe emissions will promote electric cars. The benefits exceed $1 trillion from the shift and this will show that it exceeds the cost of the fossil fuel companies and the US economy making the changes required. ...

President Trump says he will reconsider his decision not to join the Trans Pacific Partnership. Trump says he will look for a "substantially better" deal that the one negotiated by president Obama. Trump added that the U.S. already has bilateral trade deals with six of the eleven nations in the TPP and negotiations are taking place with Japan a country with which the U.S. had difficulties in trade. This change of mind comes as Republicans in Congress and other groups including farm exporters are calling for using TPP as a way to pressure China. Wheat exporters in the U.S. say joining TPP would give them a level playing field with Australia and Canada for exports. This means reopening the negotiations with Japan conducted by the Obama administration and seeking more concessions from Japan. Japan's chief cabinet secretary says Japan has made all the concessions it could.  U.S. president Trump would have to come up with a better deal to justify joining TPP.

He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

Republican candidate Trump wins 51% of the vote in Iowa to De Santis 21% and Nikki Haley 19%. Trump won among evangelical voters with 58% support. In cities his vote declined. In Story County home to Iowa State University in Ames, it was 34%, and in Johnson County where University of Iowa is located 36% supported Trump. In 2024 18percentage points separate Mr. Trump's support in low levels of college or post secondary education to higher levels of college or post secondary education. In 2016 Mr. Trump received 29% of the vote in low college education areas to 22% of the vote in high college education areas- a spread of 7 percentage points. Iowa is a state with a large farm and agriculture sector. Other states with manufacturing in the midwest tended to move away from Democrats in 2016. Some of this momentum has reversed with union support for Mr. Biden who has taken a pro-union stance in a way that is not matched by any Democrat since FDR and Harry Truman in the 1930's to 1950's. The shift of Clinton to globalism and Obama to tech companies cost Democrats heavily in 2016 with workers in manufacturing- something that is reversed in drastic ways since 2020 with Mr. Biden on the picket line at UAW union auto strikes in Michigan. ...

This report by Peter Baker shows President Trump only reluctantly agreed to certify the Iran Nuclear Agreement. He opposed it in discussions with the Secretary of State Tillerson. It took the combined effort of Tillerson Dunford of the combined chiefs of staff, Defense Secretary Mattis, and of National Security Adviser McMaster, to get Trump to agree to go ahead with the deal. President Trump wanted a new strategy to counter Iran in the Middle East. The Iranian foreign minister Zarif has not yet met with Tillerson of the U.S. Zarif says Iran may withdraw from the deal if there is significant nonperformance by the U.S. Trump advisers are wary about the influence on Europe as the EU is not interested in taking a new look at the Iran nuclear deal. The EU sees things differently- that the issues of Iranian influence in the war torn Middle East is a separate issue from the nuclear deal, and that in any case a nuclear constrained Iran is better than one with nuclear weapons. Another factor is that the Middle East is now a complicated place with relations crisscrossing in different and even conflicting directions. The U.S. played a part on the Iranian side in the retaking of Mosul in Iraq with U.S. bombing strikes against Islamic State. In Iraq the U.S. is supporting the Abadi government which is mainly Shiite in its structure and is supported by Iran. The Trump position is that president Obama gave away too much in negotiating the deal and was not against the negotiating process.   ...
