Walter Mead of WSJ offers this view- expect more action from DJT in 2026 not less, than 2025. The president took the US Supreme Court's decision in stride, noting that it lets him do the same thing on tariffs- charge tariffs on countries doing unfair trade with the US- with other tools in trade legislation, just not IIEP rules. On the practical side every country wants to keep its trade agreement with the US said the president- Britain, Japan, South Korea, Germany, China, India. China and India have increased exports in 2025 even with tariffs rules that allow some exemptions. Large trading nations do not want the uncertainty that comes with renegotiating agreements arrived at with much difficulty with the US. This is not mentioned much in the media such as WSJ and NYT which instead  focus on the tariff revenue already collected of $130 billion and its use or refunding. What is relevant is that the purpose of splitting powers beteen the executive branch and the Supreme Court and Congress is preceded to a great extent by the public's ideas about what is fair, of rights of the US to fair trade, and preventing the deindustrialization of US and Europe. Which is why the Supreme Court has tried to tread warily on issue of illegal migrants by millions entering the country, and is trying to tread warily on issue of rebuilding American industry and infrastructure using tariffs to reduce concentration in China and act to restore a fair trading system for the US and the world. ...

This article in the NYT after German chancellor Merkel's visit to the U.S. reminds readers that Merkel's relationship with Obama took some time to develop and that following Merkel's turning down of Obama's request to speak at the Brandenburg Gate in 2008 relations during a Merkel visit in 2009 were not as friendly. It says the relationships evolve over time. Even then the relationship between Merkel and Obama had ups and downs including the period when it was revealed that the Obama administration had tapped Merkel's phone and Obama failed to offer an apology, ending with a positive note in 2016 when the two met in Krun, Germany, with Obama as lameduck president. Experts from the German Council of Foreign Relations say that Trump adopted his usual double speak saying the right things about NATO and relations with Germany in the joint appearance, and later at a question and answer session saying Germany owed a lot of money to the U.S. for defense. Germany pays 1.2% of GDP for defense and promised to take this up to 2% by 2024. By now viewers may have adjusted to Trump's style to keep certain issues alive for negotiation stance, as a distraction, to keep his base's enthusiasm, or in some situations to vent out grievances such as with media coverage he receives. ...

Germany's investment in defense and infrastructure will see major increases under Merz/Kingsbiel CDU/SPD coalition government, borrowing in 2029 are 4 time levels in 2024 to finance a massive wave of investment. These investments were held off under Merkels government of the CDU from 2005 to 2021 and under the four year term of SPD's Scholz. A lot of damage is done by such disinvestment in the German economy from childcare and housing to transportation and internet infrastructure, to defense. It was part of the program of the Greens and Social Democrats under Scholz's government 2021-2024 but was stalled by finance minister Christian Lindner of the Free Democrats who was not fired until 2024 and who lost his seat and the FDP's presence in parliament in the 2025 elections for his role. Lindner's support of the constitutional debt brake set up by Merkel is seen as depriving Germany of the modernization of its infrastructure and the economy.  Germany's defense budget is set to more than double by 2029, increasing to €152.8 billion ($177 billion). Net borrowing will  significantly increase in the draft budget.  €81.8 billion in 2025, up from €33.3 billion in 2024. €89.3 billion in 2026, €87.5 billion in 2027, €115.7 billion in 2028 and €126.1 billion in 2029 or 4 times the level of 2024. The Nordstream gas supplies pipeline which runs 760 miles from northwest Russia under the Baltic Sea to Germany will go into maintenance for 10 days. Russia says that a turbine that is being repaired in Canada could delay resumption of the pipeline that is already down to 40% of its pre Ukraine war supply.  Germany says Russia may turn off the Nordstream pipeline completely in response to more western sanctions. Russia could attribute it to maintenance issues. Germany's manufacturing companies that depend on the gas supplies are already scrambling for other sources. Some like Uniper SE one of Europe's largest utilities are turning to the German government for aid as it turns to the spot market for supplies at much higher prices. France's EDF SA is losing billions of euros under a government imposed price cap on electricity prices. It will be nationalized. Yara fertilizer company with 15 production sites in Europe uses Russian gas to make ammonia for fertilizer. Now it is turning to other sources for ammonia, a key ingredient for nitrogen fertilizer.  WSJ gives examples of many more companies in industries in Germany from glass making to coating steel in melted zinc using furnaces powered by gas, that are affected. Two VW power plants in Wolfsburg will shift back to coal after spending 400 million euros in a conversion to natural gas. The list goes on and on. There is the need to conserve natural gas and LNG supplies to heat and power homes for the winter. Thermostats will be turned down to 62 degrees in many places in Germany, hot showers will be shortened, and every effort made for conservation, and even this may not be enough. ...

Germany's EVG transport workers union reached an agreement with Deutsche Bahn on wage increases. EVG asked for 650 euros a month. After months of 1 day strikes both sides agreed to arbitration in June. The new agreement gives workers wage increases of 410 euros ($443) a month in 2 stages over 25 months, 200 euros in December and 210 euros in August 2024. And a tax free one off payment of 2850 euros in October. Negotiations of DB with the train drivers union GDL lie ahead with GDL asking for increase of 550 euros a month and one time payment of 3000 euros. For the first time as in the US with president Biden the German government of SDP and Greens of Scholz supports agreements that provide workers with wages adequate to meet the cost of living and dignity of living.

As Macron struggles to present EU's case in Washington DC the problems in Germany loom large.The debt brake Merkel to stop debt based infrastructure investment is what ails Germany and the EU. It has had two pernicious effects. It created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security, with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, would have secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents and reduced a surge in the AfD performance with loss of confidence in chancellor Scholz.  CDU's Merz says he wants to remove the constitutional brake from the German constitution. The SPD under a new leader would want the same as it seeks to invest in the economy. Scholz lacked the foresight not to enter into a coalition with the Free Democrats in 2021 who flatly opposed public spending to meet pressing infrastructure needs lowering growth.  Both CDU of Merkel and SPD of Scholz lacked the foresight and the courage to invest and not settle for less for Germany. ...

Germany's Siemens and chancellor Scholz say the lack of a turbine from Siemens is not the reason why Russia is reducing supplies of Nordstream pipeline gas. The turbine is ready to be shipped to Russia if Russia wanted it.

This report in the Economist points out that Altmaier has played a critical role in steps taken by Merkel- as chief whip in parliament for the CDU during the Greece financial crisis and bailouts, as environment minister implementing the program away from coal based electricity, and in negotiating deals such as the deal with Turkey on refugees, and now with Brexit negotiations. Merkel has asked Altmaier to write her manifesto for the September 2017 election. A member of the CDU's liberal wing, Altmaier is known for being a scholar on German history, especially Bismarck, and a workaholic. Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction. ...

Voter turnout of 83.5% in federal elections in Germany in Feb 2025 is the highest since reunification in 1990.  The Free Democrats and the Wagenknecht BSW  fail to meet the threshold of 5% for representation in parliament. The CDU manage 28.5% of the vote less than the forecast 30%, and the AfD is at 20.7%. Scholz Social Democrats drop 9% points from 25% in 2021 to 16.5% and the Greens are at 11.7% of the vote. The Left Parties get 8.7%. A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

This editorial Board opinion piece in the WSJ gives exceptional insights into major issues facing Germany, the cost of electricity generated from renewables, failure to meet climate change emissions targets set by the government, and the difficulty of forming a new coalition government with conflicting goals of the Greens vs the CDU and the FDP.  By one estimate it cost households and business about $125 billion extra in higher electricity bills for 2000-2015 to subsidize renewable energy from solar and wind. Utilities are required to buy renewable at above market rates, especially since the energy revolution called Energiewende was launched by chancellor Merkel in 2010. German electricity prices are about 36 cents per kilowatt hour compared to 13 cents in America. The 2011 decision following the Fukushima disaster to phase out nuclear power by 2022 made the effort to meet renewables targets of 40% by 2020 compared to 1990 -exceeding the 20% for the EU- even harder. Germany sees a 30% target for 2020 as reachable.   Even though renewables can generate 50% of required energy supplies, only 30% of the supplies are utilized as the renewables are generated mostly in the north of the country and there is a lack of transmission lines to bring it to the industrial south. The dirty secret says the WSJ editorial board for the renewable story in Germany is that a lot of coal is used in dirty coal plants to meet electricity needs when wind and solar energy are not available. Cheaper coal not natural gas is preferred for such generation as daytime peak use that recoups more expensive gas cost is managed with renewables. Leading to the situation that Germany generates only 9% of energy from natural gas compared to 30% in the U.S.. The further Germany has gone in renewables has also led to the paradox of increased dependence on coal. Getting to the new Jamaica coalition being planned between the CDU and the FDP and the Greens. The problem is that the Greens want to see the 20 most polluting coal plants closed, the CDU and the FDP are willing to close only ten coal polluting plants. The WSJ's opinion is that voters chose the AfD right wing party with 13% of the vote because of the platform promise to shut down Merkel's Energiewende policy.   ...

What is Antifa. during the protests this term keeps coming up, yet no one is really sure what it is.  It started in Germany in the 1920's and basically means anti-fascist or in German antifaschistisch. Most Germany parties from the SPD, CDU and the Greens to other parties accept this as a point of view considering Germany's Nazi past.  Yet DW.com asks is it only referring to all those opposed to fascism in Germany or to black clad anarchists and leftists facing police on German streets. The last such confrontation with police happened in Germany in Hamburg during the 2017 G20 summit. A famous scene from that time is pictured in DW.com. There the meaning becomes complex as the Communist Party of Germany (KPD) adopted the phrase and the disinctinve two flag logo for the 1932 election campaign, in Weimar Germany's last free election, which the Nazis could not win fully but with the left parties split emerged as winner. After the formation of the GDR, the German Democratic Republic in East Germany, the interwar KPD party veterans like Walter Ulbricht came to power in GDR. GDR became part of the Soviet bloc countries during the Cold War and used antifascist in a way that was synonymous with anticapitalism. This same movement then langusihed in the Germany of the early post war years under Cologne's former mayor, Korad Adenauer. In the 1970's and 1980's the left movement revived in Hamburg and Berlin, coalescing with a antinuclear movement and widespread protests against president Reagan's stationing of nuclear missiles on German soil aimed at the Soviet Union bloc. After the reunification the protests against coal, for climate change action, and for anti-globalization. There is even an overlap with anti-Zionism. Germany's internal intelligence agency says the antifa movement is the "main field of agitation" for autonomous leftist groups, with some groups supporting "militant actions." Yet when there are broad uncontroversial protests there can be people from all walks of life, not just the anarchist or far left groups.  So that the protests in the U.S. were met with comments of antifa - Saskia Esken of the SPD saying "58 and atifa. Obviously." To which the General Secretary of the CDU said "Against fascism, and for democracy and human rights. Without violence. Obviously, for me. It's sad that the chairwoman of the SPD lacks the strength to differentiate."  To which Esken says it is only a point of view that antifa refers to, not some action. To which the the youth organization of the Angela Merkel CDU/CSU alliance the Junge Union (founded 1947) replied: " 73 and appalled" getting the final word.  Search for a dictionary and you are left with no clear meaning either. DW.com says Germany's duden dictionary only says antifa refers to the " entirety of the movements and ideologies, which oppose fascism and national socialism."    ...

Germany is trying not to choose sides in the trade and security disputes between China and the U.S. Yet it owes a lot to the U.S. from the days of the Marshall Plan and U.S. taking on the role of defending Germany after the Berlin Wall. China was then a partner with the Soviet Union in the Cold War.  Today China is Germany's top market for its car industry. Yet the U.S. export market is much larger than China at $119 billion with China's at $96 billion. In Germany 28% of jobs are linked to exports, and in manufacturing this goes up to 56%, according to Germany Ministry of Economic Affairs. Germany supplied much of the factory  equipment from its engineering companies and the infrastructure that powered up the China transformation. A transformation now underway in India.  There are signs of a shift as engineering companies in Germany grew faster in the U.S. than China, increasing by 6-10% a year. India remains a key growth market for Germany over the next 10-15 years as growth in China slows and India accelerates with its younger demographics and investment in infrastructure. Much of the infrastructure in China is built and it is approaching the saturation Japan reached in the 1990's with additional investments adding little in the way of productivity. Longer term Germany has more potential for growth in countries in South and South East Asia  that will need to make huge investments in infrastructure and technology for manufacturing to meet the aspirations of the people there. Other issues related to freedom going back to the Berlin Wall and the rebuilding of Germany after World War II will emerge. German companies are running out of patience says this report in the WSJ with the bureaucratic obstacles, forced technology transfers, subsidies by state model to extinguish competition, and protectionist approach to home markets, even as state funded companies in China put other companies in Europe, Asia and the U.S. at a disadvantage. Germany will need to transition to a shift in its global relations, a process that is only now taking place. Just as with austerity policies in which it has now made the shift from going with the northern European countries (Sweden, Denmark, Netherlands, Finland) to the Southern European (France, Italy, Spain) in favor of common solidarity even at the short term cost of common debt, Germany now is facing the shift for solidarity with the U.S. for its support of Germany from the period of the Berlin Wall in the 1950's, for the U.S. and European solidarity in the face of the post-coronavirus world. The U.S. showing its generosity and openness to Germany and war torn Europe even as it took on the added responsibilities for creating a new alliance with Europe.   ...

About 600 US and European company brands are leaving Russia. This report in the WSJ shows how ordinary Russians are coping with jobs in limbo. Many of these companies are continuing to pay employees but jobs remain uncertain. This includes companies like Sweden's IKEA that are popular in Russia. As western sanctions make operating difficult companies future is uncertain. This is creating anti-Western sentiment particularly in the rural areas which use mostly Russian made products and which are Putin's main source of support. Even Russians who question the attacks on Ukraine are skeptical how the withdrawal of these companies helps find a solution for Ukraine. This is happening even as the errors made by 4 term German chancellor of increasing the dependence of Germany on Russian energy supplies from 36% during Putin's annexation of Crimea to 55% today are becoming abundantly clear.That makes an energy embargo on Russia difficult for Europe, with German business saying this would be "catastrophic" because it is unprepared even though this alone provides about $1 billion a day to Putin's Russia. Meanwhile EU and other western leaders call attention to India's drawing 1-2% of its energy supplies from Russia even though one month of Indian imports is equal to just one afternoon of European oil and gas imports from Russia. India has done more than Merkel's Germany to meet the need for humanitarian vaccine assistance for the poor countries of Asia and Africa, Middle East, and is now engaged in meeting the needs of the world for foodgrains after the fallout from an Ukraine crisis that is a result of emboldening of Russia from Merkel's policies.  ...

Under a landmark ruling by a federal court in Leipzig, German cities can now ban older diesel engine vehicles. The cities of Stuttgart and Dusseldorf are allowed to legally ban older higher polluting diesel cars from zones that are badly affected by air pollution. Environmental group DUH brought the lawsuit after 70 German cities exceeded European Union limits for nitrogen oxides (NOx) in 2017. NOx emissions can cause respiratory disease and difficulty breathing. Diesel engines produce high levels of nitrogen oxide, and low levels of carbon dioxide. EU air quality standards are not being met in cities across Europe, so that this could set a precedent for Europe, says the BBC. Of the 15 million diesel cars on German roads only 2.7 million meet the latest Euro-6 standards, according to German automotive watchdog agency. Diesel car market share is dropping- falling to 39% in 2017 from 48% in 2015. The VW diesel emissions scandal in 2015 further eroded public confidence. The German government already has suggested alternatives such as offering free public transport in cities with poor air quality. The government opposed the ruling because it did not want the car industry to bear the additional cost of retrofitting older vehicles at a time when German carmakers were investing in electric vehicles.  Yet the trend is clear. Paris, Madrid, Mexico City, Athens have pledged to ban diesel vehicles from the centre of cities by 2025, with Copenhagen doing this in 2019. ...

German chancellor Merkel met with leaders of Germany's 16 federal states to come up with an exit plan for reopening the economy from the lockdown in phases. In the first phase shops with up to 800 square metres of space will reopen on April 20. Bookshops, libraries, car dealers, bicycle shops, and museums will open too. Larger retailers will wait till May 4 to reopen. On May 4 school children in primary school can attend school and teenagers can take exams. Germany has 133,000 infected cases, 3592 deaths. Merkel warned that the performance with coronavirus was "fragile and provisional success" and the need for social distancing measures. A ban on gatherings of more than 2 people from separate households will remain in place till May 1.
