Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. This report in the NYT shows that some of the people who identified themselves as Republican in 2016 may not do so in 2017, as the Trump administration makes policy moves that are unpopular with sections of society that were earlier open to his new ideas. Gallup supports studies at Emory University showing a 4% shift, a 4% decline in identification with the GOP Republican label. After a eight years under a Democratic administration some fatigue set in and this was reflected in the election. Now that Republicans are in power in states and the federal level, they face a critical public spotlight on how their actions match the interests of their constituents. A similar process was seen in Britain, after the seeming support for Brexit in 2016. By 2017 some of that support shifted and some new energy on the side of Labor among young people made a difference in the last election with losses for the ruling Conservatives who supported Brexit. Normally this process takes time. Yet this time because ideas such as Brexit or withdrawal from the Paris climate change agreement, or the investigation into Russia and the U.S. election, are so drastic in their impact that the pendulum seems to correct itself by swinging to the middle. ...

Mr. Trump told Irish prime minister Leo Varadkar at the White House he is disappointed with the way Brexit has evolved in the three years since he supported Brexit during the election campaign. Trump said "it is tearing the country apart. Its actually tearing a lot of countries apart."  After a series of votes in the British parliament Trump told reporters he gave May some negotiating advice. "I gave the prime minister my ideas on how to negotiate. I think she would have been successful., she did'nt listen to that." So what happened? What advice did Trump give on negotiating? There are only some hints on this. Theresa May told the BBC in an interview after Trump's visit to London in July 2018- "He told me I should sue the E.U. -not go into negotiations., Sue them."  Trump made a prediction a day after the referendum to Leave saying "the E.U. is going to break up." This was at the time of the financial crisis in the European Union with problems in Greece, Spain and Portugal. Since then the economies of these countries revived. Spain has 3% growth for three years even though it faces fresh elections. In his 2000 book "The America we Deserve" Trump pointed out his sense threat the U.S. should pull back from the E.U and save millions of dollars annually. In recent years he has suggested that the E.U was "a foe"  and "it was formed as a consortium so that it could compete with the United States." The problems in Europe happened in the period 2016-2018 with divisions emerging on the issue of immigration. This wave of immigration was a result of Arab and African conflicts and lag in Africa between development and the rapidly rising population. Chancellor Merkel was ill prepared to handle this wave of immigration and in retrospect her policy did little to address the roots of the problems of immigration from North Africa, a policy later adopted when popular support for immigration of this kind and scale declined. It affected the vote for Brexit playing into deep seated doubts about the benefits of EU membership in parts of Britain.  Mr. Trump supports no-deal Brexit which was defeated by large margins in the British parliament and lacks support across all parts of society, business and political parties in Britain. Trump own sense that Brexit has divided many countries and his dialogue with the Irish prime minister must show an awareness of the views of Ireland about the hard won peace and E.U. borders in Ireland.     ...

Who should lead the Conservative Party in 2016 till the next elections in 2020? The Economist magazine says strong negotiating skills and stamina are needed, and on this point it says Theresa May, Home Secretary, does better than former Energy minister, Andrea Leadsom, who has not done such tough negotiating and is not so well known as May. May had the support of 199 members of parliament to 84 for Leadsom, whose experience is less and was junior Treasury minister in prior position compared to May's 6 years in the position of Home Secretary handling immigration issues. Being an ardent Brexiter Leadsom has an advantage with Brexit supporters, though May handled her Brexit Remain position in a low key way and can appeal to both sides of the Conservative party. The result will come from a postal ballot to 150,000 members of the Conservative Party.

Peter Altmaier is director of the chancellery in Berlin, and is the person closest to Angela Merkel. This report in the Economist points out that Altmaier has played a critical role in steps taken by Merkel- as chief whip in parliament for the CDU during the Greece financial crisis and bailouts, as environment minister implementing the program away from coal based electricity, and in negotiating deals such as the deal with Turkey on refugees, and now with Brexit negotiations. Merkel has asked Altmaier to write her manifesto for the September 2017 election. A member of the CDU's liberal wing, Altmaier is known for being a scholar on German history, especially Bismarck, and a workaholic. Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction. ...

The CEO of the New York Times and the former director general of the BBC, takes a look at the public discourse in the 2016 U.S. presidential election and in the Brexit campaign, and finds some troubling changes. The use of words that can eaily be picked up by Twitter and social media to attack opponents, the complete disregard for facts, and outright attempts to denigrate and destroy using rhetorical tactics, and a section of the public that has turned away from the facts or is disinterested in facts, is deeply troubling for Mark Thompson. When the public discourse fails, then the politics as a whole starts to collapse, says Thompson. We are children of the enlightenment, says Thompson, and were taught to look underneath statements to discern the truth. This is a crisis in public discourse. Worse it is one in which truth telling by people who say they are outsiders and tell it like it is, is not about telling the truth. Which is what makes it so dangerous. Thompson cites the statement by Michael Gove that "people in this country have had enough of experts," as another dangerous sign. He says it is time that experts make themselves understandable and talk in a way the public can understand. The media needs to explain issues in clear ways, and professional policymakers language of discourse needs to be conveyed in better ways that the public can grasp, in which the Brexit Remain campaign failed, says Thompson. Its important to acknowledge the problem, as the health of our democracies depends on finding solutions to what has happened in 2015-2016 to change the public discourse and let it deteriorate to unimaginable levels.  ...

An IFO Institute Survey of German businessmen shows 43% think there would be a no-deal Brexit. Germany's Economy Minister Peter Altmaier, thinks a disorderly Brexit "would hit the German economy hard." Germany had a $48 billion surplus with the UK in 2017. Britain is Germany's fifth largest trading partner.

Interestingly German businessmen including Bernhard Matthes, the president of the German car manufacturers association, all of them do not want the German government to offer more concessions to Britain. Even though they say the no-deal Brexit would be profoundly damaging. When they sit down with Merkel they do not say they want a different approach. The priority they say is that the European Union member states stick together and not make concessions that would invite others to go that way.

Britain's prime minister survives a vote in parliament called by the camp in her part that opposes a hard Brexit that calls for Britain severing connections with the EU. After she caved in to some demands from the camp that supports a hard Brexit on the issue of EU customs union, others with different views in her party called for a vote in parliament through an amendment. Theresa May survived this vote by just 6 votes following a vote a few days before called by the Brexit hard liner camp in her party which she survived. Britain's electoral Commission ruled that the Vote Leave campaign had violated the law by exceeding the spending limit of 7 million pounds by funnelling 675,000 pounds to BeLeave a pro Brexit youth group. There is now no certainty that a Brexit deal can make it through parliament if it is reached with the EU. Britain staged a rehearsal for a pandemic called Cygnus in 2016. Till that time the preparations for a pandemic that started years earlier during the SARS crisis were conducted vigorously. Yet the by this time Britain was becoming immersed in the Brexit struggles in the ruling Conservative Party. Prime minister Cameron resigned on July 13, 2016  and was replaced by Theresa May. From that time on the struggles with pro Brexit factions led by Boris Johnson consumed the COnservative Party and sucked the life out of the pandemic planning that Britain had conducted for years before. The recommendations to correct deficiencies from the pandemic rehearsal exercize were ignored. The second failure happened as the crisis approached. Again the Brexit date of January 31 intervened and the months long struggle to get Brexit had taken so much energy and tired out most of the British public including new prime minister and leader of the Conservative Party Boris Johnson. Johnson did not attend the first Cobra meeting of the highest level ministers and military, convened on January 25, 2020, as reported in the Times. Such meeting are convened only for a national threat. Only 5 weeks later on March 2 did the prime minister attend a Cobra meeting. During this time the situation was grave in Italy with rising cases and infections. The entire process was conducted during this time by the Health minister Mr. Hancock who had assured the public that the situation was under control. Britain now has the highest number of infections in Europe exceeding that in Italy- at 240,000 on May 15, 2020. The prime minister and his adviser Mr. Cummings, were also infected by the virus, and Mr. Johnson spent time in ICU before recovering. Queen Elizabeth addressed the nation on Easter day, the first such address since 1940, to boost Briain's spirits. Never had Britain been less prepared as in 2020 when earlier preparations were ditched for austerity plans and events such as Brexit fatigue conspired to strip the nation of the crucial 5-6 weeks of preparation since the first January 25 Cobra meeting of the highest people in government.  Never had such preparation even for 6 weeks been more crucial than in February and March as the infectivity ratio was determined by infectious disease specialists at the best British universities and scientific institutions to be between 2.6 and 3.4 compared to the Spanish flu pandemic of 1918 which was somewhere between 2.0 and 3.0. This means every one person infects another 3 persons, compared to about 1 person in a regular flu season. This reproduction ratio and the nature of coronavirus remain a threat today as Britain, Europe, the U.S. and the world reopens.  As reported in the Times the infectivity ratio was also the reason for the mindset that refused to believe that the virus was real because at 3.0 infectivity the only way to tackle it was a "lockdown," and this was itself an "apocalypse" scenario for many in the pro-Brexit Conservative party that won the election, which badly wanted to get back to economic activity after Brexit. ...

Elections in December in Britain are rare, with this election in 2019 in Britain being the first in one hundred years. It also poses big risks. The Irish far economy is vulnerable and the Irish farmer at risk following Brexit. Rivals to prime minister Varadkar in the coming election say he has the M50 mentality, referring to the beltway around Dublin, not thinking enough of the Irish farm economy. British Labour party leader says any Brexit deal should be put to a referendum. Earlier many Labour party members supported a second referendum with Mr. Corbyn yet to make a clear stand. During the local elections and the elections to European parliament the Labour party had losses to parties that favored canceling Brexit, including the Liberal Democrats. Corbyn said: "Let the people decide the country's future, either in a general election or through a public vote on any Brexit deal agreed by Parliament." He made these remarks ahead of a meeting with the prime minister of Ireland.  A poll conducted by Panelbase shows  a second referendum on Brexit would get 52% for Remain in the EU and 45% for Leave the EU compared to 52% for Leave and 48% voting Remain in the 2016 referendum. Parliament has to vote for a second referendum for it to take place. The Liberal Democrats made large gains in the recent European elections on the mandate to hold a second referendum, including in Mr. Corbyn's North London area.  If Mr. Boris Johnson succeeds Theresa May as prime minister the Conservative Party faces even more hurdles. European Union is even less likely to negotiate a deal with Mr. Johnson. A withdrawal from the EU without a negotiated agreement favored by Mr. Johnson is unlikely to get support in parliament as it has repeatedly blocked such a move. The alternative is fresh elections not favored by Conservative Party as it is losing credibility, or a second referendum. Eurozone data shows the GDP growth far outpaced the U.S.. In the first quarter GDP growth was 0.5% from the prior year, the annualized rate at 1.8% compared to 0.7% for the U.S.. European stocks are benefiting from the recovery in the eurozone. The Syrian war started with Arab Spring in 2011 and a popular uprising against the rule by a Alawite minority that came to power in a coup staged by the elder Assad in 1970, says this report on the civil war in Syria. The war dragged out over a decade with the northwest in the control of Kurds, and groups backed by Turkey. Groups backed by Turkey which want to restore Syria to its national origins before the current regime took Homs, Aleppo and Damascus in a week as Iran and Russia withdrew from the country following the war in Ukraine and the Israel conflict with Iran. The US has only a small presence in the country to protect against terrorist groups. One of the effects of the conflict is the flow of migrants to Europe through Hungary into Austria and into Germany during the Merkel years. The opposition to migration that led to the CDU's decline in popularity and to Brexit in Britain started with this flow of migration from North Africa and the Middle East conflicts emerging out of the Arab Spring. In Britain the migration was also from Poland and countries in Eastern Europe.  This led to Reform UK and the Brexit referendum. In the US it led to the Border becoming a major issue in 2016 with migrant surge from Mexico in the last years of Obama's second term.  The collapse of the Venezuelan economy, economic troubles in central America led to another surge in migration in 2021-2023 from these countries making the Border a major issue in the US in 2024, and giving DJT a second term in office in 2025.   ...

It is the Tories (Conservatives) party that made immigration an issue for the last decade. It was immigration that was one of the main issues keeping the Tories in power for the last decade. It is a surprise then that the Tories have a dismal failure in restricting immigration by 2024, going into the 2024 general election and expecting large losses of seats in parliament. It also means Tories have taken Britain out of the European Union on an issue such as immigration, heedless of the negative effects on the British economy and growth after misrepresenting it. Boris Johnson made the remark on July 2, 2019 that after Brexit "we will still have whey for our Mar's bars," as if Britain could go on as before. Worse the Tories under Johnson/Sunak misrepresented issues such as immigration in their advertising for Brexit. After the Brexit deal was reached in the last week of December 2020, no mention was made of coordination in foreign policy. The Boris Johnson government has quietly dropped the whole idea of cooperation with the EU in foreign affairs that the government of Theresa May supported. May supported deep cooperation between Britain and the Eu at the Munich security conference in 2018.  Today most cooperation is absent and Britain sees itself freed from the constraint of coordinating its foreign policy. Britain is now free to act independently in foreign policy they very reason for Brexit. It means Britain will negotiate its own relationships with other countries based on what is good for  Britain.
