It is seen as finding acceptance with Germany's Constitutional Court. Angela Merkel, the German chancellor, says eurobonds are unconstitutional in Germany. Germany calls instead for greater European integration and transfer of powers from sovereign governments to a European banking supervisory authority. In early June 2012 discussions continued in Berlin between Manuel Barroso, president of the European Commission and Angela Merkel of Germany. A rapid increase in the number of Russians with favorable views of the US going up past 30% as one sign of the effort to improve US Russia relations by Trump and Putin is seen in March 2025. A call by Trump to Putin will take place March 18, 2025 to start discussions on how to settle the Ukraine conflict including land, power plants and exchanges and getting to the root cause of the war- NATO expansion. Some solutions include NATO being disbanded in its current form as archaic as there is no Soviet Union, its original goal being stopping Soviets from setting pro- Soviet governments, setup in Czechoslovakia and attempts to do this in Greece and Turkey. Truman formed NATO for this purpose in 1949 after the Berlin Blockade by Soviets. WIth nuclear arsenals being replenished in Russia and China, India, Japan, small nuclear states such as North Korea, Pakistan, the situation is different today with responsible policies needed today on this issue which are impeded by the idea of NATO on the borders of Russia and the Eastern European and British view of Russia as the pre-eminent threat not shared by India, Brazil, China and the new administration of DJT in the US. A long period of peaceful coexistence and arms control developed in the late 1960's, 1970's and 1980's between the US, German Federal Republic and Soviet Union/ GDR Germany. ...

It took Scholz one year after the start of the Russian invasion of Ukraine to visit Ukraine. By comparison new German chancellor Merz visited Ukraine in three days after taking office. Merz in his first speech in parliament said- “In Ukraine, nothing less than the peace order of our entire continent is at stake. In this historic moment of decision, Europe must stand together more closely than ever before.” Starmer of UK and Macron of France had already formed close relations with Ukraine in 2025. Merz, Starmer and Macron now have a clear objective not to let Russia advance its objectives in Ukraine or Eastern Europe.  This report by NYT's Schuetze and Santora from Berlin and Kviv, shows the changing situation in the war. The war is now expected to to go on for another year as the Russian side sees its economic industrial base larger than Ukraine's industrial base letting it prevail over time. Russia has spurned the offer of US peace negotiations or tacitly agreeing to it but continuing the war with large missile attacks on Ukraine. In this situation Germany plans to help build industrial base in Ukraine for war effort and supply arms and equipment, financial help. Filled Bundesliga stadiums are a big problem, says DW.com Sports Editor, Sarah Wiertz. Germany faces a crisis with hospitalizations and in ICU's in November 2021. Borussia Dortmund stadium has lowest permitted capacity rate of all of 82%- this is still 67,000 spectators. She says this is not normality at last, it is absurd. Union Berlin applied for full capacity if it only admitted vaccinated and recovered spectators in the game against Hertha Berlin this week and got it approved. It is not good enough to say German Football League Association has 94% of its players, coaches and staff vaccinated.  With the alarming situation at German hospitals, many breakthrough infections, crowding in the stadiums is not responsible behaviour of Bundesliga clubs and fans. Drone warfare of 2025 replaces mechanized regiments in Ukraine war says this report in  NYT 2025. Each side Russia and Ukraine plans to produce over 1 million drones in 2025. Abrams tanks are ineffective in this situation- it is World War 1 and World War II at the same time, trench warfare for inches of territory and drone warfare in the air and jamming of drones. There are newer fibre optic drones and AI drones that do not have radio signals that can be jammed. On an on it goes in this report in the NYT showing for the first time how this war has changed. What can be done to stop such a war? NATO was set up to oppose the Soviet Union. It was never reconstituted and changed to take note of the new situation. A new defense architecture's need was ignored when Russia was treated as insignificant for its GDP, just as China and India was treated for its GDP for most of the 20th century. A new defense architecture for Europe with new needs. After the end of the Soviet Union when the Warsaw Pact was dismantled did the NATO alliance that was set up to counter the Soviet Union also need to be dismantled as there was no more Soviet Union, no Warsaw Pact. The failure to integrate the European state in the East did not take place under free market capitalism. The warnings were ignored. Under Obama Russia was treated in terms of its GDP, a fundamental failure to grasp European history. As Le Monde analysis says the fall of the Berlin Wall was not understood in all its aspects including Russia's decision to forge a new path.   ...

Gerald Seib of the WSJ says president Biden is coming back with new actions to revive the Democratic agenda after a challenging period in the first year. Yesterday's first formal press conference of 2022 gave Biden an opportunity to respond. Why the WSJ, NYT, did not cover on their online edition front pages president Biden's first formal press conference on Jan. 19, after 1 year of the Biden administration, will remain a mystery. With the American press acting this way it did not take much for Germany's DW.com to run the story with the title "Biden's first year weighed down by disappointment," with a thoughtful Biden at the press conference replaced by a picture of Biden staring downwards.  This is only the first year of the Biden administration. Actions are planned to ease the supply chain situation and bottlenecks at ports. Much is made of inflation, Afghanistan, Ukraine, by Republicans assailing the Biden record. President Biden responded to this by asking at the press conference what Republicans are for. On Afghanistan Biden held firm on not investing billions of dollars every week when there is so much need in America and the rest of the world at this time of the pandemic after a failed adventure for 20 years in "a graveyard for empires."  Biden pointed to the bright spots in 2022- vaccination and testing achievements in the face of anti-vax sentiment with 200 million vaccinated, the job creation in the economy with unemployment way down and wage increases by employers, and the $1 trillion in infrastructure spending tackling much needed projects state by state with immediate impact. Rarely has a president faced so many challenges in the first year as Biden pointed out- vaccination drive in the face of the Delta variant and anti-vax sentiment, the Ukraine crisis with a president Truman period like event of the Berlin Wall coming up just potentially around the corner, and efforts to tackle problems left untackled for a generation in infrastructure, for working families and climate change. Scoring on infrastructure spending, one of the three, with the other two for working families and climate change to be tackled in the remaining three years and beyond.  Biden also told the American audience at the press conference that he was reminded of what his father used to tell him- that if all goals are equally important, nothing is important. In saying this he said help for working families through child tax credit, child care assistance, community college education funding, health care costs, climate change investment were priorities for his administration that would be tackled step by step. And he pointed out from the outset of the conference that only one or two senators were blocking the party's plan for children and working families. All 48 other senators were united in the Democratic party behind his plans for workers and families. As were 5 Republican senators who he said he would not disclose because of confidentiality. In that sense president Biden already has the majority he needs in Congress. This is not happening because of the peculiar situation of the 2016 and 2020 elections in the US and also in Europe- the historical problem of administrations of Democrats in US, Social Democrats in Germany, and Labor in Britain having give up on their working class families and middle class roots. Tech revolution and internet has further complicated the situation with economic changes, tech companies not paying taxes normally due, and tech workers shifting to Democrats yet living in a world distant from working class families fracturing social cohesion. This is changing in Germany with Scholz in Germany with the help of the Greens determined to restore the dignity of working class families, for Biden with a similar coalition, and a process underway in Britain as Labor returns to its roots. In essence Biden was saying- the process of unwinding decades of unwise policy that hurt America as a nation and leader of the free world would take time, requiring a patient step by step approach. To bring America closer to its own roots and Jefferson's immortal words of "all men are created equal and endowed by their Creator with certain unalienable Rights, and among these are Life, Liberty, and the pursuit of Happiness." Jefferson went on to say in the Declaration that when government becomes destructive of these ends it is the Right of the People to alter it.   ...

Eliud Kipchoge is one of the rare runners from Africa for his outlook on life. He is from Kenya, and holds the world record for running the Marathon. At the Berlin Marathon he set a record of just over 2 hours, with an improvement of 78 minutes the biggest in 50 years.  How does he do it? He wears a wrist band that says "No human is limited." He believes it is in the power of the mid to do what it sets out to do and what it believes. As he trains in the Kenyan highlands his idea of life is living simply which "sets you free." There at training camp he shares in the chores, including cleaning toilets, and always maintains the discipline that is part of his daily routine. Being disciplined is about not just the two hours running but the other 22 hours as well. A simple life means no distracted mind. Says Kipchoge: "My mind is always free. My mind is flexible. The mind is what drives a human being. If you have belief-pure belief in your heart- that you want to be successful you can talk to your mind and your mind will control you to be successful." This 34 year old Kenyan runner won the 5000 metres at the World Championships in Paris in 2003, won silver in Osaka in 2007, but failed to make the 2012 Kenyan Olympics team. He then switched to marathon running and won ten marathons, three in London. As part of the NikeBreaking2 project Eliud is taking on the challenge of running a marathon under 2 hours, 63 years after Roger Bannister set the 4 minute mile record. ELiud believes there are still beautiful things in store, some cool things to do. And his dream is to build a running world that brings joy and peace - "There is freedom in running. Go and run and your your mind will be free."    ...

Landers and Gale of the WSJ show how undersupplied conscript soldiers, high inflation and industrial breakdowns during wartime have led to major upheavals in Russia. Three conflicts led to such changes in Russia's domestic situation. The Russo-Japanese war in 1905 led to Russia seeing one fourth of 340,000 Russian troops killed in a battle near the Chinese city of Shenyang, and loss of most of its Baltic fleet in a Japanese attack on Port Arthur. The war ended with a peace treaty arranged by president Theodore Roosevelt of the United States. The Russian czar gave up most of his absolute powers in 1905.  In 1914 Ukraine was involved in regime change as the Germans fought to take Ukraine. The czar wanted to keep Russia's expansive sphere of influence. Without Ukraine's agriculture and industry and its population Russia would not be a great power, says an expert on Czarist Russia. At the time the Russian military was ill prepared in motorized vehicles and communications equipment, and industry lacked the ability to resupply the military. Inflation jumped leading to unrest and protests. Fighting in the First World War led to millions of refugees. In 2022 experts see the same old problem of seeking spheres of influence leading to wars, and the lack of sufficient ability to cope with prolonged wars when short wars were expected by the regimes in power in Russia. Dissent inside Russia and protests led to the abdication of Czar Nicholas in March 2017, and Bolsheviks led by Lenin seizing power in November of 2017. By 1979 Ukrainian leader Leonid Brezhnev was leader of the Soviet Union as Russia's economy could not keep up with modernization. Seeking spheres of influence Brezhnev pushed into a long war in Afghanistan in the mistaken idea that a quick strike on Kabul with a change in government would achieve Soviet goals in central Asia. By 1989 the Russian army withdrew from Afghanistan and in 1990 the protests led to the fall of the Berlin Wall and the collapse of the Soviet Union and emergence of Russia as a separate country. Landers and Gale of the WSJ see these events in Russian history showing how wars have led to domestic changes and upheavals in Russia when leaders projected power beyond Russia's capacity to handle the results of conflict. Russia's economy is about the size of Italy or Britain say experts and its industry much smaller than the European Union economies and the US, Japan combined.  ...

The increasing likelihood that Greece will exit the eurozone. This happens as the New Democracy party fails to form a coalition and the other parties are offered a chance to form a coalition. The other opposition parties gained far more votes than New Democracy and Pasok in the elections and some parties favor Greece exiting the eurozone. New elections will be held in June if no government is formed. The current government of Lucas Papademos says it needs an extra year to complete the privatizations, public sector layoffs and improvements in tax collection, giving Greece till 2015 to get the job done. As a senior advisor to Papademos, George Pagoulatos, put it: "There is a sense that Greece has passed its pain threshold... Greece needs some oxygen to breathe." Both the Ifo Institute's Sinn and John Taylor see the exit from the eurozone as the best option for Greece, as interest rates on Greek debt have been reduced and Greek banks recapitalized with the March 2012 bailout. Italy's prime minister, Mario Monti put it best when he said in a speech in Brussels in April 2012: "If a country becomes more productive and competitive, but there is no demand for its products domestically or around it, growth will not materialize." There is a new shift in opinion towards a balance of fiscal discipline with growth measures to get Europe back on track. The feeling in different parts of Europe is that the German view of austerity alone will not work for Europe. And the view is coming from the far right to the far left, from Marie Le Pen, far right presidential candidate in France, to the far right leader whose move to withdraw support to the government in Netherlands on the issue of austerity measures led to its collapse. Geert Wilders, leader of the Freedom Party in the Netherlands, said: "we don't want our pensioners to bleed just to meet the dictates from Brussels." The IMF has put out research that questions what is now called "the German hypothesis." The "German hypothesis," is based on the unique experience of Germany with the Hartz reforms under chancellor Schroeder which were based on wage restraint by workers, the German "kurzarbeit" program of government support for retaining workers with lower pay during cyclical downturns, improving competitiveness of German companies, and conservative budget practices. There appear to be two exceptions to this. One is that demand has to be strong outside or domestically for a country to reduce unemployment and improve productive capacity utlilization as it increases competitiveness. This was the case as Germany made the Hartz reforms under Schroeder. Wage restraint acts as a form of devaluing currency for reducing the cost of its products to improve exports. All leading parties and the unions are now in favor of wage restraint and lowering wages to preserve jobs to improve France's competitive position. Germany had the benefit of a decade to implement these reforms to reduce unemployment, because demand was not declining domestically or around it during its reforms. The situation is different in Spain where in all likelihood demand would shrink further with unemployment rising from 25% to higher levels, and higher sales taxes. This is why Francois Heisbourg, special advisor at the Paris based Foundation for Strategic Research, says about the current situation in Europe, that destroyiing Greece with strict austerity alone wasn't something the EU can look back at with the sense of having done the right thing, for Spain it appears misguided and lacking careful thought. The editors of the Wall Street Journal expressed the same sense when they described the March 2012 bailout of Greece as a tragic sideshow, because the main purpose was to buy time and insulate the other larger economies in the EU by giving the French, Spanish and German banks time to improve their financial position. The Journal called it bad for Greece leaving it with debt at 120% of GDP till 2020 and no economic growth, and bad for democracy as it was done against overwhelming Greek public opinion- The Tragic Greek Sideshow, Feb. 22, 2012. Volker Perthes, director of the German Institute for International and Security Affairs, a Berlin think tank, says the Germans have always viewed German leadership in Europe with discomfort, and would prefer a leadership where several states, France, Italy, Spain, and other countries in the EU coalesce around consensus positions. This is historically true for the German position since chancellor Adenauer. With the Free Democrats in decline, and the Social Democrats and the Pirate party doing well in recent German elections and favoring consensus in Europe, Merkel's Christian Democrats need to rethink their policy to give greater weight to economic growth for a consensus position in Europe. ...

The Goethe Institut is for Germany what the British Council was for Britain and the USIS for the US in the countries of Africa, Asia and Latin America as well as Europe. A way to interface the world with ideas that contribute to world culture from Germany, and both influence and grow from the interaction. This is how Carola Lentz its new head in 2020 sees the Geothe-Institut on its 70th anniversary. There are 158 Goethe Instituts in 98 countries. The picture that goes with this article in DW.com shows language students from Ghana on the streets of Burnau, Bavaria, with their host family. It started in 1951 in Munich to spread German language and cultural studies in the world. Pope Francis studied German in his early years at the Goethe Institut while staying with a host family in Boppard, Rhineland-Palatinate, when he came to Germany from Argentina. Carola Letz brings an interesting background to this work as a researcher on societies in Africa, and her study of sociology, politics and languages. She believes the true work is to build conversations with other countries and to engage people inside Germany into this conversation for the first time, a task never undertaken before by the USIS or the British Council. As has happened accidentally and also with the sense of "'arrogance" in the US and Europe towards other less industrially developed countries, people inside European and North American countries were far less equipped with knowledge and understanding of world societies than their representatives overseas in post war period.  Lentz, born 1954. who lives in Mainz near Cologne, the home of Goethe, is an ethnologist and African Studies expert. Lentz sees a new approach of conversations with people in other societies, about an approach that is considerate, not arrogant, for developing joint answers to global questions.  A new exhibit opens on the 70th anniversary at the Berlin museum Hamburger Barnhof- "Take Me to the River," on global environmental changes on November 29, alongside another exhibit "Nation, Narration, Narcosis," on the role of museums in the culture of remembrance. This brings Germans inside the country into this conversation for the first time along with  the thousands of visitors from other countries.     ...

Compared to the situation in North Africa in 2016 with emigration to Europe and the migrant crisis happening without any preparation to prevent it in 2015-2016, Germany and France are acting in coordination with Russia and Turkey, Saudis, UAE, to provide stability to the region. Angela Merkel will host leaders Macron, U.S. Secretary of State  Pompeo, and representatives of foreign powers in Berlin to work out a deal for disengagement of foreign powers. Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

WIth extensive experience as Chief Investment Officer from 2003 to 2012, Sauter has seen market swings and extreme volatility over a long period of a decade. For the current investment cycle and the pullback in Oct. 2014, he points to the pullback of -16% in spring 2010, and pullback of -18% in summer 2011. In the bigger picture of the chart for this period since 2010 these pullbacks look less significant. There are reasons for a pullback. The conflicts around the world bring more uncertainty for business investment, though Sauter's point about the conflict being more than any period since 1946 may be an overstatement because this includes the period of the Berlin Airlift, Iron Curtain in Eastern Europe, Korean War, Vietnam War, and the twin wars in Iraq and Afghanistan.There are problems in the eurozone economies with near contraction in Germany in the 3rd and 4th quarter. China is slowing down at the same time. The U.S. economy and lower oil prices are the bright side of the picture. Overall the comment by Christine Lagarde during the eurozone crisis in 2012 is still relevant. When asked about the situation then, she suggested adding perspective to what was happening by asking "compared to what?" referring to the situation in 2009, 2010 and 2011. Starmer of the UK's plan for Ukraine is clearly a stop gap plan in the chaotic manner in which DJT plan for disbanding NATO was conducted. This gives time for the Europeans to act. Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. In a way it is the position of the Social Democrats from the historical context of Germany's invasion of Russia, and Christian Democrats eagerness to create a German recovery with low cost Russian energy that created the dependence that Russia sought to use. Public opinion in Germany now senses that politicians including Angela Merkel are reluctant to tell Germans that debt reduction has to be part of the solution for Greece, that some of the billions are lost and never coming back. They sense that Merkel and the Christian Democrats are waiting till after the elections in 2013 to bring this up directly. Even people on the street in Berlin know that Greece can never get back on its feet on the basis of spending cuts without debt reduction. The loan instalment approved in Nov. 2012 reflects the new approach of debt reduction but the German government is reluctant to talk about it. Opposition parliamentary leader Frank-Walter Steinmeier of the Social Democrats told ZDF German television: "The debt cut has not been avoided, it has been postponed to a time after the parliamentary elections. We are realistic and try to tell the people honestly and sincerely whats going on. Schauble and the present government try once more to finagle their way around the truth." Greece's debt has already reached 170% of GDP and can only go up as the economy shrinks further in year after year of recession. Norbert Barthle, a senior Christian Democrat, says if the debt reduction takes place today it sends the wrong signal to all the program countries, reducing the pressure for reforms and changes....

This NYT report looks at the last minute negotiations on the day the trial was to begin that led to the FNN television network working out a deal with Dominion.It says in a conference room down the hall from Judge Eric Davis's courtroom in downtown Wilmington, Delaware, were the head of Dominion, John Poulos, and the top investor in Dominion, State Street Capital co-founder Hootan Yaghhoobzadeh. In a call from Los Angeles was Viet Dinh, chief legal officer, close to Rupert and Lachlan Murdoch. Also calling in was a mediator who knew both sides, Jerry Roscoe, a veteran of wartime negotiations in the Balkans on a Danube river cruise with his wife. Roscoe says he had two things working for him- the about to begin opening statements of Dominion ("lies have consequences,") and the finalization of the jury selection (12 jurors presenting much uncertainty for Dominion) that had given pause to both sides. That Viet Dinh's hardline was just that an appearance, was Fox head Lachlan's earlier decision unknown to each side to raise the money needed for a larger settlement close to $787 million the company actually paid. It suggests that Fox heads Lachlan and Murdoch really wanted to settle in the final moments using as skilled a mediator as Jerry Roscoe . FNN television network also owned the WSJ, and WSJ had independently supported the 2020 election results from the beginning, as WSJ pointed out in its editorial this week. Murdoch's own position being ambivalent about his positions, never quite convinced what was the right thing to do whether his own judgement was dependable. FNN was simply following the practice of creating controversy to increase circulation, a practice going back to the Melbourne Herald in the 1920's when competing with papers from Sydney, under Keith Murdoch. Setting the early twentieth century origins of News Corporation, parent of FNN, following  the practices of increasing news circulation by pursuing controversy of British newspaper businessmen Beaverbrook and Northcliffe through the prewar period in the 1920's to the 1950's. In that period it had led to Beaverbrook to support Neville Chamberlain, and to oppose Truman and Churchill during the early days of the Cold War till the Berlin Blockade in 1948, positions which were speedily retracted in that time to back Churchill in 1940 and in 1948.   ...

Germany's export oriented economy and its export oriented companies are struggling in 2021 with broken supply chains and high energy prices. This report in the WSJ looks at how Germany needs to rebuild its economy in a different way. German industrial output was 9% below its 2015 level in August, compared to 2% for the eurozone as a whole, according to EU's statistics agency. Italy's growth was 5% over the same period. There is a redirection underway to bring more production back home after years of outsourcing and outshoring. Other changes taking place are the policies being put in place for net zero emissions by 2050, and the targets for 2030 that would make this possible. This also changes prospects for Germany's large auto industry. By 2030 30-50% of all cars will have to be electric cars. About 30% of Germany's industrial output and exports are tied to overseas demand, 4 times that in the US. From 2003 when competitive overhauls took place under chancellors including Mr. Schroeder, German industrial growth was sustained by demand from China. Now with China looking to internal demand following global tensions on trade, sales of some companies are looking flat instead of sustained year over year growth. What will happen now? Here is what the likely new chancellor from the Social Democrats has to say about the overhaul of the German economy and industry- "It will be the biggest industrial modernization project that Germany has carried out probably for over 100 years, and it will really help our economy." The SDP and Greens that together share the same ideas for rebuilding Germany around infrastructure and climate change and upward mobility, badly neglected in the Merkel years, plan big investments. Big investments are to be made in climate protection, high speed internet, education, research and infrastructure. Germany's net investment rate has been around 0.5% of economic output since 2000, compared to 1% for Italy and 1.5% for the US, according to the World Bank. This WSJ report even says net public investment has fallen below zero as existing assets depreciate. To achieve this transition Germany has identified several problems. One is the delays in investment projects that cost German companies 55 billion euros a year, about half the money invested in research and development, according to Germany's statistics agency. Germany was thought to be an industrial powerhouse but the quality of work in projects and delays so apparent in the Berlin Brandenburg airport infrastructure project clearly shows a decline over the past two decades. This will need to be fixed. Other problems are in getting more workers as Germany faces a shortage of workers for factories to 2030.     ...

The growing number of women in their 40's who are childless, one person homes, "child-free" adults, higher rates of divorce, are not limited just to Western Europe, the U.S. and Japan. This is spreading rapidly in lower income countries in the Arab world and Asia also. In Europe the progress is relentless. With divorce rates higher and fewer women marrying, the probability of a women of reproductive age getting married in Belgium is about 40%, and divorce at about 50%, according to Eurostat. So that the probability of women getting married and staying married is about 20%. This is true of other European countries also. There is a huge increase in "child-free' adults, men and women choosing voluntarily to not have children. The proportion of childless women in their 40's is highest in Berlin and Hamburg, nearly 33%, about 25% in Italy, and 20% in Sweden. One person homes are increasing in Western Europe, with about 32% in Europe and 45% in Denmark, not from aging alone as in Denmark as many as twice the number of one person homes are under age 65 than over 65. The UN population Division's "World Marraige Data 2012," shows that places like Morocco, Libya, and other parts of the Arab world are also experiencing these trends, with income and schooling levels much lower than in Europe and the U.S. These trends are now worldwide and affecting traditionally conservative societies like China....

Germany's Chancellor, Angela Merkel announced that she will not seek reelection. She will finish her term in 2021 and retire from politics. She led the CDU party for 18 years and Germany for thirteen years. She started out as a youth leader in the communist German Democratic Republic shortly before the collapse of the Berlin Wall. After reunification she was given roles in the government by Chancellor Kohl of the CDU, and was favored by Kohl.  During her years in office the CDU moved to the centre adopting some of the policies of the Social Democrats party. Merkel's last two terms were marked by her leadership of the European Union in tackling the debt crisis in Greece and other countries. Her leadership of the CDU was challenged by conservative leaders from Bavaria of the CSU party who had different views than Merkel on immigration and accepting wartime and economic refugees. By the beginning of her current term in office the CDU and the Social Democrats Party which alternated in running Germany in the postwar period had lost support as voters shifted their allegiances to parties on the right such as the AfD opposing immigration, and parties on the left, and to the Greens party advocating environmental issues. One of the main drawbacks during this period were the austerity policies during Merkel's terms in office that were implemented in the EU leading to higher unemployment before a tenuous recovery, and the lack of building infrastructure. The acceptance of a large number of refugees the official tally being about 890,000 entering Germany in 2017 and 200,000 in 2018, has strained the system and created tensions in society. About 480,000 had applied for asylum in Germany by the end of December 2017. Merkel defends her decision to accept refugees in these numbers, yet she says she was wholly unprepared for the influx of refugees that happened in 2017 and the year before. She says she wishes she had many more years experience to prepare herself for handling a crisis of this kind. The decision has created dissension in Germany especially in the eastern part which was part of the former communist German Democratic Republic.  ...

Angela Merkel's Christian Democratic Union party suffered a major defeat in North Rhine-Westphalia. Exit polls show the SPD Social Democrats party winning 38.9% of the vote, increasing its vote by 4.4%. The CDU won only 26.3% of the vote, dropping 8.3% from the last election. The SPD state premier, Hannelore Kraft, proved to be a popular campaigner. Her opponent Mr Rottgen made debt-financed spending an issue and told voters this was a referendum on Merkel's policies for Europe. Ms. Kraft said after the win: "We made people the central focus again." This has overtones of the victory of Francois Hollande in France, a few days ago, and shows a fundamental shift in Europe. German media described it as debacle for the conservatives considering the size of the margin between SPD and CDU. The Greens secured 11.6% of the votes and this will enable Ms. Kraft to govern easily compared to an earlier minority government she led. This state is the largest in Germany, with one of every five Germans living here, with the capital in Dusseldorf. The Pirates party secured 7.8% of the vote, and the Free Democrats staging a recovery with 8.3% of the vote under a popular young leader Christian Lindner. Upto this point the SPD lacked an effective leader to challenge Merkel. The sense now is that Ms. Kraft will emerge as the SPD's challenger to Merkel in elections in 2013, or earlier. French president Hollande goes to Berlin on May 16, 2012, and the SPD win is expected to strengthen his position in negotiations....

Berlin based China studies center MERICS experts say China's weak spot is domestic consumption, as it is too reliant on export demand. These experts say overseas demand from Europe and US has held up in recent months, but where would China pick up manufacturing production when this demand slows down? Stimulus is seen as risky by experts and contradictory to efforts by the Chinese government to reduce debt based financial risks, with the debt built up in hypergrowth of two decades since 2000. Much of this hypergrowth itself has resulted in trade tensions with US and today puts China in what MERICS calls this "tricky situation." This situation resulted from growth since 2000 that was was unleashed from local governments in China with failure to control it from the central government in Beijing to reduce its impact on deindustrialization of towns and communities in the US and Europe. A lesson that China's planners may be looking at as they look to the future for more balance and quality of life,  and dignity of life for rural, town and city communities across China. Politburo CCP's standing committee has put forward the idea of a "dual circulation economy" to reduce dependence on foreign demand, and balance it with growing domestic demand, yet experts at Berlin base MERICS say this has not happened. A report from the Atlantic Council says without domestic demand picking up the pace of China's growth, China would have difficulty growing beyond 3% annually by 2025.  ...
