A man with a handgun and magazine of ammunition is shot by federal law enforcement officer on Jan. 24, 2026 as protestors confront federal law enforcement officers in Minneapolis. Earlier federal law enforcement in California, and in other states, Washington DC, Nashville Tennessee, have led to protests but not of the kind in Minneapolis, Minnesota. Minneapolis is a state with liberal views yet it also has a strange mix as it was in Minneapolis that local police shot an unarmed black man during the Covid epidemic. This time it is not local police in that role but local police under the orders of the state and local authorites, the mayor and state governor Frey and Walz, not cooperating with the federal law enforcement of immigration law in the US that seeks to remove migrants with crime records from the US neighborhoods and streets. Walz was selected by Kamala Harris to run on the Democratic ticket for president in the US against DJT and Vance in 2025. Republicans allege serious fraud in Minnesota and misuse of state funds that have added to the dangerous mix of politics in the state, that is found nowhere else in America. From the Republican point of view unwanted migrants from certain unstable countries with criminal records were allowed to settle in the state. Democrats and Democrat media are not cooperating as the national elections in the US were lost on just this issue of migrants illegal entry numbering about 7 million over the last administration of Biden with costs to the US of over $110 billion in federal and local funds. No one knows where this will end up yet the view world wide over migration is moving to safe neighborhoods and safe streets as essential human rights, essential women's rights, essential rights of all Americans and all Europeans, that the problems of failed states cannot be solved on American or European soil. The Monroe Doctrine was put in place for just this reason as respecting Russia as a power in its area of influence in Northern Europe means no intervention by Russia or  China in the western hemisphere, so that the US never faces the situation of Guatemala and central American states, or of Venezuelan failed states in sending millions in a stream through Mexico for illegal entry on US southern border. Overall US policy, domestic and foreign has changed to ensure safety wellbeing in the US as the first and only priority for all its citizens and the sum of good citizenship the main objective for the Nation. ...

Local government debt is estimated to be 27% of GDP using estimates by Dragonomics and the China's National Audit Office. Prof. Shih of Northwestern University, an expert on this subject, estimates this to be $2.6 trillion or 42% of GDP. The total government debt is at 82% of GDP using the 27% estimate for local government debt. Using the higher 42% figure for local government debt of Chinese banks gives total government debt of 97% of GDP. Considering the nature of China's financial system in which state run banks and state run enterprises are a dominant feature, local government debt is likely to become the responsbility of China's central government. This also affects China's efforts to tackle inflation because higher interest rates would increase the cost of servicing this debt. As a result the government is unlikely to meet its inflation target of 4% in 2011. Large foreign exchange reserves of $3 trillion, the low interest rates, and high growth rates are expected to help China cope with this looming debt problem. Another round of capital injection to recapitalize banks is expected in 2012-2013 with the transition to a new leadership in China....

Adding in local government debt to central government debt, railways, asset management companies and state owned banks, gives a better picture of total debt for China. This is an estimated $3.55 trillion or close to 59% of GDP compared to 93% for the U.S. The problem is no one really knows how much debt there is in the local government in China. Analysts say this understates nonperforming loans from China's lending binge after the 2008 financial crisis. Stephen Green of Standard Chartered Bank estimates China's total debt, including contingent liabilities, to be 77% of GDP. Arthur Kroeber of Dragonomics estimates it at 75%. China's Banking Regulatory Commission estimates that investment vehicles that have local government guarantees borrowed $1.17 trillion in 2009 and the first half of 2010. Century Weekly, a leading financial magazine, estimates this to be $1.52 trillion at the end of 2010. The large local government debt limits the ability of China's central bank to raise rates to control inflation, as every increase in rates increases the local government debt. For the U.S., excluding debt owed by one part of the government to another, such as Social Security, would bring U.S. debt to 62.2%. This would'nt include the debts of local and state governments, overhaul of Fannie and Freddie, or liabilities to pay future retirement and health benefits....

China has a mountain of local debt that is seriously affecting the Chinese economy, time for can kicking is over. WSJ looks at this in 6 charts. Lanzhou and Guilin are 2 provinces where the fiscal capacity is already exceeded by interest on debt. Huzhou, Kunming and Chengdu are three provinces where interest on local debt takes up about 60% of fiscal capacity. The problems are complicated by dropping land sales, and LGFV bonds issuance at higher interest rates when the return of power projects is as low as 1.5%, and low on other projects. Yet there is hope because these provinces are inland provinces in north and west except for mega city of Tianjin. Land sales have dropped and replaced by LGFV or local government financing vehicles bond issuance at higher interest rates than bank loans. Conversion of LGFV to lower interest is being done, with provincial bank debt creating other problems.

Municipal yields are back up. The Center on Budget and Policy Priorities says states in the USA will have to close budget gaps of $140 billion in fiscal year 2012, ending in June, down from $160 billion this year. But real shortfalls will increase because federal stimulus funds that helped state and local governments will fall from $59 billion this year to $6 billion next year. Local governments depend on states for one third of their revenue, according to a Congressional Budget Office report, which makes them vulnerable. Property taxes account for a quarter of local government revenue and this too will be declining with declining assessed values. The Federal Reserve Act limits open-market purchases of munis to ones with maturities of less than 6 months, which reduces the scope for help from the Fed.

The vote shows Berliners have had enough of speculation in housing, mad rents, that are pushing locals out of the housing market, say referendum supporters. West Bengal elections in April-May 2026- the elections come after Sri Lanka, Bangladesh, and Nepal, nearby countries, all changed governments following protests about corrupt governance, mismanangement of the economy. Inside India there is a profound change that is not even covered in the  established media such as the BBC and DW.com. The states of Orissa, Andhra Pradesh, and Bihar, in the northeastern part of India had landslides in voting for the ruling BJP party and NDA alliance for Clean government and Modernization of the economy. A similar vote took place also with a landslide for Clean Governance and Modernization in the state of Maharashtra in the western part of India with the commercial hub of Mumbai (Bombay). In the southern part of India in Kerala, the capital city local government in Thiruvananthapuram has also shifted to this Clean Governance and Modernization under the BJP government that governs at the federal level in New Delhi. India is like China and Japan before it, going through massive change to modernize the country with new infrastructure building and rapid development including investments in hospitals, universities and airports, trade logistics, factories for industrial production. The magnitude of the change is reflected inthe population of most of these states being close to 100 million in each state West Bengal(105 million), Maharashtra(130 million), Bihar (133 million), almost the whole population of the US in just 3 of the many states- witnessing huge changes that could mean 20-25% growth rate a year n the next couple of years to 2030 doubling their GDP. ...

Prof. John Ashton, regional director of public health for the northwest of England offers this advice on pitfalls to avoid in the testing and contact tracing systems of the UK and other countries. He says there is a problem in sending testing kits through the mail or postal service. He points out that the swabs needed for testing correctly are quite invasive, the risk of an inadequate sample taken in high, resulting in a false negative report. 

On contact tracing he says the current recruiting system has pitfalls of contact tracing people not having local knowledge. Needed are people who know the local population and are able to fully engage with these people.

Taylor Swift Era's Tour gives a boost to local economies in the hospitality and entertainment sector. In Colorado 2 Taylor Swift shows added $140 million to the state's GDP. Occupancy records in cities in the US and Asia are broken with these Swift tours. The Swift concerts will play at many cities in Europe including Cardiff and Liverpool. Then why are concerts only in Singapore and Tokyo in Asian venues. Singapore provided additional funding for the concerts which could add with other concerts about $300 million to the local economy. Swift has a large following in Japan with people waiting camped overnight for these concerts.

This report shows an alarming trend in China which is fueling a real estate bubble similar to the one that Japan, and more recently the U.S., experienced. State owned companies are actively speculating in real estate, and are buying real estate from local governments eager to profit from the real estate boom. Local governments obtain land and build infrastructure on it to raise the price that they can get for it in an auction. In many cases one state owned company outbids another state owned company from different sectors such as oil, chemical, military, telecom and highway. Land records reveal that 82% of land auctions in Beijing in 2010 were won by state-owned companies up from 59% in 2008. The National Bureau of Economic Research in Cambridge, Massachusetts, has estimated that land prices leaped by 750% from 2003, with half of this happening in 2008-2010. In many cities housing prices have doubled in the last 2 years. The National Bureau estimates that on average these state owned companies paid 27% more for the same piece of land than other bidders. China's $586 billion stimulus and its aggressive lending program by state owned banks may have helped in other ways after the 2008 economic crisis, but in this area it has fueled a real estate speculation boom, with the local government and state owned companies being the key participants in this speculation. Local governments earned an estimated $230 billion in land auctions in 2009. The demolition of older neighborhoods and poorly compensating residents are all part of the effort by local governments to profit from this speculative boom. The implications for the banks are serious. Local governments use other companies created for the purpose to engage in this investment in land. And off-balance sheet accounts create the danger that China's state owned banks may have enormous amounts of debt that is not showing up in the regular accounting. Analysts say that the $1.4 trillion in loans made by state banks in 2009 was twice that in 2008, and a large portion of this was diverted into real estate speculation with records set in land bids and booming prices. All this is happening as China's Ginni coefficient has deteriorated rapidly. And the simple fact remains that even as apartment prices exceeded $200,000 in Shanghai, the average disposable income is about $4000 per year. Prof. Shih of Northwesten University has followed the investment companies of the local governments closely and comes to similar conclusions about the size and implications of this real estate bubble in progress. Media headlines focused on Xi's statements on Taiwan. China is concerned that US not recognize Taiwan independence, but not much beyond that. China puts Iran much lower on the list of issues it considers important. It appears that China first priority is to be accepted as an equal partner with the US as a superpower. That is Xi's goal in this trip. Issues of Hormuz and Iran not something China considers important. China has an interest in a non-nuclear Iran, in no nuclear weapons proliferation. As the US has made this a priority China prefers to be not vocal on this issue, as it relies on the US to see this is done. A secondary priority for China is to have the US agree that China could continue to import from the Hormuz Straits to met its oil needs. As China has relations with Arab states it is carefully balancing this with relations with Iran. What does this mean? It means China and US are in considerable agreement on the current situation in the Gulf region and in the Middle East. China sees beyond Iran, so does the US. Both countries are focused on the future - on reindustrialization in the US and China on the next phase in its industrialization. New countries and blocs are also emerging that will rival China and the US- India/Japan and the European Union under leadership of Germany and France. These four countries or blocs are all thinking of the world beyond a failed Middle East- the economic issues they face and how best to tackle them, and the issues relating to borders and security, how best to tackle them. ...

China is going through a long period of debt reduction or deleveraging in which income is diverted to payoff debt and debt reduction. Debt has piled up at local governments, households, and the private sector during the period of heavy borrowing to expand the economy and build infrastructure. BIS data shows total debt in China at 295% of GDP in September 2022 compared to 257% in the US and 258% in the Eurozone. This report in WSJ says consumers are hoarding cash and refusing to take out new loans, private businesses are barely investing, and local governments are paring down debt for all expenses including worker's salaries and roads.

DW.com on what international students from India or China pay at EU universities-  44000 euros in UK vs 4000 euros or less in Germany and France. For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

This article gives some simple answers to questions about how the NHS test and Trace system setup by Baroness Harding could go so wrong. It was setup as a separate agency and ignored some of the vital information of how contact tracing should be done close to local area coming out of Germany. This information was available early and was also on the Lyrarc site, as Germany had effective contact tracing as early as March-April. First Britain wasted time waiting for some brilliant App to do the work. The when this was going nowhere the NHS Test and Trace was setup but ignored the need for this to be done locally and followed up with personal visits to the homes of those needing to be visited to isolate. Most important- the local knowledge and the persons doing the calling having human skills to get people to cooperate and feel reassured. Less important or not at all- sophisticated equipment, a simple desktop, national database to which data is connected and sourced and a desk, a skilled motivated local person the key. Germany resorted to using the underutilized state or local employees who were diverted to these tasks but extraordinarily effective.  ...

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

Mark Frazier, a professor at the New School, is the author of the book "Socialist Insecurity: Pensions and Politics of Uneven Development in China." Here he describes the situation in China for the elderly and pensions. There is no Social Security Administration in China like the one in the U.S. Pensions are the responsibility of local authorites. Urban pensions were established in 1951. Pensions for rural areas and farmers came only in 2009. The situation in China for pensions is much like that in the U.S. before FDR's New Deal, being run by a patchwork of local programs- about 2500 county and city governments running pension funds. The problems of pension programs being run for the benefit of well connected groups and making risky investments exists in such local programs. Local governments taking on large levels of debt is a serious problem. The pension program in Shanghai came under scrutiny because of risky investments. A report in Dec 2012 cited by Frazer cites empty accounts at 2.2 trillion yuan or $353 billion. The National Social Security Fund has only $140 billion. Overall pensions account for about 3% of GDP in China compared to 4.9% in the U.S....

New York City faces a $2 billion deficit in current fiscal year in 2026 and $10 billion the following year. This means there is less funding for new Mayor Mamdani's programs for groceries/transport for New Yorkers. Mamdani was elected by people in the hope that he could find ways for struggling New Yorkers to handle the cost of living crisis in 2026. New programs Mamdani promised were free bus service with costs annually (cost 0.8 billion), new rent stabilized units (annual cost $7 billion),  universal child care (annual cost $ 6 billion). A state corporate tax hike could generate $5 billion and a millionaires tax $4 billion, not enough for $13.8 billion cost for these services. The other problem is the way the city has handled its finances- this report shows declining projections for expenditures under former mayor Adams for public assistance, rental assistance, and MTA subsidies items which one would expect to go up in a large city the size of New York with new immigrants.The report says the shortfalls were met by using funds meant for the next year. Already Mamdani is not able to expand the state voucher program for residents facing eviction because of these budget constraints. This is the pattern in New York of making new promises not funded on the revenue side. Mamdani promised smaller class sizes but did not show where the funding for extra teachers would come from. For New Yorkers this adds a bit of realism to the idea that a new Mayor and new promises is the answer to its problems. Only about two thirds of its budget comes from its revenues the rest from federal and state funding which means an overall solution firing on all fronts, with federal and local cooperation, private investment, good governance, foreign investment, is needed to tackle the problems of major cities like New York. ...

A Yale Brown universities study in 2024 shows the huge dividends from investments in childcare in the early part of schooling years- $1 invested in free full time daycare for preschoolers generates $6 in economic benefits. It only includes the economic benefits from the lack of affordable childcare for parents that lead to cutting back on work hours and changing careers. This does not even include the results decades from today in 2050 when these children provide the Nation with a strong educated workforce to propel industry and the economy forward in new ways. Catherine Rampell in the Washington Post shows that these economic benefits are  just the beginning, as the effects ripple through to local economies, touching on kids, parents, employers, local tax revenue. This is not counting the effects on mental health of parents struggling with childcare and the overall mental wellbeing of the Nation knowing that it has got the priorities right for a better future.   ...
