German chancellor Merkel and foreign minister Steinmier visit Ethiopia and Nigeria to stem the flow of refugees from economic crisis at the source with aid and support, as Germany works on its own efforts. France's Hollande tells Putin a visit to France would have only Syria as topic for discussions and calls for Syria to be brought up as war crimes. Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...

A professor from Harvard's Kennedy school describes the Hungarians failure to remember the 1956 Hungarian uprising crushed by the Soviet Union as migrants suffering enormous hardship make their way to Keleti train station in Budapest, Hungary. The Orban government in Hungary refused to let migrants take trains to Austria and Germany. Chancellor Merkel said the Schengen Agreement allowing free movement itself was being called into question. The Orban government later relented and put migrants on buses to Vienna. Throughout this crisis as media showed pictures of the hardships suffered by migrants, and chancellor Merkel assured asylum for hundreds of thousands of migrants, Obama and Harper were silent on the issue. The appalling numbers tell the story, says Ignatieff- with about 1500 for the U.S. and 166 for the UK, according to news reports. He is very critical of Obama, Cameron and Harper, representing the U.S., UK, and Canada, for doing so little.

The UN Refugee Agency says 7.6 million Syrians were displaced and refugees in their own country, 3.6 million Syrians are in other countries as refugees. Worldwide it says about 60 million are refugees. About half of the refugees are children. Of this about 14 million people were displaced in 2014, with 11 million of this displaced in their own country. Fighting in Iraq, Syria and Libya, appear to be the main cause of displacement in 2014. Never before in the agency's 50 year history are there so many displaced people in their own countries.

During the Civil War and the two World Wars it was called the War Department till changes were made in 1947-1949. The US Navy was independent of the Army and operated independently. Harry Truman changed this in 1947.Since then the US has been on the back foot even in its on backyard, where once the Monroe Doctrine made clear that colonial powers had no place in this hemisphere, today even in places like Venezuela and central America regimes operate against the interests of their people and create a massive refugee problem for the United States of America and other countries in the neighborhood. The USA was also on the back foot in the Korean and Vietnam Wars, and after prematurely declaring victory in the Cold War finds that nothing of the sort of a win in the Cold War happened, as the adversaries in the Cold War reassert their interests. And the US faces crises of refugees and on its borders, Europe faces crises of refugees and on its borders.    ...

Refugees in Germany are 3.48 million in 2024 at 4 percent of the population, government data shows. This is 60,000 more than in 2023. One third of them are from Ukraine and many of them seek a return to their home country. Clara Bunger a member of the German parliament requested the information from the government. Bunger says- "It's in clear contradiction to the misleading portrayal of an alleged 'national emergency. Such scaremongering deliberately distracts from actual social problems and uses fear to make refugees a scapegoat." Results in the Saarland election show the AfD party with only 6.2% of the vote. The CDU is well ahead of the Social Democrats. This result shows that the support for the AfD is strongest in the east. With the refugee crisis not as big an issue as it was in 2016, and the larger effort put forward in push back by CDU/CSU and SPD in the western part of Germany, the AfD sees its support declining from the levels it had in 2016.

U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

Liz Sly of the Washington Post provides this exceptional account of the different phases of the war in Syria originating in 2011 with the Syria democracy protests, suppression of protests by the Assad regime, civil war by 2012 , Russian intervention by Putin, the U.S. under Obama and France under Hollande on the sidelines in 2012-2014. The result is a breakup of Syria by 2014 with coastal areas under the Assad regime supported by Russia and Iran, the Kurdish controlled areas, areas controlled by various rebel groups, and the control of other areas by Islamic State which also gained control of Mosul in Iraq. France conducting an air campaign in Syria in 2015 in response to terrorist attacks originating in Syria. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict.
