Following the fifth North Korean nuclear test DW.com talks with Rudiger Frank about the test and what this means. Frank says the negotiations with North Korea and efforts to limit the program so far have been a colossal failure. Tests have continued and without a change in strategy more tests will be followed by the usual condemnations by world leaders and further sanctions. Frank says this change in strategy would include recognizing North Korea as a nuclear state, and getting North Korea to ensure the weapons are safe and secure in the country, getting a clear idea of what and where the weapons are. The International Atomic Agency would be asked to go in and make inspections. The next step would be to freeze the program at some level agreed to. This is a tough step to take but it only recognizes the reality of the situation, and continued development by North Korea of nuclear weapons if no steps for change are taken.

There appears to be a split in the Iranian leadership about whether Iran should forge ahead with the development of nuclear weapons. National Intelligence Estimate findings, show that economic difficulties resulting from international sanctions may be causing some of the Iranian leadership to question the value of forging ahead with the nuclear weapons program. Iran cut subsidies sharply for fuel, electricity, and food in December 2010.

The US Senate voted 71-26 to ratify the new START treaty with Russia limiting nuclear weapons on both sides. It is a key part of rebuilding relations with Russia. In one of the last acts of the lame duck Congress, 13 Republicans including Senator Dick Lugar, a senior Republican who has been an influential voice for arms reduction, voted in favor of the treaty.

The purchase of F/A-18 aircraft by Germany capable of delivering nuclear weapons stationed in Germany is critical to keeping the nuclear deterrance and the "nuclear sharing" agreement with the U.S. Older aircraft, the Tornadoes are now 40 years old. Chancellor Merkel has supported the purchase but this is now being called into question by its junior partner in the coalition government the SPD.  Leaders of the SPD party say they would block the purchase of 45 Boeing Company made F/A-18 jets proposed by Merkel's defense minister. Under NATO's nuclear sharing agreement going back to the 1950's it is believed there are about 180 B61 tactical nuclear bombs in rope, some 20 in Germany and spread out over Belgium, Italy, the Netherlands and Turkey. President Trump has said the U.S. will withdraw from a treaty with Russia that limits the presence of nuclear missiles in Europe because Russia is not living up to the agreement. This could lead to an arms race. The issue is leading to the beginning of a fundamental debate about nuclear armanent and military spending of a type that has not happened in Europe since 1982 when a rebellion in the SPD over the stationing of nuclear weapons in Europe led to the ouster of Chancellor Helmut Schmidt.  The Christian Democrats view the purchase of the F/A-18 at a time when Russia is updating its nuclear deterrance as fundamental to NATO and nuclear sharing. The SPD's leaders say nuclear sharing does not mean the need to host nuclear weapons, and give the example of Canada, a NATO ally that does not have U.S. weapons on its soil. ...

Beyond the physics of a deal, a Republican Congress, Democrat Obama and Iranian hardliner Khamanei, each are trying to get their own narrative to look right with public opinion they face, that they have not backed down. The Israelis find any deal unacceptable and reject even a small lifting of sanctions, because of the "existential" threat. Add to this Sunni Saudi Arabia which says it will match Shiite Iranian capabilities with their own uranium enrichment facilities if Iran is allowed to retain capabilities. And economic interests also figure into this- Russian interest is in keeping Iranian oil off the market as long as possible so that oil prices do not fall further in 2015, which means delay an agreement as long as possible. The French see the Obama administration as likely to give too much away for an agreement and want tougher terms....
