Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. The pandemic, vaccine was followed by two wars in the thrid and fourth year, yet the immigration issue was allowed to grow without forceful action to close the border and pass legislation early in the first 2 years, with an objective assessment of the situation as has happened in first Socialists in Denmark, northern Europe, and then Britain as the Labour party shifted to shut down illegal immigration in its policies by 2022. The unease in rural areas was accompanied by unease among younger people 18-34 years over cost of living, and the unease among Latinos in general and Black people  without a college degree.  Taking an approach to the wars that would remove them as distractions by looking for a settlement in Ukraine through negotiations, and prioritizing strong action on the border, price surges would have helped tackle pressing issues that caused so much unease.  ...

This report in DW.com discusses the quick rise of Annalena Baerbock, 40 years, to the co-leader role with better known Robert Habeck, 51 years, at a party conference in 2018. In the winter of 2019 she was supported by a huge 97% of delegates at the party conference, with Habeck getting 90%. She has an advantage in foreign policy issues with her education in England at the London School of Economics, where she studied for her Masters degree in International Law. She speaks fluent English, rare in German politics. Baerbock spent 1 year in the US when she was only 16 years old. Very useful now with changes in Europe, the US and India. Boris Johnson in Britain, Biden in the US, and Modi in India, all speaking English.  She has spoken up against xenophobia, and being from Potsdam in the east is able to understand issues facing East Germany. A big change Baerbock says happened in 2019. Then she and Habeck decided to open up the Greens to become a big tent party that welcomes people from all sides. This was a smart choice at the time as Germans moved away from the two main parties- the SPD and the CDU. Dismay from the Schroder years when working class issues were ignored, and dissatisfaction with the Merkel years when investments in infrastructure, social care, health, education were neglected.  AfD support has stalled with the end of the migrant crisis and immigration no longer an issue. Baerbock says today of that 2019 party conference- "What we knew then was that we wanted to open our party up, that we wanted to make policies for a broad society: inviting and with clear objectives. Here today I want to make an offer, for the whole of society, as an invitation to lead our diverse, strong, rich country into a good future." Key changes that could happen in Germany in 2022- Phase out of coal powered energy by earlier date than 2038. No support for increased defense spending. Yet this is not likely to be an issue with the new American Biden administration. Infrastructure and vital investments in health and education would become a top priority similar to the US, UK and India. Careful policy coordination by Germany with the US, UK, France, India and Japan, and other EU nations, as the world shifts into a period in which lessons learned from the pandemic and the last three decades lead to renewal of supply channels and renewal of societies.   ...

So how has this changed since Brexit asks The Times of London? It may come as a surprise to know that Poles and Romanians who came to the UK before Brexit to fill low skilled jobs are are now replaced by high skilled Indians, Pakistanis, Nigerians, data from the Department of Works and Pensions suggests, and cited by The Times. And the numbers are large far exceeding by a factor of 3 the numbers before Brexit. Official data this week says The Times shows net migration hit 700,000 last year 2022 compared to 223,000 at the time of the Brexit vote. Three reasons are given. The first is that there is a surge in foreign students whose lucrative fees support British universities. Second one off schemes enabled hundreds of thousands of Ukrainians and Hong Kong Chinese to come to the UK. And the third the biggest reason is that the post Brexit regime issued 800,000 visas in its first year. This means that instead of less well off Europeans, more affluent Chinese, Ukrainian refugees, and better educated Indians and Pakistanis made their way to the UK. In any case a high rate of immigration took place, and one set of Eastern Europeans Ukrainians replaced another set from Poland and Romania. Brexit was essentially a serious distraction for Britain leading to three Tory governments. Had Cameron been honest and not used Brexit as a ploy to generate support the Tories could well have been replaced in a tight election after the austerity period. Instead Britain had four prime ministers and constant upheaval Cameron replaced by Theresa May, Boris Johnson, Liz Truss, Rishi Sunak. Ending up with the Tories and Britain in not a good place in where it matters- the economy, growth, health, education, and cost of living. Britain must now look to Labour for reviving the lives of workers and families, reviving the economy, fighting climate change, creating hope for the future. ...

Taking the 2015 population of 30 million this is about 25% of the population with millions fleeing to Colombia, Peru and the US. "If no indication of regime change seems in sight and the 2024 presidential elections are not free or fair, upticks in migration should be expected, as Venezuelans will continue to leave the country in search of better opportunities. Therefore, it is critical not to overlook this migrant crisis nor normalize it, as it is evidence of the persistence of the democratic and economic breakdown in this country, which continues to be a threat to the stability of the region and the world." Republican McConnell and Democrat Schumer in interviews in recent days with The Washington Post, as the focus on the rest of 2024  is on what will the new US Senate look like, who is in majority, and who is in minority after November. A small faction in his Republican party opposed McConnell's bipartisan compromise. McConnell says after 17 years in the US Senate, that one has to remember what Harry Truman said. Truman America's post war president in 1950's said if you want a friend in Washington, buy a dog. Yet the Post also says the two McConnell and Schumer worked closely for 4 months to negotiate the bipartisan compromise on immigration to close the border. The first time the two sides have come  this close in this century says the Washington Post. Looking at the 22 Republisenators that supported McConnell and voted for the aid to Ukraine one finds most are senior and the majority of the senators with the most experience, compared to a small faction of newcomers without anywhere near the same experience. This is why the dissension in Congress can also be seen as not telling the whole story, when the most experienced people in the Senate and the House of both parties have come together on the big issues even when the fringes of both are engaged in unconstructive confrontation. You could see that when the younger J.D. Vance of Ohio addressed the heads of all the major US banks this past week in a Congressional Senate hearing and the difference when the more experienced Van Hollen of Maryland talked to the same banking heads. And when Senator Tillis of North Carolina one of the older experienced Senate Republicans made a strong plea for aid to Ukraine on the House floor and in his earlier support for the bipartisan change to asylum and parole immigration laws in the US. A broad center is emerging around coming together, around the most experienced people in the US Congress that sets the country in the right direction.   ...

With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

Who should lead the Conservative Party in 2016 till the next elections in 2020? The Economist magazine says strong negotiating skills and stamina are needed, and on this point it says Theresa May, Home Secretary, does better than former Energy minister, Andrea Leadsom, who has not done such tough negotiating and is not so well known as May. May had the support of 199 members of parliament to 84 for Leadsom, whose experience is less and was junior Treasury minister in prior position compared to May's 6 years in the position of Home Secretary handling immigration issues. Being an ardent Brexiter Leadsom has an advantage with Brexit supporters, though May handled her Brexit Remain position in a low key way and can appeal to both sides of the Conservative party. The result will come from a postal ballot to 150,000 members of the Conservative Party.

Crime by violent street gangs with whole sections of cities controlled by different groups, some a remnant of the guerilla wars, has fueled the migration crisis. Many people have left central American countries of San Salvador, Costa RIca, Guatemala, because of the crime and extortion experienced and the lack of law and order in these countries. Criminal violence by these gangs hurts business which leads to even fewer economic opportunities for young people. This leads to a steady flow of migrants to the borders of Mexico trying to enter the U.S. Experts say 95% of homicides in these central American countries are not tackled, with severe distrust of police.  There are fewer emigrants from Mexico as the economy has improved and population growth has slowed. Most of the faces of migrants are now from the Central American countries. A program is underway to create jobs skills in Honduras. But this a small effort in tackling a much bigger problem of violence, lack of economic opportunity, and the legacy of the civil wars in central America in an earlier period that have left whole sections of urban areas under control of former guerillas and militia turned into gangs.  ...

The Republican party has split shows the New Hampshire and Iowa Republican  primaries says WSJ in this video that is essential to understand 2024. Demographic expert that the Wall Street Journal (WSJ) talked to in this video say Donald Trump has brought in working class voters into the Republican party, no question about that. Yet in doing so and with his style he has alienated what are suburban Republican voters, higher educated with college degrees, the country club type that was long been associated with the Republican party since 1900. Taking the Iowa and New Hampshire voters the WSJ shows in visual dynamic graphs that half of voters in both states did not vote for Trump. There are no differences between Republican voters who voted for Trump and who voted against Trump when it comes to gender, age, they are evenly divided for gender and age. Difference is in education and suburban. Higher educated, suburban Republican voters acted to vote against Trump. This means says WSJ is that the Republican party has now effectively split up. Immigration is not as important to these Republicans who voted against Trump, foreign policy is also important which is not so for Trump voters. Ukraine matters for these voters who voted against Trump. Abortion also matters and the economy matters for these Republican voters who did not vote for Trump. In the backdrop of all this is the advisers who surround the president, the chief of whom may be Jake Sullivan, not just for foreign policy but also on issues such as immigration. Where Michael Shear of the NYT who has covered the White House for 30 years shows Jake Sullivan actively pushing to close down the asylum and parole avenues that are surging migrant flows, and to get Biden to close the US Mexico border under a bipartisan deal worked out by Lindsay Graham and Chuck Schumer in the US Senate. Sullivan, Michael Burns and other thoughtful, careful advisers are helping the Biden administration navigate the Israel Palestinian conflict and the Ukraine Russian conflict. The Middle East is what tripped Jimmy Carter with the Iran hostage crisis, leading to the Reagan period and Reagan economic culture that is unwinding today with huge gaps in incomes and educational opportunities that never existed before in the US. What also tripped Jimmy Carter was the split with the party that John Kennedy and LBJ built on the foundations of the FDR Truman period, and his handling of the Kennedys that effectively split the Democratic party. This is the situation that is now happening in the Republican party as the Reagan era and its culture of extremes comes to a close. Of extremes not seen since the Great Depression of a working family struggling to live on wages near the poverty level in a automobile factory in Michigan before the UAW settlement that Biden was on the picket lines for, and the $55.8 billion pay package that was put forward for Mr. Musk at Tesla. ...

Emmanuel Macron faces a challenging situation in  the 2022 second round. He badly needs left wing supporters of Mr. Melenchon who came with one percentage point of right wing Marie Le Pen. Macron had expressed right wing sentiments about immigration and terrorism even more than Le Pen during the year leading upto this election. That this has alienated some left wing supporters is evident in a nIpsos poll for FR24 that shows 30% or about a third of the 22% of the voters that supported former Socialist candidate Jean Luc-Melenchon are likely to vote for Le Pen, who has campaigned on the issue of cost of living and softened her image and position on the European Union. 34% of Melenchon's supporters said they will support Macron and 36% said they are undecided. It is this undecided vote that could make a difference. Add to this the 25% of the voters who did not vote at all and the election depends on who can convince this segment. To reach these voters is Macron's main concern in the 2 weeks before the second round of the election on April 24. Macron says he will campaign hard-"from dawn to dusk, in direct contact with voters." He will have to offer something that convinces working class voters who some see he has humiliated during his first term.  ...

German chancellor Merkel is interviewed by DW.com's Max Hofmann as her 16 year period as Germany's leader comes to a close. She discusses immigration to Germany, climate change and other issues. Not discussed are the issues of neglect of infrastructure and failure in preserving upward mobility in Germany society during that period. She is described as a "compromise machine," which she refutes by saying "I'm not a machine, of course, but... a human being." Through compromise she was able to extend the Christian Democrats hold on power for this long. Yet for much of the time she kept the Social Democrats, who were lacking in conviction at the time for real upward mobility, out of power; by compromises that meant she would do just so much not enough on social values. In the end her party the CDU fell to a low of about 22% support of Germans in the 2021 election. The Greens with more conviction and the Social Democrats surpassed the CDU under Baerbock and vice chancellor Scholz. Her achievements came reluctantly in the end in the face of the coronavirus pandemic. Non residents and permanent residents made up 39% of Singapore's population of 5.5 million in 2014. A law professor at Singapore Management University reflects the trend of public opinion saying it is not a question of whether but when Singapore evolves into a two or multi-party system of government.

Macron took up the challenge of not enough attention being given to Le Pen's ties with Russia and her position of skepticism when it comes to the European Union and climate change. "You are dependent on the Russian government and you are dependent on Mr. Putin. When you speak to Russia, you are speaking to your banker." Le Pen says she had taken that loan from a Czech-Russian bank only because French banks refused to lend to her. "I'm absolutely and totally free woman." The candidates also clashed over Le Pen's proposal for banning Muslim women from wearing headscarves. Le Pen described the veil as "a uniform imposed by Islamists." Macron sad that such a plan would violate France's secular rules and would trigger "civil war" in a country that has the largest Muslim population in western Europe. The Fench colonoized parts of North Africa during the period after 1830, with French colonies in Algeria, Morocco and other parts of the region, leading to immigration from this part of the Arab world. After a series of terrorist incidents the French public lost patience with Islamist tendencies leading to a general swing to the right in French politics including Macron. Yet mainstream parties such as Macron's continue to support France's secular values. The traditional parties from the period before Macron such as the Le Republicains of the De Gaulle period in the sixties and the Socialists from the Mitterand period (1981-1995) both failed to win more than 5% of the vote in 2022 showing the many changes happening in France.  During the Macron period as president Yellow Vest protests brought up the issues of working families having a hard time making ends meet. Macron has responded to such protests with some aloofness but also with a tendency to organize town hall meetings to listen to people express their frustrations.  France has established a stronger welfare state than the US and Britain, and for this reason issues related to the dislocation of smaller towns because of the shift of manufacturing to China are part of the general trend that had affected both the US and western Europe, requiring a more unified response. This now takes shape with the renewal of manufacturing in the US and all the western European countries. Candidates with platforms such as Le Pen's to provide relief for the current surge in the cost of living could offer temporary band aid solutions but not address the root causes that require a renewal of French manufacturing and bringing good jobs home or closer to home. The will and aspiration to bring a next generation industrial revolution to France and Europe is the kind of solution that is needed, one that would revive towns and communities across France and across Europe. Much of the technological capabilities are there in Europe, needed is the will and aspiration.  ...

This view from Udo Bauer of DW.com about the Berlin elections says the result with the CDU and the SPD each losing about 6-7% of the votes cast is more about the unpopularity of the CDU candidate Henkel and the SPD candidate Muller. He says Muller had about the charisma and appeal of a paper clip compared to the previous Berlin Mayor Klaus Wowereit who showed vision and assertive action. Other local issues were important in the election including crumbling infrastructure and dissatisfaction with services. The AfD won about 14% of the votes with its appeal to voters opposed to the refugee policy of chancellor Merkel. Yet Bauer thinks, like the Republican party in the past this could be a passing phenomenon, after voters have expressed their grievances about chancellor Merkel's "we can manage it" on the refugees. Something Merkel now says people read too much into. The SPD too has a lot to reflect on for handling local issues, says Bauer.

Joseph Swing, and Attorney General Herbert Brownell, returned about 1.2 million migrants from Mexico who had crossed the US Border back to Mexico by ship or by road into the interior of Mexico. From 1942 for each year the immigration enforcement increased from 12000 in 1942 to 727,000 in 1952, the last year of the Truman administration.
