The one child policy was replaced with a two child policy, and now with a three child policy in 2021, as China's birth rate declined below the level needed for a stable population. The plan now is to lift all restrictions as the decline in population is expected to be very steep. Not enough young people to support a growing elderly population is a major problem for the economy. A mindset has developed over 70 years for one or two children that is seen as hard to change. Women now work and pursue careers, their expectations in life have changed. Couples are also finding it hard to get access to schools and afford the costs of education and home space needed for larger families. Housing in most cities is costly, making it harder to raise families. Attitudes are hard to change. Experts see little impact of the new policies. The three northeastern provinces suffered most in the shift to a market economy. This is where the drop in birthrates is very steep. Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...

This years pension hike of 5.35% in Germany is being completely eaten up by the inflation of 5.1% leaving pensioners in the same situation as before after many years when no adjustments were made. The catchup factor for meeting cost of living changes and inflation was put on hold by chancellor Merkel in 2018, another way social goals were not met under Merkel while infrastructure and child care were also neglected. This is one of the insights from analysis of polling questions in a University of Massachusetts poll before the Massachusetts primary in Feb. 2016. Another insight from this article in the WP is that it also shows younger women think deeply about the issues. When told the cheapest ticket for the first Paraguay US game was $1000 US president DJT said it was "ridiculous," that he woudn't pay that either, and expressed real disappointment. DW.com raises other questions about the sudden 50% increase in teams and 60% increase in games for the World Cup in 2026. Teams suddenly up from 32 to 48, and games from 64 to 104. If more smaller football associations or countries were to be added, would it have been better to try this out in smaller steps? Has this diluted the sporting quality of individual games. If more games why would prices jump this much? Last World Cup the average price of a ticket was the same as the list price and no resale markets to create artificially high prices in the stratosphere driving out most buyers. A new $490 billion aid package in Japan is designed to help families and small business. Families with small children will get $900 per child and small business will get $22,000 each if they can show they were affected by the pandemic. Wage increases for nurses and care workers. Economy minister Yamagiva in the new Fumio Kishida government says this aid will "bring security and hope to the people by rebuilding the economy." Japan is following the US by providing aid to the people and business to help rebuild after the lingering effects of the pandemic. In the US president Biden is expected to pass a $2 trillion package including help for child care, paid leave for caregivers and mothers, other aid, and a big investment to tackle climate change.

The high cost of living is making people earning $250,000 to $350,000 a year merely suburban upper middle class or middle class as they face soaring costs for education, child care and housing. WSJ looks at families facing cost pressures in this income range. Savings are much smaller for 50 year olds making this kind of salary with college tution for one child alone costing upward of $70,000, child care expensive, housing costs in states like California over $1 million to own, and higher overall costs.

The Economist magazine points out that even without the one-child policy birth rates would have declined in China because of rising participation of women in the work force, education, delayed marraige, and the high cost of education and housing for more children. As China pursues a two child policy starting in 2015, many of the same factors are at work and many women are seen as unlikely to have two children. The Economist says the right policy would have been to scrap this policy altogether. This may actually happen as China sees the social and economic factors behind the falling birthrate continuing to operate limiting the size of families, and creating problems of rapidly aging society as in Japan. Latin America provides strong evidence to support the Economist magazine's point because of the falling birthrates in Brazil and Mexico for social and economic reasons.

New York City faces a $2 billion deficit in current fiscal year in 2026 and $10 billion the following year. This means there is less funding for new Mayor Mamdani's programs for groceries/transport for New Yorkers. Mamdani was elected by people in the hope that he could find ways for struggling New Yorkers to handle the cost of living crisis in 2026. New programs Mamdani promised were free bus service with costs annually (cost 0.8 billion), new rent stabilized units (annual cost $7 billion),  universal child care (annual cost $ 6 billion). A state corporate tax hike could generate $5 billion and a millionaires tax $4 billion, not enough for $13.8 billion cost for these services. The other problem is the way the city has handled its finances- this report shows declining projections for expenditures under former mayor Adams for public assistance, rental assistance, and MTA subsidies items which one would expect to go up in a large city the size of New York with new immigrants.The report says the shortfalls were met by using funds meant for the next year. Already Mamdani is not able to expand the state voucher program for residents facing eviction because of these budget constraints. This is the pattern in New York of making new promises not funded on the revenue side. Mamdani promised smaller class sizes but did not show where the funding for extra teachers would come from. For New Yorkers this adds a bit of realism to the idea that a new Mayor and new promises is the answer to its problems. Only about two thirds of its budget comes from its revenues the rest from federal and state funding which means an overall solution firing on all fronts, with federal and local cooperation, private investment, good governance, foreign investment, is needed to tackle the problems of major cities like New York. ...

Women gradually returned to where there are 1.2 million more women in the workforce as of March 2021. In the new workforce remote work is an option for two career couples with children, wages are up, child care is up. Another worker with children decided not to return to the workforce.

The large inequalities in Chilean society are exposed after a transport fare increase leads to violent protests.  A climate tax and fare increases led to protests against inequality in France. The Chilean pension system does not provide the working lass with adequate pensions on which they can retire. Large inequalities in wealth under the Chilean model are seen as a result of free market principles which were enshrined in the constitution of Chile after the departure of Chilean dictator Pinochet. Some of the free market ideas worked to improve living conditions in Chile, others such as the financing of the pension system are seen as having failed to provide for a secure retirement for workers. some of Chile's success can also be attributed to demand and pricing of copper with Chinese demand in the past, a situation confronting Brazil and Argentina also. In Brazil the problem is just the opposite with politicians having granted extremely liberal pensions leaving little room in the budget for public services including basic sanitation.  There are also inadequacies in education and health care based on these free market principles, which favor certain groups and not society at large. Protest movement's goal is a rewriting of the Chilean constitution which president Pinera has declined. ...

About 565,000 workers are missing in the UK workforce in December 2022. The Guardian asks the question- Will they ever come back? Many left under stress from healthcare work, from the hotel and restaurant business, and from manufacturing during the pandemic. Some took early retirement, some taking care of family members. A similar situation exists in the US. Jay Powell at the US Federal Reserve, its central bank, and Fed Governors including the head of the Federal Reserve for California are working on ways to get these people back. Brian Deese of Biden's National Economic Council is also working to find solutions including better child care and better benefits for workers. Settling the rail strike on terms attractive for workers and getting rid of onerous rules for workers who could not get paid heath care leave in rail companies, are ways the Biden administration is responding.

Janet Yellen Fed chairwoman, says many obstacles still exist for women in the workforce. Bringing more women into the workforce will increase the productive capacity of the American economy. The increasing participation of women in the workforce was factor in the growth and prosperity of America by the middle of the 20th century. In a speech sharing her personal narrative at Brown University, her alma mater, she described how other nations had passed the U.S. in women's participation in the workforce, and how it remains stalled at 75% for women either working or looking for work. Her speech was at a conference "125 Years of Women at Brown." The U.S. is now 17th among 22 developed nations in participation of women in workforce, mostly because of government and business policies that relate to paid maternity leave, affordable child care, and flexible work schedules.
