President Biden was the first US president on a picket line when he joined the picket line at a UAW strike in Wixom, Michigan recently. Here Gene Sperling the Biden liason with the autoworkers UAW union, says Biden believes in a strategy that counters technological disruption in a different way. Biden wants companies to retool, reinvest and rehire workers in the same impacted community. This is the striking difference with Biden compared to any of his predecessors Reagan, Clinton, Obama, and the two Bush presidents. Not only will the president's support ensure 1200 jobs are preserved, another 1000 union jobs will be added at the Belvedire, Illinois location and $4.8 billion will be invested by Stellantis for a new parts distribution center and and electric vehicle factory.

Only Honda is withstanding the the sales shock as numbers tumble from June of a year earlier. Toyota auto sales down 21%, Ford 28% and Chrysler 36%. GM 18% because of special incentives and discounts. Honda a modest 1.1 % increase in sales. The US manufacturers have their plants skewed towards making trucks and SUV's so turning out Chevy Cobalts and Focus cars is a big problem as there are huge drops in truck and SUV sales and customers are shifting to cars. Sales of Ford SUV's fell 55% and its formerly top selling truck line dropped 38%. Toyota sold about two thirds fewer light trucks than in 2007 June. Market share of domestic makers in the USA market dropped to 46% from 50%. To get some idea of capacity constraints. According to Global Insight GM can build only 250,000 Chevy Cobalts, while Honda has the capacity to build 400,000 Honda Civic small cars annually.

The critical exchange between oil companies and auto companies about who is at fault for the energy crisis. In one ad that ran last year, Chevron argued that "if automakers improved fuel economy across the board by just 5 mpg, we'd save over 22 billion gallons of gasoline a year." The criticism is also sparked by the high price of oil which is hurting sales of pickups and large SUV's that the automakers depend on for profits. One ad by Exxon Mobil shows a cartoon of a large SUV filling up at a gas station and hints that the problem rests with the automakers who have failed to build the kind of highly fuel efficient vehicles that are needed. The ad says that the average fuel economy of new U.S. autos has not gone up much in two decades, the small gains have been offset by the increases in the size and weight of vehicles.

The lessons from the British auto industry which ran through $16.5 billion in rescue money in the 70's and 80's before collapsing as German and Japanese automakers took over its markets. One of the problems was the failure of labor relations, the other was shoddy quality just when the Germans and Japanese were improving theirs aggressively. The labor relations are a problem at the Detroit automakers and quality has also been an issue with Detroit playing catchup again and again for three decades. Management's lack of vision and leadership in fuel efficiency may have struck a fatal blow, and the concentration on overseas markets at GM without foresight and vision for the American market may now be called a failed strategy. British auto experts say that Leyland controlled 36% of the British market even in the 70's before gradually going out of business and its start was even before General Motors.

This stabilizes the auto parts companies which are finding it difficult to access credit and have late payments from car companies. It ensures money for payrolls and other expenses. On one hand Chinese environmental officials are aware of the pollution problems in Beijing and Shanghai and other cities. Levels of nitrogen dioxide in Beijing exceed the WHO clean air guidelines by 78%. On the other hand the newly emerging middle class is seeking car ownership, and the local government officials need growth in the car industry to show good GNP and GDP growth numbers on which their performance is judged. Beijing and Shanghai and Anhui province local governments are part owners of some auto companies. About 416,000 people are employed in the Shanghai area auto industry alone and the auto industry in Shanghai pays about 900 millon dollars in taxes, according to government figures. At seven cars per 1000 population car sales are just beginning to take off. And with China's population its clearly not going to be possible to have the same level of ownership as in the US. The same is true for India. This would increase by many times the current demand for crude oil and increase emissions to the point of creating a disaster. And even today because of lax enforcement, and older models on the road, about 40% of vehicles in Beijing have no pollution controls and the other 60% have varying degrees of pollution controls. Experts say changes to the subsidized oil price policy, refineries that produce cleaner gasoline, policies to build more mass transit which has lagged behind in China as car sales took off (and probably more GNP impact from car plants than mass transit which act as inducement for local officials), and stricter fuel efficiency and auto emissions standards are needed....

Auto parts makers employ 600,000 workers concentrated in 7 states and also supply foreign carmakers in the USA. They are asking for access to TARP or other government money as they are feeling the effects of this downturn. Carmakers are using the stuy by the Center for Automotive Research that says 3 million jobs will be affected. However bankruptcy law allows the carmakers to continue to operate, and gives the automakers an opportunity to renegotiate all labor contracts on the basis of the new realities in the American economy, as demand collapses and credit is tight and companies need rescue money from the government. Douglas Baird, a Professor at the University of Chicago Law School who specializes in bankruptcy law says that this 3 million figure is laughable as modern bankruptcy law is designed to protect against that, in effect suggesting that companies like the airlines that are operating in bankruptcy can continue to operate as before but do so with serious restructuring.

The current trade disputes and negotiations between the European Union and the U.S. are leading to European carmakers looking again at their supply chains to come up with ways of increasing manufacturing autos in the U.S. Daimler CEO Zetsche says Mercedes Benz will increase engine manufacturing in the U.S. BMW CEO Kruger says the USMCA agreement as the new NAFTA is called, will accelerate investments in manufacturing in the U.S.- more U.S. production for the U.S. market.

The USMCA require at least 75% of car's value built in the U.S. up from 62%. Also 40-45% of the car has to be made at wages of at least $16 per hour. The cap for cars made in Canada and Mexico and exported to the U.S. is 5.2 million with 4.1 million currently shipped into the U.S. Any cars over this or not qualifying with the rules pay a tariff of 2.5%.

With inflation up, cost of living increase, the $15 per hour wage in high cost of living states such as California and New York does not go very far in tackling cost of living in 2026. Astoundingly 20 states many in the SOuth still follow the $7.25 per hour federal minimum wage that has not changed since 2009. Axios shows the minimum wage by state. In Michigan workers in youth age earn 85% of the minimum wage of $12.80 and hour. As workers lost leverage with the decline of trade unions since the 1990's administrations of Clinton, Bush, Obama, the situation is a difficult one for lower wage workers in many states. The lower wages in retail and hospitality industries also creates downward pressure on all wages which have not kept up till recently in auto and other manufacturing industries. Outshoring increased pressures over the Clinton, Bush and Obama administrations and as Democrats failed to do much about outshoring, it took a Republican DJT and Democrat Biden who followed to reverse the trend and create a push for higher wages. This also has failed as inflation surged during 2022-2023 and outshoring created new problems in sourcing parts from overseas in autos and other industries. The middle class is also not much better off and engineers making $90,000 a year are also living from paycheck to paycheck, with less access to housing that has gone up in price and become less affordable. This cost of living surge and the open borders migration pressure on public services led to DJT's reelection in 2025. ...
