Already lead US negotiator and ambassador to Ukraine Lt. Gen. Keith Kellogg has created a miscomprehension on the US and European side as to who will participate in negotiations. Lack of experience in tough negotiations to end a conflict is showing as it must be evident that Ukraine and the European Council, the EU, would expect to be part of any negotiations that settle questions about the security of Europe and what kind of Europe emerges from the negotiations. The European problem comes from the European lack of resolve to set aside or settle internal divisive issues such as migration, privatization, globalization winners and losers, rural vs urban, that have created economic and political divisions in Europe to concentrate with unity on issues that have common interest. Bad policy as in the US from business and government to overconcentrate manufacturing in China, in Germany to overconcentrate energy supplies from one provider, are sources of the conflict and have taken years to fix alongside the pandemic. European leaders scramble to define their position after statements by US Defense minister Hegseth and US's Ukraine ambassador Kellogg that suggested direct talks US with Russia would leave out the EU and Ukraine. Hegseth stepped back from some comments. Marco Rubio, US Foreign Minister, says Ukraine will be at the negotiating table in talks the US holds with Russia. Macron meets with Scholz, EU's Tusk, and NATO's Rutte this week.  Ambassador Kellogg and lead negotiator had said to European leaders about their being at the negotiating table-  “I think that’s not going to happen.” The EU Council head Costa after meetings with European leaders says Europe's position is-“In a nutshell: There will be no credible and successful negotiations, no lasting peace, without Ukraine and without the European Union.” Further he said-  “It must guarantee that Russia will no longer be a threat to Ukraine, to Europe, to its neighbors,” he said. ...

Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." One of Keqiang's main allies in this effort is Robert Zoellick, former president of the World Bank, who helped put together with China's DRC, the report "China: 2030," outlining these priorities....

A good sign that the Obama adminstration sees the importance of cutting civilan deaths from American airpower, is the effort by the American Ambassador to personally meet with the civilans affected and their families to express his pain at the tragedy. Without civilan support the Afghan war against the Taliban may well be lost in the vast mountainous country, a country and a people, like most countries and people, with an aversion for foreign troops.

 Nikki Haley was born in Bamberg, South Carolina in 1972, her father became US citizen 1978, her mother 2003, according to her autobiography. She was governor of South Carolina from 2011 to 2017 and served as the US ambassador at the United Nations under president Trump. Article 2 of the US Constitution sets out that only natural born citizens can be president of the US. Commentators have opined that the natural born citizen requirement was put in to mean that the citizen was not naturalized at some later date. During the 1730's under British Common Law and under the Naturalization Act of 1790 of the First US Congress children of Ameircan citizens born overseas were considered to be American citizens. This was true of Barry Goldwater born in Arizona before it became a US state, and Romney born in Mexico, Senator McCain born in the Panama Canal Zone. This is why when one parent is an American citizen as for Obama and Cruz this law prevails. When a child is born in the US he is considered to be a citizen at birth under the laws of the US and natural born under Article 2 of the US Constitution. Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Jim Mattis at the Defense Department, and senators of the Republican and Democratic parties. Rex Tillerson, U.S. Secretary of State, made a similar statement by visiting a war memorial in Italy recently. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. Israel's ambassador to the U.S., Michael Oren, describes Iran's efforts to make weapons grade nuclear material, escalating the enrichment process from 3.5% to 20%. He says Iran now has 225 pounds of 20% uranium and 11,000 pounds of 3.5%, enough for 5 nuclear bombs, and points out that 20% uranium can be enhanced to weapons grade in weeks. During the initial negotiations the P5+1 nations demanded suspension of enrichment acitivites at a time when the enrichment process was at 3.5%, and transfer of stockpiles abroad. As negotiations dragged on Iran escalated to 20% enrichment. current demands of the P5+1 are for cessation of 20% enrichment and removal of the 20% stockpile, and closing the facility at Qom, as a first step. This has been rejected by Iran. In this op-ed Oren says Israel alerted the world about the Iranian nuclear program 20 years ago, and as this has continued to what it is today, Israel's view is that much of that time was wasted and the window for international efforts to cease and dismantle Iran's nuclear program is almost shut. ...

Orhan Pamuk, internationally known Turkish writer, gives a photographic story about walking around in Istanbul seeing the natural yellow light along the streets and shops in different neighborhoods. This is before the shift to bright white light from new light bulbs changes the look of the streets. Orhan Pamuk has a humility in his writing, touching so many readers. So much like America's Walt Whitman, to whom we owe the name Lyrarc, formed from the first three letters of two constellations Whitman saw in the night sky over the St Lawrence river in northern Quebec in 1880. Pamuk describes the changes in these neighborhoods, in places that he walked through in the 1980's, 1990's and today. For the first time walking through difficult poorer neighborhoods made possible by a body guard assigned by the government. He sees the social transformation of the European parts of Istanbul in winter walks that started in 2016. Gives us this photograph of a Syrian immigrant woman looking for help on a street in Istanbul. Istanbul remolded by Syrian and other Arab immigrants, by nationalist sentiment. He writes so much like Whitman about Brooklyn and New York,  that beguiling feeling that he got from the nightscape in Istanbul during his brisk walks in the city, that curious energy to which he felt closer during these walks. Much like Whitman writes in Crossing Brooklyn Ferry (1891) about the hundreds and hundreds of people crossing by ferry boat being more curious to him and being more in his meditations than they would ever suppose. Orhan Pamuk is a real human ambassador for Turkey in today's chaotic, confusing Middle East. He was the 2006 Nobel Prize Winner for Literature.  ...

One president brought about 40 years experience in Congress to four major crises – the pandemic, crumbling infrastructure, loss of manufacturing in the US, and climate change– and passed the most far reaching legislation for trillions of dollars of investment since Franklin Roosevelt.  The most famous of these photos is the one showing Harry Truman holding the Chicago Tribune in 1948, which said "John Dewey Wins."   ...

Secretary of State Clinton makes shifting statements on the protests. The WSJ editorial reminds the state department that support for democratic government worked in the Philippines and S. Korea. The Journal points to the state department realists who opposed President Bush's efforts to reach out to civil society groups inside Egypt. A brief history of the US presence in Greenland and US-Denmark relations in Le Monde. On a map Greenland is located closest to Canada on the Smith Sound with the American base of Thule nearby. Next closest is Iceland. Norway and Denmark are further away. Around 1814 when Britain invaded and occupied Denmark in the Napoleonic Wars, Norway which was part of Denmark since 1400 was given to Sweden by Treaty of Kiel. Greenland, Faroe and Iceland were Norwegian dependencies. All three were kept by Denmark.  Icelanders set up small settlements on shores of Greenland in the 10th century which did not survive. Other parts of the island's shore were visited by the Dutch who came into conflict with the Danes after 1500. No country could claim ownership of Greenland as because of the harsh climate there very few settlements survived except of the native Inuit people population of 14,000 by 1900 who lived there. In 2025 about 56,000 Inuit live on Greenland. Robert Peary explored the vast Greenland region for the US Navy on on many trips from 1894 to 1909. With his ship The Roosevelt he reached a point about 100 kilometres from the North Pole in 1909. This is part of the US history on Greenland. Denmark signed documents asking for US protection of Greenland after Denmark was occupied by Nazi Germany in 1941. The Danish ambassador in Washington signed an agreement with Cordell Hull US Secretary of State making Greenland a protectorate of the US. The US set up military bases in Greenland. Today the US base in Thule is 1220 miles north of the Arctic Circle. It has a giant radar capable of detecting ballistic missile attack and a control center of the US military satellite network. At one time 10,000 soldiers were stationed at Thule base, today about 150 soldiers are in Thule. ...

European companies rushed to make new business investment in Iran after the lifting of Iran sanctions with the Iran Nuclear Deal in 2015. This report in the NYT shows companies in Europe were wary that the nuclear detente with Iran would not last. As a result the European exports to Iran up to $12.8 billion in 2017 were up 30% but still ranked Iran as the 33rd largest trading partner, behind Serbia. Other problems were bureaucratic hurdles and a lack of coordination in Iran for moving ahead with projects. After the deal was signed companies such as Peugeot, Airbus, Total, Daimler moved ahead to invest in Iran. Yet the investments were made carefully considering the opposition of the Trump administration. In one deal Airbus agreed to provide 100 new aircraft for Iran Air's aging fleet, yet only 3 were delivered by May 2018. Daimler had a deal with Iran's Khodro vehicle maker for Fuso brand trucks, yet Daimler officials say demand was weak. A deal made by Total to explore for offshore natural gas may require a waiver under a "grandfather clause" say Total officials, or the option to turn over the investment to its minority partner CNPC, a Chinese state owned company. The U.S. ambassador to Germany, Mr. Grennell, says European companies should stop operations in Iran immediately showing the U.S. plans to take stronger action.  ...

Russian ambassador to Kabul Mr Kabulov talks about his experience in the Russian Afghan war when was the top KGB person in Kabul. He describes what he learned from the war, which he is telling Americans there and Nato forces leaders there. He makes a couple of important points. First, he says the Soviet record is largely unknown or unpresented, when it comes to helping modernize Afghan society in the cities like Kabul. This modernizing mission led to billions of rubles being spent on education, advancing the role of women, and building roads, dams and an industrial infrastructure. Of the mistakes Americans are making, he lists them one by one. "Because we deployed very easily into the major cities, we did'nt give much thought to what was happening in the countryside." He says there is an "irritative allergy" in the countryside, which is hard to control in a vast mountainous region, has historical basis which the British experienced, and is easy to stir up by sending large number of troops from European or Western powers. When these troops have to take retailatory steps such as destroying villages where insurgents are found along with the civilians there. That is why he thinks increasing American troop levels to double troop strength from current Nato levels of 65,000, can only stir up this"irritative allergy." The Soviets had 140,000 troops and this did not help. What he thinks would have beeen better was to let the Afghan army do the job, and for the Russians to say goodbye. America may be about to do just that, but in the meantime there may be an effort to create a respected Afghan government and army which inspires confidence and support in the meantime. What is clearly different here is that America is not fighting a proxy war with a superpower, and it is fighting awar for the soul of Pakistan now, so that at some point the wholehearted support of the people of Pakistan may be marshalled, especially if the Taliban alienate moderate Islamic Pakistanis and America can wean away Afghan Islamic moderates and get rural support from tribes and other sources....

Wolfgang Ischinger, former German ambassador to the U.S. 2001-2006 and president of the Munich Security Conference, says that one thing that would make a difference in the current state of German and European relations with the U.S. after NSA spying on chancellor Merkel, is for president Obama to show contrition. The continuing dynamics are important, as is evident in the deterioration in relations in 2003 following the American intervention in Iraq when not enough was done, says Ischinger. His view is that the proposals to limit diplomatic personnel of the U.S. in European countries, or putting on hold the Trans-Atlantic trade talks, are not good ideas as they do not help restore trust. Building on a report by the European parliament in 2001 on protections against intelligence operations would be a good start.
