GM's joint venture with Luizhou Wuling Motors has produced a win-win situation for both companies. Wuling was a small, regional manufacturer when the joint venture started. Now Wuling has more than 1 million in unit sales. And GM has benefitted from the rapidly growing sales. Year over year sales were 29% in 2010, and were slowing to 10% in 2011, with the end of government incentives. Wuling vans can now be sold under the GM brand in India, using lower cost manufacturing in China. Looking back this was good for GM. The future however has some twists and turns and could turn out to be different. Wuling joint venture will produce cars at a lower price point under the Baojun brand. These cars were shown at the Shanghai Auto Show, and will be marketed to customers who are looking for affordable cars in the second and third tier cities in China. The Baojun brand joint venture will have one difference. This brand involves intellectual property being held in common with Wuling Motors. This is part of China's new plan for American and European manufacturers in China- the price of access to the Chinese market is greater technology sharing with Chinese partners. In the long run this should enable Chinese manufacturers to be dominant inside China. This process is already underway. According to J.D. Powers, Chinese brands had 32% of the domestic passenger vehicles market in 2010, up from 18% in 2000. Something similiar happened with Japan, where Nissan was making Britain's Austin A40 series in the mid-1950's. By the 1960's the foreign tieups were replaced by Japanese manufacturers dominant in the home market and exporting their own models. ...

Kasman of J.P. Morgan Chase only sees a small upturn in activity, that as he sees it in a world where activity is so depressed that modest changes by business and households give a lift, with unemployment coming down to 9%. Hatzius of Goldman sees unemployment rising in an economy where capacity utilization is extremely low, with unemployment rising to 10.5% even with the best efforts of the government. Hatzius sees a painful defaltion as a serious risk and he points out that the Fed can do less about deflation than it can do about inflation. The one point that both agree on is exports have to give alift to the economy, and both welcome a depreciatipon of the dollar to lift the economy through exports. Hatzius makes the point that the lift to exports is still limited- not enough in exchage rate depreciation of the dollar to help the American economy. And Kasman actually says it now Asia's turn to do their share. We lifted them out of the slump after the 1997 Asian crisis, when their currencies depreciated and exports to the US lifted their economies....

The Ford Motor Company's effort to get president Trump to work on a compromise with California on fuel economy standards has failed. Leaving the industry split with Ford on one side and GM, Toyota on the other siding with president Trump on lower fuel economy standards than set by California and lower than the standards set by Mr. Obama. When Ford made a deal with California it got an antitrust inquiry, and led to the Trump administration speeding up its effort to strip California of its authority to set its own fuel economy standards. This WSJ report says the legal fight between Mr. Trump and California is likely to be long and drawn out with Ford and the auto companies caught in the middle. It also shows how the disagreement with the Trump White House can lead to unforeseen consequences and more uncertainty. Ford had originally expected that a deal with California which relaxed standards set by Mr. Obama but not similar to Mr. Trump's would show California would compromise. Jack Healy, who the NYT says writes about the rapidly changing politics and climate of the American southwest, provides this report from the border town of Nogales, Arizona, on the border with Mexico. In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. Mr. Zelensky of Ukraine makes his first official visit to Warsaw, Poland in April 2023. He was welcomed in Poland with an outpouring of support. About 10 million Ukrainians have crossed into Poland since the war began in February 2022. Of this 1.5 million Ukrainians have settled in Ukraine, the rest have gone to neighboring countries or returned to Ukraine. Poland has also opened its market to Ukrainian grain causing unrest among farmers because of lower prices. Poland has a population of 38 million, Ukraine a population of 43 million. These two nations are now the countries that are in the frontlines of the war after Russia's invasion. Other countries that have seen Soviet invasion such as Finland in 1939, Czech Republic in 1968, are now part of the NATO alliance force that faces Russia across a long common border. The Finnish border with Russia stretches for 830 miles through vast forested regions. The US is building a vast warehouse complex in Warsaw that will store US and NATO tanks. As the war continues a year later the resolve of the US and of Ukraine and Poland remain undiminished to the Russian invasion. This is unlike the events of post 1945 when Europe as a whole had seen the effects of 5 years of war and America faced the Soviet expansion into war ravaged Eastern Germany, Poland, Hungary, Czechoslovakia, and Greece. In 2023 the economies of the US and European Union have survived the economic effects of the war and the US is embarking on a huge plan to rebuild its infrastructure and its manufacturing capacity. The US and European Union through NATO remain united to reject any nation changing borders with impunity by force- the issue they see in Ukraine and in Taiwan. On the issue of Taiwan the US, EU are joined by Japan, Australia, Philippines, Vietnam and India. The issue of impunity and allowing borders to be changed by force will remain a strong one for the US and EU, on which there may be little room for concessions because of the principle. In his History of Europe- The Struggle for Supremacy 1453 to the Present, Cambridge historian Brendan Simms has shown that no nation by itself or with its allies has been able to use its dominant position to exercize power with impunity without meeting formidable combined opposition of other countries  in Europe. Over 500 years of history France, Russia, Austria-Hungary, have in turn had to agree to give up claims after meeting a formidable opposition of other countries in Europe. How a small Kansas town of Grinnell in America finds a way to deal with the rural-urban divide and covid anxiety generated in the tumultuous years of 2020-2021, is the subject with pictures of this report in the WSJ. Grinnell is heartland America and its residents find a way to set Kansas and America in the right direction. One one side some resident worried they would end up like Minneapolis or Portland with protesters. An incident of drivers along Highway 70 emptying shelves of toilet paper in neighborhood stores is seen negatively by some  Grinnell residents and leads to forming an Emergency Preparedness Group to prevent outside agitators from creating problems. Others like the Enlightened Ladies Group try to calm things down. Gene Tilton, 84, and his son 63 years, whose family arrived in Kansas in 1880's did'nt see the need for forming some sort of vigilante group. He raises cattle and crops on a 10,000 acre farm. Michael Machen who practiced medicine in Gove County for 35 years also felt the same way and believed law enforcement could tackle the problem if there was one. Sheriff Mesch attended the Gove County emergency Preparedness Group public meeting by invitation in January 2021. This about the time when the Capitol in Washington DC was stormed by protesters and the country was divided after the election. At that time after 19 months of coronavirus deaths, racial unrest and political violence America was on edge, communities all over America were struggling with the idea that the immediate threat they faced was from other Americans not foreign adversaries. The sheriff told everyone at the Emergency Preparedness Group's public meeting where he stood- law enforcement could handle any threat and he didn't anticpate anything his deputies could not handle. He told the Emergency Preparedness Group that he appreciated their sentiment though, if he needed help he would ask, yet concluded that is the only way. From that rebuff by the sheriff the Group paused its activity and shifted its message to offering to help anyone deal with the deep cold spell in February, to cope with snow, tornadoes, fires, rattlesnake bites and similar hazards. They sponsored first aid classes, and a "Homesteader Gardening Class." Soon their idea was "we're here to help people, the last thing we want is for people to be uncomfortable." "Gove County" says Don Tilton, "has moved on." So must America today. ...

China sees the situation in Hong Kong spiralling out of control after two months of protests and leading to a loss of China's sovereignty in Hong Kong. The Chinese official in charge of Hong Kong Affairs in the State Council, Zhang Xiaoming, met with the Hong Kong government representatives in Shenzen and made it clear offering a dire assessment and the most severe since China resumed sovereignty over Hong Kong in 1997 from Britain. Zhang stated- "If the situation worsens further, and there is turmoil that the Hong Kong government is unable to control, the central government absolutely will not just watch without doing anything." He also stated that the central government had enough strength to end the unrest, that the Party center and military force if necessary is behind the Hong Kong government. Wang Zhmin, China's top official in Hong Kong gives a better view of how this is seen in the Party in Beijing. He even called it a "life and death war" comparing it to the "color revolutions" the democratic movements that unseated governments in Georgia, Ukraine and Serbia. China sees this differently than western countries. With its long struggle against colonial rule in the territory controlled by Western powers along China's coastal region, China's ruling party leaders have a very different perception of the situation than is shown in most western media, particularly during the two decades of China's reconciliation with Japan and the U.S. in its effort to catch up. In the rest of the world the perception is very different. The use of a military garrison or riot police from other parts of China would affect China's image carefully built up over two decades of a peaceful developing country working hard to catch up in living standards and technology. As the economy slows to 5-6% the damage would be to business confidence and investment, and to Hong Kong's status as a world financial center. This could also affect China's relations with the U.S., European Union and Britain. with criticism on action by China. Unlike negotiations with Japan by Mr. Lighthizer for president Reagan, when Japan enjoyed a trade surplus such as that of China today (where there were no such issues with Japan as the U.S. had offered security guarantees to Japan), negotiations with China on trade could be affected by issues such as status of Hong Kong. This could lead to a worsening of trade relations, indefinite duration of tariffs and lack of any settlement on trade, further slowing the Chinese economy and hardening positions. ...

There is a price for a socialist state run society adopting capitalism without understanding it. Russia experienced this in the 1990's as the Soviet system collapsed and the capitalist system took its place by 1990 with flagrant abuses. Only to be stabilized in the Putin years till the war in Ukraine affected the Russian economy. China avoided this fate by continuing its accelerated path to industrialization till the 2009 financial crisis. But hidden in its seemingly successful modernization effort was the role of LGFV's and selling of land to support the LGFV's. Local governments did not take on debt themselves, they passed on the debt to Local Government Financing Vehicles LGFV's- about 8 trillion dollars of debt 80%-90% not serviceable for interest payments, zombie status requiring borrowing for annual spending.  Most city councils or mayors did not understand these vehicles were debt and some even asked "do we have to pay it back?" LGFV's were not understood by mayors and city councils brought up under a socialist state run economy. They used it to follow the central government in Beijing's orders to come up with projects to boost growth year after year to rates of growth of 10% in the 1990's and 2000's, heedless of the risks because they never really understood the capitalist system and its pitfalls.  As long as land could be sold there was some revenue for local governments and room for shifting $8 trillion in debt to other LGFV's. Once the construction industry collapsed and companies went bankrupt their were few buyers for land. The central government cannot take on some of this $8 trillion in debt. As a result China is now facing what the Russians faced - a crisis from lack of grasp of the severe pitfalls of capitalism when its risks are not understood for economies that were in the 20th century experiencing upheavals, wars and then socialist state run economies. What this means is that the Chinese economy will slow, has no choice but to slow down for the next decade to find solutions to this debt overhang over its economy and industrial plans. It also means China's support for Russia in the Ukraine conflict is also problematic for China's internal growth to meet the aspirations of its people. As long as the administration in the US continues to pursue its own economic policies for growth as Biden has done by investing in the American economy, it will have the opportunity to lead the free world and be able to hold out hope for aspirations of countries and regions such as India, Africa and Latin America. ...

WSJ shows how the daughter of David Rockefeller Neva Goodwin and her daughter Kaiser have led the fight against Exxon for not making the change to renewable energy from fossil fuels in time to avert climate change disasters now common worldwide. One of the major problems of the last 50 years since the Reagan administration in 1980 involve oil wealth in the Middle East used to finance wars and US involvement in these wars in Iran, Iraq, Saudi Arabia, UAE, Libya, Yemen. It haunts us to this day with conflict in the Red Sea and Persian Gulf. This has its origins with John D. Rockefeller  who started the oil company Standard Oil in the 1870's in Cleveland, Ohio, now called Exxon in the US and Esso overseas. A bigger problem has emerged in recent years that remained unnoticed till about 2006 when David Rockefeller, the grandson of John D. Rockefeller, met with the head of Exxon for lunch to ask why Exxon was not doing more to invest in green energy and increase awareness of the damage to the environment by fossil fuels. This was the beginning of the dawning realization of the signs of climate change so prevalent 20 years later today in wildfires, drought, extreme heat and fast floods worldwide.   Today's Exxon is a descendent of the companies John D. Rockefeller (Library of Congress site) created by the 1880's to refine oil which he turned into a monopoly by deals with railroad companies to reduce cost of product. In 1888 he created the Anglo American Oil Company later called Esso which is a phonetic rendition of S and O in Standard Oil, which in 1972 was changed to Exxon. Many of the crises of this century have their origins in the activities of Esso and British oil companies in Iran, Iraq, and Saudi Arabia and the wars that wasted trillions of dollars in American resources through the administrations of Reagan, Bush, Clinton and Obama have their origins in the activities of oil companies, and the governments of these countries using oil financed wealth for wars that involved the US. Huge mistakes that combined with neglect of manufacturing the lifeblood of any economy have led to the gradual decline of the US, being reversed for the first time with the decisive and complete shift made by president Biden so that investments of trillions of dollars can be made to revive the strength of the US economy and the wellbeing of its people. ...

The cost is $117 million the number of students estimated at 20,000 who can be educated in this way who cannot afford the high tution fees at the universities in Minnesota including the University of Minnesota system. In opposing access to higher education the Wall Street Journal Editorial Board also reflects the views of billionaire owners out of touch with the people of America and the Nation. The WSJ Editorial Board says nothing about the egregious situation today shown on its pages of capital allocation that has gone upside down and scary. For example it showed in one week : $110 million capital allocated to invent a better golf ball $700 million lost in capital allocated by investment funds in a facial lotion brand that uses natural ingredients. This is just to cite 2 of thousands of such capital allocations many of them shown on Lyrarc.com as examples of poor and egregious scary capital allocation for a nation built on fairness and building opportunities for workers and families through the Enlightenment and the Industrial Revolution. The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? This is the statement to be found on the Minnesota Office of Higher Education- "Beginning in fall 2024, the North Star Promise (NSP) Scholarship program will create a tuition and fee-free pathway to higher education for eligible at eligible Minnesota residents at eligible institutions as a "last-dollar" program by covering the balance of tuition and fees remaining after other scholarships, grants, stipends and tuition waivers have been applied. By making college accessible and affordable, NSP is intended to have a positive impact on multiple fronts: Help stabilize enrollment at Minnesota public institutions of higher education; Serve as an economic driver for Minnesota by educating qualified workers who are much needed to fill vacancies in the state's labor force; Create a viable higher education path for Minnesota residents who may have previously thought education was not a possibility for them. We estimate this program will impact 15,000-20,000 students in the first academic year." The cost estimate at $117 million a year . ...

Serious problems facing Turkey's economy. Turkey takes on too many risks as exports cannot keep up with rising imports leading to a severe current account imbalance. Official statistics show the economic growth at 11% in the first quarter, with the growth coming mainly from the construction, retail and financial sectors, and a result of a surge in demand and rapid credit growth. Imports expanded at 42.6% , and exports at 11.7%. The Turkish manufacturing sector has not strengthening its competitiveness. And increases in manufacturing output come from increased imports- with 85% of imports being commodities and semifinished goods, according to an Istanbul economist who contributed to a recent 350 page strategy report commissioned by the Erdogan government. Fast economic growth comes from rapid growth in credit, and consumption demand, but the underlying manufacturing competitiveness and economic fundamentals show warning signs. The government of prime minister Erdogan- distracted by politics and efforts to change the constitution- appears not to have grasped the urgency of the situation it faces....

The election strategy of Obama campaign manager Jim Messina to spend heavily early on in the campaign- even before Romney would get to the convention- to portray Romney as a private equity executive out of touch with the needs of working class Americans. Romney's record at Bain Capital was under relentless attack in the late summer and Romney did little to defend his record till late in the campaign. The other area especially in the midwestern states was the auto industry bailout for which the Obama campaign put out a flurry of ads saying Romney was willing to let Detroit go bankrupt. Experts say this proved to be the decisive factor, as Romney could never overcome the disadvantage in this portrayal to voters of someone who did not care enough for people like them. To do this the Obama campaign had outdone the Romney campaign in fundraising, being way ahead of Romney in campaign funding by that time.

Carlos Slim's America Movil has expanded quickly throughout Latin America in the last decade. It now has 225 million customers. It offers innovative solutions in a region where credit cards are not as widespread and incomes are lower. Prepaid cards let customers of America Movil use its service in large numbers. It started with 10 million customers in Mexico, about ten years ago. A new strategy is to expand data streaming and internet services in the same way, by offering low cost prepaid cards that let people in Brazil use the service for 2 weeks, and similar pricing elsewhere in Latin America. America Movil has 60 million internet customers at this time. The target is to get 400 million people online using mobile phone devices iin the Latin American region.

CEO John Chen's srategy in 2014 is to get more revenues from the higher margin mobile security business and with software service sales. As software service sales are uncertain, and with the threat from Apple in mobile security features, Chen is also introducing the Passport phone with features such as better reading of text for business users. Chen proved his turnaround expertise at Sybase with small targeted acquisitions and he is seen as using these skills at Blackberry. His plan is to breakeven on cashflow by 2015. Samsung and Apple have taken away most of the consumer market from Blackberry and what little remains is in emerging markets. Chen showed a small quarterly profit to send Blackberry shares up. Shares are now at $10.89 increasing 68% after Chen assumed the CEO position in November 2013.

Finnish president Niinisto provides a new understanding of Mr. Putin and the thinking that led to the invasion of Ukraine. Mr. Niinisto has an advantage having spoken with Mr. Putin countless times says this report in WSJ, and spoke again to Mr. Putin on May 14 to tell him that Finland was planning to join NATO. Putin simply responded that Russia does not pose a threat and "you made a mistake." He says it was not the Finnish way to not call Putin and tell him directly, and that not doing so would be like sneaking away around the corner. Mr. Niinisto says WSJ, has a rare insight into the thinking that led to the behavior of Mr. Putin in launching the war. Here are some insights from this report by Adam O'Neal of WSJ. On the situation in Ukraine Niinisto says " I would be a lot more worried about Ukrainians than about how Russians feel." Mr. Putin's willingness to see Ukraine's industrial centers, its infrastructure and cities destroyed, turning them into moon craters in the east compares with the relative ease of life in Moscow, St Petersburg and other cities, cushioned by Russian oil and gas exports and financial reserves. As a student of Finland's long and violent history with Russia Mr. Niinisto has some unique insights into Russian thinking. He tells WSJ's Adam O'Neal  that if a Russian is angry, yes, be careful, but if he's calm, be even more careful. The Russian invasion of Finland led to loss of 200,000 lives in 1939-40, and another 250,000 Russian lives in fighting between 1941-1944. Finland has 300,000 men or women in military reserves and men between 18 years and 60 years are called up for military service with the Finnish Constitution requiring every citizen to contribute to national defense. Recently Finland ordered 64 F-35 fighter jets from the US. What led to the invasion of Ukraine by Mr. Putin? Niinisto says that "somehow Mr. Putin has a feeling that Russia was betrayed in the 90's by the West. Over time this thinking continued feeding the negativity says Niinisto and led to the thinking that Russia could be betrayed once more.  Another aspect of Mr. Putin which was covered during the last decade of relations with Ukraine in Lyrarc, was his perception that Ukraine under various leaders before Zelensky was basically led by corrupt leaders including one president he supported but lost power in the last decade. Mr. Putin saw protests in Kviv and Lviv that ousted a president he supported recently as orchestrated from outside. This led to thinking that Ukrainian nationalism did not exist and he believed that Kviv would not be defended and would fall easily within a week or weeks. As his nationalist perceptions and that of a small group that included his partner in office Mr. Medvedev became stronger in the last ten years Mr. Putin made the decision to take the option for invasion in the thinking that the response of the US and Germany would not be to support Ukraine with arms and other aid. The CDU and SPD was perceived as weak in Germany and Scholz not seen as able to cut down oil and gas imports to the EU. Biden was seen as not willing to stop Russia by taking on a difficult conflict because of China allying itself with Russia, considering China's interconnections with the American economy. The timing was seen as good considering that this level of dependence on oil and gas imports of Europe on Russia would never be the case after planned shifts to renewable energy. The Russian economy was cushioned by its $620 billion in reserves and by the world's need for energy even as the shift to renewable was taking place. This window my have induced Mr. Putin to take what appeared to be a rational decision that ignored the common feelings of humanity of risking the destruction of a brotherly people that spoke Russian, prayed in Orthodox churches, and where Russia as a state started in the year 1000. Russian president Putin tells the Italian newspaper Corriere Della Sera, before his visit to Italy, that the failure to carry out the agreement of Feb. 2015 called Minsk II- following the eruption in fighting at Debaltseve and Mariupol in eastern Ukraine- is because of the Poroshenko government in Kiev. Putin told the newspaper in an interview: "The document we agreed upon in Minsk, called Minsk II, is the best agreement and perhaps the only unequivocal solution to this problem. We would never have agreed upon it if we had not considered it to be right, just and feasible. On our part, we take every effort, and will continue to do so, in order to influence the authorites of the unrecognized, self-proclaimed Donetsk and Luhansk republics. But not everything depends on us. Our European and U.S. partners should exert influence on the current Kiev administration, We do not have the power, as Europe and the U.S. do, to convince Kiev to carry out everything that was agreed on in Minsk." That the two sides are far apart on issues is shown by Ukraine president Poroshenko's position that for an election to take place for implementing decentralization in the eastern region of Donetsk and Luhansk - "It is impossible to provide the election when the bandits and terrorists with guns are on the street. This is not free and not fair." Putin's position is that " Specifically there needs to be a constitutional reform to ensure the autonomous rights of the unrecognized republics. The Kiev authorites do not want to call it autonomy- they prefer different terms, such as decentralization. Our European partners, those very partners who wrote the corresponding clause in the Minsk agreements, explained what should be understood as decentralization. It gives them the right to speak their language, to have their own cultural identity and engage in cross-border trade- nothing special beyond the civilized understanding of ethnic minorities' rights in any European country." ...

A report published by Capital Economics of Toronto, based on Labor Department data, shows the U.S. is not adding the kinds of jobs with the pay, benefits and hours of the 8.75 million jobs that disappeared during the recession. Labor Department data support this analysis. The number of food preparation and serving workers are expected to grow by 394,000 by 2018, but the pay is only $16,430 for these jobs. The good well paying jobs are continuing to be lost. Large employers such as Lowe's home improvement chain is eliminating 1700 managers, and adding 10,000 weekend sales positions and new assistant store manager positions. This use of parttime workers also reduces income levels of workers. The impact of this is to limit the consumer spending. As local government is shrinking from budget cuts, better paying jobs are being lost in state and local government, and workers are earning less in the new jobs that do similiar work.
