CSU leader and chief minister of Bavaria, Markus Soder, says no moral legitimacy to govern could be derived from Christian Democrats poor showing in the German elections. CSU is part of CDU/CSU alliance. CSU is the party in Bavaria with its state capital in Munich. Soder says CDU should not be attempting to form a coalition. A look at the map of Germany given on September 28 in NYT shows  CDU/CSU black mostly in southern Germany in Bavaria. The rest of Germany is all red Social Democrats with Greens in densely populated Berlin, Cologne and Hamburg, and AfD in Saxony/Thuringia in the east.  This shows that the 2% margin lead of Social Democrats over Christian Democrats under Merkel/Laschet does not reflect the true picture of this election. Without Bavaria the CDU has clearly lost this election by a large margin to the Social Democrats and Greens. This is a message also for the Free Democrats FDP as the FDP program belongs clearly to the past and the Merkel years of not moving Germany forward with investment to modernize Germany. The Greens and SPD promised voters in their programs loudly and clearly to invest big in modernization, and this is the mandate handed to them by voters. ...

This report in the NYT focusses on the failure to invest in New York subways, including failures in maintenance. It follows other detailed reports in NYT that looked at years of neglect and mismanagement of the New York subway system with interviews of key officials. This is costing subway users dearly as they face delays, and the poor quality of rides on the system compared to other systems worldwide. This report describes a subway accident with a loose piece of rail on a track on June 27, 2017 that could have been prevented with proper maintenance. This was one of 82000 delays on the system in June 2017 alone, one of the worst months in many years. A NYT examination of MTA records and reports shows the neglect of maintenance was one of the main cause of delays, including problems with turnover, and lack of training for new employees. The system's age (113 years old) and its size complicates problems leaving less room for the errors it is experiencing today. The world's oldest subway system in the most advanced of industrialized countries in the worst possible shape, showing the nation's lack of investment in essential infrastructure. The new administration of Lopez Obrador takes the first step in its efforts to to end the rampant corruption in Mexico that has affected previous governments, in this story from the WSJ.  Lobrador campaigned on this issue and won an overwhelming mandate. Mexico's finance ministry is conducting an investigation into dealings of the steel maker Ahmsa in the sale of a fertilizer plant to Pemex during the period when Mr. Lozoya was CEO of Pemex.  Mr. Lozoya led Pemex from 2012 with the election of President Nieto of the PRI party to 2015 when he was replaced as CEO as Pemex finances suffered and Pemex failed to anticipate a fall in oil prices.  Pemex paid $475 million for the fertilizer plant. Mexico's government says the plant was worth about $50 million. The Brazilian company Odebrecht is also involved in the transactions, according to this report in the WSJ. Ahmsa is struggling to operate under court approved restructuring. Twenty years ago it defaulted on $1.8 billion of debt. Similar problems have plagued countries in other parts of the world. In Malaysia a new government campaigned on this issue with a 90 year old Mahathir Mohamed returning to head the new government  following the election.  ...

A hydropower dam in the Stiegler Gorge in Tanzania is being built at a cost of $4 billion. With an output of 2.1 gigawatts it will double Tanzania's electricity production. More electricity should result in less felling of trees to burn for charcoal to do cooking. According to UNDP only 10% in rural areas have electricity in Tanzania. At a practical level this means a child cannot have a light bulb at night to create the light in which to read. Darkness descends on villages in rural areas with bita and fragments of light - solar and lamps. German aid for the project was debated in parliament because of the work on the Rufiji river and disruption for the Selous Game Reserve used by tourists. The area for work to be done is 1000 square kilometres and the Game Reserve is covering 50,000 square kilometres so that efforts can be made to meet electricity goals and maintain the Reserve in its new form. President Magufuli is moving forward with the project with Tanzania's pressing needs for electricity. In recent years, Brazil, China and India have also placed these concerns as a priority in developing their hydropower resources. This also reduces the need to burn coal because of its effects on health.   ...

The Trump administration is preparing direct aid to Americans and American industries hurt by the coronavirus epidemic. Each check will be based on family size and income, according to a Treasury Department memo seen by WSJ. The direct payments in two rounds will be on April 6 and May 18. This is part of a $1 trillion stimulus program. $50 billion lending facility is being setup for the airlines. Another $150 billion goes to distressed sectors in the economy. $300 billion will go to a small business interruption loan program, which will go to temporarily cover payroll costs for employees. The idea is to put a safety net and support workers who will need help while they are not working. The measures include two weeks of paid emergency leave for a large number of people. Money also goes to additional Medicaid funding, more money for food stamps, and for unemployment insurance program. Congress has passed the bill and president Trump is expected to sign it into law. Other bills will follow in Congress. A third economic package will cover additional needs of agencies of government, with $11.5 billion for Department of Health and Human Services, and Departments of Defense, Veterans Affairs, Homeland Security. All this is being done in Congress and by the Trump administration at top speed. ...

Mr. Peter Navarro, 70, a key advisor to president Trump on trade and economic policy, is now the DPA policy coordinator.  Mr. Navarro takes on the presidential task force role of coordinating government-business cooperation with wartime powers under the Defense Production Act. Mr. Navarro says in an interview with the WSJ that he will take tough measures if necessary. Saying this is no time for delay, to hoard or price gouge, companies must move quickly or the government will clear the obstacles. "This is war. When there are bumps in the road, President Trump is going to knock them down immediately and unmercifully."  A California Economics professor Mr. Navarro warned about the virus and epidemics of this kind in a 2006 book. He now assumes this role after president Trump said about GM "always a mess," after long negotiations with GM leading to a shrinking supply of ventilators and government frustration. President Trump then used DPA powers to order GM to make ventilators and lined up 5 other manufacturers in 2 days. Navarro says he is following Trump time which he has in his office. This meaning he and the president will use the full arsenal of federal powers to get things done in record time.  ...

The Indonesian currency, the Rupiah, has declined by 13% in 2013- by Sept. 3. It reached a level of 11,050 rupiah for one dollar on Sept 3. Economic growth has declined to 6% for the second quarter of 2013. The depreciation of the rupiah is likely to increase inflation significantly and affect the consumer spending boom in Indonesia. Indonesia had a $2.3 billion trade deficit in July 2013 after a continuing surge in imports. This will affect car prices and prices of international brands popular in the country. Toyota set the rate at 9500 rupiah to the dollar and plans to increase prices now that the rate has passed 11,000 rupiah.

That is what Jim Rogers, a co-founder with George Soros of the Quantum Fund, asks as he sees Chuck Prince taking out hundreds of millions of dollars out of Citigroup, and other Citigroup executives take many more hundreds of millions of dollars out of the company. As he sees Stan O'Neal get $150 million for leaving Merrill Lynch after he ruined the company. And Frank Raines he says did worse accounting than Enron with Fannie Mae, fradulent accounting year after year, and yet Raines is walking around with millions of dollars. One can add to Rogers list, Mozilo of Countrywide who was one of the principal figures behind pushing bad mortgage deals for homeowners that profited those in the business of real estate, and he is walking around with millions. So is Citigroup's Robert Rubin if one looks at those who had reputations to preserve, and he hopes to devote his time to charites as he says in his resignation letter to Citigroup CEO Pandit. In the worst case scenario the economy would have recovered from a LTCM collapse, and the intervening period of dislocation would have sent a strong signal to financial institutions about excesses, risk taking, leverage, and put a necessary element of caution in all financial arrangements. Jim Rogers says Lehman would have lost a lot of money with an LTCM failure and it would have slowed Wall Street down for years. Some small degree of grief from time to time may be a normal part of any economic system, especially with excesses of one type or another, just as it is for the human condition, and may be away for the system to protect itself from bigger dangers by addressing and controlling the excesses. By eliminating this grief one may be subjecting the system to bigger and more life threatening stresses later on, as these excesses assume an exaggerated form. ...

Dexter Filkins shows here how something is changing that may have been missed by American commanders and the new US administration- the evidence of a crumbling and unpopular feudal structure that the British maintained in Afghanistan to continue the imperial presence, and which has remained that way under the government of Pakistan for the last 50 years. Baitullah Mehsud and other Taliban leaders are from the lower strata of society, the porters and street cleaners and other occupations. The British operated through the malik system of tribal elders who were supposed to maintain order, and the British pretty much left them alone. The Pathan or Pastun people on both sides of the border between Pakistan and Afghanistan are going through some major social changes that are pent up for centuries. The malik system is beiing destroyed on one hand , and on the other hand the Taliban enjoy support among ordinary people in Pathan country as being good Muslims, and in parts of Pakistan itself. This creates a dangerous mix for American forces, popular sentiment of the lower strata and ordinary Afghans, with clandestine support from Islamist officers within the Pakistan army and intelligence services for more sophisticated warfare. Which only means that disproportionate resources would be needed for an expanded American project in Afghnistan, without much to offer in return....

Many African countries have high growth rates but this can be misleading. Much of the wealth is generated from drilling or mining for resources. There is no transparency about the wealth generated and its use, with much of the wealth siphoned off to go to the ruling elites. Even the thriving private sectors can give the false impression of progress, when they are cartels of firms run for the benefit of the ruling party and its cronies. Independent media is purchased by the ruling elites and the information is one sided, concealing the imbalanced development and widening gaps between the wealthy and the vast majority of poor. When investments are made they show a stark reality of years of neglect of education and healthcare. Angola has built 24 new hospitals with oil revenues, but has only 1500 doctors for a population of 18 million. Much of Nigeria's electricity supply comes from small generators as the government electricity system has seen underinvestment for years. State owned firms are "privatised" in Nigeria by giving them to cronies of the government in power. These countries lack a honest civil service, an ethic of responsibility in the educated and ruling classes, institutions of democracy with checks and balances, and independent media. The anti colonialist movements in African countries have failed to deliver on education, democratic institutions, and building a prosperous middle class in most of Africa with a few exceptions. Both military and civilian leaders have failed to relinquish power once in control, with the rare exceptions....

Yale University's Robert Shiller quotes Thomas Jefferson from a letter written in 1820, where he said about the passions in the North and South about extending of slavery to the Missouri territory: "this momentous question, like a fire bell in the night, awakened and filled me with terror." He says there are serious consequences of letting longterm unemployment continue. He cites a proposal by Edmund Phelps, Nobel prize winner in economics from Columbia University, which would have the government give a subsidy of $4.50 an hour for the lowest paid workers, with declining amounts till they earn $15 an hour. This proposal would cost about $150 billion and be aimed at reducing income inequality and making these lower paid jobs attractive. Other proposals for reducing unemployment are to use work-sharing on a national basis with government help.

GE's decision to exit the banking business ends a period of aggressively reducing taxes using GE Capital operations. This ended in disaster in the 2008 global fianncial crisis with GE shares down to $6 and GE needing a government rescue. GE reported in its securities filing that its tax rate of 10.3% in 2014 would have been 17% without the use of GE Capital operations to reduce taxes. Experts say GE's tax rate is lower using GE Capital because of doing business in lower tax jurisdictions overseas and global funding base. In 2013 securities filing cited in the Washington Post show GE taxes were an astonishing 4.2%. GE will repatriate $36 billion in overseas earnings as the first step and pay taxes to the U.S. Treasury of $6 billion.
