This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. This includes making firms more efficient, better run and more profitable- in the words of the economic blueprint to make "state capital stronger, better and bigger."   ...

The Economist magazine looks at the mess that Brexit has become and reflects on what this means. The first explanation is that Britons always loathed the evolution of the common market into the European Union. The second that Brexit was simply a result of a simmering civil war between the successful metropolitan  liberal parts of Britain and the provincial conservative parts of Britain. A third one is seen as equally plausible that the country's leadership has failed, that its model of leadership is coming apart.  It says the problem is the chumocracy with David Cameron made the poor decision to go for a referendum on the EU without thinking this through carefully, taking risks with the future of Britain for the sake of narrow party interests. 51% and you are out of the EU was never a fair option when major decisions of such type are handled with great care, even confronted with less momentous decisions other countries use two stage votes or call for super majorities. Basically the whole referendum was flawed to begin with and the people making the decision gambled with the future of Britain and the British economy.  The Economist magazine says the current candidates for Tory leadership, are all inadequate, one even suggesting that Britain should not balk at leaving the EU with no deal because it would create a temporary shortage of Mars bars. It looks at the leaders class in Britain as says it preserves many of the failures of the old establishment by being introverted and self-serving. It sees less expertise and more bluff in their backgrounds in public relations, journalism (Cameron, Johnson) and lighter experience (May as analyst), and sees a singular lack of self restraint because it believes it comes out merit based selection compared to the old establishment. What the Economist magazine sees is meritocracy transformed into crony capitalism for Blair in Labour party and Cameron, Osborne in the Conservative Party. One of the problems it says is the erosion of other ways to enter the leadership ranks from a range of places- business, unions, local government, working class talent, and other places- something that existed in the early postwar years to the sixties. Gradually a shift is taking place already to create new options and broaden the places from which leaders can emerge for broader more effective selection. ...

An exceptional account by Melissa Eddy of how Germans are reacting to the German government's underinvestment in childcare centers. Germany's cabinet approved a bill that provides $190 monthly child care allowance for mothers who opt not to use day care centers provided by the government. This is supported by the Bavarian party, Christian Social Union, on the grounds that it gives an alternative to mothers to use private day care or nanny care. In practice many of the mothers using the allowance are expected to be lower paid workers who may decide not to work. The government has budgeted $500 million for the allowance for 2013. This is opposed by all opposition parties , and in a rare show of unity by business employer associations and unions, both say it "creates a false incentive to quit work." Axel Plunnecke of the Cologne Institute for Economic Research, says studies show low income families are among those who benefit most from early childhood education. About 100,000 lower qualified and lower paid workers could see this as attractive and quit working. The western part of Germany lacks enough child day care slots, so this is seen as not investing enough where its most needed, and Germany lags behind other countries like France in day care centers. The government is investing $15 million over five years to expand the number of child care centers. The goal is to have 750,000 child care slots by 2013, according to Ms. Kristina Schroeder, the family minister, herself a mother giving birth while in office. The measure was vigorously debated and controversial from the beginning because most many Germans see the $15 million years over 5 years as underinvestment in vital educational infrastructure. The $500 million is better invested in building modern day care facilities, they believe, especially because the children from lower income mothers not benefitting from daycare facilities will still need educational help, and German industry needs more women in the labor force to be competitive. Five years ago under reforms of parental support the 3 years of help to mothers was reduced to 1 year, resulting in an increase in the numbers of women working from 32% in 2002 to 40% by 2011, according to the Ministry of Family Affairs, Senior Citizens, Women and Youth....

Apple CEO, Steve Jobs, gave this commencement address at Stanford University in 2005. In it he describes three stories that sums up his life's experiences and what he had learnt about living. One about not graduating from college and how that happened, the second about leaving Apple in 1985 and the energizing period after he left Apple, and the third about his fight with pancreatic cancer in 2004. In these three experiences Jobs brings out the message of the words "bloom where you are planted," because of the resilience and growth he experienced in the way he handled the three difficult life experiences. Not having the money for college, being pushed out of the company he created by the time he was 30, and facing a life threatening illness. Throughout each experience and what life threw at him, Jobs showed dignity, courage and a keen eagerness to learn and grow, turning difficulties into opportunities. He ends the address with this image from an old 70's Whole Earth Catalog. This is an early morning country road in the fall- the kind of road one would take if one was adventurous- with the message "Stay Hungry. Stay Foolish." Something Jobs says he always wished for himself, and wishes for the graduates....

In this essay in Der Spiegel, Charles Hawley says that the Trump movement has become a movement of patriotic downtrodden whites, with a whole range of interests-of extreme right talk show hosts, Tea Party politicians, white power supremacists, those left out by globalization in the working class especially in the midwestern states. The danger he says is that this movement of which Trump has become a part, rejects the narrative on which America is based of the Constitution and the Founding Fathers establishing a country based on principles of "the inalienable rights of man," that have evolved through the years to include black people, women, and minorities.  To put this in perspective, president Obama writing for The Economist magazine in October 2016, puts this movement in a different context- that of the Alien and Sedition Acts of 1798, Know Nothing Movement of the 1800's, the anti-Asian sentiment in the late nineteenth and early twentieth century, periods when anti-immigrant or anti-foreign sentiment gained prominence. Obama's view is that it is not fundamentally economic. In this he is right in that some of the forces on the far right do not stem from globalization. Yet he would be missing a great deal if he did not address the economic problems for the middle and working class that have given such views the support of a broad segment of the population, especially in some midwestern and older industrial states compared to say the economy of California or New York. Obama is aware of the problems in his essay as he points to the problems of workers trying to get a decent wage, of job losses through globalization, and the aggravation of these problems by the financial crisis of 2008 when some of the potential physicists and engineers as he calls them went into the financial sector to create faulty mortgages. Yet he goes back to the free trade and global networks of supply chains as having reduced global poverty, without showing a keen awareness of how it has through a combination of events and decades of policy indifference to manufacturing communities in the U.S.- as documented by experts and shown in Lyrarc, with David Autor and Gordon Hansen in the WSJ, 2016- 08-16. A Gallup Study, WSJ, 2016-05-16, supports Obama's assertion by showing that many of Trump supporters are actually self-employed and not in economic distress. Yet the movement would not have taken its proportions without the merging of different groups particularly largely disadvantaged working class voters, and fortunately Hillary Clinton, Bernie Sanders, have a better sense of this than the president. It is by their efforts that income and wealth disparities can be tackled in a way that restores the social fusion of all parts of society- in Hillary Clinton's emphatic words in the final debate by "growing the middle," growing the middle class. Comments in the WSJ on the Trump - Putin meeting in Helsinki, and what the U.S. president should watch for in conversations and negotiations.  It says Mr. Putin's top priority is to shore up his prestige at home, to enhance his political standing. It says Mr. Trump is intent on showing the two countries can get along well but is skeptical of Mr. Putin's intentions on arms control and other issues. The efforts to increase the discord between the European Union and the U.S. are seen by the WSJ as Mr.Putin's effort to erode the will of the West to add to its capabilities. That any American president has to be wary of this effort especially in light of recent events.   From Mr. Putin's point of view the Russian economy is now in much better shape than when the "liberals" were running the country with a collapse of the Russian currency. The need to restore Russian prestige. That the expansion of the EUropean Union and NATO to the borders of Russia, and the situation in first Georgia and then Ukraine, required Russia to respond to protect its defense from foreign threats.This led to wars and intervention in Georgia and then Ukraine as part of Russian policy in response to advances of the West to its borders, and support of proxy governments in the Middle East. The response to economic sanctions was to turn to influence elections in the U.S. and Europe and the U.S. to soften sanctions. On the issue of sanctions this has not happened and the goal of Russia is to mitigate the effect of sanctions. ...

India like China is more interested in modernization that brings equality with Europe and America so that the period of misfortunes that struck India and China- as a result of the vastly superior technology and force of Europe as it found a passage to the East around the Cape of Good Hope- is over.  Think about this. If anything happened to democracy and pluralism in the US Indian democracy and pluralism would still be standing a hundred years down the road or the next hundred years after that. What does that say about India? Why? Because India has learnt its lessons under Vivekananda, Tilak, Gandhiji, Modiji, and understands the need for technology, trade and modernization, which is what Modi as a Gujarati with the trading mentality like the British is really after. The so called Hinduism as it is really about the Upanishads and the Gita and the Buddha, and Communism, are really not the driving force in India or China.The Upanishads and Bhagavad Gita like the Bible offer a way an ethos to resolutely fight the corruption and leakages of funds that take the investments out of modernization leaving everyone poor. And India also benefits when democracy works and acts as an enabling force for a modern economy that creates "a rising tide that lifts all boats" (people). Democracy is the tool for development and to tackle diversity of 1.4 billion people. Adam Smith was right writing then in the 1780's around the French revolutionary period and American independence - "Hereafter perhaps the natives of these countries (India, China, Indonesia) may grow stronger, or those of Europe grow weaker, and the inhabitants of all the different quarters of the world may arrive at the equality of courage and force, which by inspiring mutual fear, can alone overawe the injustice of independent nations into respect for one another." India's leaders fought hard after the 1700's for preserving independence from the Portuguese, the Dutch and the British, only they were divided. Ranjit Singh in the north fought the Mughals and the British in the Punjab. The Marathas on the western front fought the Mughals and the British. The result as Gandhi points out in Hind Swaraj in his question "who made the British Company Bahadur?" It was Indian princely kingdoms vying for support from the armies of the British East India Company interested in profits from seizing Indian princely treasuries and trade. Note that Sri Lanka or Ceylon fell to the Portuguese in 1505. The technology gap between Europe and Asia had opened up even that early by 1500's in ship building, in warships and use of maritime navigation technologies. Consider that in 1534 Jacques Cartier was out on his first trips from St Malo, France across Atlantic to explore past Newfoundland to the mouth of the St Lawrence river. The Portuguese and then the Dutch had already beaten the British and the French by 100 years- Britain's exploration of India through East India settlements in Bengal began much later in the 1600's. India like China built around river based civilizations as Adam Smith points out in his Wealth of Nations, Chapter 7, Part 3, America and East Indies-of the natives of India and China Smith says their struck "a dreadful misfortune" that arisen more by accident, that "the superiority of force seemed to be so great on the side of the Europeans, that they were able to commit with impunity every sort of injustice in these remote countries." Every Indian or Chinese will agree with this so great was the misfortune for India and China from the injustice of European nations in the 19th century so much so that Cordell Hull speaking for Franklin Roosevelt and all Americans broadcast to the world in the throes of World War II in 1942 America's call to the world for a new world order based on freedom and development for all nations of Asia, Africa and Latin America. America's Secretary of State Cordell Hull said: "In this vast struggle, we, Americans, stand united with those who, like ourselves, are fighting for the preservation of their freedom; with those who are fighting to regain the freedom of which they have been brutally deprived; with those who are fighting for the opportunity to achieve freedom."     ...

Over 4 million Italians are preparing to get back to work after 8 weeks in lockdown. Yet they face a major dilemma. How do you get back to work when schools and daycare centers are closed till the fall? They have to first figure out who will look after the children. Starting May 4, manufacturing and building businesses will reopen if following social distancing guidelines. Followed by shops, and public venues on May 18, and restaurants hairdressers on June 1. Other countries will be looking at how the reopening is tackled in Italy, and the problem of who takes care of children will also come up in the U.S. and other countries also. Grandparents were widely accepted as a solution for childcare in Italy. Yet this raises many questions about the safety of the grandparents and increases anxiety for the parents. The Italian government is providing financial aid to families for babysitting and more parental leave but this does not cover the costs. As they tackle this problem parents face additional stress and anxiety. ...

Britain's Labor Party leader makes a speech favoring strong Britain- EU relations in an effort to attract support from pro-EU Conservatives in parliament and bring about early elections. Corbyn says he favors Britain's membership in the EU customs union putting pressure on prime minister Theresa May who favors Britain leaving the EU customs union so it can strike free trade deals on its own. A thin majority in parliament for Theresa May means this issue could lead to a parliamentary defeat and early elections.  The other facet of this is that the delicate peace process in Northern Ireland could be upset by having a hard border between Northern Ireland and the Republic of Ireland which is part of the European Union. Irish peace process and the views of the Republic of Ireland and of Scotland would be respected with the Corbyn approach. Other benefits are keeping good trade relations with the EU intact because 44% of Britain's exports go to the EU and 50% of Britain's imports are from the EU. ...

A look at Israel at 70 by the Economist magazine shows a country that has combined early achievements of socialist governments such as free health care system and good education system with the addition of 1 million immigrants from the collapsing Soviet Union, to build a highly trained technically skilled workforce and international companies.  It says the Israeli Arabs are still poor and unable to integrate. With ultra Orthodox Jews they make up 30% of the population, and many of them who do not work. Infrastructure has suffered from lack of investment and public transport is in poor condition. About 4.5 million Palestinians in West Bank and Gaza remain a continuous source of tension with no settlement in sight. The shift of the capital to Jerusalem is recognized by the U.S. Trump administration, a win for Israel, but leaving the divisive politics of Mr. Netanyahu in place. So that with the growing economy, there are social problems and political division which need to be addressed as much as the economy. A problem left for another administration, another leader from possibly a revived Labor party and another day. ...

Many economists from elite universities ignored for a long time the distortions in world trade arising from state subsidies as they used textbook economics without looking at what was happening in practice. Even as the U.S. runs a trade deficit of $ 1 billion a day with China such text book economists ignored for too long the advantages of state directed industries and state directed investments in creating distortions in trade patterns, and not creating a level playing field for the U.S. Here Peter Navarro desceibes what he calls afaux comparitive advantage built on high nontariff and other barriers. Auto tariffs of China are 10 times that of the U.S. Other barriers are intrusive licensing requirements and foreign ownership restrictions. With subsidized land and capital, export subsidies, and tax preferences, unfair trade advantages can be gaine d in many industries leaving the U.S. in a disadvantaged position. Mr. Navarro is assistant to the U.S. president on trade and manufacturing policy, and director of the White House National Trade Council. ...

Are there constituent "nations" or "nationalities and regions" in Spain? Seven people drafted the Spanish Constitution that was signed by King Juan Carlos I of Spain in 1978. Two from Catalan region wanted the word "nations" instead of "nationalities and regions" instead the pro-Spain supporters including aformer minister in the Franco government wanted to keep the words "nationalities" to limit the interpretation of self-government to one that would be within Spain. Today a far right party wants to se the clauses that give self government to regions and nationalities removed from the Constitution. Catalan independence supporters say the Constitution allows the right to call a referendum. Left parties see the promises for housing, healthcare and pensions as too vague in the Constitution. What was seen as a huge advance in the early years of democracy in Spain are now seen as creating room for dissension and strife in Spain, with a fragmentation in the political parties and loss of confidence in the two main parties.   ...

Two thirds of India's population of 900 million live in villages. A large number of people about 40 to 50 million are migrant workers who have gone to cities to look for work. After strict lockdown in India to stop the coronavirus from spreading many of these workers lost their jobs. As they drifted back to the villages on their own, many were sent back to their villages by the government by using the Indian Railways. In Indian states like Bihar many migrant workers sent back remittances to their villages from cities such as Mumbai and Delhi. This money helped the rural economy. Till such time as the coronavirus comes under control and these migrant workers return to the cities they will be looking for other forms of employment in the rural areas. The villages are also feeling the impact from a lack of the remittances from the cities, and the government has stepped in to help. It helps with other types of employment, and help for farmers to store and sell their produce directly to buyers without middlemen, and the government also acted to support prices for farmers. ...

The coronavirus is leading to restrictions on mass gatherings, both in live entertainment and in sports.  Japan has changed its sports calendar postponing most events. Switzerland banned gatherings of over 1000 people, and France suspended events with gatherings of over 5000 people.  There is an acceptance of the fact that social distancing reduces the speed and extent of the spread of the virus, with countries that acted with quarantines and restrictions having a slower spread. This is now the case in China. In South Korea the lack of effective quarantine has led to spread of the virus. The extra time gained from slowing down the spread is important to let hospitals and medical systems cope. Things can be less intense for the medical community which is important for all countries.  Players and performers also are reluctant to be exposed to the virus in the current situation, particularly in locker rooms and other locations in stadiums. ...

A former Interior Secretary Bruce Babbitt says the Interior Department needs to take up authority it has for contract approval on use of water by individual entities in the states of California and Arizona. The department can look at how efficiently water is being use to give approval. He suggests this approach as the states of California and Arizona are nowhere near agreement on use of water from the Colorado river. Babbitt says there is risk of deadpool where the water in Lake Mead drops to levels that make water to stop running from the lake downstream to Arizona and California.

The Hindustan Times provides this look at the construction of a new 1000 bed hospital in Bandra Kurla complex exhibition area of Mumbai  that will be used for isolation of coronavirus cases. The hospital will be ready in time to tackle an expected further surge in cases in Mumbai by the end of May. The hospital will be equipped to handle another 5000 beds says the Mumbai municipal authority, MMRDA. Several hospitals are being built such as this one to tackle the surge in cases as Mumbai has about 25% of cases in India of coronavirus.

Mr. Tom Tugendhat, chairman of the select committee on foreign affairs, a Tory MP, says UK companies are vulnerable to takeover by foreign state backed entities and calls for new laws to protect British companies. Prime minister Boris Johnson is preparing to announce new laws that will make it mandatory for British companies to report to the government when any foreign company attempts to take over 25% of the shares in a British company, or which could pose a security threat, with strong sanctions. Failing to do so would have directors jailed, disqualified, or face large fines.

France and Britain are at loggerheads over fishing rights in UK waters. UK will now have 4 Navy patrol ships protect its fishing waters in the event of a no deal Brexit. French and other EU fishermen get 60% of the fish taken from UK waters. UK exclusive economic zone extends 200 miles from the shore. Conservative ministers have doubled the total fleet of patrol ships from four to eight. During patrol in extreme cases a EU boat can be impounded and taken to the nearest EU port, otherwise it could be boarded and inspected.

In the U.S. a musician with the same background has no work and has no health insurance for years. The contrast between two societies and cultures, between European concern for social cohesion and sense of sharing vs. a culture in America that helps some in society, and leaves out others. Procter & Gamble, America's largest maker of soaps and detergent increased sales during 2020 by meeting demand for higher priced soap and electric tooth brush costing $300. P&G also makes diapers and Gillette razors. The company is making more high end products to boost sales. Consumers stuck in their homes are willing to spend more to keep themselves and their homes clean. This is also a requirement during the pandemic and considered a wise consumer spending item. P&G generated $3.9 billion in net income for 2020 fiscal 2nd quarter, with sales of about $20 billion.

Italy and the European Union turn to former ECB president Mario Draghi for leadership of the new government in Italy. He is seen as the best choice for Italy's recovery with financial help from EU funds. Mr. Draghi has his personal reputation as ECB president for recovery of the euro currency in the face of austerity policies pushed by the German finance ministry, and the 200 billion euro funds going to Italy, to ensure a recovery. "Consciousness of the emergency entails answers that are up to the challenge," says Draghi.
