Allan Blakeney was health minister of the Canadian province of Saskatchewan, and later premier of the province. Blakeney, as health minister in premier Woodrow Lloyd's government expanded a program in 1962 to cover the costs of doctor provided medical care. Earlier in 1946, the Saskatchewan government of Tommy Douglas setup a program of universal insurance coverage for hospitalization. This program of universal healthcare was extended to all of Canada in 1966. He later headed the provincial New Democratic Party and was premier of Saskatchewan from 1971-1982. Ellen Jervell describes the open and inclusive culture that as helped Norway win more medals than any other country in Winter Olympics games. Before age 11 all children participating in sports get the same prize. A large annual budget for the main Olympic organization of $23 million helps, and so does the extra leisure from the high per capita GDP of $99,558 with many high paying jobs. Of the 303 medals won by Norway 125 were in cross country skiing. 60% of Norwegians enjoy watching cross country skiing, according to a 2011 survey by newspaper Aftenposten, and Norwegians take a less competitive view of the sport. Academic ability is given first importance even in sports schools.

Merkel's leadership as Germany goes through the economic crisis. There is not much enthusiasm for further reforms among the Social Democrats or the Christian Democrats. Other than raising the retirement age to 67, the mood is not for any changes in that direction. The economy will contract by 6.1% but Merkel's decision is not to go in for a big stimulus under pressure from the US, and instead stay with the status quo combined with help to workers for unemployment benefits and for retention of workers by companies. As elections approach Merkel is considered favorably, and according to a recent poll by Forschungsgruppe Wahlen nearly 60% are satisfied with the grand coalition of the CDU and the SPD, 78% think Ms Merkel has done well as chancellor, and 58% want her to remain on the job. Actually Merkel's popularity is behind the CDU's prospects, the CDU itself is popular among only 35% of voters. Her analytical habits from her training as a physicist show in the way she is governing, which is thoughtful, and connects well with voters. Merkel benefits from the reduction in unemployment. Unemployment fell from around nearly 5 million in 2005 to around 3 million in 2008. The risk is that Merkel's popularity may be affected by an increase in unemployment to 5.1 million from the averaage of 3.3 million in 2008, according to an OECD estimate. Merkel stands behind a German response to the crisis which is to support the priciples of a social-market economy, make unemployment as least painful as possible to the jobless, to keep every job that can be saved in the nonfinancial sector with a 115 billion euro "Germany fund" providing guarantees and credits to companies that are in trouble because of the credit crisis. Stimulus packages of 64 billion euros supported the auto industry with subsidies to car buyers, and subsidies to keep workers intheir jobs. The idea was to come up with a German version of the response to the crisis by balancing the need to respond based on German conditions, and the concerns for inflation and the budget deficit, that is shared by most Germans. THe vision offered by Merkel is that of a physicist daughter of a protestant minister in East Germany, who is low on the rhetoric and good on substance, and willing to make decisions based on careful study and discernment rather than ideology, without sharp swings in any direction. Her vision comes from her days as environment minister, which is quietly pushing Germany into the forefront of countries developing renewable energy, moving ahead in energy efficiency, with anational goal of cutting emissions by 40% by 2020. The other areas are immigration and education, both key to the future of Germany because of the huge demographic change happening there. She has afamily minister Ursula von der Leyden, who introduced "parents pay", a14 month stipend for parents of newborn children linked to salaries, and to to improve daycare by providing places for 35% of children aged three or less by 2013. And Merkel has approved 18 billion euros of additional funding for research and universities. Says Leyden Merkel has made "daycare" an acceptable term in the CDU, and made Germans accept that they are an immigration country. Which tells you that you have to look closely to find the reasons for Merkel's popularity, which does not carry the rhetoric of an Obama, but is just as effective in German conditions. There are deepseated demographic changes going on in German society, which require a cultural change, and change in mindset, such as that for daycare, immigration, and blending the best of the old in the social market economy with the new like the changes in the educational system. The Economist says that in big cities today nearly half of the children under 15 are immigrants or their children and grandchildren, who are more likely to be poorer, unemployed and with less education. ...

Cillizza points to two demographics that the Republicans missed in the 2008 and 2012 U.S. presidential elections. The Hispanic vote comprises 10% of the electorate. Obama won this demographic with 69% compared to 29% for Romney. Romney's extreme positions, to the right of Governor Rick Perry of Texas got him through the Republican primaries but left him exposed in the national elections as he defended his statements of support for "self-deportation." In this respect Reagan, Bush, Perry adopted moderate positions and favored helping children of immigrants get a good education so they could be integrated into American society. Perry even took a hit for his moderate position supporting immigrants in the primaries even before his memory slip in a debate. Romney failed to support even the Dream Act for a pathway to be given to children of immigrants supported by Mark Rubio, a Cuban-American Republican senator of Florida. The second key demographic is the young people vote ages 18-29. This was 18% of the electorate in 2008, and about 19% in 2012. Obama took this demographic with a lead of 34 points in 2008 and a lead of 24 points in 2012. So that even with diminishing support such large numbers meant there was a large cushion to win the election by combining several demographics even if the Democratic position eroded somewhat because of the economy and unemployment at near 8%. This is what happened because of the 6 out of 10 voters, or 60% of the electorate who voted, Romney won 51% to Obama's 47%. This enabled Obama to get the small victory margin he needed in the popular vote. In many ways Romney was "an unnatural candidate" as the Wall Street Journal described him in its editorial, being a private equity business executive fighting a election with Democrats fighting to protect middle and working class interests....

Academy Heights Elementary, of Pinehurst, N. Carolina, is expected to close as part of the cost cutting efforts in North Carolina. The state is trying to close a budget deficit. Monroe County's superintendent proposed closing the school to save $500,000. The school has a 98% pass rate on state exams, an award winning math program. It is ranked the second best kindergarden to 5th grade schools in North Carolina. Parents and teachers point out that many of the students come from middle class families where both parents are working, and military families from Fort Bragg, and this is not just the demographics of being near Pinehurst resort; as higher income parents tend to send their children to private schools. They point to the way staff, parents and students work to create an environment that challenges children to learn. The questions here remain ones that are being taken up throughout the country- how to invest or disinvest in education in the face of budget deficits. Should education take cuts and how much? Another twist here is that Academy Heights is in a depressed black neighborhood of Tarrytown whose residents go to to other schools even though Academy Heights urges students from Tarrytown to apply. It is an elementary school and as elementary education has a special role to play in early childhood development, how much of these cuts should fall on elementary schools? Should the best schools be cut under any circumstances or should they be supported with sacrifices made elsewhere or do moderately higher taxes make sense in these situations? Does it make sense to preserve existing excellent schools even as the search for improvement in educational systems takes place -with investments like the $290 million the Gates foundation is committing to improving selected schools? produce excellence in other schools?...

Atlanta Mayor Keisha Lance Bottoms gets words of praise for her short 4 minute but effective speech finding just the right words to protesters on the night of May 29. By 9.30 pm the protests became violent.  She is a first term Democrat mayor and had so much at stake in keeping the city of Martin Luther King peaceful that night. She went up to police headquarters and setup a press conference. Everything had to be done right. So she just said it the way she read the situation, her gut sense combined with self discipline and the long view- and said it directly addressing the issues head on- alway keeping the goal in mind of restoring peaceful protest in the spirit of the black leader in Atlanta of a generation ago alive for future generations.  Her directness and poise showed- "You're not going to outconcern me and outcare about where we are in America. I wear this each and every day. I pray over my children each and every day." Washington D.C Mayor, Muriel Bowser, also a first term Democratic mayor, showed poise and directness, a sense of calm amid the storm, as she talked to reporters at a press conference. Her situation being critical as this was in the nation's capital city, only blocks away from the White House. She had a plaza in the city painted yellow and named for black people facing daily struggles in their lives to live their aspirations in society, on June 4. A quiet yet lasting statement. ...

Baby boomers and older Americans are beginning a huge wealth transfer, the largest in modern history. Americans over 70 years in age had net worth of nearly $35 trillion, according to the Federal Reserve data. This is 27% of all US wealth, up 20% from 1990. This wealth is 157% of US gross domestic product, more than double what it was in 1990. Gift tax exemption today is $11.7 million for individuals and $23.4 million for couples. It is scheduled to go down to 2017 level of $5.49 million per person adjusted for inflation in 2026. Annual gifts were $75 billion in 2016. The Biden administration proposed reducing a $40 billion annual tax break in some of these wealth transfers. Some of this would go into infrastructure spending. Other ways the transfers could help the communities in the US revive after the twin crises of 2009 and 2020, one financial and one health, is how some of this money goes into funding many of the needs of communities in America today. $9 trillion is expected to go into helping communities from the $35 trillion. The Buffett children foundations have purchased farmland to create an agricultural hub in Kingston, New York, on the Hudson River north of New York city. They also set up a food cooperative in an old Honda dealership, and setup a ad free community radio station Radio Kingston. More of this kind of work is needed from individuals and couples in the American tradition of community awareness and solidarity, and in communities across Europe, Asia, Africa and Latin America during this pandemic following the same practice. ...

German chancellor Merkel and foreign minister Steinmier visit Ethiopia and Nigeria to stem the flow of refugees from economic crisis at the source with aid and support, as Germany works on its own efforts. France's Hollande tells Putin a visit to France would have only Syria as topic for discussions and calls for Syria to be brought up as war crimes. Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...

Here he offers a litmus test for education policy designed to help the middle class and improve economic and social mobility- does it help 12th graders make a large increase in their vocabularies? He introduces the idea of vocabulary inequality that takes away a whole world of reading and the imagination from young people. Most important is systematic knowledge building by exposing children to more and better content in non fiction literature. Content-indifferent approaches which ignore this are the wrong approach. Reading and content which expands knowledge and brings new horizons go together, in a gradual cumulative process as young people read more content.

The use of Zyprexa in nursing homes, and Lilly's marketing of the drug as "requiring fewer skilled nursing staff hours", and "reduced caregiver stress." The lawsuit alleged that this meant it was " an effective chemical restraint for demanding, vulnerable and needy patients." Zyprexa has the risk of life-threatening infections like pneumonia and of heart failure in elderly patients. Lilly also marketed the use of Zyprexa to treat disruptive children, even though there are side effects of severe weight gain and metabolic disorders. The case is being prosecuted by the US Attorney's Office of the Eastern District of Pennsylvania. In the negotiations Lilly agreed to pay $1.2 billion to 31,000 Zyorexa plaintiffs. This is the biggest case and settlement of its kind.

This piece in the DW.com describes the error made by Andrea Leadsom in her interview with the Times, saying that she was better qualified than Theresa May for leadership of the Conservative Party and the post of prime minister because she had children. Leadsom's error was compounded by the comments made by May that she regretted being childless. The comments were in the media for days and led to negative perception of Ms. Leadsom. Leadsom called for a retraction by the Times but the Times had already recorded her comments, making the whole affair appear to be a mistake by Leadsom, even a  bit stupid. Leadsom's efforts to embellish her resume about investment banking experience had already raised questions.With Boris Johnson supporting Leadsom this has proved Johnson, Gove and other Brexit leaders as lacking credibility. Therea May is now left with the difficult task of negotiating Brexit, but at least says most of the European media and media in Germany, May is not a fanatic, and Brexit is in the hands of a responsible politician who never supported Brexit. ...

The 2016 Republican platform is written to express the ideas in the Republican Party for family values, child rearing using the Bible and traditional values, calling pornography a "public health crisis."  The Family Research Council and tradition or family focussed groups played an important role in writing it, with Mr. Trump playing less of a role. Instead of "physical barrier" with Mexico, it says "a wall"  should be built in a taking up Trump's idea, but in general it is a clear expressing of traditional family values that Republicans have supported for years and expressed frustration with the movement of social lives in an opposite direction. The same sex marraige decision by the Supreme Court and transgender debate were not present in 2012 election, so in that sense the Republicans see the country as moving in a different direction. More of the pendulum having swung too far in another direction is how Republicans perceive it, and their response is to go back to how things used to be and the world they knew, based on what they see as positive outcomes for the whole of society. Hence language that encourages teaching of the Bible in public schools, condemning pornography as a menace particularly for children, and insisting on "man made laws being consistent with God given natural rights." A good understanding of the Bible is considered "indispensable for the development of an educated citizenry."   Amendments opposing gay and transgender are being added. ...

As much of these savings are not distributed evenly across the population, and coming back from a period after the 2009 financial crisis when savings in the lower classes had dropped to alarming levels, this saving is good for the future of the American people by building a path to sustained growth for the long term. Readers responses to this report show their dismay at calling savings hoarding, dismay at the idea that saving 3-6 months of expenses would be considered prudent when 1-2 years would be a minimum  and 2-3 years desirable would be considered decent protection in times like the last 2 decades of manmade disasters (shipping out American manufacturing, 2009 financial crisis) or nature driven disasters (the pandemic). For the Biden administration the saving also provides hope that the mistakes of the last two decades and the 2009 period can be avoided. By targeting the $1 trillion in infrastructure spending plan to projects that build synergy throughout the economy and generate more growth for every dollar spent in a long term Renewal America project. Recent WSJ reports show this is happening. The $2 trillion Families and Workers Plan works in a similar way to bring hope in improving the quality of life in America through children's education, childcare, paid leave, health care, affordable housing, climate change investments. The public in America is showing equal prudence by aligning the savings to this approach to set America on a path of long term renewal and development that could be sustained to 2030 or 2035. This will also enable the investments needed to build America's role in the world and help its partners in Europe, Asia, Latin America and Africa take the same approach for sustained and balanced growth into the next decade.  ...

The inspiring story of Joan Poh, only the second rower to compete for Singapore in an Olympics. She rises at 5 am to workout as she also works as a nurse in a 10 hour shift at Tan Tock Seng Hospital. She has missed meals as she does her training in the midst of work as a nurse. She returned to working in nursing after a call from Singapore government for frontline medical workers in April of 2020. She sees sport as a dream, a luxury that one has to work for. Puts in 100% as a nurse and when rowing 100% as a rower.  At 5 foot 5 inches, 30 years old,  she is much smaller than other rowers, and uses her technique and training to compete. She is the oldest of 3 children who grew up in a 1 room apartment in Singapore. Without resources she learned to row on a long boat by joining a dragon boat rowing team when she was 17, then learned to scull in 2015 at age 25. In 2019 she took extended leave from her hospital to train for the Olympics in Australia. A Canadian who won Olympic Bronze in 1996 and 2000 coaches her free from Vancouver Island in Canada, using videos and workout programs, and went to Singapore when Poh qualified for the Olympics to train her in person. She looks at competing not just as medal winning, and sees this as one step in building a team in the right direction. She sees creating opportunities for others, and overcoming her childhood situation growing up struggling for resources. She says early on it was for her not wanting her lack of resources to decide what she could do. As she puts it - to always aim for a strong start even though one started with not such a good start. ...

Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. The $3.5 trillion investment in workers and families that Biden plans could not have been developed at a time of greater need than today. ...

Azimji Premji of Wipro is one of the few Indian business leaders with a strong bonding with Gandhi's ideas of personal responsibility for India's betterment and the betterment of millions of ordinary people in India. He says Gandhi influenced him only next to his mother who ran an orthopaedic hospital for disabled children for 50 years, and learned what it took to do this as well as the difference it made in people's lives. He quotes Gandhi as his own personal philosophy-  "Supposing I have come by a fair amount of wealth- either by way of legacy, or by means of trade and industry- I must know that all that wealth does not belong to me; what belongs to me is the right to an honorable livelihood, no better than that enjoyed by millions of others,. The rest of my wealth belongs to the community and must be used for the welfare of the community." Azimji Premji gives as three enduring parts of Gandhi's leadership- the pursuit of truth, the importance of means over ends, and empathy for all human beings. He cites a saying of Gandhi to be seen at Sabarmati Ashram and Gandhi Smriti- "I will give you a talisman. Whenever you are in doubt or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself of the step you contemplate is going tobe of any use to him or her. Will he or she gain anything by it? Will it restore him (her) to control over his (her) own life and destiny? In other words will it lead to swaraj for the hungry and spiritually starving millions? Then you will find your doubts and your self melt away." ...

Starmer is now following this to reduce the burden on the NHS and improve public health in the UK. The bill would gradually ban smoking for people born after 2009, an idea proposed by Sunak and the Conservatives. The bill would place new restrictions on outdoor smoking, including outdoor spaces at, and pavements outside, clubs and restaurants, as well as at universities, children’s play areas and small parks. Asked about this during a visit to Paris, Starmer said: “My starting point on this is to remind everybody that over 80,000 people lose their lives every year because of smoking,” he said. “That is a preventable death, it’s a huge burden on the NHS and, of course, it is a burden on the taxpayer. So, yes, we are going to take decisions in this space, more details will be revealed, but this is a preventable series of deaths and we’ve got to take action to reduce the burden on the NHS and the taxpayer.”  The prime minister said-“It is important to get the balance right, but everybody … who uses the NHS will know that it’s on its knees.” Dr Layla McCay, the director of policy at the NHS Confederation, told BBC Radio 4’s Today programme: “It is absolutely the health challenge of our time. It’s the leading cause of preventable illness in the UK, so we are heartened to see that progress is being made and that the intention is moving forward to really address one of Britain’s main drivers of health inequalities.” ...

DJT executive orders include one ending birthright citizenship. “It was really meant for children of slaves." DJT is referring to the 14th Amendment that was passed in 1868 by Congress and ratified by 1868 by the states. It came after the Civil War and Emancipation of slaves and was intended without any doubt for one and only one purpose to make slaves citizens of the United States Look at Section 4 of the 14th Amendment which says the United States will not allow any claim for the loss of any slave. "But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void. The only SC decision in US vs Wong Kim that gave citizenship in 1898 to Wong Kim was not intended to go beyond that particular case, it was only meant to make an exception to the Chinese Exclusion Act  of 1882 after which till 1960 (JFK's election) Chinese immigration to the US was stopped, and the same for all Asians. Only immigrant labor allowed in was from Mexico for agriculture till 1960. And in 1954 Operation Wetback wwas conducted by Eisenhower to return about 1 million illegal immigrants to Mexico. DJT says- “It was not meant for everyone to come into our country by airplane, or charging across the borders from all over the world and think they’re going to become citizens.” The millions that came illegally across land border  and the flow of drugs is a new situation that Congress and the Supreme Court are only facing since 2014 a period in which wars in Afghanistan and Iraq took time and resources away from problems at home. ...
