Michel Barnier is approved by 52% of French people in an Ifop poll, yet 74% think he will not last long. The NFP will call a no confidence motion when its candidate 37 year old Lucie Castets of the Finance Ministry was turned down by Macron. The RN of Marie Le Pen will support Barnier for now and Marie Le Pen says she expects new elections within 1 year. Barnier supports halting migration to France for 4 years, a position RN of Le Pen supports. Denmark with a socialist government has taken similar position. By taking strong action on migration as northern and southern Europe both shift to this policy including Socialist parties, the EU as is happening in the US can address fundamental issues of cost of living action, infrastructure investment and investment in education, healthcare, science and technology competitiveness, renewable energy. Removing the migration issue can put a clear focus on the action needed to address these problems.

It says drugs are used as a tool to optimize performance on the job particularly when it comes to entry level people in banking and finance. Leaders in finance are supposed to set the positive image role models- are they failing now, and are the practices being put in place for making health and healthy living a priority in the workplace as it is the only way to optimize performance. American history shows many leaders in business, finance, politics, the military, and government in the last 200 years- nowhere is it evident that stimulants optimize performance.

It is up to the captains of American industry and finance to set the right role models for the people working in their companies and for the Nation.

China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. After years of monetary easing under former Fed chairman Ben Bernanke to boost the economy since the 2008 financial crisis, the Fed plans to modestly increase rates in December 2015. The broad measure of unemployment including part-timers and discouraged workers dropping out has fallen from a high of 17.1% to 9.9%. The economic recovery is still slow and inflation below 2% for a long period, letting the the Fed set a very gradual trajectory for raising rates to accomodate downward pressures on the economy. GDP growth is lower than in previous recoveries, and after tax incomes adjusted for inflation up 1.8% in this recovery compared to 3.3% in the three previous recoveries.

During the November 2011 to February 2012 period Spanish banks increased holdings of government bonds by 68 billion euros, and Italian banks by 54 billion euros under the ECB's Long Term Financing Operation. That program helped to lower bond yields of the two countries for the 1st quarter of 2012. With Spain's economy facing more austerity measures at a time of 23% unemployment, bond yields have moved back up for Spain in April 2012. The increased holdings of government bonds by Spanish banks increases risks at a time when banks in Spain have not increased lending in the economy and hold a large number of bad mortgages in the country's housing bust.

The oldest person to sail around the world alone, non-stop and unassisted is a British woman. She is 77 years old. She comes from Lymington, Hampshire in England. Jeanne Socrates ended her 320 days voyage in Victoria, Canada. This is also the second time she has done it. In 2013 she was the oldest woman to make the circumnavigation of the world. Her boat is 38 feet long called Nereida. The mainsail and backupsail sustained damage, and solar panels were lost overboard.  The wind gods she said were not with her and she had two cyclones off Hawaii to avoid, and one in the Indian Ocean to avoid. She wasted time with that. She has received a lot of support, which she says comes from people realizing and appreciating the way she persevered and overcame so many problems on the way around in different oceans, showing it can be done. Shortly after retiring she and her husband took up sailing. After her husband died in 2003 she continued sailing. She took up the daunting effort to learn all about the systems on the Nereida and dealing with a whole range of problems. Her first attempt at nonstop sailing around the world was in 2009, when rigging problems led to giving it up. Another effort four years later in 2012 also failed. She persisted and in 2013 made the successful attempt. Jeanne Socrates has overcome a number of setbacks in her career. In 2017  before she made her current effort she fell off her boat, breaking her neck and ribs as she prepared. She recovered from that fall. A look at her website shows how she has persevered over many, many years, making repeated attempts, following  up with more effort after the last one failed. That she also brings a cheerful positive attitude throughout and enjoys nature, birds, and meeting people on land during her trips from Sweden to Mauritius, to Mexico, is clear from looking at the many photographs on her website.   ...

In this report WSJ looks at US Treasury Secretary's warning to China about its role in the free world and its position in the international trading system and the obligations to human values that come with it. Janet Yellen is so well known as head of the Federal Reserve and as US Treasury Secretary that it is easy to forget her experience at Yale studying under James Tobin who supported meeting social goals, whom she calls a life long mentor. Tobin set the foundations for economic policy in the Kennedy administration in the early post war period, after working in the Franklin Roosevelt administration during the war. Social goals, business paying its fair share of taxes, building infrastructure, were all a part of the FDR and Kennedy-Johnson administration.  It is also easy to forget that Yellen set the foundations for economic policy under Clinton and then under Obama administration the period when social goals were not met, infrastructure was neglected, globalization meant shipping jobs and factories overseas to China, and lack of financial oversight over banks that led to the 2009 financial crisis. The contradiction made Yellen realize only late during the Obama administration how much of a diversion she had taken from the social goals of the FDR-Truman-Kennedy post war period.  As one of the architects of the economic policy underpinning the emergence of China's role as the factory of the world, that destroyed many working class communities in the US, Yellen is in the economic role that Merkel shares in world of political economy with her integration of the German economy with that of China. Today as she calls for a retreat to the values shared by her mentor James T, Tobin and of FDR and Truman as they responded to the Berlin Crisis in the aftermath of 1945, and the Korean War with large scale invasion of South Korea and the kind of refugee crisis that we see today in Ukraine, there is much room for reflection. Reflection on what was lost in the intervening years of the Bush-Clinton and Obama years that led to the situation that the free world faces with totalitarianism today.   ...

This analysis in The Guardian says US president Biden is reversing 3 decades of policy since president Reagan that looked with skepticism at government intervention in the economy. The $1.9 trillion aid package Biden has pushed through Congress is a big game changer in the way government operates to help rebuild America after the pandemic. The 2009 response by the government under president Obama was done without conviction that the government response was the best way to help the economy. By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

Reflecting the volatile nature of the global economy with systemic risks remaining, impact of sharp cuts in spending, and the danger of oil prices exceeding $150 with a mideast crisis, the IMF provided a wide range of possibilities around its basic forecast. The IMF says it expects the global economy to grow 3.5% in 2012, up 0.2% from a Jan. forecast, and a forecast of 4.1% for 2013. But the IMF says this depends on the eurozone crisis, which could take off 2% from global output and 3.5% from output in the eurozone if things went wrong in Europe. Higher oil prices above $165 with supply disruptions after Iranian sanctions are another danger. Its forecast for Europe is 0.3% contraction in 2012 and 0.9% growth in 2013. Because of the risks in the outlook the IMF cautions countries from cutting spending too quickly, and says the best approach is to reduce deficits gradually over the long term and not to move too fast in the short term. This word of caution applies to Spain, the UK, France and Germany. To maintain enough funding in a crisis the IMF plans to increase its lending capacity from $380 billion by an additional $280 billion, with pledges of $60 billion from Japan, $26 billion from the Nordic countries, and $200 from other eurozone countries. ...

The director of the Institute of Population and Labor Economics at the Chinese Academy of Social Sciences, Cai Fang predicts that by 2009 there would be a widespread shortage of workers, pushing up industrial wages. Figures from the UN Population Division show that China's working age population will decline in the years ahead. There are two things here that matter. The millions of people in a socalled surplus labor force that can be tapped so that industry can hire more people expand and grow without wage inflation, and second the working age population 20-29, younger people being preferred by employers for the long hours, single people who can stay in dorms and can be mobile to move near factories and do not have the restrictions of married people with children. The one child policy has limited the growth of the working age population. After rising by 1.3% a year according to the UN Population Division during the decade to 2005, the population of working age is expected to increase at an annual rate of 0.7% until 2015, and then shrink by 0.1% ayear until 2025. The surplus labor pool figures estimates vary from 150 million people to 200 million people, but the Economist estimates the true figure to be much smaller because government figures for the rural labor force include millios of migrants already in the cities and others working in rural industry not farming. The population of workers in ages 20-29 fell from 233 million in 1990 to 165 million in 2005. Because of this shrinking of supply of eligible labor especially considering the preference of textile and electronics firms to hire young women because they complain less and put up with long hours and for single men preferred by construction firms, Cai Fang believes that this preferred or eligible labor pool is shrinking to the point where it will be a problem in the years ahead. This will have the impact of shrinking the growth rate to around 7% sometime after 2009. Problems that remained under cover because of the Olympics will also become evident as 2008 winds down. Some experts argue that there are other factors that will contine to sustain the pool of available workers, but its this pool of preferred available workers that will be in short supply according to Cai Fang. ...

Car insurance and tariffs on Mexico made auto parts would take a 2 year lag in inflationary impact, says this report in WSJ. Insurance companies will wait to see the impact and how long the tariffs are in place. Tariffs are put in place to stop fentanyl flows through Canada, Mexico and China to the US, which have cost 490,000 deaths in the US over the last 12 years. Canada now fully supports the US for action to be taken and cites similar loss of lives in Canada from fentanyl comparable to the US for its smaller population. Much of the focus on tariffs is seen as economic action in the media, when as Commerce Secretary Luttnick pointed out it is being used as an instrument to get immediate action from countries that have not acted to stop the flow of fentanyl -action they should have done taken many years back. DJT's action is to protect average Americans, communities across the US that have lost their manufacturing base to Mexico and China, and are being hit by the flows of fentanyl across borders for over a decade now. Never in American history has this kind of flow across borders happened since the first settlers came to America in 1600. ...

Trade economists from Ivy League universities, are still peddling the old theories on trade from textbooks that make no sense and have got America in this huge mess that it is in where other countries are ripping America off with unfair trade practices. These economists have turned a blind eye, turned their backs to the great damage done to industrial towns and communities across America for two decades with the loss of manufacturing. Take Irwin's point that the US would have to monitor rates on 13000 tariff line items. This is ridiculous because the US simply needs to monitor the key products such as semiconductors, oil and gas, LNG. In just one negotiation with India the US having a trade deficit DJT states of $100 billion with India- terrible trade. By opening up supply of LNG and oil US can fill India's needs for Oil and LNG and cut the deficit to zero. Who came up with this idea. Indian PM Modi and his trade team. Once it was known that the status quo was unacceptable India came up with its own ideas lets import what we get from Russia from the US. Yes we had discounts from Russia but that was when oil prices were high. DJT's effort to get oil prices down by increasing US production will make it possible for India to get this oil at similar prices. India is a much bigger economy now than during Covid 5 years back India can do this. US and India win-win by doing joint aviation production deals and US gains with sale of F-35 stealth fighters. It is just common sense. Sadly, much of this is common sense that is beyond Ivy League Economics departments at American universities.  Reciprocal Tariffs make a lot of sense because this is how fairness is done- for China, for India. In the case of Mexico, Canada, China, on stopping flow of fentanyl- this reciprocal tariff is not a tariff it is as Commerce Secretarty Luttnick pointed out domestic policy of the United States. Which country would tolerate 490,000 deaths from fentanyl over 12 years and not take domesti policy action. It is not that the policy actions are taken it is that these action should have been taken a long time back. ...

The Economist says working age young people arriving as migrants from war torn areas such as Syria should be welcome in the EU, because the EU's society is aging. As the labor force declines in the EU, it will need younger workers to make up for the declining labor force and the large number of pensioners to be supported. Fears of terrorism could be overcome by having a strong screening process, and cultural assimilation can be speeded up by providing free language education and access to the university system, as in Germany. This would turn the Syrian refugee crisis into a plus for countries such as Germany, which have a large program for newcomers. The war in Syria is so deep and widespread, and emigrants have made a long and perilous journey, making asylum a credible reason.

Consumer lending went down by 1.7% in October 2009 according to Federal Reserve data. A WSJ analysis of Fed data shows corporate and consumer credit markets have shrunk by 7% or $1.5 trillion in the 2 years through early November 2009. And ont he other hand the Treasury debt outstanding has gone up quickjly by 40% as the governmet tries to finance large deficits. The market for every type pf bond has recovered from the crisis, and money is going into the markets, but this does not mean more money is flowing into the economy. The tighter lending results in consumers and businesses more reluctant to hire and invest. Mohamed El-Erian, CEO of Pacific Inestment Management Company says this means the US econom will grow at 1.5% to 2% ayear compared to the 3% growth that is typical for healthy growth. Says Erian: "the idea that we have reset to where we came from is false. It is abumpy journeyto anew destination with significant long-term effects."

Politicians, militant groups, intelligence agencies and security forces, unsettle the Kashmir valley, at a time when Pakistan faces a serious economic crisis, and India faces a slowing down and inflation also. The US with 5% of the world's population has 25% of the world's prisoners. The US has 2.3 million peope behind bars according to the International Center for Prison Studies. China with 4 times the population has 1.6 million people in prison. The US has 751 people in prison per every 100,0000. It varies a lot within the states Louisiana at 1138 per 100,000 and Maine at 273 being the lowest, Minnesota at 300 is more like Sweden at 80 per 100,000 people.Interestingly it shot up in 1975, for a long period from 1925 to 1975 it was about 110 per 100,000. Explanations are given such as the war on drugs but only 500,000 are in prison for drug offences, so its only part of the explanation. tougher sentencing, availability of handguns and higher murder rates, and even the election of judges who respond to public opinion favoring tougher sentencing, are all given as answers. Interestingly Canada's crime rates parallel those seen in the US but the imprisonment rate has been stable for the last 40 years according to one expert Mr. Tonry. He says that english speaking countries have higher prison rates than French and other European peoples. Higher prison rates for black people are known to be the case in English speaking countries but no figures are given here. This is part of the problem....

By settling for a 15% tariff Japan was protecting its other industries from the higher tariff of 24-25% proposed earlier. US industry has operated with no assistance from the US government and faces a financial markets structure in the US that is not helpful to American industry making long term investments that overseas makers with support from their governments are able to make. US workers suffered badly over three decades and the ineptitude of previous US presidents in protecting American workers from this situation. The Europeans and the Japanese, South Koreans know this and understand that the US plays the critical role in the free world and without it, without the workers and rural communities of the US, their way of life and freedom will suffer irreparable harm. Japanese PM Ishiba and its business organization Keidanren are focused on implementing the US Japan Trade Agreement mitigating any effects inside Japan. Japan was able to protect it's auto export model to the US from high tariffs settling for a moderate tariff of 15%. A similar agreement was accepted by Germany when Leyen accepted the 15% tariff on German car export model. For decades Germany and Japan have used their auto export model to take a large share of the US market, joined by Korean makers, putting American car makers and their workers at a disadvantage since the 1980's. This creates a level playing field in world trade and is in the interest of workers in the US. ...

AARP shows 29 million Americans working and taking care of older parents. Many work 40 hours a week and work an additional 20 hours helping elderly parents. About six out of ten people of this 29 million work full time. In 2024 a lot more people are living longer and older people prefer staying in their own homes and need help from family members. A simple fall or a cancer diagnosis can lead to long hospital stay, months of treatment, and worrying for family members. Company benefits in 2024 do not include senior or eldercare support or even accomodating employees caring for their parents. In America today federal and state laws do not protect people caring for elderly parents from discrimination in the workplace. Consider how this is affecting companies, as about one third who are caregivers say they are going to leave, and half of the employees leaving are senior manager and executives with much experience. This comes to about 5 million senior managers and executives that American industry can ill afford to lose as it competes with China, India and Europe. About half of all companies are making this a priority in 2024, according to Care.com. Citigroup added 2 weeks of paid leave to care for immediate family member. Companies allow employees to add older parents on their health insurance. These benefits are being added to maternity and paternity leave. The fact that Congress and state legislatures have failed to enact laws protecting caregivers is one more reason for the discontent and unrest in the US after the pandemic. ...

Scholars and experts on the Middle East have offered their assessment and understanding of the Middle East seen through its long history. This includes Bernard Lewis at Princeton, Ramadan at Oxford, and Efraim Karsh of King's College, London. Karsh's new book "The Tail Wags the Dog," describes the story of British, Russian and American involvement in the Middle East in the 20th century and into the 21st century. Karsh offers a corrective assessment to many myths about the Middle East in 2015 with sectarian and religious conflicts, and historical volaltility- that the events in these countries are dependent on the foreign powers and influences. Karsh shows how the people in the Middle East have influenced their own narrative thorugh passions, conflicts and failure to bring together different opinions and strains of thought for peaceful progress. He sees the surge of Islamist politics in the midst of the Arab Spring as stemming from the way large parts of the population remained unaffected by the changes of twentieth century technological developments and modernization. The religious conflicts of the seventeenth century in Europe that took place just as Europe began to open up to new ideas and influences and the modern period, show how religious conflict can take place for long periods covering a continental region, before it recedes into the background. Walt Mossberg, who writes the Wall Street Journal's consumer technology review section, watched Steve Jobs up-close over the years since 1997. They met one-on-one for product introductions, long discussions about the industry, and recently after Jobs illness, at his home in Palo Alto. Mossberg describes a long walk to a nearby park after Jobs had undergone a liver transplant. It provided an insight into the man Steve Jobs was. Persistent- he called Mossberg for 4-5 straight weekends during the dark days of 1997-1998 to convey his vision of Apple products or discuss aspects of reviews. Patience and optimism about the future- Jobs always maintained a positive tone and a vision of what could be in the digital revolution, and Apple's role in it in these discussions. There is the opening of the first retail store in the Washington D.C. area, and Jobs patiently handles Mossberg's incredulity about Apple and its inexperience with retail stores. And Jobs saying that he had taken a serious interest in the details- down to the translucency of the glass. There is the meeting with Bill Gates at the fifth All Things Digital Conference, when both made their appearance together for the first time and Jobs hands a cold bottle of water to Gates. By this time Jobs had already come to the conclusion- as he once said after accepting a $150 millon investment from Gates in 1997-1998- that it was no longer true that Microsoft had to lose for Apple to succeed....

Rumsfeld talks in this interview about the conflict between the US State and Defense Departments about a post war Iraq that delayed decisions and gave time for the Iraqi insurgency to develop. Colin Powell at the State Department, and Condoleeza Rice as National Security Advisor, let Ian Bremmer continue for too long as the sole authority in Iraq operating from one of Hussein's palaces, giving the feeling of a foreign occupation force and fueling insurgency. Rumsfeld favored letting one of the Iraqi exiles provide interim leadership, wheras Powell felt the exiles did not have the legitimacy in Iraq that was needed. The result was indecision that left Bremmer in charge for too long. Asked why Rumsfeld did not fire Bremmer, he says Bremmer acted as the Presidential envoy. His criticism of Rice and Powell centers on their not letting the President decide by providing the options and the pros and the cons. He says the surge was more psychological in its impact and less significant than its made out to be, because the Anbar Awakening had already led Sunnis to move away from Al Quaeda. The insurgency came in stages, first with the Baathists and thugs from the old regime, then the foreign elements and Al Quaeda through Damascus, and then the Mohtada Sadr Shiites, it was not a single enemy or a single event. The memoir is not a defense of the Bush Presidency or decisions, but takes the kind of look at events that is reminiscent of Dean Acheson for the events of the Cold War under president Harry Truman....
