Governor Newsom of California is joining Republican Governors of Montana and Alabama to allow cities to act to limit encampments of the homeless in American cities, taking the case to the US Supreme Court. The Biden Administration is walking a delicate path by supporting rights of the homeless that lower courts support  yet not wanting to see the spread of homeless encampments affect the overall safety and health of cities where homeless encampments affect quality of life in neighborhoods. Homelessness of 600,000 people in the US, with more than half sleeping outside in open spaces and parks is now before the US Supreme Court. The pandemic, the large increase in housing costs in the western states, and the cost of living have pushed many people over the edge, at an alarming rate for four years. Justices ask city attorneys of Grants Pass, and in effect other cities in the US, where are people supposed to go if no other shelter is offered by the city, that they have a right to sleep, and breathe. "Sleeping is a biological necessity- Justice Elena Kagan. "Are they supposed to kill themselves, not sleeping," Justice Sotomayor.  Justices Kavanaugh and Roberts questioned whether judges should be making decision that should be made by policymakers. US Supreme Court is reviewing a lower court ruling upholding rights of homeless people in the US  under the 8th Amendment that is opposed by the city of Grants Pass, Oregon. A small western town of 40,000 people facing a problem of a significant portion of its population, about 8%, having to sleep in parks and in open public spaces because they have nowhere to go. It has only 138 beds from the Gospel Rescue Mission for homeless situations with strict rules. It faces in today's America rising homelessness- affordability of housing affecting people in many states. In 2022 an three judge panel of the 9th Circuit Court of Appeals which covers western states Oregon, California, and Washington upheld a lower court decision barring the city of Grants Pass from enforcing a citywide ban on sleeping in parks at night if no other shelter was available with fines ranging $75 -$295. As a result of this decision encampments of the homeless are increasing in the western states because restrictions on public camping no longer play a deterring role. Cities say this increases crime and drug use, disease, and hazardous waste.  ...

The arguments of both sides in front of U.S. Supreme Court Justices on the Health Care Law's expansion of Medicaid. Justice Scalia said the law gives the states no choice. Justice Kennedy pointed to the situation of the states which have no way to opt out without stripping millions of Americans of medical care. Justice Roberts pointed to the states willingness to accept federal aid for years which brings us to the current situation. The attorney generals of 27 states have objected to the Health Care Law's provisions which they believe effectively requires the states suffering tight budget constraints to cover more of the poor than they they think they can, with the alternative being dropping out of Medicaid totally, not giving them much of a choice. As the three day hearing came to a close on March 28, 2012, the Supreme Court's conservative Justices expressed doubts whether the Obama Health Care Law could surivive if some key parts are struck down. The WSJ's Paul Sonne gives this exceptional account of how Russians are coping in the economic crisis of 2015-2016, with the twin shocks of the collapse in the ruble and the collapse in oil prices. He does this by looking at the Kaluga region, a provincial city 110 miles south of Moscow that has benefitted from large foreign investment to meet the needs of 20 million consumers in the Moscow region. The governor of Kaluga since 2000, Anatoly Artamonov, worked hard to attract foreign investment that includes VW, Volvo AG, Continental AG, Lafarge, Samsung Electronics, General Electric, and other companies. He ran a collective in the Brezhnev era, and now is energetic in meeting needs of foreign investors. Karmanov says it is stupidity to not say he is talking to business people in other parts of the world because of the political climate in the country. About 42% of the industrial output in Kaluga comes from the foreign automobile plants, including VW. The automobile and light commercial vehicle production in Feb. 2015 dropped by about 39% compared to Feb. 2014, according to the Association of European Business estimate. Only 40% of autombile production cost from assembly lines is sourced locally, the rest is imported at the new value of the ruble which has fallen about 50%, leading to higher prices and slumping demand. Ordinary Russians are feeling the effects of the crisis with higher prices. Consumer price inflation in Feb. 2015 was at 16.7%, with 23.3% increase in food prices. High interest rates to prop up the ruble meant cutting off access to credit to finance consumer purchases. An 8% drop in real wages in Jan. 2015, according to Capital Economics, added to pressures on consumers. With the political and economic crisis following Russia's Ukraine intervention foreign investment in 2014 declined to $18.6 billion in 2014 compared to $61.5 billion in 2013, and the EBRD bank cut financing with the sanctions....

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed which would cost billions of dollars. Opponents say this would bankrupt Berlin. Supporters say not enough is being done. If approved it goes into effect immediately. Supporters include the Sustainability Group at Humboldt University, Germany's national cyclists association. They say Berlin has 52 acres of available land in Brandenburg that could be used for wind energy. ...

It said enormous lies were used in the campaign - Boris Johnson saying that we are leaving the EU but we will keep all the advantages.It added an insight that "Brexit is not straightforward because the EU today is a British creation: single market, free trade, enlargement, serving British interests."   ...

You could not tell the difference between the classes in the restaurants and the parks and along the green areas near the water on the many islands that make up Stockholm. This is a unique feature of this country found rarely elsewhere in the world. From the bicycles everywhere as the standard form of transportation throughout the many islands and bridges and parks that make up the country.  Personal income tax is 61.5% in Sweden in 2019. This helps finance public services and benefits that benefit ordinary and working class people in a way that reduces the impact of other aspects of concentration of capital in industry. Much more than this is the attitude that respects a culture ethic of everyone having good opportunities in life. ...

India's foreign minister S. Jaishankar says a lot has been done at the G-20 meetings in India. He says 95% of the countries agree on the communique put out by the G-20. The idea that peace in Europe can be achieved at G-20 meetings in India is not realistic he says as the G-20 was not designed for this purpose of tackling troublespots like Ukraine. What the G-20 has done is bring countries in Europe and North America together with India to understand the problems stemming from the conflict in Ukraine on food security and from the debt crises in some parts of Asia.

China has banned coal imports from Australia in response to Australian request for an investigation into the origins of the coronavirus and criticism of China's handling of Hong Kong protests. 

China imports about a quarter of its coal imports from Australia. Yet this has impacted China because of a rebound in the economy and a very cold winter in 2020. This means there is a shortage of electricity in some parts of China. 

China imports 80% of its iron ore, with 60% coming from Australia and prices of iron ore have almost doubled in the past year. Last year China imported over 1 billion tons of iron ore.

US president Biden calls on intelligence agencies in the US to complete an inquiry into the origins of the coronavirus in 90 days. Biden said he would publish the results of the 90 day inquiry. During the last months of the Trump administration the idea of the virus originating in a Wuhan lab was supported by parts of the US intelligence community. 

The WSJ reports show the intelligence community in the US saying that 3 members of a key Wuhan lab in China were taken to hospital with covid like symptoms before the first case of covid patient was recorded in Wuhan in early December 2019.

This editorial in the WSJ shows the conduct of president Biden to keep all sides of the picture in consideration to bring a peaceful end to the Ukraine war with so far horrendous casualties on all sides, without escalation to new levels. These threats of escalation include nuclear threats. In this sense president Biden has serious responsibilities on behalf of the world separate from opinion on either side of the war, so does Mr. Jinping and Mr. Modi, and the leaders of other parts of the world who have not created the events for this conflict and represent a large part of the world and its peoples who are directly affected and want no further escalation period.

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

Short term patches are not the solution and don't work. Half of the 1600 miles of water main that distribute water through New Orleans are over 80 years old. In Santa Cruz, California, a single pipe goes from the reservoir to the city, with no backup. President Biden has allocated $55 billion for safe drinking water- the actual need is $1 trillion says the American Water Works Association. We give here what is left out in the review of US China relations in the NYT. In 2012 the Bo Xilai incident highlighted the dangers of China veering off its path of development in new directions with demagogic leaders.  The effects of hypergrowth in creating excessive debt, regional inequality and corruption, waste of capital allocation in China, and in the US alienating communities that lost factories to China and major parts of its manufacturing base. Misgivings about this path were becoming more pronounced in the minds of China's new leadership under Xi Jinping. None of this is mentioned by Chris Buckley in his review of US China relations.

A popular show on Japan's television network TBS and on Netflix Japan is "Extremely Inappropriate" that takes a widowed physical education teacher boarding a bus in 1986 Japan straight into 2024 and shows him with his rebellious teenage daughter. It contrasts the casual sexism, long work hours and culture of that time in the early postwar years with the concern for sexual harrassment in the workplace, and a culture that is moving away from long work hours. It sees something to value in both eras as the father changes as he adapts to the present and still keeps some of the better parts of the previous era.

New uranium mines starting up in Arizona, Utah, and other parts of the western United States. In 1980 before nuclear energy went out of favor after the Three Mile Accident and Chernobyl US produced 44 million pounds of uranium. Much of it now comes from Russia. In 2024 the production is down to about 50,000 pounds. It is being revived in new mines in Arizona and Utah, underneath the earth's surface as shown in this NYT report. Yet fewer people work in extraction because of the technology which sends water into the ground which dissolves uranium and it is then brought up and sent to processing to make it into yellow cake.

A city already 40% below sea level faces torrential rain and flooding in the first days of 2020. Jakarta, Indonesia is a metropolitan area of around 30 million people. Land around the city is subsiding from overuse of pumping of underground water. Floodwaters do not drain into the sea as is normal. Walls protect the parts of the city that are below sea level. 

During heavy rain the water from upland areas comes down to Jakarta further overwhelming a poor drainage canal system.

How huge wildfires are affecting the stratosphere 6 to 31 miles above the earth and creating a swirling vortex of smoke reaching 21 miles high that is spreading across the planet. Circling twice around the world according to some studies. This resulted in fire induced thunderstorms in Portugal, South Africa and Argentina.

Wildfires in California have sent plumes of smoke 10 miles high altering air quality in places as far as Europe. Fire seasons are getting longer in many parts of the world as a result of this.
