The Mayor of London says masks will be compulsory in all public transit in London. And 55% of the UK public in a recent survey from YouGov think reopening in this way is the wrong thing to do. Another poll by Ipsos shows 70% of people surveyed saying they wanted mask wearing to be compulsory indoors for another month. One bar club owner says that he thinks what they are doing is wrong. The Biden today is very different he says than even the Biden of 2020, and clearly from the Biden of years as vice president. Biden has grown with experience and the changing situation in America, he has learned a lot over the years, has experience and connections with the US Congress that give him a rare sense of confidence to get things done. He also the authenticity that many Republican and Democrats lack, the topic for a recent column by Peggy Noonan in the WSJ. Noonan feels the announcement by Nikki Haley for the presidential candidacy was oddly stuck in the past as politics was done before 2023, which today is not acceptable after the pandemic and a world finding its bearings.  Biden was clear in the State of the Union. He could be himself and tackle the nation's problems from his own understanding and long experience, stating things as they are and how he sees the solutions being developed. It is alright not to have the perfect sentence, it is getting things done that America needs and expects. There is so much that America needs to get done and Biden looked vigorous and undaunted in the State of the Union address to Congress. ...

On the economy and cost of living- Macron said actions he has taken to put a cap on fuel prices and tax exemption for pay bonuses were fairer and more effective than Madame Le Pen's ideas. Le Pen said she would cut the VAT on energy. Macron said a cap on fuel prices was "twice as effective as dropping the sales tax." Le Pen said she will cut taxes, and no tax for under 30's.  On Europe and Russia- Macron said Le Pen was one of the first leaders to recognize Russia's annexation of Crimea. "You are speaking to your banker when you speak to Russia," Macron said referring to a bank loan from Russia. He also said that the French did not look to Russia for finance, when Le Pen said she was turned down by French banks. On the European Union- Macron argued that Le Pen's idea of "a Europe of nations" would spell the end of the European Union and that "you are selling a lie." Schofield says Macron avoided the trap of coming across as too arrogant or technocratic, sometimes even holding back.  ...

Angela Merkel left Germany dangerously dependent on Russia for energy supplies that may simply be shut off after maintenance on the Nordstream pipeline. Another failure to prepare for the future under different scenarios. And 46% of German business have supply lines that include components made in China. By grossly underestimating the risks of such dangerous dependence on Russia and on China, and ignoring warnings from the US, Merkel has hit Germany's new elected government of Scholz, Baerbock and Habeck with very serious problems that may take the next five to ten years to sort out. On energy and how to build a whole new supply chain in Asia with the US and its allies Japan, India and other countries. The ultimate irony was that Merkel felt that she was the leader of the free world, and a free world that excluded the US and India. This article in The Times says UK business has already moved to ESG, the idea that business is also about environment, social and governance, ahead of Thatcherite era cabinet ministers Rishi Sunak, Priti Patel, Liz Truss and Dominic Raab. This was evident during the Tory conference in Manchester.  Boris Johnson is moving in line with voters and ahead of his ministers who are aware of the changes in the conservatives appeal to voters. Johnson is not attached to any preconceived idea of what the Tories are about. His only concern is to be where voters are and think like the voters, this is where he is happy being. Voters in Britain today think business is more than being about profits. New polling by the Social Market Foundation shows changing attitudes in the Conservative party and its supporters. In 2016 48% of Conservative voters thought it was important to remove regulations and rules for business. In 2021 this has fallen to 27%. Today economic fairness is a big concern. Inequality was a concern for 15% of Tory voters, today it is 28%, higher than Tories concern about removing regulations. Business leaders have also moved on after the Brexit referendum and see the need for meeting a social purpose. Some business leaders think the Thatcherite thinking of some cabinet ministers is "decades out of date." ...

This obituary for FW De Klerk looks back at the dismantling of race based rule of Apartheid in South Africa in 1992, the release of Nelson Mandela, and elections in 1994 through universal franchise. This was done by the son of a schoolteacher in the Transvaal region who rose to the top through the provincial leadership. De Klerk took the actions to bring racial harmony after growing up as an Afrikkaner and working in the local politics of the National Party that introduced Apartheid rule. Before 1989 reforms in the Botha government left black people on 13% of the worst land in the country, tribal homelands in which they did not even live in, in a distorted form of representation. Limited representation was given to Indian ethnic minorities and colored people.  All this changed between 1992 and 1994 after De Klerk assumed leadership of the National Party and the government in 1989. This required great courage and statesmanship, and vision from De Klerk to set the foundations for a multiracial society that even Margaret Thatcher and Reagan failed to grasp and promote. De Klerk died in 2020. For Mandela the path was clear, for De Klerk the path had to be forged out of nothing and against the natural instincts of his own party. This saved south Africa to become a true multi racial society with respect for the rule of law and democracy. ...

India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. Earlier during 1996-2000 he was Deputy Chief of Mission in Tokyo, Japan, and is married to Kyoko who is from Japan. His relationship with East Asian countries is a rare asset in India's foreign service. In Jaishankar's words- "We are being tested. I have every confidence that we will rise to the occasion and meet the national security challenge." This comes from experience tackling India China border disputes during his period as ambassador. One such situation can be mentioned. In 2013 the PLA encamped in India's Ladakh region in the Depsang Plains. A scheduled trip of premier Li Keqiang to India in 2013 was about to be cancelled before the PLA withdrew.  ...

The exceptional role played by US president Biden in ensuring the recovery of the US economy, reaching both low unemployment and bringing down inflation was made possible by the president's conviction that the bargaining power of labor and its share in the productive wealth of the economy needed to be restored. The chair of the president's Council of Economic Advisers Jared Bernstein points this out in his speech at the Petersen Institute of International Economics. Bernstein points out that the Philips Curve which shows the tradeoff between reducing unemployment and increasing inflation is essentially flat and the president was right to push for full employment at between 3.5-4%. In the post Reagan era America was reduced to trickle down economics as president Biden has said at every State of the Union leading to a situation where workers had lost their bargaining power. Once a pioneer in X ray machines and jet engines General Electric fell into disrepute under Jack Welch when the company hid low earnings in industrial businesses by setting up its financial business. The 2009 financial crisis hit GE hard. Years of deleveraging followed after exit of the financial business. In 2018 it exited the Dow Jones Industrial Averages. Larry Culp of Danaher joined GE as new CEO of GE in 2018. He sold the healthcare business to Danaher for $21 billion. After about $100 billion in deleveraging the remaining company was split into two companies GE Aerospace led by Culp and GE Energy called GE Vernova a purpose built company led by Scott Strazik headquartered in Cambridge, Massachusetts. GE Vernova is focused on wind turbines and renewable energy, its purpose to accelerate the energy transition and advance sustainability. The new GE is itself a return to the old days when GE was a pioneer and powered America's industrial base, not the company of deindustrialization of Jack Welch of the 1980's Reagan and post Reagan period when investing in financial and speculative business made GE to lose its purpose and go astray. For Culp and others the realization of the failure of policies that deindustrialized America and shifted factories to China after Thatcher and Reagan was a lesson learned. Guardian's David Smith has short memories as he compares response at Obama's stops and visits in 2012 and compares that to Biden's as he visits Detroit and Atlanta in May 2024. In 2012 in the last weeks of the election Mitt Romney was much closer than is remembered today. Obama was at risk of being a one term president and depended on a strong turnout from Latino voters. Mariachi bands were called out in states where Hispanic vote was critical in these closing weeks. This is also just after the pandemic once in a century event that has affected younger people more than other groups, and after the dislocation and misinformation, the suppression of real information about the massive investment in the economy by president Biden for the first time in 50 years. Obama then lacked the kind of bipartisan support from all groups including Republicans and suburban voters that Biden now has that were never part of the Obama coalition. As shown by Nate Cohn in NYT what Biden is after are the disengaged younger voters and new voters in 2024 that have no awareness of the president's efforts to improve standards of living of the American people, who president Biden is working hard at campaign stop after campaign stop to reach about 6 months before the election. ...

Border crossings and encounters have fallen to 83,000 under president Biden with unilateral action by Biden in the absence of the Republican Lankford Biden legislation that would have shut the Border down. Border crossings of 83,000 are close to the border crossings that reached 74,000 under president Trump even with the building of a border wall. This was achieved with the support of the Mexican president and with Biden's action to effectively close the Border. The best action would have been to implement the legislation that Republican senator Lankford negotiated with Biden by February 2024 and which was allowed to languish in Congress by new Speaker Mike Johnson under the advice of the former president, which is incomprehensible as it is the first time in decades both parties came on to the same page to slow or diminish migrant entry into the US and remake the asylum laws. Many Republicans and Democrats protested this action of the new Speaker. It was a historic and missed opportunity to fix the Border once and for all, and took the courage of Senator Lankford and Biden. For this action Lankford goes down as a senator who belongs in Kennedy's Profiles of Courage, a book of Congressional leaders since 1800 whose courage and leadership have made America the leading democracy and industrialized nation that has won the respect of the world. ...

Shocking revelation that Forest Service discouraged firefighters from wearing masks that help prevent cancers from toxic smoke. Many firefighters only had bandannas. For several years fires have increased and this was happening with more firefighters doing dangerous work yet this only came up when NYT reporters brought this up recently. The head of Forest Service was summoned to a Congressional oversight hearing and rightly so.  Rep. Jared Huffman of California: “We’ve talked about the New York Times piece. Chief, do you feel like the Forest Service is doing everything that it can to make the safety risk of smoke inhalation known to firefighters?” Mr. Schultz: “We need to continue to focus on safety as we move forward, including this issue.” There are about 40,000 firefighters in Forest Service mostly young men and many more employed by contractors. Because they are first responders also the work of firefighters has 360,000 in the US and 600,000 volunteers. With such sheer numbers masks to prevent inhalation of toxic chemicals that can cause cancer is highly important and should be given high priority.   ...

South Korean public opinion shows 80% of the public opposed to the release of slightly radioactive Fukushima water into the sea by Japan. Japanese public opinion is accepting this as unavoidable. This is weakening the position of South Korean president Yoon in coming elections. Yoon is a prosecutor who joined politics only a few years back and has seen his popularity drop by 7 percentage points to 35%. Yoon is known for his effort to bring South Korea and Japan closer together with the US in dealing with North Korea and China. Biden met with Kishida and Yoon at the White House only recently, and Yoon made a state visit to the US before India's Modi. Because Yoon is an outsider to politics he has been able to get South Koreans to accept the idea of settling past disputes with Japan tracing back to the colonial era and World War II, yet the Fukushima water release is opposed by the vast majority of South Koreans.

The British proposal by Prime Minister Brown to inject capital directly into the banks by taking ownership stakes in them is a more direct approach to the problem or undercapitalized banks than the US proposal of buying up unwanted or toxic assets. On the other hand the problem of mortgage assets and abusive lending practices and faulty securitization was an American problem which spread afterwards by the spread of those securities in global financial markets, but American banks probably have a larger share of these assets and foreclosures are a bigger problem in the USA. Still a direct injection of capital into the banks remains a direct solution of the problem with immediate effect and the US is considering Treasury doing a similar action.

Fearing retaliation by Chinese regulators, US executives are silent on trade issues. As a result the issue of wind energy subsidies to Chinese manufacturers was brought up not by GE, a manufacturer of wind turbines, but by the United Steelworkers Union in the US. The US filed a WTO complaint in this matter based on the US Steelworkers petition. GE has stayed silent in this matter in deference to Chinese regulators. Only Solar World, a German company, has stepped forward to strongly endorse the investigation. Solar World has manufacturing sites in Oregon and China, but no plants in China.

This was after strong criticism of bonus practices in the media.
