China is exceptional in the speed with which it is moving on infrastructure projects. And this bodes well for American exporters like Caterpillar which is seein g big jump in excavator sales, and for China which may see thre fourths of the 6.5% increase in GDP in 2009 coming from infrastructure building. Fortunately there is still a need for alot of infrastructure development in China. Typical is the approval and start of work on the $930 million Xiangshan Island Bridge which will extend over the East China Sea and through mountain tunnels. Caterpillar CEO James Owen says of approval and start of construction as fast, "its something like nine months in the USA versus 9 weeks " in China. China has agood pipeline of projects and alot of planning work has been done for many years. For Xiangshan Island Bridge this goes back to1994. Liu Cijun completed a PhD dissertation in 1999 on bridge wind resistance, and the Ningbo native is now Chief Engineer for the project. Preparatory work on the bridge goes back to 2004 and the stone cutting ceremony in 2006. In August the bridge's feasibility report won approval from aplanning agency in Beijing, and in December approval by the Ministry of Transportation. Construction started in just 11 days after the Chinese government approved the project. China's investment in infrastructure has jumped by 102% in the 1st quarter of 2009 from a year earlier, according tho the National Bureau of Statistics. By comparison Washington has distributed $69 billion of its $787 billion in stimulus fundsto states and localities, which have spent $14 billion according to the WSJ....

The Labor Department report shows U.S. nonfarm payrolls increasing by 165,000 in April 2013, and the unemployment rate declining to 7.5%. The housing and auto sectors showed gains. Private sector jobs increased by 176,000, and government jobs showed losses of 11,000. Professional and business services sectors added 73,000 jobs, including 31,000 temporary workers.

Air pollution over New Delhi, India, and Lahore, Pakistan, is at "hazardous" levels, with a large surge in respiratory illness for people in the region.Some hospitals in the region are seeing triple the number of patients with breathing problems. The problem is aggravated by burning of stubble from the paddy crops by farmers in the nearby region of Punjab and Haryana. The levels of fine particulate matter PM 2.5 that are bad for lungs are hovering at dangerous levels of 300.  World Health Organization guidelines say 25 is the maximum level of exposure over a 24 hour period. Delhi administration responded by increasing parking charges in the city, and banning entry of commercial trucks, banning construction activity. This is a constant part of the news with many commentators critical of the way the central government, the Punjab government, and the Delhi government are tackling the situation, unable to enforce the ban on farm burning of stubble in the fields. Lancet medical journal points out that about 2.5 million lives in India were claimed in 2015 from air pollution. WHO puts 12 Indian cities in the top 20 for air pollution worldwide. ...

Peter Muller and Dirk Kurbjuweit of Der Spiegel interviewed the European Commission president Jean-Claude Juncker in June 2017. Juncker gave his views on the Trump rejection of the Paris climate change agreement, and Brexit following the losses for the Conservative party in the British parliamentary elections. On the elections in Netherlands and France, Juncker says the populists have still won millions of votes. Juncker says many politicians in traditional parties have parroted the talk of the populists, and in this way becoming populists rather than taking on the populists in the way Emmanuel Macron has done on the issues. Juncker is pushed to answer questions about the difficult relations before Brexit talks after his meetings with the British. Der Spiegel presents the idea of a confrontation and collapse in talks because the EU wants to talk about its citizens and billions of dollars owed and the British about future relations. With the uncertainty following elections in Britain a cloud hangs over Brexit talks. Juncker says when asked about Plan B, that it is upto the British now because the EU is ready to talk, even early the next day. ...

The children's commissioner in the UK says the internet is a powerful and positive resource, but social media is a negative force from which children need protection for mental health that is fast and effective. Anne Longfield was responding to the comments of the NHS head Simon Stevens who stated that the web giants are "fuelling" a crisis and should come under tough scrutiny. Many experts see social media as a negative force, especially for children. Not taken up yet is the crisis in reading and reading comprehension that leaves about half of children in schools and students in high school without adequate reading skills- with about half of school children not meeting the reading comprehension requirements of the ACT test for 2016. Social media and smartphones have cut into reading time in schools, in ways that were never anticipated with iPads for reading not making a difference. President Macron moved to invoke an article in the French constitution that allows the government to pass a law bypassing the legislature. He used this to pass his pension overhaul. The law allows the president to bypass the National Assembly. A motion can then be introduced in the National Assembly to censure the president. This cannot pass because Macron's party has a majority in the National Assembly. Opposition lawmakers had hoped to introduce thousands of amendments to stall legislation on pensions.  Under the overhaul the entire salary history of employees are taken into account in calculating a pension amount. Previously the highest earning 25 years were used. For civil servants the last 6 months of service were used. The pension system was also fragmented providing different terms to different groups with some more favored than others. To maintain the old system a 40 day transport strike was organized in December 2019, but failed to change public opinion on the issue which favors a single pension system instead of the many different and disparate pension schemes with different rules. ...
