Rohan Premkumar in The Hindu provides this report of Chinese prisoners from the Opium wars of the 1850's sent to this "ancient sub-jail"in the Nilgiris hills Tamilnadu by the British.  These POW camps provided cheap indentured labor to establish tea plantations in the Nilgiri hills. It helped to bring in revenue for the Empire through tea cultivation. About $1 million was spent to renovate this building so that future generations know what happened here since the arrival of the British by 1800. By contrast Yuen Yuen Ang at John Hopkins University from Singapore is interviewed for the NYT by Ezra Klein on China's Xi Jinping and the autocracy with democracy characteristics that prevailed under Deng, without an awareness of this period. For Zhongxun and Qi Xin, Jinping's parents this period of the Opium Wars, Taiping Rebellion, Boxer Uprising from 1850's and British, European invasion, must have been very real in the 1930's. And added to this the Japanese invasion of China. Peter Altmaier is director of the chancellery in Berlin, and is the person closest to Angela Merkel. This report in the Economist points out that Altmaier has played a critical role in steps taken by Merkel- as chief whip in parliament for the CDU during the Greece financial crisis and bailouts, as environment minister implementing the program away from coal based electricity, and in negotiating deals such as the deal with Turkey on refugees, and now with Brexit negotiations. Merkel has asked Altmaier to write her manifesto for the September 2017 election. A member of the CDU's liberal wing, Altmaier is known for being a scholar on German history, especially Bismarck, and a workaholic. Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction. ...

The progress of efforts to be inclusive as seen in the UC University of California system of colleges over 25 years has increased the representation of Hispanics to 36%, blacks marginally to 2.5%, and reduced the presence of white Americans to about 18%, while allowing Asians to increase representation to above 40%. As white communities declined with the outshoring of manufacturing the loss of income opportunities was accompanied with less access to education. In this sense it has created problems of negatively impacting non-minority access as it worked to solve a problem of minority representation. The other problem the Supreme Court noted in its decision to stop race based admission or affirmative action was its stereotyping students into groups not treating them with respect for individual character. The bigger problem that has emerged that now overshadows others in its effect on America is the poor access to college for white people particularly white men, over three decades in which manufacturing shipped overseas has destroyed the middle class incomes in manufacturing with whole manufacturing  based communities erased off the map of America. Restoring college opportunity for all Americans, including black people, and including the sons and daughters of generations of white Americans and settlers who built America is the task of this generation, so badly has it been eroded. ...

Chinese leaders including Xi Jinping have frowned on the accumulation of wealth and the IPO pay day, says this report in the WSJ. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a world where supply chains are being redone, and following the pandemic, there are questions about how businesses that were created in the period before the pandemic should operate in a different environment. ...

Following that event China's president Xi Jinping tightened restrictions on rare earths in trade negotiations with the US for a temporary agreement that gives access to the US market.
