WIth China reluctant to make concessions on agricultural imports at a recent Shanghai meeting of Mr. Lighthizer with Chinese trade representatives, the trade dispute with China has escalated. Mr. Lighthizer had little to show Mr. Trump at a meeting in the WHite House. After a 2 hour meeting Mr. Trump told his advisers that his patience was wearing thin. His response on what the U.S. should do- "tariffs." A tweet was prepared saying U.S. would place import duties of 10% on imports of additional $300 billion in Chinese goods. China responded by lowering its currency value to 7 to the dollar to offset the import duties. China also said it was suspending all agricultural imports of U.S. farm products. The U.S. designating China as a currency manipulator.  The situation today is that there is a level of mistrust between president Xi and his advisers and Mr. Trump and his team. The situation has taken a new turn with China saying the U.S. is supporting protests in Hong Kong. President Trump has stated China is waiting it out to deal with a new administration in Washington. Both sides do not see any solutions till after the U.S. elections in 2020. For China there is also the upcoming 70th anniversary of the People's Republic. ...

Chu's estimate of bad loans in China's banking system is 14% for other commercial loans. For the non-performing loan ratio of the banking system, she says her estimate is closer to 20%. President Xi Jinping of China faces domestic criticism about his handling of the critical trading relationship with the U.S. that has given China access to technology and the U.S. market in its development drive. The trade truce with the U.S. reached following a meeting of Xi and Trump at the G-20 meeting in Buenos Aires, was presented in Chinese media as a positive step withut mention that Mr. Trump has set a 90 deadline for the talks and appointed a experienced trade negotiator, U.S. Trade Representative Robert Lighthizer, to head negotiations. Also agreed is an effort to focus the talks on the 142 contentious issues the U.S. has put forward.

Experts at the Chinese University of Hong Kong say Mr. Jinping will need to show results to stay on beyond the customary two terms as president because for China the  trading relationship with the U.S. is essential to grow its economy with access to the U.S. market.

The different opinions of Fed Governors of Kansas City and Boston show the divergence of opinion that is being heard by the Fed chairman Jay Powell as he plans smaller interest rate increases in 2023. Susan Collins of the Boston Fed is concerned about the effects on unemployment. Kansas City Fed's Esther George is concerned about the Fed not staying in the fight against inflation long enough. Powell says "We wouldn't ... try to crash the economy.. and then cleanup afterwards. I wouldn't take that approach at all." The difficult aspect of the interest rate increases is that it takes about 1 year to know the full effects of rate increase.

Washington Post calls a Netherlands unrealized capital gains tax of 36% unfair. The legislation was passed in lower house of parliament. Unrealized capital losses could be used to offset gains in future years under this legislation. The US only taxes capital gains after they are realized and at 15% or 20% for long term gains and a 4% added tax for high income persons. The 36% tax would apply to all who own stocks or bonds not just the wealthy.

In Netherlands the average take of the ogvernment is 3%% compared to 30% in US. Healthcare costs are split 65% 45% between the government and average worker, and mostly all (84% of workers) get additional coverage. The value added tax rate VAT is 21% in Netherlands about 3 times the US sales tax of 6-7%. And the Netherlands is in the EU a relatively moderate tax country compared to France and UK.

Interview with Atsushi Saito, CEO of the Tokyo Stock Exchange. The TSE is undergoing a period of stress as it sees its second annual loss this year, with a loss of $42.7 million. He sees strong competition from the Hong Kong market, and feels that the Singapore and Hong Kong tax and regulatory environments are more attractive for investors. He does not see the Tokyo Exchange going public at this time. In December 2009 the TSE decided to make it a requirement that there be at least one independent director on the boards of companies or independent auditor to improve governance. He feels that listing requirements though stringent add to credibility of companies. On the rising yen he says the government should show that it will take action to counteract this to discourage speculators, and that the government of Naoto Kan did not act fast enough. He sees the need for Japanese companies to raise return on equity and to improve global recognition. On weekends Saito's passion is his 330 square metres vegetable garden. This is who he is, with a bottle of water and a shovel, always tending his garden on weekends....

India China Border and rail connection $40 billion project Chengdu to Lhasa 2025. The infrastructure brings China greater access to the western region of China some of it from the occupation of Tibet in the 1950's that now makes up territory the size of 80% of the contiguous US. India is rapidly modernizing it's side of the border with tunnels and bridges.  This situation is new. For most of history from 1000 to 1950's China had only a remote connection with the Tibetan and Indian border regions where nomadic tribes and Tibetans lived. Very few Chinese numbering by the hundreds or a few thousands may have visited the region as even under the British contacts were very limited with Tibet and border regions in the Himalayas. For China it is far from its major population centers in Beijing and Shanghai and Hong Kong, Shenzen. And it provides few advantages in spreading over a vast region that is remote and in high over 15,000 feet in the Tibetan and border regions. It is only the invasion of Korea and China by Japan in the close of the nineteenth and early part of the 20th century that has created the idea of having buffer regions that protect it from foreign powers. And this is what may happen over the next 50 years as the region goes back to what it was before the 1950's, but with modernization, as India does not seek to reach out beyond Himalayan borders into regions closer to China. ...

This exceptional NYT report by Noam Scheiber describes the impact of the Obama administration's new overtime pay rules requiring time and a half overtime pay for most salaried employees paid less than $47,476 a year. For a long time now firms in publishing, consulting, media, advocacy groups, and other fields have made young people work long hours for low pay without overtime pay just so they have opportunities later. This is especially true for the last decade when jobs were scarce, especially for young graduates. The rule is inspired by a need for better work-life balance, to widen opportunities to beyond the group where affluent parents supported their kids in these jobs, and by the sometimes abusive nature of the overtime work that could extend from 7 am to 7 pm or such hours at what amounted to minimum wage work for well educated but aspiring college graduates.

Mr. Moon Jae-in, South Korea's leader, emerges from this week of direct talks between president Trum and Kim Jong Un of North Korea, with many of his goals accomplished. During most of 2018 with threats and missile tests from the North relations with the U.S. had worsened, South Korea was left out in many developments relating to the Korean peninsula, and tensions had risen. After this weeks diplomacy in Singapore, the South Korean leader has reduced tensions, achieved the goal of direct talks between the U.S. and North Korea, and reduced tensions. Moon-Jae-in now has poplarity of 79% according to Gallup South Korea, and won in local elections. Even the cancellation of military exercizes by president Trump after the Kim meeting achieves a long standing goal of reducing tensions by moderating the exercizes- which are seen by North Korea as a threat. A Gallup poll shows 66% of South Koreans supporting the Kim- Trump talks. Conservatives in South Korea are still skeptical that this can last given past experience with North Korea. The consensus is still that reduction of tensions and dialogue is still the best way to resolve the disputes, with the added pressure of sanctions with China's active participation to make the effort work. ...

During 2018 negotiations China's vice premier Liu He asked finance business leaders "We need your help." This included  Black Rock, Goldman Sachs, JP Morgan, and others. In exchange China which has protected its financial markets from American finance companies now offered to give some opportunities, though as other companies in other industries have found out this could be limited by other priorities.  The Trump and now the Biden administration are pursuing the decoupling of the Chinese and American economies after learning through two decades that it is damaging to the U.S. economic position in the world. The new law passed by unanimous vote in Congress to be signed into law by president Trump requires Chinese companies to have financial audits inspected by U.S. regulatory agency for them to remain listed on U.S. exchanges. However as the WSJ points out in a separate article this does not restrict Chinese companies access to global capital in unfair competition with the U.S. because the law goes into effect over 3 years giving Chinese companies. American investors can also invest in the Chinese companies on the Hong Kong stock exchange unless their entire thinking process changes seeing what is best for America as best for them. ...

Manpower decisive in 20226 for Ukraine as two hundred thousand deserted and 2 million dodge the draft. Ukraine has more older men at the front lines than before. The situation is where Ukraine with a population of 40 million faces Russia with apopulation of 120 million, three times its size. The war is in its 4th year. Ukraine needs young people to rebuild and the focus was to prevent loss of young generation to the war to rebuild. This is getting harder to do. It also show why after 4 years of war the war on both sides has dragged on for too long. Britain, France are further away from the frontlines, and Germany, Poland much closer, the Nordic countries and Baltics having lived with Russia as a neighbor, their respective locations affect how they talk about this war. US has rightly seen that it is in no one's interest to prolong this war with loss of tens of thousands of young people every month.

Efforts by the Chinese government to control a bubble in housing prices in 2012- 2013 include a 20% capital gains tax on property transactions. Sales volume for real estate developers in Shanghai in the last quarter of 2012 was up 63% over the prior year, according to real estate agency SouFun. Prices increased by 26% for that period. The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. As Asian nations and peoples come to their own inner selves, find their inmost self, this is the culture that really pervades all of Asia. ...
