When the coronavirus spread in China it was expected that Taiwan would be affected badly. Yet Taiwan has managed the situation in a number of ways that has limited cases to 50. Health experts attribute this to quick preparation and early intervention. After the 2002 and 2003 SARS epidemic Taiwan setup the National Health Command Center (NHCC) to combine resources for managing a health crisis. This was to prepare for the next crisis. Taiwan acted early imposing a ban on travel to China, Macau and Hong Kong, and a ban on the exporting of surgical masks to keep a stockpile in Taiwan.  Taiwanese government integrated data from national health insurance with immigration and customs data. A program was developed  that allowed people to report travel histories and symptoms by scanning a QR code when they arrive in Taiwan. Travelers receive a text message with their health status that allows customs officers to focus on the ones requiring attention. The public's willingness to follow government regulation is now much higher after the difficulties caused by the SARS crisis. This makes them willing to follow more readily action taken by the government, as SARS memory is still fresh in their minds. Investments in public health systems and in biomedical research is much further advanced than in other countries. A research team at Academia Sinica has developed antibodies that can identify the protein that causes coronavirus, The aim is to shorten the test time for diagnosis to 20 minutes. The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Rich Kramer, CEO of Goodyear since April 2010, says the tiremaker's turnaround strategy was to focus on selling higher technology tires directly to customers at premium prices. About 75% of tires now sold sell at $130 and up. As recently as 2007, 40% of Goodyear's tires were low-end tires selling at retail stores for $60 each. Goodyear has shifted focus from selling to automakers to selling to customers at retail stores. The prior strategy was focussed on covering operating costs and achieving sales volume. Goodyear now sees itself as a consumer products company, in addition to being an auto supplier. Sales were 89.7 million tires in the first half of 2011. A small increase in sales of 2% from the prior period resulted in a 25% increase in revenue to $11 billion, and income of $143 million. Another reason for improvement in sales and profits is better labor relations. This was achieved by investing in new technology and plants, and putting $1 billion into the union health care fund for retired workers. The union agreed to a two tier wage system with more flexible work rules. The new technology introduced by Goodyear includes tires that reduce rolling resistance for commercial trucks and passenger vehicles. Goodyear is working on new technology to increase fuel efficiency. A $1.5 million grant from the Department of Energy funds research for tires with a miniaturized air pump that maintains air pressure. One of the severe problems noted in the recall disaster of 2010 was that practically all important quality and safety decisions are made in Japan. Without key American decisionmakers in the process this leaves Toyota exposed to all sorts of errors like the errors that ocurred in stalling the National Highway and Traffic Safety investigations into acceleration and braking accidents in Toyota vehicles. To compound theses errors managment at Toyota focussed on the $100 million in savings that avoiding or minimizing the recalls would generate, as revealed in internal documents. Early warning signs of similiar problems in Europe were not linked to problems in the U.S.. All this was ocurring against the backdrop of a change in management at Toyota- with the Toyota family once again regaining control of the company- and the failure of the management under Watanabe and previous CEO's to put quality before rapid expansion. The new changes are to have 2 new senior executive positions in the U.S. to focus on quality and safety. A chief safety executive will focus on safety and recalls, and a chief quality officer coming from the top ranks of the American operation will now sit on a special committee for Global Quality led by CEO Akio Toyoda. The commitee for Global Quality will address the global quality issues around one table with the highest ranking executives at Toyota right at the table to talk things out. ...

And doing this in a cost-effective way. The wording is designed to first focus on what is the minimum that America wants- safety from another attack. Second, to focus on doing this in a cost-effective way. At some point resources added become disproportionate to the American stake in Afghanistan. An infantryman in the Vietnam war describes a people in villages that he was supposed to protect who would not even alert American soldiers of bombs when they knew exactly where they were placed. Leslie Gelb says US should focus on its strengths, on the areas that it can build on to come up with something of enduring value and not focus all one's energies on situations and troublespots that siphon off a lot of American energies. This is a good idea and should be something that policymakers at State and the National Security Council and advisers to the President could keep in mind. There is alot to be said about the Truman example of the Marshall Plan in building western Europe after the war. At the same time its not as clear cutthat troublespots and the difficult work can be avoided. Was the Berlin airlift a troublespot? And Truman had little time to respond to the invasion of South Korea from the north, acrisis he would have chosen to avoid, if he had the choice. Instead he was drawn into along drawn out war on the Korean peninsula. Still the idea that you want to save your energies and not dissipate them in conflicts which can't clearly be won is a useful one. The Korean war was fought on conventional terms so the US could point to success years later in South Korea. But for conflicts fought in the jungles of Vietnam or in the remote mountainous terrain of Afghanistan, limited objectives and willingness to consider history, customs, and local tribal cultures is very constructive. ...

Seib of the WSJ compares the Reagan election in 1980 with Trump's bid in 2016. He finds the idea of an outsider when the public mood was for change favoring Trump, but says the comparison with Reagan falls short because Reagan had behind him 8 years as governor of the largest state in the country, and a bid for the nomination 4 years earlier. He also had personal positive approval ratings of about 70 percent compared to 27 percent for Trump.  Reagan's first trp after the convention in 1980 was to Alabama to win the support of George Wallace people in the Deep South. His focus was on reuniting all parts of the Republican Party something absent in 2016. Seib's comment about Trump being stronger on the economy is not clear. With the economy recovering, and slowing down as the presidential election approaches amid increasing uncertainty, it is possible that voters would not want to risk abrupt and sudden changes with an untested candidate. Working class voters could still see some of their concerns for change addressed by the Bernie Sanders part of the Democratic platform with help in college tution, addressing wage concerns, and opposing export of jobs, when Trump's program gives few specifics. Another difference between Reagan and Trump is that Reagan had put together an economic team under Shultz which was able to win credibility with an actual plan to implement in the first 100 days. ...

Boeing's $3.8 billion takeover of Embraer SA of Brazil is becoming a political issue in upcoming Brazil elections in October 2018. Embraer was privatized in 1994, but is seen as national asset in Brazil.

Embraer's commercial business which brings in 58% of revenue is being sold to Boeing. Boeing takes an 80% stake in commercial airplane and services business with Embraer owning 20%. A strong partnership between Bombardier of Canada and Boeing was threatening Embraer's leading position in the market for regional planes. The North American market brings in 57% of Embraer sales with only 13% in Brazil. As a result the government of Brazil knowing that Embraer's success depended on its global focus did not interfere in any way. The front runner in the upcoming October election favors the deal and the the president of the Workers Party opposes it.

Anne Applebaum of the WP describes the effect of a Dutch referendum on a 2014 European Union trade and cooperation treaty with Ukraine which taps into Dutch anti-immigrant sentiment of right wing parties and anti-corruption sentiment of left wing parties. It passed with a two thirds majority and 32 % of people voting. Applebaum says the centre right government in the Netherlands has not commented on the referendum which is "consultative." She says officials in the Dutch government told her they did not want to become the focus of anti-government sentiment in the media, because of the small majority in parliament.

China's state owned China Development Bank signed an agreement to finance a new pipeline that will carry 600,000 barrels a day of Venezuelan and Colombian oil through jungle and the Andean mountains to the Pacific coast. Colombia plans to shift its focus to export much of its 1 million barrels a day of oil production to China. Talks also were held with China on developing central Colombian coking coal reserves and building a railway to the Pacific coast. Colombian plans are based on slowing demand for Colombian oil in the U.S., with increased supplies of natural gas and shale gas in the U.S.

P&G CEO Lafley, says the company will shed about 90-100 smaller brands that generate about 10% of sales so that it can focus on the bigger brands such as Tide, Pampers, and others. Era, Cheer laundry detergent, Metamucil are some of the smaller brands. Lafley says its not size alone but whether its the preferred brand of shoppers. One such sale was pet food brands for $1 billion. About $8 billion can be generated in this way. At the same time P&G is moving into related brands such as the adult pamper business.

Ms. Park Geun-hye of the conservative party was elected president of S. Korea on Dec. 19, 2012. She received 51.6% of the vote compared to 48.0% for liberal candidate Moon Jae-in with about 87% of votes counted. Issues in the election included the high amount of household debt, welfare payments, high cost of student tution, and lack of jobs for new college graduates. Both candidates favor moderate policies towards N. Korea and the communist neighbor was not a factor in the election. The focus is on uncertainties about the economy and regional disparities between the southeast and southwestern provinces.

Tsuga says "the first thing we have to do under this business plan is to get rid of the loss making businesses." The House voted 321 to 105 to expand the AmericCorps service program and create volunteer programs with focus on education, health care, clean energy, and veterans. Americorps would grow from 75,000 to 250,000. The bill would raise the education stipend for volunteers to $5350- same as aPell Grant. President Obama's budget provides $1.2 billion for the expansion of programs in next fiscal year. AmeriCorps will get financing of $6 billion over the next 5 years. The current economic situation creates a lot of opportunities for volunteer service and may do a lot of good for the nation and the spirit of community service.

Britain's parliament voted 358 in favor and 234 against to back prime minister Boris Johnson in his effort to get Britain to leave the European Union by January 31, 2020. Negotiation will not be extended beyond 2020. With a comfortable 80 seat majority and many lawmakers newly elected in parliament in favor of Brexit the process appeared easy compared to the problems faced by Theresa May who lacked a majority. In October Mr. Johnson negotiated a deal with the EU which stated how Britain plans to leave the EU. This covered citizens' rights, a financial settlement to leave, and an arrangement to avoid a physical border in Ireland. With another vote in parliament and passage in the House of Lords the process now appears certain to be completed before January end 2020. To get Brexit done Mr. Johnson sought blue collar support in the north of England and the Midlands, a region neglected by Labour and the old Conservatives. Too much of the focus had remained on London. This strategy worked after neglect of working class districts by Labour under Blair and Brown. Mr. Johnson's approach was to commit the Conservatives to new infrastructure spending, spending on schools and the NHS, just as Mr. Trump had done in the U.S. to permanently change the Republican party. This combined with an appeal to patriotism and the idea of Britain drew strong support across England in the election. ...

Walmart has 438 stores in China with over $10 billion in sales. Oracle has smaller operations in China. Walmart is negotiating to take a 12.5% stake in TikTok and Oracle 7.5%. Bytedance owns TikTok. 40% of investors are from the U.S. with investments by Softbank,KKR, Sequoia, General Atlantic, Hillhouse Capital and other funds seeking high returns in internet companies making these investments. The educational value of the content on TikTok is considered to be minimal with mostly entertainment and customers in some countries such as India were reported to be mostly in rural areas. India has since banned TikTok. The huge investments in the internet companies in tens of billions by funds comes as infrastructure needs are not met in Europe, U.S. and India, including education and health, roads and bridges. The entire allocation of capital mechanisms have become out of focus to the needs of the present particularly after the pandemic. Funds sudden interest in using artificial intelligence to promote education would raise much skepticism and the use of TikTok for that purpose even more so. Apart from the concerns for national security that were expressed by the Trump administration, there is the broader issue of the value of children and young adults spending large amounts of time on such media at a time of deteriorating educational levels in all countries of Europe, North America, and in India and China. ...
