The WSJ's Joyu Wang looks at the life and political career of Taiwan's new president Lai Ching-Te. Lai has a completely different background from his mentor Tsai the DDP leader who led Taiwan for two terms. In contrast to Tsai who was from an affluent family and worked in the ministries, Lai is from a family with 6 children in northern Taiwan. His father was a coal miner who died in a work accident when he was a few months old. He studied medicine at Cheng Kung University medical school, before leaving medicine for politics at the urging of his teachers. Taiwan was in the middle of a pro democracy movement as the Koumintang party lost its grip on government in the 1980's. The DPP was in its early days and Lai was elected to the National Assembly in 1994. In 2010 he was elected mayor of Tainan. In 2014 by 72% of the vote he is reelected and 2017 the DPP's Tsai serving a first term as president brings Lai in as premier. People who know him say he shows great empathy with working people yet can be slow to change once he has made up his mind. This WSJ report says compared to Tsai Lai is less predictable as he believes in Taiwanese independence and does not hesitate to say this. He once having said he would like to walk into the White House to talk with the US president. This means he is less predictable than Tsai for both China and the US who seek to keep the relationship with Taiwan stable so that US-China business and other relations can be stable -without the distraction of a Chinese response to every move by Taiwan towards independent policies. Lai built a new science park in the city of Tainan, a new art museum and a new flood management system. ...

Political activism and grassroots efforts- other than street protests - are increasing in eurozone countries facing high unemployment and austerity cuts. The focus is on cleaning up the political system rife with cronyism, corruption and wasteful spending. Brat and Bjork describe one such effort in the town of Torrelodones, Spain, 18 miles from Madrid. Criminal investigations in many Spanish cities have increased public awareness and participation in local government. European Social Survey based in London, reports political activity of this kind in Spain jumped from 27% in 2008 to 39% in 2010. There is an increasing sense that the political elites of the two main parties, the Partido Popular and the Socialists have failed to bring clean government and transparency to Spain. As a result progressives are joining conservatives in an effort to clean up years of wasteful spending, cronyism and corruption in government. The Union for Progress and Democracy, representing an alliance of such groups would win 13% of the vote in a national election, and the ruling conservative Partido Popular would lose half of its support and get only 22.5%, according to independent Spanish polling firm Metroscopia. The new push for transparency is one of the welcome changes at a time of austerity cuts and 27% unemployment in Spain. Many of the perks of public officials such as chaeuffer driven cars and police escorts, contracts for favored few at higher prices, are out in many cities, and accounts made public for scrutiny and change. Transparency International's transparency index shows 33 out of 110 of Spain's biggest cities scoring top grades on the 2012 index, jumping from only one. Following the example of the regional government in Navarra, the central government is drafting the first open-records law. Castilla-La Mancha, the area around Toledo, run by a clean government advocate Maria Dolores de Cospedal from the Partido Popular has taken aggressive steps to clean up the local government and wasteful spending- see the link to Castilla La Mancha. Her long term approach is to clean up government spending and accounts with the idea of preserving spending where it is most needed, in education, healthcare and vital services hit by cuts, an approach being taken in other Spanish cities. ...

Mohamed El-Erian is cohead at Pimco with Bill Gross. He was with the IMF for 15 years before joining Pimco which he left in 2005 to go to Harvard. He left Haarvard in december and rejoined Pimco. Pimco or the Pacific Investment Mangement Company oversees $810 billion in assets. Every spring employees of Pimco get together to paint a big picture view of what secular trends will drive markets. El-Erian says he missed this at Harvard. Very few of the investment managers marketing products to Harvard Investment Mnagement were anchored by secular or long term views. He appreciates the disciplined hardwired thinking that Bill Gross goes through on such issues as the end of the Cold War, the spread of capitalism in emerging markes, the USA productivity surge, and the rise of China's influence on the global economy. El-Erian thinks these secular long term views are anchors that help you from getting caught up in bad trades. In his view the last decade saw the balance sheet of emerging markets get recapitalized, the after Enron and Worldcom the US corporate and industrial sector recapitalized its balance sheet. Now its the US financial system that is recapitalizing its balance sheet, once this period is over it will be seen as very positive. He sees the USA about three quarters of the way through a major dislocation that has repriced the financial system. He sees risk for the small and midsized USA banks that are heaavily tied to commercial real estate and the consumer. The pressure is great for consumers. And unemployment is absolutely the key for the next 6 months, El-Erian emphasizes, because if too many people lose their jobs income and consumption will be thrown off balance. He says Pimco is focussing on senior parts of the capital structure with very high quality bonds....

Andrew Stuttaford's excellent review of a book on the hyperinflation of Weimar Germany. In early 2010, the out of print book, "When Money Dies," by Adam Fergusson was trading for four figure sums. It describes life under hyperinflation in Germany and the events leading to it, the efforts to find a solution, and the collapse of the German economy with the worldwide great depression. The book describes the death of the German mark, with 20 marks needed to buy one British pound in 1914, going to 310 billion in late 1923! The story starts with the onset of war in 1914, and the fateful German decision to fund the war effort largely through debt and the printing presses. What exacerbated the situation was the relatively shallow capital markets in Germany, the creation of 'loan banks' funded by a printing press used by the central bank, and the muffling of all information. The stock markets were closed during the war and foreign exchange rates were not published. The destruction of the war, revolution, protests, imposition of reparations by the victorious powers, and terrotorial occupation worsened the situation. The efforts of central bank president, Rudolf Havenstein, to prevent mass unemployment by devaluing the currency to keep exports competitive, worked only for a time. In the end, says Fergusson, the music stopped. Lacking a reliable pricing mechanism and faced with huge strains, including the onset of the worldwide depression, the whole German economy stopped functioning at even the most basic level. The whole economy was reduced to barter. Rent was payed with butter and lumps of coal were bartered for something else. The only time an economy was reduced to barter in recent times (in the last 2 decades) was the situation in Argentina after a sharp devaluation. The Russian economy also faced a trying period in recent years with the collapse of communism and a collapse of the currency. And the Asian economies faced a difficult period during the 1997 Asian financial crisis. But nothing compares with what happened in Weimar Germany. The book was originally written for a British audience at a time of rapid inflation in the 1970's, and it reminded readers of the connection between the quantity of money in circulation and price stability. Financial crises play out in different ways in different periods, but it is a sobering warning for the need for prudence in financial affairs, avoiding excesses, the need for global cooperation and a measure of peaceful coexistence in world affairs that enables financial systems to work. With excesses in asset bubbles of the stock market or housing kind, bad loans in the financial system, overleveraging in the financial system, lack of reserves, or huge trade deficits, posing the new types of risks in today's environment. Bad loans in the financial system caused problems in Japan in the past and pose risks in China today, overleveraging caused problems in the US in 2008, lack of reserves in S. Korea in 1997, a collapse of the currency in Russia in the 1990's, and a sharp devaluation with a lack of reserves in Argentina. Too much money in the system, as in China today with the sharp increase in bank lending as part of the stimulus following the 2008 crisis, can distort the functioning of the financial system with excesses in real estate speculation and overproduction. The nature of the crises are different but all have a common factor of tolerance for excesses over a long period and a lack of prudence, exacerbated by international tensions and wars that weaken a country's finances. The twin wars in Iraq and Afghanistan are estimated to cost a trillion dollars each and this can only exacerbate the finances in the US, when coupled with other factors such as bad real estate loans in the financial system, and huge trade deficits....

A new report on American driving habits by Samantha Gross and Aaron Brady of Cambridge Energy Associates shows that finally the gasoline price increases are beginning to bite the consumer and American drivers are changing their habits. After increasing from about2.5 trillion miles of total vehicle miles travelled by Americans in 1998 to about 3.0 trillion miles in 2007 the last 6 months are showing a downward trend for the first time. In the late 1970's and early 1980's something similar happened with a deep recession, rising gasoline prices and improved fuel efficiency standards, during this period gasoline consumption declined by 12 % accordingt o CEA. What is different now? For one thing the environmental issues are a big factor now and they take a new meaning as developing countries like India China Brazil and Rusia as well as other countries with much larger numbers of people than the US and Europe are now part of the car buying and electricity using peoples of the world. Its impossible both for the environment and for resource supplies to meet the needs of billions of new people joining the global economy and western ways of living without doing something radically different. And he problem is immediate as China becomes the second largest car buying country and India is not far behind with an explosion in Nano sales expected in the next few years, and the huge demands on electricity in these countries meaning burning huge amounts of coal to generate this electricity and create global environmental problems. All this makes the 70's and early eighties period remotely relevant. We are looking at something hugely different and 21st century defining now as its clear fuel has to be conserved and resources shared between the western world and the developing world, and technology moved forward quickly to meet the needs of a new world of Asia, Africa, Europe and the Americas all bundled into one both by the global ecoomy and the way business operates and by the needs of people everywhere. And the media and public perceptions may be just catching up to these changes which are already taking place on the lands and under the feet of millions of people around the world. Some clues to what might have happened. Americans spent 4.5% of their after tax income on transportation fuels in 1981 according to Global Insight, a forecasting firm, and this went down to 1.9% in 1998, and is back up to 4% now in 2008. In California and more affluent areas of the country where the incomes are higher and gasoline prices are higher over 4% is spent on transportation fuels, whereas in areas of Alabama and Mississippi in the poorest areas where gasoline is less expensive this is over 16% according to the New York Times interactive graphic. During this period 1998 to 2008 demand increased for gasoline, in terms of the number of miles driven went up by 25% from 2.5 trillion miles driven to 3.0 trillion miles driven, and the sales of large pickup trucks and SUV's soared to make them the largest number of vehicles sold each year. At 1.9% of after tax income nationally, transportation fuels were cheap and consumers reacted rationally by splurging on gasoline in the USA. As a sobering note to all this sign of improvement in conservation of fuel the miles driven are still at about 3.0 trillion miles the high reached last year 2007. It will take a lag of a couple of years before a changing fleet to smaller vehicles and more fuel efficient vehicles and better driving habits and conserving fuel habits to make itself felt in transportation fuel usage across the USA and this requires prices at least at these levels to make the change seen as necessary to meet global needs and global environment....

The WP's Adam Taylor gives readers glimpses of Ukraine's and Crimea's history. The Crimea was at various times part of the Greek and Roman Empires as Taurica, the Mongols, the Khanate since 1400, and part of the Russian Empire since 1783. About 60% of the population is Russian in the Crimea, 12% Tartars. Under the Soviet Union it was first the Crimean Autonomous Socialist Republic till 1945 and then Crimean Oblast, an administrative region of Russia. It was made part of Ukraine by Russian premier Krushchev in 1954, Krushchev himself being a Russian who came up through the Ukrainian Communist party. In Dec. 1991 a referendum was held in Ukraine, 54% of Crimean voters favored independence from Russia. Crimea remained part of Ukraine with autonomy including its own constitution, and legislature. A 1997 treaty allowed Russia to base its Black Sea fleet in Sevastopol, Crimea.

It only creates new volunteers among the young for the Taliban and legitimizes anti-American feelings after bombings of this kind. Its also exactly as the Taliban intended it, as they hid among the civilians with this in mind. US soldiers outnumbered in difficult terrain and vast spaces call in airstrikes after ambushes and difficult fights. The US has to do some serious problem solving on this one, or risk losing the support of ordinary Afghans , and with it the war. These are some of the tough choices in this war, with what kind of air support to fight this war. One that is pinpoint and based on accurate intelligence and in skirmishes in the open, but avoiding the kind that gets close to civilian areas. And finding other ways to tackle the problems. Having popular support is critical, and providing security is critical, which calls for more feet on the ground, more aid workers on the ground, and more to show for these efforts in reduced casualties and better lives of the people in each area. ...

With funding from the International Finance Corporation, Bangladesh, Pakistan, and other developing countries with shortfall in energy supplies are building offshore LNG terminals. The demand for LNG in these countries is expected to surpass the demand in developed countries.  IEA estimates show 90% of global LNG demand growth by 2022 coming from these emerging economies. Shortages of electricity in places such as Karachi and Dacca are the reason for the growth. Putting LNG terminals offshore is a viable and economical alternative. Petrobangla is completing a offshore LNG terminal by 2018 with IFC funding. Pakistan completed a floating LNG terminal at Port Qasim in 2015 for importing LNG from Qatar. This terminal alone covers 30% of the needs not met from domestic supplies in Pakistan for gas, according to Engro Elengy data.

Questions readers raise about Lewis Sorley's account of wins in the latter part of the war in Vietnam. The idea presented that had the country stood behind the war effort it could have been turned around. Here President Johnson's own deputy national security advisor, Francis Bator, who is Professor emeritus at the Harvard Kennedy School, refutes this notion by saying that: "in Vietnam the goal was clear but unattainable by any means not grossly disproportionate to the American stake." He goes on to say that false inferences from that failure will not help President Obama with the hard question of deciding what feasible goals and means in Afghnistan and Pakistan and other places will minimize chances of amajor terrorist attack on the United States, whaterver its origating location. And doing this in a cost-effective way. The wording is designed to first focus on what is the minimum that America wants- safety from another attack. Second, to focus on doing this in a cost-effective way. At some point resources added become disproportionate to the American stake in Afghanistan. An infantryman in the Vietnam war describes a people in villages that he was supposed to protect who would not even alert American soldiers of bombs when they knew exactly where they were placed. Soren Skou, the head of the container division of Demark shipping line A.P. Moller Maersk A/S, says the volumes worldwide are expected to increase by 4% in 2012 over the prior year, compared to the 7% increase in 2011. This reflects the deteriorating conditions especially in Europe for goods from China. China is also losing competitiveness in relation to countries like Vietnam and Bangladesh for shoes, toys and labor intensive goods. Tim Smith, Maersk's head for the North Asian region, says the container shipping industry will see annual growth slow from double digit increases to somewhere between 5 to 7%.

Credit Suisse research of loans at 3,550 nonfinancial services companies in India with total borrowing of $385 billion as of March 31, 2011, shows 30% had net debt more than six times current earnings before interest, taxes, depreciation and amortization. This is an increase of 50% in 5 years. Goldman Sachs estimates gross nonperforming loans including restructured debt will climb up to 6% of total loans in the next financial year. This is an increase from the 5% in March 2011. The Reserve Bank of India's stress test report of Dec. 2011 forecasts 5.8% of non-performing assets in a worst case scenario. This is twice the current level. This is largely a result of Indian banks increasing lending after the 2008 global financial crisis, with the worst affected and leveraged sectors being private airlines, construction companies, utilities and real estate developers. At the same time prudent regulation has ensured a capital to risk-weighted assets ratio according to RBI of 13.5% at the end of March 2011. This compares with the same ratio at 14.5% as of March 2010. Additional risks come from declining economic growth. Industrial output in October 2011 was down 5.1% from the prior year. ...
