The U.S. House of Representatives votes to repeal and replace the Affordable care Act 217-213. Moderates were won over by an addition of $8 billion  to add coverage for a popular feature of the ACA that covered people for pre-existing conditions.  The bill that passed gives credits of $2000 to $4000 a year, depending mostly on age, upto $14,000 for a family. Credits are reduced for individuals making over $75,000 a year or families making over $150,000. There is no mandated insurance coverage. This trims the federal budget deficit, yet also is expected to keep 24 million more Americans without health coverage after 10 years. The bill now goes to the Senate where moderate Republicans are worried that this may increase premiums for older people, one of the drawbacks of the earlier version of the House Republican bill.

The Guardian points out that Macron is making a political choice rather than an economic imperative with making workers work longer for pensions during a cost of living crisis. France's pension advisory council says that the annual 10 billion to 12 billion euro deficit for pensions was manageable in the context of total expenditure of 340 billion euros. It also predicted agradual return to breaking even by the mid 2030's. As much as 80% of people under 65 oppose the reform says the Guardian. Macron has a minority government and won with support from working class parties led by  Melenchon, and is in his second term, so it is not clear anymore why he has pursued this course of action.

Pep Guardiola has a lot of faith in Messi who scored 73 goals 10 years ago under Guardiola. After Barcelona's poor decisions in letting Neymar go to PSG, and the recent letting go of Luis Suarez, there was little incentive for Messi to go on. In fact the way Messi sent a fax to Barcelona about his intention to leave made headlines, it also showed that Barcelona is not what it was in its glory days. Barcelona's focus on money in its deals asking a huge transfer fee of 700 million has turned off fans.

The move by Peugeot and Fiat Chrysler to merge is seen as an effort to use consolidation as a way to tackle depressed demand. Ford and GM are struggling in foreign markets, as Toyota and VW have expanded in foreign markets, and Geely has expanded in China with stakes in Daimler and Volvo AB. Added costs for the shift to electric cars, higher emissions standards,  are also hurting car makers. Global new car sales of 96 million in 2018 are expected to decline by 4% in 2019, and remain sluggish, with the U.S. China trade war and Brexit taking its toll. Some car companies are particularly affected. Chrysler's European car factories ran at about 52% in 2018, well below European industry average of 73%.

For years the US shunned artisanal mining by small operators using children with no safety equipmentn for cobalt supplies. With China restricting the supply, the US AID agency has a $20 million program to integrate these small operators into the global supply chain. The US is coming to terms with the "inconvenient truth" that is there when it involves mining in the Congo for cobalt, a precious metal that is needed for renewable energy and lithium ion batteries in electric cars. Don't forget that 70% of the world's cobalt comes from the Congo and a third of this is dug up in small mines dug up in an in formal sector where children also work and there is no safety equipment.

Mexico's newly elected president Lopez Obrador says spending for a new airport was not in the interest of a country with Mexico's social needs. He voted to cancel the project in favor of using a military airbase north of Mexico City and building new runways to complement the existing airport. The aiport project was a key effort by the outgoing administration of Pena Nieto. About $5 billion spent on the airport would be written off, and bondholders holding $6 billion in bonds could ask for payment.

The airport cost originally estimated at $10 billion is now expected to cost $13.3 billion. Mexico City airport handled 44 million passengers last year and the new airport was intended to handle future congestion.

Death rates for asthma for 10-24 year olds were the highest in the UK among 14 European nations, included in an analysis of 19 high income countries. The UK has the highest obesity rates among the European nations. The report of the Nuffield Trust and the Association for Young People's Health shows UK lagging in a number of indicators. Years lost to ill health and burden of these diseases is the worst in the UK of all 14 European nations in the study. The situation is worse for low income households with high disparity for low income families.

Experts say the UK is getting something badly wrong even though  NHS Long Term Plan is increasing funding  by about 20 billion pounds by 2024

India's airline market has grown from 51 million passengers in 2010 to 138 million in 2018. 600 planes are in operation with 859 on order. The airline industry in India is experiencing intense competition and putting some airlines such as Jet Airways in trouble as they compete with low cost carriers such as Indigo.

Jet Airways has temporarily stopped operating its 115 planes on about 1000 routes as it has failed to win new funding. This could lead to higher prices. Fuel prices and depreciation of the rupee hurt Jet Airways.  A problem for Indian airlines is the thin margins and the uncertain oil price environment. Etihad Airways took a 24% stake in Jet Airways but that partnership has not prevented Jet from having problems with lenders.

The CEO of the New York Times and the former director general of the BBC, takes a look at the public discourse in the 2016 U.S. presidential election and in the Brexit campaign, and finds some troubling changes. The use of words that can eaily be picked up by Twitter and social media to attack opponents, the complete disregard for facts, and outright attempts to denigrate and destroy using rhetorical tactics, and a section of the public that has turned away from the facts or is disinterested in facts, is deeply troubling for Mark Thompson. When the public discourse fails, then the politics as a whole starts to collapse, says Thompson. We are children of the enlightenment, says Thompson, and were taught to look underneath statements to discern the truth. This is a crisis in public discourse. Worse it is one in which truth telling by people who say they are outsiders and tell it like it is, is not about telling the truth. Which is what makes it so dangerous. Thompson cites the statement by Michael Gove that "people in this country have had enough of experts," as another dangerous sign. He says it is time that experts make themselves understandable and talk in a way the public can understand. The media needs to explain issues in clear ways, and professional policymakers language of discourse needs to be conveyed in better ways that the public can grasp, in which the Brexit Remain campaign failed, says Thompson. Its important to acknowledge the problem, as the health of our democracies depends on finding solutions to what has happened in 2015-2016 to change the public discourse and let it deteriorate to unimaginable levels.  ...

The real effective exchange rate, measured on a trade weighted basis and adjusted for relative consumer prices is the more significant rate. The real rate shows the yuan up by 5.3% in 2011, according to the Bank for International Settlements. In November 2011 the yuan appeared to be weakening, and China's prime minister, Wen Jiabao, says China wants to see the renminbi more flexible "in either direction."

Much of the effect is psychological as the impact is felt on the East Coast, California, Midwest and the D.C. area. The median U.S. county will see a decline of 0.8%, and some counties in New York could see declines of 10%, according to Moody's analysis. The impact is greater for higher priced homes, and where incomes are higher with big mortgages and big tax bills.

The epicenter of this earthquake is 50 miles from Chengdu, capital of Sichuan province. The Obama administration is pushing for new U.S. fuel efficiency standards of 56.2 mpg by 2025. In May 2009 President Obama announced domestic car and light truck fuel efficiency standards of 35 mpg by 2016. Europe is expected to reach fuel efficiency of 60 mpg by 2020. This would still leave Europe considerably ahead of the U.S. in fuel efficiency for automobiles, but the gap would be much smaller. For the last several decades the U.S. has fallen sadly behind Europe and Japan in fuel efficiency. The perception of poor fuel efficiency hurt the automakers badly during periods of high fuel prices and when buyers were facing difficult economic choices. The automakers are beginning to grasp this fact. Mark Reuss, president of General Motors, commented that- "it's very challenging, but its upto us engineers to provide high value to the customer and support the environment." This is an issue that has serious national and global implications as it affects the future prices and demand for oil, emissions, and future economic growth. It would also bring the U.S. in line with Europe and Japan when it comes to fuel efficiency of automobiles. ...
