G.E. does this by lobbying for tax breaks, aggressive strategies for reducing taxes including concentrating its profits offshore, and innovative accounting. G.E. has a large tax department, which some call the nation's largest tax law firm. Other firms are following the same practices The corporate share of the U.S. tax receipts has fallen steeply over the years- down to 6.6% in 2009 from 30% in the 1950's. This raises all sorts of questions in the current budget deficit situation facing federal and local governments.

The corporate income tax rate for American companies is 35%. But many American corporations do not pay 35%. G.E. is likely to pay no federal income tax in 2010. G.E. Capital lost billions during the financial crisis and it is using a tax loss carry forward. It is also using a tax break called the active financing exception which allows U.S. companies to avoid taxes on overseas profits if those profits are made by actively financing some activity or deal, a tax loophole created in 1997 that G.E. lobbies hard to keep. For G.E. the worldwide tax burden was 7.4%. Google also pays a low tax rate. Robert Willens, a corporate tax expert, says the typical multinational corporation pays about half the stated tax rate.

The former Chief Election Commissioner of India, Mr. S.Y Quraishi, looks at the 2019 Nigerian elections. Nigeria has about 47% of the population of West Africa. Muslims and Christians are almost equal in numbers and there are 300 ethnic groups. About 82.3 million voters were registered to vote. Quraishi sees the 41% registered voters to be disproportionate to the total population. In India about 62% of the total population is registered to vote. The Independent National Election Commission (INEC) chairman, Mr. Mahmood Yakubu, says security, fake news, hate  speech, and expenditure control are the top issues. Postponement, delays and chaos at polling stations contributed to a historic low turnout, 35.6% compared to 44% in 2015. Police presence was discreet and needed for the elections. A coalition of 70 civic organizations monitored the elections and contributed to its credibility. In Lagos there were 1.1 million valid votes. India has strong interest in Nigeria's democracy. Over 135 Indian companies have operations in Nigeria, including  State Bank of India, Bharti Airtel, Tata, Bajaj, Birla, Kirloskar, Mahindra. The election commissions of the two countries have met yet there is need for more engagement. About 50,000 Indians live in Nigeria. By continuing the process established by the two earlier elections including a peaceful transition from Mr. Goodfellow to Mr. Buhari, Nigeria is strengthening the democratic process. Krugman points out that the federal tax rate for the top 1% is 34% in 2013, according to the Congressional Budget Office, because president Obama let the high end Bush tax cuts to expire. It is the number to remember says Krugman- 34. In 2008 the figure was 28.2. What is the Winter Fuel Payment in the UK? The Independent provides some answers. It was introduced in 1997 by a Labour government in Britain. It now provides 200 pounds to people over age 66, and 300 pounds to people over age 80. To get this payment pensioners and retired people have to be eligible for pension credits. This is possible if your income level is - Income at £11,343.8 a year if single, or a shared income of £17,313.4 for two or a couple is what qualifies one for this winter fuel allowance. The British energy authority says winter fuel costs will rise by about 300 pounds. This means a 500 pound hit to budgets of pensioners who are not eligible for winter fuel allowance under the Labour plan. The Labour plan is to do this because of the hole in public finances left by the Tories of 22 billion pounds. Starmer and Reeves say this is needed and the responsible decision. Airel says she can't tell her 15 year old daughter that it can provide a good life today with wages falling behind soaring costs in the Seattle area. Note that the new contract states the 437 billion dollars of planes backlog Boeing has will not be made in non union plants in the South, most will be made in the Seattle area home to Boeing since it's founding. How does Boeing see this happening without a wage deal that workers are not happy with, when since 1997 the workers were being treated as a transaction and losing out. Boeing workers say the new contract has no bonus program and does not restore fixed benefit pensions which were replaced by 401 K's . The housing prices index in the Seattle area for last decade rose 128% and average price of a home in Seattle is $835,000. Average worker pay in 2024 is $75,000 and fallen far behind costs of living. It's all been downhill say veteran Boeing workers after the 1997 merger with McDonnell Douglas and the shift of corporate offices to Chicago. ...

Community Aging in Place: Advancing Better Living for Elders, has been here since 2009, it is offered in about 65 places across 26 states. in the US. It helps people 60 and up stay in their homes such as Chikao Tsubaki 87 years shown here in the Washington Post. It brings a repair worker into the home to figure out how to make it safer for falls, in addition to an occupational therapist and a nurse. Center for Disease Control and Prevention says these falls contribute to deaths of 41,000 older Americans each year and cost Medicare $50 billion. Yet this report in The Washington Post shows Medicare does not cover it, and most private insurance plans do not grasp the idea of keeping people healthy in good settings, paying only when people fall, doing little to prevent the falls. Sarah Szanton is a nurse practitioner who worked with older Americans in home settings in West Baltimore and started CAPABLE in 2009, and is now Dean of the John Hopkins University School of Nursing. In it the client and care team work together to do problem solving and brainstorming. Car insurance and tariffs on Mexico made auto parts would take a 2 year lag in inflationary impact, says this report in WSJ. Insurance companies will wait to see the impact and how long the tariffs are in place. Tariffs are put in place to stop fentanyl flows through Canada, Mexico and China to the US, which have cost 490,000 deaths in the US over the last 12 years. Canada now fully supports the US for action to be taken and cites similar loss of lives in Canada from fentanyl comparable to the US for its smaller population. Much of the focus on tariffs is seen as economic action in the media, when as Commerce Secretary Luttnick pointed out it is being used as an instrument to get immediate action from countries that have not acted to stop the flow of fentanyl -action they should have done taken many years back. DJT's action is to protect average Americans, communities across the US that have lost their manufacturing base to Mexico and China, and are being hit by the flows of fentanyl across borders for over a decade now. The major part of 4.5 million deaths have been saved in the US just by the decline in smoking. About 4.5 times the losses during Covid pandemic 4.5 million American saved lives just from the efforts to cut smoking of the last 2 decades, and better cancer screening and treatments. Stopping cigarette advertising saved millions of lives. It means letting processed food companies advertise freely, the FDA not doing its job by letting  companies use Red Dyes in food, and lobbyists for plastics companies not stopping PFAS contamination are all costing American lives in the hundreds of thousands. Cancer rate for women keeps increasing as men cancer rate drops. Men took up smoking in large numbers and the decline in smoking had a bigger impact for men's cancer rate. The overall cancer rate has dropped by 34% since 1991 largely because of the decline in smoking. Men's cancer is now almost even with women in 2021 compared to men having 1.6 times the rate of women in 1992. For women increase in breast feeding and having children at a younger age reduced some kinds of breast cancers, as women had children later, and higher use of alcohol, physical inactivity, obesity added to increase in cancer rates. ...

Apple to ship 25 million iphones made in India to the US for the June quarter 2025, meeting 50% of US demand. This will reduce iphone tariff from 20% for China to 10% for India. Apple will take $900 million in added costs for the tariffs for the June quarter and higher costs for future quarters. Apple made 24.8 billion on $95 billion in sales for the 1st quarter of 2025.  Apple will not get the $20 billion payment it gets from Google for making Google search the default search engine on Safari web browser. This is 25% of Apple profit. A federal judge declared this payment illegal on antitrust grounds. Another federal judge has referred Apple's App policies for criminal contempt investigation. Apple has been late to recognize the dangers of concentrating production in one country. Eight years after the 2016 election won by DJT Apple has not corrected this concentration in one country. Apple has focused on proift alone ignoring the potential for education for it's products such as the iPad. Geert Wilders says he he is withdrawing support of his party PPV which won 23% of the vote in the last election from the Dutch coalition government because his 10 point plan for immigration was not being implemented. It calls for border closures for asylum seekers, deporting dual nationals who have committed a crime, and the military controlling Dutch borders. Wilders says "no more asylum centers. Close them." Germany is putting through strict immigration laws under the CDU leadership of chancellor Merz including control of borders, border checks, deporting dual nationals who have committed a crime.  This policy is being followed by the DJT administration in the US. There is little public patience with migrants after the experience in the US and Europe. What has changed is that centrist parties, Catholic/Protestant centrist parties such as CDU/CSU in Germany or business centrist parties such as Republicans are partnering with socialist parties such as Social Democrats in Germany, and many Democrats in the US with the clear goal of controlling borders. In the UK and in Denmark socialist parties such as Starmer's Labor in UK and Mette Frederiksen's Social Democrats in Denmark have clear goals to strictly close borders and send back migrants to home countries. ...

China would then have to find a way to preserve its $1 trillion surplus without the American market  which would require it to find other markets, and create a domestic market, if it chose not to negotiate and accept American manufacturing goals. ...

Leadership and the courage to look at things differently and realize the changes going on across the world were required for reaching an agreement on cooperation between the U.S. and India in the field of civilian nuclear energy development. The agreement provides for separating the civilian and military nuclear programs. Under the agreement 14 of India's 22 nuclear plants would be classified as as for civilian use and made subject to inspections. This establishes the framework for developing nuclear energy in India with U.S. help to meet India's pressing energy needs. Bush said it was important not to get stuck in the past- "I'm trying to think differently, not to stay stuck in the past, and recognize that by thinking differently, particularly on nuclear power, we can achieve some important objectives." Bush emphasized this in a joint news conference with Indian premier Manmohan Singh- "What this agreement says is, things change, times change, that leadership can make a difference." The most alarming report is that from researchers at Peking University Health Sciences Center in Beijing, which shows 10 years of data on lead poisoning. Its conclusion: About 34% of children in China have blood levels that exceed the WHO limit of 100 micrograms per 1 litre of blood. A whole generation of children may be compromised. To avoid being noticed factories that have toxic byproducts or emissions are being setup in the countryside. Lead products are added to herbal products that are sold by weight to make them weigh more. It is regularly added to plastics and vinyl to make it temperature resistant. Once in the human bloodstream lead mimics other substances like calcium and zinc and iron and binds to sites in the brain intended for calcium disrupting brain cells leading to ireversible brain impairment. See the article in August 2, 2007 NYT, about the recall of 1 million Mattel toys, Elmos and Big Birds, for lead detected in them. Note that Mattel's monitoring system did not catch this, it was caught by a retailer....

This editorial in the WSJ points out that U.S. president Obama made economic inequality "the defining challenge of our time" in his State of the Union address in 2013, yet the U.S. has seen widening economic and social disparities in his two terms- creating the situation where Bernie Sanders is now in a virtual tie in Iowa with Hillary Clinton. It says Hillary Clinton wins handily over Sanders on three of four issues of the most concern for Democratic caucus voters in pre-entrance polls, healthcare, terrorism, and on the important issue of jobs and economy by 51% to 42%. Where she falls behind is on the issue of income inequality, and by a very wide margin reflecting voter disillusionment with policies that resulted in marginalization of some workers through globalization and long term unemloyment, and reduced access to education with high tution costs- there Sanders wins by 61% to 34%. Federal Reserve policies that kept rates low near zero hurt middle class savers, working class savers, and benefitted disproportionately upper class investors in the stock market, widening the social and economic disparities....

WSJ's Chuin-Wei Yap provides a glimpse of life in Chengdu with the closing of the Panchenggang steel factory. The Chengdu Iron and Steel factory was started in 1958 under Mao's effort at industrialization. The city depended on the huge steel complex for jobs as generation after generation worked at the same factory. The factory was closed in 2015. Mr. Deng is a laid off worker who gets $24,000 in buyout following 26 years at the plant, and 1500 yuan or about $235 month for 2 years of unemployment benefits with required retraining classes. Economic uncertainty is faced by many laid off workers, worrying about children's college education, spouses doing odd jobs, including a pedicab run by Mr. Deng's wife. About 2 million workers in China work in steel factories, with production having reached extremely high level of overcapacity of 800 million tons. With the plant gone, the local hospital Panchenggang District Hospital, is restructured and bought by a private company, 115 doctors and other staff are offered buyouts....

The legenday hitter and catcher of the New York Yankees Yogi Berra (1925-2015) dies in New Jersey at the age of 90. His many popular sayings, including the one " It aint over, till its over," and "When you come to a fork in the road, take it." He was born in St. Louis to a family of immigrants from Northern Italy. In his best year with the Yankees in 1950 he had 124 runs batted in and 116 runs scored. He was MVP in 1951, 1954 and 1955, and was part of the team that was the rival for the Brooklyn Dodgers between 1947 to 1956. As a catcher he played Game 5 of the 1956 World Series, the only no-hitter in World Series history, which was played against Brooklyn Dodgers. He became a loved figure in American life with his wit and sayings, his skills in the game, and his integrity. Between 1963-1974 he served as manager and coach for the Yankees and the New York Mets, and later coached for the Houston Astros in the eighties.

Russia's national airline, Aeroflot, has goen through a transformation by improving safety and inflight service through a rigorous program of training for pilots and inflight service personnel by 2015. It is 51 percent state owned. Aeroflot has the advantage of the Moscow hub which cuts passenger travel time to distant destinations by 2 hours compared to Dubai hub of Emirates airlines. A flight New York to Shanghai is shorter by 2 hours for Chinese travellers. The Moscow- Rome flight is 80 percent filled by Chinese passengers for example. Passenger volume is up 10.3 percent in the first 9 months of the year, even as air travel in Russia was down 3.4 percent in Russia, according to Aeroflot and transport ministry. One advantage enjoyed by Aeroflot is its very young fleet of planes, with age of 4.3 years on average in 2014, compared to Delta at 17 years and British Airways at 12.6. It has 118 Airbuses and 25 Boeings, and has added 21 locally made Sukhoi Superjets to support the local aircraft maker. ...

Only 5.8 billion of the $39 billion in the stimulus package of $787 billion assigned to the Department of Energy for creating jobs in the field of "green" energy has been allocated as of June 19th. THe Department of Energy is structurally still making the shift o its new role as funder of green energy projects for energyefficiency and green fuels. It was understaffed as an agency with abudget of $26 billion. With the additional $39 billion a lot has to catch up for it to meet its new role. Besides awarding new contracts and grants the Department of Energy has pre-existing loan guarantee and direct loan programmes for energy projects that are boosted by stimulus money. And as this was moving very slowly, taking 3 months just to appoint an analyst to to look at an application, the staff for this is being boosted from 35 to 95. Because of the shortage of people the Department has asked Universities and trade associations for help for volunteer experts to look at loan applications. About 2000 experts have offered their help....

The cash for clunkers program in turning in excellent results bothy in terms of promoting sales and in terms of the mileage improvement for the new cars put on the road. For Motor saw sales up 2.4% over same month 2008 and Hyundai 11% increase. In the light of this and the speed with wihich the initial $1 billion was used up and the $2 billion that was aded by Congress, and the success of the program in Europe, its hard to understand so little money has been allocated to this program as a part of stimulus spending. Senators Feinstein, Collins and Schumer are encouraged by the customer reaction to choose higher mileage vehicles. According to the Transportation Department, the average fuel efficiency of trade ins was 15.8 mpg, and the average fuel efficiency of vehicles traded in 25.4 mpg. Equally significant was that 83% of the trade-ins were trucks and 60% of new purchases were cars. The Ford Focus was the top selling vehicle. Dealers estimate they sold 250,000 cars with the rebate money....

Ford executes new strategy for reaching the younger first time buyers of small cars in India. The car is a hatchback called the Figo designed with the help of Indian engineers for the Indian and overseas markets. It has done a$500 million expansion of its plant in Chennai, India, doubling production to 200,000 vehicles ayear, and 250,000 diesel engines a year by 2010. Mullaly says: "literally India is designing the small car for the world." Separately Ford is building a new car plant in Chongquing, China, for 300,000 cars, midsize and suv's. The change is huge and dramatic for car production. CSM Worldwide predicts car sales in India 45% higher in 2011 compared to 2007, and 39% growth in China, 26% in Brazil. In contrast, car sales in North Americaand Europe will not have returned to 2007 levels by 2011. Considering declining levels in Japan and Germany sales may be on a slow downturn. See links to this.
