One of the severe problems noted in the recall disaster of 2010 was that practically all important quality and safety decisions are made in Japan. Without key American decisionmakers in the process this leaves Toyota exposed to all sorts of errors like the errors that ocurred in stalling the National Highway and Traffic Safety investigations into acceleration and braking accidents in Toyota vehicles. To compound theses errors managment at Toyota focussed on the $100 million in savings that avoiding or minimizing the recalls would generate, as revealed in internal documents. Early warning signs of similiar problems in Europe were not linked to problems in the U.S.. All this was ocurring against the backdrop of a change in management at Toyota- with the Toyota family once again regaining control of the company- and the failure of the management under Watanabe and previous CEO's to put quality before rapid expansion. The new changes are to have 2 new senior executive positions in the U.S. to focus on quality and safety. A chief safety executive will focus on safety and recalls, and a chief quality officer coming from the top ranks of the American operation will now sit on a special committee for Global Quality led by CEO Akio Toyoda. Britain staged a rehearsal for a pandemic called Cygnus in 2016. Till that time the preparations for a pandemic that started years earlier during the SARS crisis were conducted vigorously. Yet the by this time Britain was becoming immersed in the Brexit struggles in the ruling Conservative Party. Prime minister Cameron resigned on July 13, 2016  and was replaced by Theresa May. From that time on the struggles with pro Brexit factions led by Boris Johnson consumed the COnservative Party and sucked the life out of the pandemic planning that Britain had conducted for years before. The recommendations to correct deficiencies from the pandemic rehearsal exercize were ignored. The second failure happened as the crisis approached. Again the Brexit date of January 31 intervened and the months long struggle to get Brexit had taken so much energy and tired out most of the British public including new prime minister and leader of the Conservative Party Boris Johnson. Johnson did not attend the first Cobra meeting of the highest level ministers and military, convened on January 25, 2020, as reported in the Times. Such meeting are convened only for a national threat. Only 5 weeks later on March 2 did the prime minister attend a Cobra meeting. During this time the situation was grave in Italy with rising cases and infections. The entire process was conducted during this time by the Health minister Mr. Hancock who had assured the public that the situation was under control. Britain now has the highest number of infections in Europe exceeding that in Italy- at 240,000 on May 15, 2020. The prime minister and his adviser Mr. Cummings, were also infected by the virus, and Mr. Johnson spent time in ICU before recovering. Queen Elizabeth addressed the nation on Easter day, the first such address since 1940, to boost Briain's spirits. Never had Britain been less prepared as in 2020 when earlier preparations were ditched for austerity plans and events such as Brexit fatigue conspired to strip the nation of the crucial 5-6 weeks of preparation since the first January 25 Cobra meeting of the highest people in government.  Never had such preparation even for 6 weeks been more crucial than in February and March as the infectivity ratio was determined by infectious disease specialists at the best British universities and scientific institutions to be between 2.6 and 3.4 compared to the Spanish flu pandemic of 1918 which was somewhere between 2.0 and 3.0. This means every one person infects another 3 persons, compared to about 1 person in a regular flu season. This reproduction ratio and the nature of coronavirus remain a threat today as Britain, Europe, the U.S. and the world reopens.  As reported in the Times the infectivity ratio was also the reason for the mindset that refused to believe that the virus was real because at 3.0 infectivity the only way to tackle it was a "lockdown," and this was itself an "apocalypse" scenario for many in the pro-Brexit Conservative party that won the election, which badly wanted to get back to economic activity after Brexit. ...

This report in the WSJ gives the background and positions taken by Patriarch Krill of the Russian Orthodox Church, and his support for the war in Ukraine as part of Russian lands nationalism. Russian lands nationalism is an idea that comes from the beginnings of the Russian version of Christianity that had its origins in Kviv Ukraine in the 10th century. Patriarch Krill has had a varied role questioning some some state policies and then backing off and supporting the state says WSJ. In 2011 patriarch Krill stood up for protesters critical of manipulation in parliamentary elections that year. Patriarch Krill grew up in the years of Soviet rule and was 24 in 1970 when he began his work in the church. He was rector of a seminary in Leningrad by 1984 and after being critical of the Soviets and war in Afghanistan was sent to Smolensk says this report in WSJ. After he returned he worked with the Soviet state, and after voicing concerns in 2011 about parliamentary elections described as manipulated he has supported the Russian state as it becomes assertive about Russian lands nationalism. To understand the Orthodox Church in Russia one has to know its presence in the post Soviet period. About 63% of Russians belong to the Orthodox Church. It also includes Ukrainians. After Crimean invasion by Russia the Ukrainian Orthodox Church that makes up one third of the Russian Orthodox parishes was recognized as a separate church by Patriarch Bartholomev of Constantinople. Patriarch Bartholomev and Pope Francis the two leaders of the eastern and western churches in Constantinople and Rome have been critical of Patriarch Krill and his support for the war and the idea of Russian lands nationalism. Since the war some parishes in Russia have signed a letter opposing the killing of brothers in Christ and one parish leader was fined $500 for his statements. There is now intense debate among Russians about what this war means in bringing conflict on brotherly peoples about their preferences in 2022 for aligning with Europeans in the western part of Europe. For most of Europe in the 21st century there is a big change, in the countries near the Baltic sea in Northern Europe, in countries in the middle of Europe, in Eastern Europe, the 21st century is seen as a time when states and peoples are making their own choices about freedom and what their preferences are particularly the young people. They no longer understand or conform to ideas of the earlier period or centuries. And this is what has made Ukrainian young people oblivious about what Russian lands nationalism means and its relevance today. Buddhism is today not prevalent in South Korea a democratic state and in China a Communist state in the way it existed for centuries. For it to be relevant people need to begin to believe in it as in Japan or Sri Lanka or Thailand. In the 21st century young people are making different choices and this may well be where the Ukraine war shows that people's choices count particularly in the 21st century, and it has little to do with the west or the US or NATO or even Russia. ...

Porter points out that the Reagan tax cuts did little for the bottom half or one of two Americans, leaving them just where they were before the tax cuts. He cites World Wealth and Income Database data showing they earned $16,371 a year on average in today's dollars in 1980, by 1988 when Reagan left office they made $16,268. The Bush tax cuts in 2001 and 2003 had the same result, with income before tax cuts at $17,827 and when Bush left office at $17,473, accounting for inflation. After factoring in taxes and transfers this was up only 0.4% a year. Under Reagan the top 1% increased income by 6% a year.

The distribution nature of the 2017 tax cuts do not suggest a different outcome from the Reagan and Bush tax cuts as they are designed disproportionately favoring the highest incomes, not even the higher incomes, and leaving the lower incomes practically untouched.

NATO members except Spain agree to spend 5% on defense, 3.5% on military and 1.5% on defense industry. Germany makes purchase of 35 F-35 fighter aircraft from the US for $8.2 billion in 2025 to be fitted with cruise missiles from Norway. Defense minister Pistorius says Germany has moved with "supersonic speed" on defense capabilities. This a big change from Scholz. New CDU chancellor in coalition with the SPD is Friedrich Merz who with a popular former defense minister Pistorius from the Scholz coalition and the new SPD finance minister in the Merz coalition Lars Kingbeil, is changing the way Germany looks at investing for the future. It has embraced defense of Europe and modernization of German infrastructure. German federal elections gives the coalition of Merz the 28.6 votes percentage of CDU/CSU in addition the SPD's 16.4% for governing with 45% of the vote, and additional 11.6% of SPD's ally the Green Party which supports it outside the coalition for total 57%. For this reason it is a coalition government with real clout to get things done for Germany's modernization. Much of the media focus is on AfD's far right 20.8% but this has been offset by the Left Parties gaining 14% of the vote in the formerly communist East (GDR) where the AfD is based. Thus about 60% of German voters support Merz/Lingbeil/Pistorius for some far reaching action by Merz well into 2030, for the first time since reunification in 1990. To add to this most of Europe including Germany under Merz has embraced a tough line on illegal migration similar to DJT in US so that far right AfD gains from discontent have reached their high point at 20.8%.   ...

A meeting of European leaders from Germany, France, Spain, and Italy with African leaders from Libya, Chad and Niger, comes up with priority steps to take for reducing migration from African countries to Europe. Steps include aid to countries with high flow of migrants. The EU gave $10 million to Niger to fight illegal immigration. The French president Macron suggested setting up hotspots from where migrants could apply for legal migration. Chancellor Merkel cautioned that this applied only to humanitarian refugees and not to economic refugees. The presidents of Chad and Niger point out that the cause is poverty, and smugglers need to be diverted to other occupations such as commerce or farming. During 2017 to August 125,000 migrants have come across the Mediterranean on boats. Smugglers put people on small boats leading to many deaths and rescue efforts.

The local elections in Turkey with the AKP winning 46% of the vote, the CHP 28%, after 80% of the votes were counted on March 30, 2014. The AKP retained control of the mayors position in Istanbul where Erdogan made his start in politics. With a little less than half the vote going to opposition parties and the suppression of the media by the Erdogan government, Turkey remains as divided as ever. Turkey's economic boom on which Erdogan stakes his claim to govern has depended on a credit boom based on foreign capital inflows and foreign investment. The crisis in emerging markets has reduced foreign capital inflows, the political divisions have reduced inflows even further, creating serious economic risks for Turkey that Erdogan and AKP appear to be oblivious to.
