The Congressional Budget Office says the U.S. is likely to experience "a significant recession" if Congress does not prevent tax increases and spending cuts setup for January 2013. If the Bush era tax cuts expire as scheduled at the end of 2012, these tax increases and spending cuts of $100 billion on military and other programs would reduce the deficit in the fiscal year ending Sept 30, 2013 to $641 billion from the $1.13 trillion level at fiscal year end Sept 30, 2012. The impact would be to reduce the budget deficit from 7.3% of GDP to about 4%. The result- a contraction in GDP by 2.9% in the first half of 2013, and 0.5% for the full year, and unemployment would rise to 9.1% at the end of 2013 from about 8% today. If Congress postpones the tax increases and spending cuts the deficit would be at $1.04 trillion or 6.5% of GDP and unemployment would remain at about 8% at the end of 2013. A 9% unemployment rate with the "fiscal cliff' means 2 million fewer jobs. Romney's plan is to extend all the Bush era tax cuts for 1 more year and no spending cuts till he has a chance to make hs own review on spending cuts in 2013. Obama's plan is for extending all Bush era tax cuts except for those earning more than $250,000- resulting in savings of $2 billion in 2013 and $824 billion in 10 years- and making smaller spending cuts than Romney....

The International Renewable Energy Agency (IRENA) says in a new report that the cost of renewable energy production in India in 2020 is the lowest of 8 countries, including China, France, Germany, Italy, Spain, UK, U.S. It also points out that India has lowered the cost of solar energy faster than any other country since 2017- by 80% for the period 2010-2018. Solar energy for India in 2018 cost 27% lower than in 2017. Major achievements have been made in solar energy and are continuing with bold targets. In 2020 solar makes up 36% of total energy capacity, with production at 136 gigawatts. In India the conditions with high degree of sunlight in most parts of the country, and the technology cost reductions, lower cost of land and labor, help bring down the cost of solar energy every year. The bold targets and action taken are symbolic of the new efforts in India. The early efforts in India are described as overcoming the hurdle of preconceived notions that electricity shortages had to be accepted as a way of life. In Gujarat the first efforts over 15 years ago were taken by rejecting the idea that electricity could not be made widely and freely available. To do this policy had to be set by starting with first a clean slate and then with a clean heart say pioneers in India's early gains. A clean heart because of how desperately people needed electricity. And a clean slate because how desperately people needed to start from scratch with a new structure and new way of doing things set in place. As Vivekananda put it over 100 years ago "This I have seen in life. One who is overcautious about himself falls into dangers at every step. he who is afraid of losing honor and respect gets only disgrace. He who is always afraid of loss always loses." By taking bold action, making small experiments then setting bold targets and setting structures in place to execute manned with resources, India has achieved 4G in all parts of the country, and is doing the same for renewable energy to make electricity widely available in all parts of the country. ...

The next tranche of aid to Greece is 31.5 billion euros on Nov.12, 2012. Greece has agreed to a package of austerity measures of 13.5 billion euros of spending cuts and tax increases. About 85% of this will go to recapitalizing Greek banks which took losses on sovereign Greek bonds under an agreement. The hope is that Greek banks will lend to businesses but there is skepticism in Greece about bank's willingness to lend. The economy is expected to contract by 6.5% in 2012. Under the agreement civil servants on "special salaries" will see cuts of 35%. Associate professors at universities will see the count reducd from 15,226 to 2000. A majority of tax exemptions will be ended. About 5000 civil servants in 2012 and 20,000 in 2013 will face salary cuts and be transferred to other jobs or dismissed. The package has to be passed in the Greek parliament. Finance minister Stournaras says Greece needs to reduce the interest rate on its debt and extend payback periods. Stournaras says Greece will be given more time to implement the austerity measures. The Merkel approach to the Greek crisis is causing a rift within the eurozone with France's president Hollande and the SDP opposition leader in Germany critical of the way it is being handled....

Negotiators for Climate Change talks meeting in Katowice, Poland helped develop a rule book to support efforts made for the Paris Accords. The U.S. joined the European Union, Canada and China in putting forward compromise language. 

The question of setting up a carbon market was put off for the future.

On the aid to developing countries to reduce emissions in their generation of power the commitment of $100 billion by 2020 from Article 9 of the Paris Accords was seen by some countries including the U.S. as too high. China does not contribute, and only the European Union with Germany doubling its contribution took the lead. That climate fund has so far raised $10 billion.

The U.S. point of view was that no country should sacrifice economic prosperity and energy security for environmental sustainabililty. Yet the U.S. has participating in developing the rule book for climate change efforts stemming from the Paris Accords.

Over $700 million in aid was provided in 2013 to struggling Chinese automakers from the central and local governments in an overcrowded industry, according to Wind Information Company. Companies receiving aid include Dongfeng Motor, BYD, Geely, Great Wall Motor, Guangzhou Automobile. Both domestic and foreign makers of cars are increasing capacity in an oversupplied market as sales decelerate. Domestic brands market share is declining compared to foreign car makers. Domestic makers market share declined to 37.1% in April 2014 from 39.6% in 2013, according to the China Association of Automobile Manufacturers. Ford Motor has added large SUV capacity to increase sales, and VW plans to increase capacity further. By 2015, overcapacity in China's market could reach 8 million cars, according to UBS Securities.

Similar problems have affected other countries with ethnic nationalist movements in Sri Lanka where corruption and mismanagement of the state finances and treasury led to lack of funds for essential imports, and in other countries in Asia. Corrupt practices and misuse of state funds intended for development became a feature of government in Indian states following the rule of the Indian Congress party under Jawaharlal Nehru, with ethnic nationalism creating ethnic states in India, and causing irreparable harm to development and modernization with lack of capital and policy decisions. This has led to the lag of modernization in India with China of about 10-15 years that also affects defense at the Himalayan border with China as China's hybrid state capitalist economy surpassed India and matched the US in 2 decades 2000-2025. Only now is India under responsible governance pushing to close the gap and modernize rapidly under a new government in it's third term. Much of the thinking that accompanied post independence decolonization is now under question with it's assumptions that decolonization alone would lead to development is debunked. The slowing growth in China is reducing growth and depreciating the currencies of iron ore producing countries Brazil and Australia. China makes 50% of the world's steel and imports 1.2 billion tons of iron ore traded annually. Australia exports 80% of its iron ore to China valued at $67 billion in 2013. Brazil sends 50% of production to China. For the first time in 15 years China's steel use declined 0.3% to 500 million tons in the Jan-Aug. 2014 period. The mining companies have invested heavily in ports and railroads for expanded production. BHP CEO Mackenzie says the strategy is to maximize production because reducing production increases costs on a unit basis. The result is a decline in price from $135 a ton at the beginning of 2014 to $69.80 on Nov. 28, 2014. Prices could decline to the $50 range in 2015, according to Citigroup analysts, because of an estimated iron ore surplus of 300 million tons by 2018. As China expands recycling of older cars and washing machines to produce steel this will reduce future iron ore demand in China. JP Morgan forecast for Australia reduces GDP growth to 2.8% from 3.3% for 2015, and Brazil reduced its forecast for 2015 to 0.9% from 1.8%....

The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

Nippon Steel says it will increase its investments in US steel mills at US Steel including older mills, $7.7 billion in modernization of plants, and $2.2 billion at Mon Valley plant. With a shortage of nurses and healthcare workers, some hospitals are dropping the vaccine mandate for healthcare workers. Shortages existed before the pandemic. The burnout for healthcare workers led to people dropping out. The lure of high pay has also led to nurses to travel to hot spots further crimping supply of workers. Recently workers who do not want ot get vaccinated have quit the industry or lost their jobs, some have left for facilities that do not follow the vaccine requirement. CDC estimates 30% of healthcare workers at 2000 hospitals in the US are unvaccinated as of September 2021. The Biden vaccine mandate would be effective for second shots by Jan. 4. A federal judge in Louisiana has ruled in Nov. questioning the president's authority for a vaccine mandate. Following that ruling HCA, AdventHealth, Tenet, Cleveland Clinic are among the hospital chains reversing earlier decisions for vaccine mandate. Other hospital chains in California Kaiser Permanante and in New York Northwell Health have kept the vaccine mandate. Kaiser had 98% staff vaccinated, with a similar situation at Northwell. Kaiser has 210,000 employees and Northwell 77,000. Utah Mountain also has 98% vaccinated.  Research on vaccine mandates suggests them to be effective. U Penn psychology research shows people are more likely to get encouraged to get vaccine than discouraged with a vaccine mandate not vaccinated working in healthcare in September will shrink considerably by January. ...

The old NASDAQ in 2000 cannot be compared to the new NASDAQ in 2015 because the companies in the index have changed, and the proportion of tech and health care companies has also changed. Healthcare and consumer companies are now 37% on the index compared to 18% in the NASDAQ index in 2000. Tech is a much smaller component of the NASDAQ, declining from 64% to 43%. And three companies Apple, Google and Microsoft, makeup 20% of the index, with Amazon, Facebook and Intel added making that 30% of the entire 2015 NASDAQ index. Only 3 of the top ten companies in the 2000 NASDAQ are around in 2015 NASDAQ index- Intel Corp., Microsoft, and Cisco Systems. The speculative momentum stocks such as Netflix and Tesla make up 0.38% and 0.33% of the NASDAQ in 2015. The Dutch government of prime minsiter Mark Rutte resigned on January 14, 2021, after a parliamentary report showed that 26,000 families were wrongly accused by the tax authority of claiming child allowance since 2012. 10,000 families were asked to repay the amount leading to bankruptcies, divorces. Mr. Rutte admitted that there wa a breakdown "at all levels of the state." The opposition Labour Party social affairs minister at the time in the government resigned over the affair. The parliamentary investigative committee chairman says that the problem was pervasive at all levels of the government, including civil servants, bureaucrats and judges. There was he says systematic racism as people with foreign sounding names were singled out. Experts from think tanks say there is little political cost to Rutte and  ministers from his People's Freedom and Democracy Party. New elections are to be held soon and Rutte will continue with a caretaker government. Chevrolet and GMC finish in the top 5 in the J.D. Powers Initial Quality Survey for 2013. Owners reported 97 problems per 100 vehicles in the first 90 days of ownership for Chevrolet, and GMC owners reported 90 problems. The survey incudes problems with new technology such as navigation systems. Ford had 131 problems per 100 vehicles largely because of problems owners have with the new touch screen multimedia systems called MyFord Touch. GMC and Chevrolet use butons and knobs for the MyLink entertainment and navigation systems. By not doing extensive redesign GM moved up in the rankings. Because mechanical quality is about even for Toyota, Honda, Nissan, Ford, GM and VW, the rankings now include new tech systems performance for automobile owners.

The U.S. Federal Reserve Flow of Funds report for 2011 shows Fed purchases of 61% of total net Treasury issuance. Goodman points out that the net issuance of Treasury securities for covering U.S. budget deficits is normally 0.6% to 3.9% of GDP on average for the last six decades since 1950, compared to on average 8.6% of GDP today. A big jump in Fed purchases with a corresponding steep fall in the participation of foreigners and the private sector. Foreign purchases declined from 6% of GDP in 2009 to 1.9% of GDP in 2011. U.S. private sector- mutual funds, banks, corporations and individuals- purchases declined from 6% of GDP in 2009 to 0.9% of GDP in 2011. This helps keep interest rates low and funds U.S. government needs. Lawrence Lindsay pointed out in the WSJ in 2011 that Fed has itself boxed in being forced to keep interest rates low for years. If the government borrowed at a more normal rate of 5.7%, instead of the Fed induced rate of 2.5% today, Lindsay estimated the U.S. government would face an additional $800 billion in interest costs by 2021....

Ratan Tata welcomes Air India- formerly founded as Tata Airlines in 1932 by an accomplished pilot JRD Tata who flew the maiden postal flight in South Asia from Karachi to Bombay in 1932- back to Tata Group. JRD Tata assumed the position as head of Tata Sons in 1938. Nehru nationalized Air India in 1953 after years of bureaucratic interference in the management of the airline. Ratan Tata was selected by JRD Tata to run the Tata Group in 1990 and was present during the early formative years of the airline. The decision to take 100% ownership of Air India in 2021 appears to be a good one considering the difficulties JRD Tata had- and which Ratan Tata is familiar with- from interference by the government in the management of the airline in the early period after independence in 1947. This gives Tata Group a clean start to build a new airline. By taking responsibility for three fourths of the debt of Air India with Tata Group taking on the other one fourth, the government gives the new airline a good start. Air India was losing 3 million dollars a day according to a report in DW.com. This transfer also frees up this huge investment for use in other areas of the economy such as infrastructure building, healthcare, education, logistics for exports. ...

Christina Zander provides an exceptionally good report on what holds women back in work and managing positions in Sweden, Norway and Denmark. Even in Norway, Sweden and Denmark, with a more enlightened outlook in gender relations, the number of women who are CEO's for 145 Nordic companies is only 3%. For the U.S. Fortune 500 this is about 5%. Good child care benefits and parental leave laws that promote a fair distribution of child raising responsibilities between men and women are part of the enlightened outlook in Nordic countries. Yet the number of women being promoted to senior positions is limited. Interestingly rules requiring quota for women on Boards of Directors have led to a different situation on Boards- in 2013 41% of the boards at Norway's public companies were women compared to 18% at private limited companies. About 5.8% of general managers at publicly listed companies were women in 2013, 15.1% in private companies. Sandvik's Ms. Einarsson was promoted to a senior position recently. She says the opposite is true, one needs to start not at the top but at the entry level to ensure women are fairly represented. Culture is part of the problem as even in companies with equal male and female employees, the managers are mostly men. Men are seen as more eager to take responsibilities and risks, and are more integrated into networks. Even childcare and paid parental leave can be deceptive. One researcher shows that Swedish women still take the major part of responsibility for children, with 75% of the 480 available days. Women managers and researchers point to the difficulties women face with a full time career or working over 60 hours a week in a management position, and combining this with picking up children from daycare. Sofia Falk is the founder of Wiminvest, which helps companies invest in geting talented women. Her suggestions are that companies offer other incentives instead of more money- an assistant, private child care, grocery shopping, shared management positions, technical solutions to be able to work at home. The CEO of Sandvik, Olof Faxander, is persistent in changing company attitudes- he has raised the proportion of women in management positions to 21% from 9% in 3 years, eventually hoping to reach 33%....

China's corporate bond market is now the third largest in the world after the U.S. and Japan, according to BIS. Most of the reporting on Ukraine follows the war. Questions are asked how will this conflict end? This report in Der Spiegel is one of the rare reports that looks at the Ukrainian economy with images and reporting from the ground that answer that question. If the Ukrainian economy is surviving in 2023 then Ukraine will continue long after a peace settlement is reached. It shows for instance that supermarket shelves are well stocked. It shows energy from half a million generators keeps the lights on and companies working in Ukraine. The steel industry is mostly destroyed yet the software industry continues to grow. Unemployment is 30% even after hundreds of thousands of younger Ukrainians are at the war front. Of about $62 billion promised by US and European countries about $31 billion has actually been transferred to Ukraine. The IMF has created an exception for aid to Ukraine with offices in Kviv and Brussels. All defense needs are covered from the Ukraine budget. Before the invasion in Feb 2021 defense took up 9% of the budget, now it takes up 42% of the budget. Another 16% for public security. For social benefits 16%, and another 26% for other expenditures. By having an economy that is functioning and life even in light from generators and solar energy, with supermarkets well stocked and providing office space for workers, with aid mechanisms working. Ukraine has already emerged as part of Europe, tried, tested and come through adversity of the worst sort. It is supposed to join the European Union, yet Der Spiegel says it is already tightly integrated into the EU. Its power grid was integrated with the EU power grid before the war, and nuclear power was sent to the EU from Ukraine before Russian attacks on the nuclear plant. Then transmission lines brought energy to Ukraine from the EU. The EU takes in 80% of Ukraine agricultural exports compared to 20% before the war. Even at the risk of lower prices and hurting farmers in Poland, the Polish government has allowed large imports of agricultural products into Poland. The close links with countries of the EU that share a border with Russia have increased. The problems now are that Ukraine after this war will have severe shortage of manpower. Already with the fall of the Soviet Union Ukraine lost about 8 million people and population was 44 million before the war. About 8 million people moved to Ukraine in the one year following Russian invasion. Of this 1.5 million stayed in Poland, the rest went on to other countries in the EU or returned. The countries such as Germany, Finland, Czech Republic have labor shortages of their own and encourage refugees to stay. Rebuilding is estimated to cost $131 billion. Yet as is evident in Poland after most of the damage from the second world war in Poland it was rebuilt using modern technology. Ukraine survives, its life goes on, is the message from Der Spiegel. In this way the war's outcome is already evident. Much of it comes from the European Union having sensed that attacks made with impunity would endanger all of the European countries when made by any dominant power. This is also what Cambridge historian Brendan Simms has shown about European history for the past 500 years in History of Europe- The struggle for Supremacy 1452 to the present. No one country says Simms was able to act with impunity and pose athreat to its neighbors as all other countries in Europe rallied to prevent this. This war is no exception.   ...

Rob Copeland describes the comeback of Citadel hedge fund and its founder Ken Griffin. During the 2008 financial crisis the firm almost collapsed with $8 billion in losses. It recovered only by barring clients from withdrawing money for 10 months, and slowly selling distressed assets as the market recovered. It took over 3 years to make up losses. Leverage at the time was high with 3 dollars of borrowed money for $1 in client money. Leverage in 2015 is higher at $7 of borrowed money for $1 of client money. In 2012-2015 three year period, by taking aggressive positions early, Citadel has made $3 billion. It is now engaged in many investments including commodities, buying and selling securities for other investors, trading, fixed income, global equities. To offset the higher risk Citadel bets equally on up and down markets, so that only 52% of stock bets need to work, according to Griffin. Copeland shows the highly intense nature of the business, large turnover of managers, the atmosphere on the 37th floor of the Chicago offices with 500 scenarios being simulated of the hedge fund's investments, and analysts looking at 36 screens of 14,000 investment positions. After the 2008 financial crisis highly leveraged activity continues at Citadel, just as other hedge funds have pulled back and targeted lower returns in mid to high single digits, or to improve their image. Citadel assets increased from $16 billion to $26 billion since the beginning of 2014, with higher returns of over 25% in its main investment funds Kensington and Wellington in 2013. The average hedge fund made returns of 6.2% in 2013, according to analysis by firm Hedge Fund Research. As part of risk mitigation Fed chairman Ben Bernanke has joined the firm as advisor- in 2008 the Fed was questionning this type of highly leveraged activity that led to the collapse of Lehman and Bear Stearns. Of the top ten hedge funds only Millenium Management and Citadel had leverage this high in reports to the SEC under Dodd Frank of regulatory assets that include borrowings for investment, showing systemic risk that remains in the financial system....
