James Grant, the editor of Grant's Interest Rate Observer, tells us what he thinks of the Fed printing up so much money and adding atrillion dollars to its assets since Labor Day. He reminds us what Elihu Root, Republican from New York warned about the dangers of letting the central bank create money at such apace that things can go wrong. Should the central bank take on the role it has of allowing things to go lax with low interest rates at one time as Greenspan did, and the pumping out so much money under Bernanke in this crisis. Grant sees some advantages in the gold standard in that so much credit could not be easily constructed under a strict conversion to gold.

It looks likely that after ignoring the chances of the former Iraqi army disappearing in the war and becoming insurgents the Bush administration military has now embraced them in the form of Awakening groups in Anbar province, initially with tribal groups with ageold traditions predating even Islam but now more dangerously in Baghdad itself with former members of the Baathist military. The tribal groups have limited loyalties but are not friendly to the Shiite led government and fight among themselves. But the Baghdad Sunnis who have already suffered from the Shiite led national police and militas are hostile to the Shiite led government. This is why the movement is growing so quickly as the war against the Americans is turning into an effort by Sunnis of all kinds of politics to turn their attention to the eventual conflict that they see with the Shiites. These Awakening Groups are numbering some 65000 and could quickly reach 100,000 and are watched suspiciously by the SHiite led army and police who refuse to integrate them into the army and police making them more likely to look to money from elsewhere once the Americans stop paying them. The Americans for their part are paying them $300 per month which will cost the US military budget some 234 million dollars and save a lot of American lives and give the US already convinced that this is quite possibly a civil war situation not entirely of its own making , an opportunity to have cover for a withdrawal that shows honorable intentions to Sunni and Shiite alike. The American officers clearly say that once they withdraw there won't be anybody to administer the contracts. Would other Sunni countries like the Saudis step in with economic aid. This is a possibility. This may be why some Iraqis are actually now going back home from overseas, adefacto partition is already taking place, And the Awakening groups only provide the safety to Sunnis in their Baghdad neighborhoods. from the Shiite led police and army. Why would'nt the US simply recognize the defacto situation call it partition or anything else, its the defacto situation. Is it because that leaves most of the oil in Shiite or Kurdish areas, Basra and Kirkuk? But in effect thats what the defacto situation is because most of the oil production as figures show is from the South Oil Company in the Shiite south. See the link to the recent article WSJ Dec 13, 2007, on oil production numbers from the South Oil Company and in the north. Of 2.5 million barrels 2 million barrels came from South Oil and 500,000 from the north. Not much of the oil money is going to the Sunni areas anyway and the national government members are not willing to even meet with the Sunni representatives in some areas. From the larger standpoint of oil supply in world markets and oil prices this means that the current increase supply into world markets will see two new phases. For a while there will be good supply as the insurgency settles down to prepare for a sunni led government in sunni areas under cover of US protection and withdrawal because violence against pipelines ect will diminish. The when the US withdraws this production will decline for a period as the sunnis and shiites form their own separate governments. After that as peace settles down on the region in a kind of coexistence of sunni and shiite governments oil production in Iraq will see a modernization and significant increase. As the new Shhite government will need a lot of money to fund reconstruction of its areas Iraq may hav an incentive to really bump up production like the Russians did afterthe Yeltsin chaotic years. Note that of the $2.4 billion oil investment budget for 2007, only 30% of this was spent in 2007 according to the link WSJ Dec 13, 2007, even though the industry is using dilapidated and old equipment and facilities and badly needs investment, so the impact of a real modernization and investment once the country's Shiiites and Sunnis have their own governments and coexist and peace settles in the region would be huge increase in oil supply. In this sense this is why its been so difficult to understand oil prices and supplies. Twisters have been thrown into the works for the Iraq area because of the civil war situaton and for Iran the nuclear situation and the rhetoric simply complicated matters even as Iranian production was declining and its internal demand growing. ...

Ashraf Ghani and Abdullah Abdullah sign a powersharing agreement brokered by the U.S Secretary of State Kerry and president Karzai after Afghanistan elections in 2014. The question is whether the two can set aside their differences and make it work, and can they negotiate some form of peace agreement with the Taliban to give Afghanistan and the region years of peace after so much conflict. Pakistan and India's elites and military need to step up to the plate to set aside differences by looking to the long term future of the region and the aspirations of the people for better infrastructure, services, education and healthcare, so long denied to the region. The Kashmir floods, and the floods in Pakistan before that, recent elections in India and Pakistan showing the clear aspirations for development of the people, are a reminder of so much that remains to be done and so much that was never done.

This WSJ podcast looks at the Fedspeak, the language, the use of specific words that telegraph the US central bank's carefully thought out message to markets. Th topic is inflation. Is it persistent or transitory? Fed chairman Powell's word for it was "transitory." Then transitory" but longer than we thought, because our Fed models did not include supplychain bottlenecks.  In reality every new variant brings new lockdowns and slows the rise or reverses the increase in gas and fuel prices that are a main driver of inflation. Wage increases are a good thing after decades of lack of leverage of workers and economic distortions from this, this may be termed constructive inflation.  Supplychain bottlenecks are likely to ease and not be permanent so that the Fed could be right on that point. A less noticed aspect of the Fed's decision to raise interests without careful thought is that this will impact the ability of poor and moderate income countries to afford medicine and food as exchange rates make their currencies worth less. At the time of variants this is both a practical and a human consideration. What are called emerging markets in finspeak (financial language) are really countries that Stephanie Nolan is writing about on the frontlines of the pandemic in the NYT- South Africa, Zambia. Then there are other poor or moderate income countries- Brazil, Mexico, Russia, India, Pakistan, Bangladesh, Indonesia, Philippines, Vietnam, Malaysia. Today the Fed needs to think about them also. How much vaccine, medicines, or food imports can they afford with weakening currencies as the Fed raises interest rates? At the same time some accomodations for inflation are necessary, but carefully thought, with a lot of thought given to the current state of the world with new variants and weakened economies and no stimulus payments in large parts of the world to offset weakness. ...

When asked about corruption in Russia, this businessmen said that he had worked in India, and sure he knew about corruption , "I'm from New Jersey." So with all the hopes and good intentions, and new leaders, Obama can get stuck on issues like Georgia, and political freedom, still agree on reduction of nuclear weapons stockpiles. He attended aconference on civil society and while stressing importance of freedom of expresssion and assembly, the rule of law, he brought ameasure of humility. He said" Icome before you with humility. I think in the past there has ben atendency for the United States to lecture rather than to listen. And we obviously still have much work to do with our own democracy in the United States. Michael Kinsley of Washington Post points out that the $469 million of bonuses to AIG FInancial Products employees was first seen in SEC filings in November 2009, then on Rep Cummings blob on the Huffington Post November 27 entry. It was reported in the Washington Post in an article headlined "AIG Spa Trip Fuels Fury on Hill", and in the New York TImes on October 17, titled " AIG lets New York Review the Propriety of its Pay Packages", so where was everybody then? Its as if noone knew about till last week when all hell broke loose. Kinsley refutes the argument that as AIG CEO Liddy suggested that the employees only take half of the bonuses, by asking the question: bonuses for what? For creating a black hole in which government rescue funds have to be poured of $170 billion, the largest rescue in history, and then these skills to create black holes needed so badly in the midst of a near Depression that they be kept from leaving with retention payments. Or as Republican Senator Snowe put it "Bonuses for what?", the same question the whole country is asking. ...

Japan is playing an increasingly positive and significant role in stabilizing the international financial system, and in providing new ideas for solution and proactive measures, some of it based on its own experience with a long sustained economic downturn from which it only recently emerged. It has dedicated $100 billion to the IMF for loans to emerging economies, which will be a significant help in preventing a severe downturn in developing countries. Here Prime Minister Aso outlines ideas that Japan will bring to the global talks this weekend November 15-16, 2008. The significant immediate steps are early and thorough disclosure of nonperforming loans based on valuation and reliable standards, and the removal of these loans from their balance sheets as a top priority. Japan was slow to do this prolonging its downturn into a decade or more of no growth. Other two priorities are injecting capital into banks with government money, and supplying ample liquidity from central banks and US dollar liquidity. After the immediate challenge there lie 7 areas to be addressed in the medium term. Improving savings and reducing consumption in countries dependent on external debt and moving to domestic demand led growth in export dependent economies. Bolstering the resources of the International Monetary Fund and the Asian Development Bank. Changing the governance structures of the IMF and the World Bank and other bodies to give proper representation to emerging economies that play an important role in the world economy. Giving the Financial Stability Forum a status above standard setting institutions like the Basel Committee, the Forum reinforced and reorganized to give membership to emerging economies. International Accounting Standards Board, governments, companies and investors in ajoint effort work to come up with a set of standards that have global application. And tightening standards for credit rating agencies through the International Organization of Securities Commissions. Aso proposes giving various countries legal authority over these agencies and the nurturing of credit rating agencies in each region in addition to global agencies, for the development of regional bond markets. Aso is also pushing for regional cooperation like the initiatives in East Asia such as the foreign exchange swap mechanism. ...

Timothy Geithner as New York Fed Chairman was a key person in the rescue of Bear Stearns. In an interview with the WSJ he recounts events and defends his actions on March 14 in a conference call at 5am in the morning with Ben Bernanke, Kohn, and other regulators and staffers and Treasury Secretary Paulson. By 7 am a decision was made choosing from 2 options not to do it, let Bear Stearns fail, and Fed would make an infusion of liquidity into the banking system to reduce the impact, or make a loan to to give time for Bear Stearns to make a merger. Mr Bernanke did the head count and all top officials agreed to the loan option. At 7.30 the morning of March 14 about $80 billion in short term loans would come due. If Bear Stearns went into bankruptcy protection lenders would get back collateral instead of cash and might sell the collateral en masse and pull back trillions of dollars of similiar loans to other investment banks. Also Bear Stearns had trading positions with 5000 other firms so the ripples would extend throughout the banking system. At issue in a Bear Stearns collapse with no Fed loan- a full blown run on Bear Stearns had begun on March 13 with customers and lenders pulling out billions of dollars. The man- Geithner does not have a PhD in economics and has never been a banker or trader, the background of previous chairmen of the New York Fed. He joined Treasury Department in 1988 and was an assistant to first Treasury Secretary Rubin and then his successor Sommers. Geithner was active in the rescue of Mexico, Indonesia and Korea in the Asian and Latin American banking crises. He was appointed to his position at the New York Fed in 2003, so he has 15 years of experience dealing with international banking crises. The criticism- has come from a colleague at the Fed Vincent Reinhart on the oped pages of the Washington Post, and from former Fed chairman Paul Volcker in a speech to the New York Economic Club. Geithner has asked to speak at the same club to give his account and his defense of his action. Note that Bernanke and Paulson and Kohn were in on this decision and voted in favor of it and there appears to be a consensus that all in the conference call supported it. Geithner kind of put it all together and so he is defending it. Geithner's contribution- Geithner pulled in the other players in the financial markets into close communication with the Fed. He assembled an informal advisory group including Rubin, Summers, Greenspan, Volcker, former New York Fed Chairman Corrigan and investment banker Pete Peterson. He would also phone them individually asking : what should we think about an issue? What are the best 3 arguments for or against? What do smart people think? He also initiated a series of dinners at the NY Fed's executive dining room in which 5 or 6 senior executives from a major investment firm would meet his own top people. He also calls CEO's of important banks and investment firms every week in a crisis situation to ask- Whats changed? Whats better? Whats worse? What worries you? And after the credit crisis in August ,Geithner joined Bernanke in a small group that included Fed vice chairman Donald Kohn and Kevin Warsh, a Fed governor, investment banker and White House aide. ...

India's robust debate as a democracy is of an astonishing size and diversity of opinion. The debate did not diminish when there was one federal party in many states under Indira Gandhi (1970's). It actually increased many times during this period compared to the period under Jawaharlal Nehru (1950's) taking the example of one state Gujarat as an example of what was going on in 18 states of that time. Newspapers in Gujarati such as Jansatta, Gujarat Samachar and others carried on a vigorous debate with opposing points of view to the Indira Gandhi government at the state and federal level of the 1970's. Most people in places like New York and London fail to understand or see the local language newspapers or are totally unaware of their existence, and the debate carried on in their pages. So that they falsely assume what a small group of English language newspapers tell them about the vigor of Indian democratic debate that is truly unmatched anywhere in the world. And in terms of its 22 languages in one nation one could say in the entire history of the world. Swapan Dasgupta in the Times of India gives the staggering number of publications today in 2023- 144,520 publications reaching 386 million people every day. And 392 television news channels . All in 22 languages. To ignore the local languages as if they did not exist is to ignore India as if a billion people did not exist. Or as it is for China to say that everything written in Chinese papers and Chinese news channels did not exist. Dasgupta also points out that one should take Mr. Modi and the BJP out of this as at the national level its a 10 year old phenomenon. Look back from 2010 for the sixty years from 1950 to 2010 and India was as badly misconceived, misrepresented, and misperceived back then. India he says fell from 105th place in Freedom House rankings in 2006 to 140th place in 2013. Mr. Modi only enters the picture after that. Dasgupta points out the small sample for these ratings 150 respondents and the methodology having missed much if not everything that is needed in a robust democratic debate. There is another aspect which is present which is prominent in New York and London and Washington D.C. and that is that non-alignment is not popular.  One has to see the way Adlai Stevenson running against Eisenhower twice in the 1950's very warmly received Jawaharlal Nehru on his visit to the US and compare it with the way the US perceived India under John Foster Dulles after Dwight Eisenhower was elected in 1952 to understand this aspect of American perception. Dulles was facing the Soviet Union and the British under Churchill then Macmillan had an equal disdain for Nehru's non alignment and tilt towards the Soviet Union. These root perceptions did not change with the Kennedy and Johnson administrations, and continued into the 1970's when Nehru's daughter Indira Gandhi was prime minister and continued non alignment.  India's political alignment after the pandemic is anything but non-aligned. It thinks, acts and lives in a way that is similar to the people of the US and Europe. Not even because it chooses to but because of what it is, coming from being part of its ancient path of Vedanta and Buddhist civilization that is the core Asian experience. It also needs to bring 400 million out of poverty and build the next phase of industrialization and modernization that requires fossil fuels in large quantities at lower prices to sustain its rapid growth. Some of it comes from Russia purely as an economic decision during the pandemic. The Biden administration fully supports India in this task of rapidly growth to meet the aspirations of a mostly young population- sourcing fossil fuels from whichever source that makes sense. To become a key part of the US new supply chain that reverses the overconcentration of the supply chain in China. It can only be said then that Freedom House has the peculiar affliction left behind from the John Foster Dulles period, combined with a bit of arrogance in failing to grasp the central fact of India which is its 22 languages forging one nation- a task nowhere seen in the history of the world. ...

Important year end reveiw of the oil price forecasting work of so many anlaysts and where they failed . The IEA and the US Enery Dpt forecast have year after year underestimated this pirce by over 20%. Analysts change the price forecasts within a couple of weeks based on changing information and assumptions. Of all this the Saudi Arabian forecasts have ben within 12 % of what has actually ocurred according to a study by Ronald Berger Strategy Consultants of Muich, Germany. And whats their forecast for 2008. By extrapolating from the Saudi budget and the assumptions, used such as giving a wide margin to avoid a deficit in the budget if oil prices undershot by a wide margin, one gets $75 for US benchmark crude. Forecast by experts are in the neighborhood of $80 average for the whole year 2008. Goldman recently revised theirs upwards from $85 average for 2008 to $95 within a 4 week period. How good is the Goldman forecast. No one really knows. Lehman has a forecast of $84 average for 2008 and bases it on the opacity of the market because no one knows what OPEC will do with supply and China does not provide good information on demand. So basically anlysts are adding an uncertainty premium to the price of oil. And this is especially so because as the Chief Economist at IEA says global space capacity is so thin and any event can influence price. Last year the rhetoric about Irans nuclear intentions was enough to stir up the price, as were other smaller events disrupting supplies. But the Iranian situation has since cooled down and diplomatic solutions are in the works. So what to expect in 2008 in the way of political uncertainty. Iraq, Iran, Palestine, Lebanon have all seen a cool off in the ast couple of years and the Bush administration rhetoric has become outmoded as has other rhetoric from Iran so that does'nt look like it will stir up oil prices in 2008. Still there will be some uncertainty premium about supply from OPEC and demand from China and India. And demand from the Middle Eastern oil producing countries themselves as well as the increasing demand in India and China will mean that lower demand in the US because of a recession will still mean an increase in global demand over 2007 of 1.5 million barrrels a day over 2007's 85 million barrels a day. What will change the dynamics of this situation is the government mandated fuel economy for all vehicles on the road with Europe more aggressive in this area under the pressures of global warming. If this impacts India, China and Russia as these fuel saving technologies are transferrred there overall consumption should see an impact. Europe's targets are only 4 years away for 2012. And the environment may cause China to bring in newer technologies that both contribute to improving environment and conserving energy. Because China's environmental record is almost catastrophic one could see some of this happen much sooner than expected after the Olympics in 2008. All that might change the way the world looks at oil and its use, and all energy sources and their use. ...

In Bagour, Egypt, in the crowded Nile delta, the old order was represented by Kamal-al-Shazli, a member of Parliament from the ruling party for 46 years. This means he entered Parliament in 1964, eight years after the Suez Crisis of 1956, when Egypt under a young military officer Gamal Abdel Nasser confronted the British and the French over the Suez Canal. Everything here in this town was done through Mr Shazli, the ultimate system of paronage was in place, and everything was named after him. Only the slogans of the anti-colonialism days, the days of hope of improving the living conditions of the people, remain. Everything else has stayed much the same for the vast majority of people. Now the task of changing things requires people to think for themselves and learn to work together to guide their own affairs under a democratic system of government and free expression. And this is quite different from the system in place for over 50 years, just as happened in the old Soviet Union. The old system was held together through a patronage system, bribes, enforced by the ruling party and its state security, and one in which individuals had to trust in the state to do their thinking for them about running the country....

The U.S. Labor Department report shows 156,000 jobs added in September 2016. The unemployment rate increased by a tenth of a percentage point to 5.0%, because of the increase in the total pool of workers, The labor force increased by 3 million workers over the first 9 months of 2016. The labor force participation rate was up by half a percentage point to 62.9% for the year 2016, as it drew more workers who were earlier discouraged to look for work. Wages grew by 2.6% over the year.

The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

Indian Finance Minister Nirmala Sitharaman is interviewed by Ashok Malik for the Economic Times in this videocast. On what India did right and lessons learned from addressing the pandemic and the supply chain crisis, inflation, Sitharaman says-Getting input and listening to people about what was needed and the pain, was critical in developing the financial plans. On the realization of India's potential in manufacturing, exports, and industrializing its economy, Sitharaman says-India's strength is its rule of law, so that the country is tolerant of criticism including of the prime minister, and there are democratic institutions that protect ordinary citizens, the business and other sectors. Also important is friend shoring as expressed by US Treasury Secretary Yellen alongside Sitharaman, that sees India as a favored destination for the US and the EU. The efforts to develop first rate infrastructure and logistics removes impediments to foreign investment. Training and education of workers is part of this effort to create a supply of trained labor for foreign investment factories in India. The competition between states is also part of this effort to build attractive locations for foreign investments in manufacturing in India. On 20th century financial institutions transforming into 21st century institutions for the IMF, the World Bank and other international financial institutions Sitharaman says- India has full support from all G-20 countries on debt crisis of countries in Asia and Africa, Latin America to change the way in which help is provided. And the skills are put in place to access financial markets on terms that help meet the aspirations of the people in poor countries or middle income countries, including some G20 countries such as Argentina. Sri Lanka she says, is an example where India is the governor and representing the country at the IMF and World Bank for its financial needs. India took up the interests of Sri Lanka with the G20 and the US, so that the loans are not delayed or given in ways that lead to the country exiting the program, unable to meet the aspirations for development of its people. Sitharaman says the G20 found complete agreement on 15 issues facing the world out of 17 issues, these two related to the war in Ukraine and that too from only 2 countries. This suggests that the media focus creating a general perception of lack of unanimity does not reflect what happened at the G20 meetings in India, and is distorted. What really happened is that all countries agreed on the substantial economic issues facing the world- of food insecurity, of development needs, and of climate change impact.  Sitharaman's responses showed optimism based on the hard work put in at the Finance Ministry and connected to all ministries and agencies of the government. And of a resilient attitude, of concentrated effort on the issues facing India and its partners in growth in the US and EU.  ...

In this interview with Varoufakis, the Greece finance minister in the negotiations with the European Union and the IMF in 2015, Suzy Hansen provides a detailed account of Varoufakis's view on the Greece bailouts and a sense of looming failure in the negotiations. Varoufakis says he was willing to make concessions by holding off on action on the minimum wage, but cannot make concessions on paying out pensions to the elderly. Varoufakis concedes he is not a good negotiator or a politician, and negotiating skills were critical for Greece to tap into the goodwill in the eurozone's southern region to win a package that would give the Greek economy a chance to grow. Additional handicaps may be his outlook which was shaped in his younger years by the "junta years" when Greece was ruled by a military dictatorship, and a family history relating to Greece's civil war between royalists and communists. In this interview he compares himself to Margaret Thatcher, who he says should not be held responsible for the state corporatism following the war, remarks that may show a finance minister out of touch with the present situation. There is no lack of criticism of the way some of the bailout actions took place to protect French and German banks in 2011 and 2012- in fact some of the strongest criticism, well formulated, was on the editorial pages of the Wall Street Journal. Yet Varoufakis had a special responsibility to build on the goodwill generated after years of austerity, and the efforts of the Samaras administration to work with the EU. On both counts he appears to have failed as he realizes that the 4 months of uncertainty ending in a total lack of communication between both sides, has cost Greece by worsening the economy. Posturing and personality, compounded by inexperience, may have distracted from the real work of serious negotiations. The IMF chief Christine Lagarde had emphasized at the outset the need for Greece to fix its tax system with high degree of tax evasion, an issue on which Syriza could have acted quickly. Some of the period before the elections was used to prepare the EU for negotiations with Syriza, and Syriza needed to be prepared on this issue. Yet no action was taken on a plan to tackle this issue- on the grounds, says Varoufakis, of lack of time. He only rationalizes this when he says it is only a short term cost for the long term future of young people. ...

Peter Fisher spent 15 years at the New York Fed and was Under Secretary of the Treasury for domestic finance. Interviewed by Maria Bartiromo he says the fourth quarter is going to be very hard and its going to take several quarters to get some stability and freeing up credit markets. Why did this happen. We had says Peter Fisher several years of negative interest rates the middle of this decade, and its this essentially free money that distorted the system. Capitalism he says is premised on the idea that capital is a scarce commodity rationed with a price mechanism. And everybody took advantage of this to leverage themselves too far from the clever guys on Wall Street to people in the housing and financial services industries. This in his view was the engine that led the economy so far astray. Fisher does not believe all financial institutions should be treated by fed and treasury the same way. The ones that overly leveraged with weak managements and are doing poorly ad not likely to survive should be closed. Once it is clear that the prospects for some financial institutions are dim and their survival is uncertain he thinks Fed and Treasury should not wait around for consolidation but close these as quickly as possible. President Obama's speech announcing the details of his executive order on immigration on Nov. 20, 2014, starts by saying he is not bypassing Congress or the Republicans. He says Republicans had the opportunity to pass legislation in the House that passed the Senate, or come up with their own bill. And still have an opportunity to come up with a bill he could sign into law that address the shortcomings of the current immigration system. In selling the bill to Americans he points out that this is not an amnesty, that the current system which allows immigrants here to stay illegally without paying taxes or any accountability is an amnesty. He points to deportation of millions as not an option, an out of the character of America. That deportation of criminals will continue and is up 80% in his administration, without mentioning that deportation under his administration for ordinary undocumented immigrants without any criminal record had reached a high of 400,000 a year under his administration, higher than under the Republican Bush administration. In fact it had reached such levels that Hispanic groups stated they would sit out the midterm 2014 elections and not vote for Democrats or Republicans, after providing a significant part of the winning margin for Obama in the 2012 presidential election. President Obama says he has the legal authority to prevent deportation, and that this is essentially what this executive order does- providing a temporary right to stay and work in this country to undocumented immigrants here living in the shadows who are here for more than 5 years, not a permanent status or citizenship. He cites other presidential decisions of the last 50 years, Republican and Democratic, that have integrated large groups of undocumented immigrants, including an executive order by President Reagan. And he refers to the Bush presidencies 41 and 43, where both father and son, considered Hispanic Americans "a part of American life," as good hard-working people deserving a chance to be Americans. The speech ends with an appeal to the compassion of Americans urging them to look at their own individual stories going back one, two or several generations, or Ellis Island where the early waves of European immigrants entered the country in the 19th century, and to immigrants from the period after the early British settlements in the 18th century. This is typical Obama, as much as the calculated decision to pursue a aggressive deportation policy was for the first 6 years of his administration, including the decision for "Dreamers" or young people before the 2012 election. "Scripture tells us, we shall not oppress a stranger, for we know the heart of a stranger. we were strangers once, too. And whether our forbears were strangers who crossed the Atlantic, or the Pacific, or the Rio Grande, we are here because this country welcomed them in." Over 2 million deportations in one of the most aggressive deportation policies of any administration, followed by an effort to stop deportations before the next presidential election, when the NYT had called his deportation policy "infuriating." ...

Jared Bernstein of the Economic Policy Institute points to trade barriers reducing competition and free trade that should raise an outcry when free trade and competition advocates focus alone on the Trump steel tariffs. He points to estimates that show $90 billion in additional costs to Americans from the barriers that prevent Americans from paying world market prices for surgeries and medical treatment, prices similar to what is paid in advanced countries like Germany, Britain and France. A bigger barrier in pharmaceuticals prices being sheltered from market competition worldwide costs a huge $370 billion in additional costs to Americans. These two costs in healthcare would help Americans by a magnitude compared to tax cuts that do not work for average Americans with the business tax cut going more into share buybacks than into increasing wages or capital investment in 2018.  Bernstein points to Neil Irwin's column in the NYT that flags statements such as Senator Mike Lee, Republican, that the steel tariffs are a huge job killing tax hike, as being misleading. Bernstein says two actions were never taken that would have used benefits of free trade to help affected communities that lost jobs in industries such as steel and textiles, other industries affected by foreign competition.  He lists these steps as sectoral employment training, apprenticeships ,and job creation efforts in the worst affected areas. Basically no one really knows what is good trade policy, the textbook concepts and theories are out of date when countries can subsidize particular industries such as steel and dump products into the American market. At a press conference on CSPAN with the Swedish prime minister Mr. Trump stated that China was exporting more than what is officially shown as there are transshipments from other countries, some of them with no steel mills.  As Mr. Trump stated at that press conference he was elected partly because of the worst affected communities- in places such as Michigan and other states in the midwestern U.S.- that suffered from unfair trade. Bernstein admonishes the economists and politicians, media, for the headlines that are misleading in showing that bad trade policy is being pursued and trade wars are being started. This deserves attention because the Trump administration and advisors such as Lighthizer who served in the Reagan administration seek fair trade, and the Commerce Secretary Wilbur Ross successfully pushed for NAFTA trade deal renegotiation not the outright rejection of NAFTA that was mentioned in the election campaign. Ironically no one is helped by this trade rhetoric and misleading headlines. In fact the strengthening of the U.S. currency as the huge trade surplus of China goes into U.S. assets, and with the election of Mr. Trump, gives foreign competitors a continued advantage. And in fact Japan, South Korea, China, had a mild response to the tariffs as reported, because these countries are aware of global overcapacity created especially by China which produces 50% of the world's steel, and as China shifts to higher technologically value added products closing many older steel mills. ...

Iran's Ahmadinejad's speaks to reporters and editors in New York before his address to the UN General Assembly. He says: "During a historical phase, the Israelis come into the picture and are then eliminated." This WSJ editorial finds President Obama's response and his address at the General Assembly of the United Nations inadequate to convince Iran's government and ruling mullahs that the program has to be ended. Sanctions have not produced the needed results and have only gradually been tightened showing a lack of resolve. President Obama failed to speak up for young people and university students in Iran who held demonstrations against the Ahmadinejad regime when it changed the election results- just as he did not speak up for the young people fighting a dictatorship in Libya and Egypt, or just as has failed to do for the young people fighting today in Syria. In this respect Obama has abandoned America's role as a beacon of hope for countries around the world. It is left to American media and public opinion to vigorously express these ideas in unison, as it has already done every step of the way. Clearly Ahmadinejad does not speak for the Iranian people, especially the young generation, and Egypt's president Morsi like every other Arab leader may have problems with Israeli policy but sees the need for peaceful coexistence. It would be more accurate to say that the Iranian people, like the people of Syria, are trapped as Morsi put it to the General Assembly, in "the tragedy of our era," moving from dictatorship to dictatorship....

This opinion by Mr. Swain, editorial page writer at the Wall Street Journal says it is regrettable that the expert class in America has failed to acknowledge its errors or conduct self-criticism. A new generation of journalists, think tank authors, and experts, will soon replace the old. They, he says, will make a fair assessment of the Trump years and look at their forerunners as acting in crucial moments, as idiots. He offers an alternative view of lockdowns as hurting the economy and causing a sharp recession in which people had to go without income, and some even hungry. To support this he says many parts of the country did not lock down and managed to keep hospitals running fine. California and New York with Democratic governors and large numbers of Democratic voters have borne the brunt of the pandemic in America. He points out the changes in the Middle East with policy that has brought Israel and the Arab world closer. The wars in foreign lands that are no longer being fought wasting precious resources. Democrats and the news media acted to consider Mr. Trump's election as illegitimate and the result of collusion with a Russian president, says Swain, till the Mueller investigation proved this to be not true. The real reason for Trump's election being that the Clinton-Obama Democrats had neglected working class interests and sent jobs overseas, and the Democratic party had shifted far from its working class base. That there is much for reflection in both political parties is stated in this view as the Democrats rush to a second impeachment Feb. 9, after president Biden has setup his new administration, and in the middle of a national emergency pandemic.   ...

Some insights into the thinking of Robert Rubin from an interview by Ken Brown and David Enrich with the former Treasury Secretary in the Clinton administration about the 2008 financial crisis. As Justice John Paul Stevens. the longest serving Supreme Court justice on the bench once said, those who administer the judicial system form the backbone of the law. In a like manner those who administer the financial and economic system form its backbone, which is why Rubin faces some tough questions in this interview. At the time he was Treasury Secretary, the NYT magazine ran a story on Robert Rubin, as the kind of person who liked to put things down rationally on a note pad, and think things through on the basis of this rational analysis. This is how he approached the Mexican financial crisis of 1994 and the 1997 Asian financial crisis. Here is some of that note pad Rubin, in the context of CDO's and risk taking, with something gone awry. Risks that according to this NYT report Rubin encouraged at Citigroup in 2004 and 2005, on the basis of the idea that Citi's competitors were taking on more risk and making bigger profits. His note pad approach appears to have led to conclusions by Rubin that considering the additional profits that could be made by Citi by ramping up the risk taking in 2004 and 2005 and afterwards like its competitors, it could lead to losses if things went wrong, but these losses would'nt come close to wiping out the profits made during the good times. The cyclical downturn he expected to see in 2004 and 2005 when he is reported to have added his voice to others that the bank take on more risk, was a cyclical downturn of the type he had seen during the 1994 Mexican devaluation and the 1997 Asian financial crisis. He had no idea that it would be a cyclical undervaluing of risk added on to a housing bubble, and to a triple A ratings issuance that was misguided. Rubin says here that there was hardly anyone who saw that low-probability event as a possibility. Was the housing bubble a low probability event, and were the issuance of ratings by the credit ratings agencies compromised by the drive for more business a normal pattern, or would some digging up of facts and some innate skepticism of the prevailing current in favor of one's own instincts that something was overdone missed in the notepad analysis of a supposedly rational approach? Or was there a feeling that somehow the U.S. with its long tradition of technology, its work ethic and sophisticated financial system was somehow immune to something as severe as what the Asian countries were experiencing in 1997, or what happened in the 1930's. Asked about his view of what happened Rubin says that looking back there was an enormous amount that needs to be learned. Rubin is also in a quandary when he has to respond to the public concerns about excessive executive compensation. Rubin made $115 million in pay since 1999, excluding stock options, while under his purview as the highest ranking board member Citigroup let some of the problems that it faces now accumulate. As Citigroup faces $20 billion in losses in 2008, a bear raid on its stock by short sellers who ironically were able to do this because of some of the lax regulation set in motion in the Rubin Greenspan years leading to the suspension of the Uptick rule, and the $45 billion government bailout last week. Rubin may have helped Citi but in a different sort of way. He was able to persuade Treasury- Treasury Secretary Paulson was a fellow executive at former employer Goldman Sachs- through the days before the bailout, ensuring government help was on its way. Citigroup shares had dropped to $3.77 a share in the third week of November 2008, losing 50% of their value in one week, as the discussions took place. ...
