Foreign policy of DJT Administration in 2025- asserting US interests, reviving the Monroe Doctrine for US policy in the western hemisphere, and rapprochement with Russia, China, Japan, EU, in international trade after tariffs against unfair trade. Mead says this has improved the US standing in world affairs and also has helped other nations in the world achieve their interests in their region. EU takes on a larger role in Ukraine freeing the US to assert itself in a much needed way to protect its borders and remove threat of drug and fentanyl trafficking from Venezuela and Mexico. Russia accepted as a Northern European power and NATO is pulled back as it should have been after the Soviet Union collapsed,  (it gets the "respect" it needs from the US so that it relinquishes efforts to disturb the peace in Latin America and the Middle East). It also frees up the US from other entanglements so that it can concentrate on both competition with China and negotiating win-win solutions on trade with China. US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. That is the surest way to a safer, better world for Latin America, Europe, Asia and Africa. ...

Saying further that DJT has been far less clear about what those demands were. NYT has clearly not followed what DJT has said time and again. It is OK to use economic power when Canada and Mexico, and China have not taken the action they could have taken a long time back that they are now taking, and will take, after years of acting as if they could not see the fentanyl flows across its borders destroying America. U.S. president Trump's statement calling for a list of goods for tariffs on $200 billion of Chinese goods leaves China without a clear response and facing new risks. The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower.The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. Japan responded by appreciating its currency and using stimulus to cushion the effect of lower exports on the economy. The stimulus led to the housing bubble and over time a period of low growth and stagnant economy. The large China stimulus in 2008-2009 has compounded the problems in the banking system. Not deleveraging and controlling financial risks in China's banking system because of the trade war would bring a new set of risks. ...

Britain leaves the European Union on January 31, 2020, almost half a century after it joined the EU. There is a transition period till December 31, 2020 to work out the trading arrangements with the EU. Britain is asking for a trade deal similar to that which Canada signed with the EU recently. Boris Johnson says he would accept a "off-the-shelf" model first proposed by the EU negotiator Michael Barnier. 

The Canada model would mean an almost tariffs free trading arrangement which would include border checks, and which would exclude Britain's large services sector. This would be the ideal arrangement in the British view. The impact as estimated by the British Treasury is for the negative impact on the British economy to be minimal, for the British economy to be about 4.9% smaller over 15 years compared to having not left the EU. This might be offset by trade gains with trade deals made with other countries such as the U.S. and Japan.

Carrie Lam's withdrawal announcement for the extradition bill that sparked the protests comes after 3 months of protests in which Lam could have started conversations and dialogue with protesters. This is now not likely to end the protests as a number of issues have emerged including social, political and economic issues and police action. For China it also raises questions of relations with major trading nations such as the U.S. With the stalled talks on trade and tariffs, and a slowing economy, the last thing China needs is for this to overshadow the bigger issues of economic growth and continued development of its economic potential. Lam's withdrawal decision is received with much skepticism in Hong Kong as this report in the Guardian shows. Coming earlier it could have some meaning, there is now a wider gap in the perceptions of both sides. Powell at the Fed, the US central bank, and DJT have different views on reducing interest rates. Most of the business community and heads of banks see it as essential that the Fed be able to decide independently when to lower interest rates. Jay Powell was selected by DJT in the first term and Biden continued with Jay Powell. Powell carefully monitors the economy, the cost of living, supply chain inflation, jobs reports, and the international situation, to come up with his view, which is that inflation is moderating and job situation and the economy are good, so that the Fed does not need to take action at this time.  In this situation where the president wants to see lower interest rates to lower the interest burden on government borrowings for the larger defense budget and other priorities., including trade action, Bessent has stepped in. His advice to the president as he did earlier on tariffs is to show flexibility. The president listens.  Earlier with Liberation Day tariffs Bessent advised DJT to give financial markets confidence in the new policies by a willingness to reduce them or pause them. ...

The prospect of improved ties between India and China as president Xi Jinping meets prime minister Modi in an informal summit meeting. China sees India as an important trading partner as its trade relations with the U.S. deteriorate in a trade conflict and higher tariffs on China's exports to the U.S. Mr. Modi of India sees the need to maintain steady economic growth ahead of general elections in 2018 where a good economic record and performance would boost his chances for another term. 

Both India and China see the potential for a larger global role as the U.S. under president Trump seeks a smaller role than in the past. On issues such as climate change China has taken the lead and India is also an active participant in limiting carbon emissions.

There is a 82% jump of oil at sea in 2025 as China and India stay away from sanctioned oil from Russia Iran. About 1.4 billion barrels or 15% of supply out at sea on tankers by December 2025. When Modi met Putin he offered to continue supply of oil. India says Jamieson Greer in a recent interview with Sarah Burns, is not buying Russian oil and negotiations are ongoing so that a deal with US on dropping tariffs is reached in the very near future. This oil at sea is keeping prices of Brent crude at about $66 in December 2025. DJT is referring to prices down for oil, to gas pump prices in US states having dropped to $1.99 a gallon to show progress in tackling the affordability crisis in the US at a rally in Pennsylvania.

China's top trade negotiator is Liu he, Chinese Vice Premier. He is negotiating with Robert Lighthizer, the U.S. Trade Representative who heads the U.S. side in talks. Liu He says China is planning to reduce auto tariffs on U.S. imports to 15%. U.S. exported 266,000 cars to China in 2017. A number of other issues are coming up between the two countries including cyber hacking as federal prosecutors are expected to unseal charges against hackers linked to the Chinese government, according to this report in WSJ. The US Fed under Jerome Powell stress tests of 31 banks for 2024 shows the banks can withstand a rise in unemployment to 10% and 36% drop in house prices. This is relevant now that the new administration of DJT makes another effort to correct the huge trade imbalance with China, Mexico and Canada, which itself is destabilizing in the long run and needs to be addressed. The first term of DJT failed to correct the imbalance with new tariffs kept in place by the Biden administration. This is not just one's imagination, reports suggest China has poured $230 billion of subsidies into its EV industry since 2003 mandate given by premier Jen Biao to dominate that industry. And now has capacity of 20 million car production a year, twice the domestic demand in gasoline cars, wanting to send the surplus production to the US and Europe. This isn't the 1930's type of tariffs, it is simply to get a fair even playing field for trade, where no one side is massively subsidizing and dumping which is one of the principles of WTO free trade that is being broken by China and Mexico. Specifically the anti dumping clause in Article 6 of the 1994 GATT agreement on free world trading mechanism to ensure free and fair trade. ...

Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. WIth China reluctant to make concessions on agricultural imports at a recent Shanghai meeting of Mr. Lighthizer with Chinese trade representatives, the trade dispute with China has escalated. Mr. Lighthizer had little to show Mr. Trump at a meeting in the WHite House. After a 2 hour meeting Mr. Trump told his advisers that his patience was wearing thin. China also said it was suspending all agricultural imports of U.S. farm products. The U.S. designating China as a currency manipulator.  The situation today is that there is a level of mistrust between president Xi and his advisers and Mr. Trump and his team. The situation has taken a new turn with China saying the U.S. is supporting protests in Hong Kong. President Trump has stated China is waiting it out to deal with a new administration in Washington. Both sides do not see any solutions till after the U.S. elections in 2020. For China there is also the upcoming 70th anniversary of the People's Republic. ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. Efforts to control out of control oil production by the Saudis and Russia as oil prices fall to $22. President Trump says he is considering tariffs in this situation to raise the oil price. He is also talking to president Putin and Prince Salman in an effort to moderate the decline in oil prices. The U.S. seeks to protect its oil industry which needs a higher price to operate profitably. One way for the U.S. to do this is to use its own oil to help the U.S. oil industry and not to take in any foreign oil. During the early weeks of the coronavirus health crisis the impact on the world economy and demand was underestimated by both Russia and the Saudis. The lack of transparency from China about the coronavirus and the underreporting that led to the U.S. and Europe not taking the threat seriously enough or taking defensive steps is also seen as a part of the deeper problem as the U.S. and Europe bear the brunt of the coronavirus in terms of deaths and cases.  This presents a deeper problem than the trade issue by itself as the U.S. had a trade issue with Japan which was later resolved. The way the Trump administration sees itself as the only protector of U.S. interests in trade, security and international cooperation creates a new level of tensions. Other countries such as Australia, India, Japan, and countries in South East Asia are seen as having similar concerns as supply chains are being remade to reflect the new trading conditions and economic structures. ...
