The unofficial exchange rate for the Rial fell to 33,500 rials to the dollar in informal currency exchanges. It fell 13% on Oct. 1, 2012. At the end of 2011 the exhange rate was about 13,000 to the dollar, and the rial has already lost 75% of its value as a result of economic sanctions over its nuclear program. Shiller's ten year earnings P/E ratios for U.S. stocks are at about 24.5 in October 2013. By comparison Shiller adjusted 10 year P/E ratio for Greece is at 4, Italy and Spain at close to 10 and Germany at 15.6. The one year earnings P/E ratios in Oct 2013 are at 15.8 for U.S. stocks. Within the U.S. Shiller says, the sectors where P/E ratios are much lower than 24 are in healthcare and energy and industrials. Emerging markets are also much lower than 24 for the U.S., says Shiller.

Chinese government data show that inflation was 3.1% in May 2010. The spread of wage increases in manufacturing after a series of strikes at Hon Hai and Honda Motor suggest that price pressures will grow even further. Analysts warn that China's central bank will have to raise interest rates to control the boom in the economy and property markets; that merely reining in credit will not work. They also suggest the need for swifter action in revaluing the yuan. As wage increases spread throughout manufacturing, this will eventually be reflected in higher prices of end products.

There is increasing support in the ECB's governing council for an interest rate cut. ECB president Mario Draghi says 23 members support a cut, and adds "we stand ready to act." Rates were held steady to put pressure on European political leaders for more action. Casey points to the co-dependency between stock market investors in the U.S. and the Bernanke Federal Reserve. The stock market slumped in July 2013 and then hit new highs when Fed chairman Bernanke clarified that monetary policy will contiue to be accomodative for a long period with rates low even as the Fed tapers off its bond purchases. This makes the task of normalizing interest rates tricky for the Fed. Bernanke and the rest of the Open Market Committee have to consider the problems of a bubble in the stock markets, avoiding a destabilizing selloff in markets because of strong signals of normalization of rates, and changes in economic conditions in the U.S. and to some exent globally. Similiar reassuring statements were made by the head of the Bank of Japan, Bank of England and the ECB.

Richard Haas and Michael Levi of the Council on Foreign Relations suggest a path of negotiations for a peaceful settlement of the Iran crisis. Haas points to the difficulties in solving the impasse in the crisis through solutions based entirely either on military options or on expanded sanctions.
