Stephens says the lack of swift military action to protect the U.S. consulate in Benghazi by all means available was not undertaken by President Obama from Wall Street Journal accounts of what happened. The reason given was not to violate Libya's sovereignty, instead an effort was made by the State Department to get the Libyan government to send reinforcements. This was the situation at 5 pm on Sept 11, in an Oval Office meeting, when news of the attack on the consulate reached President Obama. A suggestion was made according to WSJ reports for U.S. planes to fly in from the closest airbase to scare away the attackers but was not adopted. The Obama adminstration was slow to act decisively in the struggle for freedom from the Gaddafi dictatorship and agreed to support the French-British effort after the war was underway for some time. This is likely to have left the U.S. with a lack of sufficient intelligence on the ground about the movement of remnants of Gaddafi's army, mercenaries from Mali, and terrorist groups, which are suspected of involvement in the attack, and which had threatened Ambassador Stevens according to his diary. The U.S. consulate in Benghazi was burned down in a deliberately planned attack and one of America's finest diplomats Stevens lost his life in the attack. ...

The lack of reliable statistics and production information for China's steel industry. The World Steel Association says China's steel production went up by 7.5% in April 2011 over the prior year. In 2010 it says China produced 625 million metric tons. These figures are based on information from the China Iron and Steel Association, which represents 75% of steel producers in the country. Because much of the reporting is voluntary many smaller producers do not report their production figures. MEPS, a steel consulting firm in the U.K. , says there is extensive underreporting because of political pressure on inefficient mills to shut down. These mills continue to operate but fail to report production, as a result production may be understated by 45 million tons, according to MEPS. This becomes important because if the Chinese economy slows down much of the steel warehoused in China because of higher taxes on raw steel exports could end up being exported. Inventory levels are higher in China because of the taxes and the storing of steel by mills slated for closure but still operating. This would cause a drop in steel prices on world markets. Steel is different from other commodities in that it is not traded on the London Metals Exchange or other Exchanges. Sales are privately negotiated sales between steel mills and users such as auto plants....

Cerberus Capital will lose its entire stake under the plan announced by the Obama administration. And Fiat will be limited to a 20% stake in Chrysler, down from an earlier figure of 30%. And Fiat will have to repay the $6 billion loan that the Obama administration is willing to make before in can take astake in Chrysler of above 49%. Obama administration official confirmaed that the Cerberus 80% equity stake no longer holds value and that the firm's ownership would come to an end. Only if Fiat and Chrysler reach an agreement in 30 days will Treasury invest $6 billion in Chrysler. The task force requires Chrysler to eliminate the "vast majority" of roughly $9 billion in outstanding secured debt. Cerberus acquired Chrysler from Daimler AG in august 2007 when US vehicle sales were 16 million a year, and did this by having Chrysler borrow heavilyusing its plants and property as collateral. $10 billion of secured debt was raised, and $2.5 billion was paid down of it. With prices of gasoline hitting $4 things collapsed. Chrysler sales fell 40%, and Chrysler was loaned $4 billion by Treasury. Now Chrysler has 30 days of working capital from Treasury till it reaches an agreement with Fiat, and before the government provides an additional $6 billion if the agreements as required by the Obama task force are reached....

McCartney of WSJ gives a list of things to do and what to expect on a flight where bumping of passengers is happening. He points out that crew have the right to give instructions which can sometimes be arbitrary, so passengers have fewer rights than assumed.  How to protect oneself? Get an assigned seat, check in early, and put all passengers on the same record to avoid being bumped. One unknown fact is that you are entitled according to law to cash compensation, and for getting you to destination on another flight from 1-2 hours late domestically 200% of one way fare or upto $675, over 2 hours domestic flights 400% of one way fare or upto $1350. Important to avoid smaller jets or small planes 30-60 seats as weight issues arise and these planes have higher rate of bumping passengers- and passengers are not entitled to compensation in 30-60 seat flights where weight or ballast is the issue. Other tips are avoid last flight of night or flights later in the evening where passengers are less likely to give up seats. Also consider buying a premium seat to get seat assigned if all seats are taken. ...

There are 240 Norwegian and Finnish companies in India, says this report in The Hindu. Nordic countries are providing green technologies to India. At the Nordic-India Summit held in Copenhagen in May 2022, the five Nordic prime ministers and prime minister Modi agreed to intensify cooperation on digitalisation, renewable energy, maritime industries and the circular economy. Denmark is helping India with ports and logistics. Trade ministers of Norway and Finland visiting India together  Feb 9-10 describe the efforts to provide Nordic technology solution in green transition to India. Trade between Norway and India has doubled in the last 3 years and the Norwegian Sovereign Wealth Fund is likely to become on the largest investors in India at $17.6 billion. Jeffrey Immelt of GE makes a critical point in this op-ed article- that the concept of the US transitioning from a technology-based, export-oriented economic powerhouse to a services-led, consumption based economy was a bad idea because it would lead to a loss of jobs, prosperity and prestige. Immelt calls it "fundamentally wrong." In this piece he makes the point repeatedly and takes his role as head of the President's Council on Jobs and Competitiveness seriously, saying that there is nothing inevitable about the decline of manufacturing in America, that it can and must be reversed. For over two decades business leaders have taken a complacent attitude about the effects of a continued decline of manufacturing in America and the loss of jobs in the US, even as they built plants and expanded overseas. Now for the first time Immelt articulates a new policy for government and business leaders. He says businesses should invest more in advanced products and technologies that create jobs in the US. In doing this he joins Intel's Andy Grove and other business leaders who expressed a growing frustration with the pessimism that this loss of jobs and competitiveness is creating among young people in the US, and the cloud it is creating about America's future. Immelt adds that it is imperative to care about what happens at home in the US, and the growing pessimism that lack of jobs growth in the US creates should not be accepted....

What Handan Iron and Steel in Hebei Province 300 miles south of Beijing and ThyssenKrupp in Dortmund, Germany, have in common. The transplanting of Germany's aging defunct iron and steel furnaces and plant to Handan, boxed and crated away- its unreal that in 1998 Handan Iron and Steel bought and transferred an aging polluting plant to a city where the steel works are located in China which has 8.5 million residents. When years later the steel works were debated to be moved to a distance away from the city with Baoshan Steel, the decision was made to instead put a new plant there instead. The solution was to make pollution payments to residents of Handan. It was Mao's dream to build a steel industry in Hebei province ,which has large deposits of iron ore and coal and a rail line. Couple of questions come up to mind- one why did the first steel works go up right in Handan, and same is true of Dortmund, labor supply perhaps but couldn't homes be built nearby instead and these plants located away from cities. Second the deal for bringing the ThyssenKrupp plants was as recent as 1998, by this time China was already a big steel producer (producing more than the US by one estimate) and in a few years Chinese steel production was to exceed the US, Europe and Japan combined. With steel production already on the rise why didn't China move more carefully. Some of the Thyssen Krupp assets were built only a few years before 2000 and met stringent environmental control. China bought these.. Why didn't China pick out the best assets instead of old aging blast furnaces. The possible answers are that they were available at cut rate prices, but were they worth it. The second is that Hebei must be competing with other parts of China, and there wasn't a rational allocation of capital as would happen if a sophiticated company like a Mittal or a Tata Steel is involved. Is China operating on a outmoded concept- nationalism, competition between provinces with local government officials running the show? The other question is that in the case of the automobile industry a different pattern is seen, the most modern technology was selected , and in the case of Cherry, the most recent technology was selected for manufacturing cars, then why was this same pattern not adopted in the case of steel. In the end China has a surplus of steel mills, which makes this rush into steel production without carefully thinking through this appear to have been a mistake. The visual picture if one flies into Dortmund of manmade lakes, green park areas and residential housing and shopping from the $22 billion the EU and Germany are investing to turn the Ruhr valley region of Dortmund into a centre of education, technology and tourism now contrasts sharply with Handan in Hebei province. Can emerging countries do better, build manufacturing for jobs but keep living conditions in mind, be patient and work to achieve the best overall results, and build education, technology, appropriate for their own situation. ...

Europe responds with platitudes and vague references to "benefits for everyone" and "detrimental" without facing up to the facts. How many American cars do you see on the streets of Germany? in Berlin or Frankfurt?- or Japan? in Tokyo or Osaka?-or South Korea? in Seoul? And how long has this been going on - since the 1980's. Europe's answer to the Marshall Plan and Japan's and China's to post war American help for recovery, was to exclude American cars and other products. GM and Ford have pulled out of China and so has VW. China's plan is to flood the world with electric cars, and Japan's to flood the world with hybrids. For far too long America has relied on capitalism that has no state involvement. In this kind of competition with hidden subsidies and national planning at the core of industrial growth in Asia. The US government has to have state involvement in it's auto, steel, aluminium, and chip industries, not to create trade disturbances but to create an even playing field for all, and rebuild a middle class destroyed by unfair trading practices of Asian nations and the EU, including Canada and Mexico which are simply used as bases to ship to the US. Ford makes 80% of its cars in the USA and GM can make the investments in new plants to raise its production from 60% in the USA to 80%. South Korea's Hyundai and Kia are investing $21 billion to make in the USA. Toyota and Nissan, VW, BMW and Mercedes can do the same.   ...

The astounding fact in this French FR24 report on the Paris Climate Change Agreement and country carbon emissions show that China's emissions accelerated to rise 3 fold in 2015 to about 12 billion tons of carbon emissions from about 4 billion in 2000. US remains at about 6 billion. India is at about 3 billon tons of carbon emissions, about where China was in 2000 when it had about 4 billion tons of carbon emissions. This is shown in the graph on carbon emissions from FR24. The US, European Union graph curves on tons of carbon emissions since 2000 are all flat or declining, India rising slowly from a small base, China's curve is rising straight up from a large enough base at an unbelievable and dangerous rate. What has happened and is it getting worse? China's economy expanded too quickly as globalization was accelerated by banks, and business in the US and Europe, and by the Chinese governments at the local level and the state level. This had negative consequences for US, Europe and China. The too fast growth in China at rates of 10-15% based solely on False GDP indicators that did not take into account damage to the environment and workers was that it hurt manufacturing and working class in US and Europe and contaminated the environment. This was not like growth of Japan in 1960-1980, a smaller country in the way it affected the US and European working classes. Hyper Growth at 10-15% of a large country with 1 billion people compressed over a short period, is cited by Greg Ip in the WSJ as the cause of the negative impact on America.  It hurt China through pollution of rivers and land at an accelerated pace. It hurt China as trade with US and Europe became unsustainable with the loss of manufacturing in the US and Europe leading to a trade war. From these graphs of emissions it now appears that the 3 fold rise in carbon emissions from about 4 billion tons in 2000 to about 12 billion tons in 2015 is the result of unregulated business activity of all those who preferred to push hyper growth in China purely for reasons of profit such as investment banks and corporations in US, Europe, and state or local companies in China.  This has also aggravated inequality in US, Europe and China, and hurt rural populations. Xi Jinping is attempting to correct this in China, Biden is trying to correct this in the US, and Scholz will now attempt to correct this in Germany and the European Union. It is also to be noted that China in 2000-2015 did not have the benefit of the newer technologies that India now has access to, which is why India says it is able to reduce carbon emissions per each unit of GDP by 35% from 2005 levels by 2030. It is this efficiency in producing units of GDP with newer and newer technologies that China lacked in its period of hyper growth 2000-2015 that now looks to have hurt China- with overflow of highly polluting steel mills and other factories which it would prudently and wisely have cut back on. Looking back at this period one sees the wholesale transfer of highly polluting plants in Germany being sold and put up in China, a poor developing country in 2000. Was this a good decision for Germany or for China? In this way the banks and large corporations in the US and Europe who use economic indicators that are limited such as dollar profits, without overall indicators that include negative effect damage to the environment that requires huge investments to correct, problems of trade wars leading to political conflicts, are acting like a person walking blindly in one direction.  With some foresight China and all its trading partners would have done better with slower but more careful Chinese growth of 7-8% that would have better met societal goals in US, Europe and China, avoiding high carbon emissions segments of industries from Day 1. Jinping is doing this in China, and Biden is doing this in the US- cutting out highly polluting factories and segments of industries- but in a climate of mutual distrust, which could have benefitted the world when conducted in a climate of cooperation and trust. The pandemic made the situation even more difficult. Power shortages in factories and blackouts in Chinese cities have led to a reversal of policies on use of coal in China months before the COP26 Glasgow conference and G-20 summit leaving a huge gap. Without the presence of Xi Jinping at COP26 in Glasgow and with Chinese participation uncertain significant progress on climate change is elusive. Estimates by US Renewable Energy Agency is that it would cost $131 trillion to pay for limiting emissions to global warming of 1.5 degrees Celsius. Some major share of this cost can be attributed to the increase from about 4 billion tons in 2000 of carbon emissions in China to about 12 billion tons in 2015, increase by 3 times. One can clearly see from this sudden jump in carbon emissions in China that policies of hyper growth with unregulated polluting industries adding to GDP growth figures was bad policy for China, bad policy for US, and Europe, even if it offered temporary profits for individual companies. India has the advantage of learning from this experience and charting its own wiser course as a partner with US, Europe and Japan and by Modi's vigorous efforts in renewable energy. The lesson- look at all indicators of progress, including climate and society, not just economic indicators in profit or dollar terms, take the tough decisions early in regulating polluting companies and industry segments, and bring full and active public participation with transparent access to data on climate damaging activity in real time because climate and the environment we live in free of polluting substances belongs to all the people, belongs to all life on the planet from trees to animals and birds, not companies that can choose to ignore it. ...

Tesla with a tiny falling market share of 6% in China is being outmaneuverd in China even as it gains benefits for the company and for CEO Elon Musk. It fails to make Tesla competitive in world markets ceding leadership to China.  Tesla gets 68% of 2023 profits of $10 billion from China operations. China operations of Tesla produced 947,000 electric cars 53% of its total with China sales at 600,000. Tesla was able to complete the large factory near Shanghai, the largest of its 7 plants, in record time with assistance from China's government. Elon Musk knows premier Li Qiang of China a Shanghai Communist party official which facilitated the building the Chinese plant, lower 15% tax rate instead of 25% till 2023. This 2023 1 million car production is actually not giving Tesla a foothold in the Chinese market, as Tesla's market share is falling from 7.8% to 6% of the market. What it has given China's local companies such as BYD is a world level competitor for China's local companies to compete with, learn from as China develops its own world class electric manufacturing capabilities. BYD has its own unique battery technology and is making the batteries in house. Local companies dominate a very competitive landscape in which there is very little room for error, with companies consolidating. This suggests that Tesla may be an insignificant competitor in China in the future even as it has enhanced its profitability as a company in its domestic American market with its China operation.   ...

As sales decline in the USA auto industry even the Japanese take a hit. Toyota sales down 10% in March 2008 compared with March 2007 only slightly less than the 12% for the US auto industry as a whole. About one assembly plant worth of idle capacity exists at Toyota. Sales declines at GM and Chrysler19%, at Ford 14%. In fact Shoichiro Toyoda visited Toyota's Indiana plant last October concerned about the idle capacity at the plant. See the link to this and Toyota's senior people like the honorary chairman were concerned about what is happening to Toyota fearing that Toyota may be facing some dangers and was getting complacent.

Rising wages and rising production costs for Chinese exports of low tech products like shoes, clothing, toys, clothing, furniture, means a lot of these factories will shut down and move to lower wage countries like Vietnam and India or elsewhere. Elimination of rebates on more than 2000 export items raises cost of manufacturing 14-17% according to Guangzhou based American Chamber of Commerce in South China. And the the tough new labor law enforcing worker rights would increase manufacturing costs by 40% according to the Textile Council of Hong Kong. Additional costs would be incurred to meet tougher environmental controls and anti pollution laws and stricter enforcement. As a result of this Adidas wants its suppliers like Taiwan based Apache Footwear with 18000 employees in Guangdong to move as fast as they can to India where it opened a second factory. This process will unfold over several years till India and Vietnam bercome the new sources of cheaper goods because of the large supply of manufacturing labor for lower value added products, as it will take years to build the logistics and infrastructure for these plants in these countries. But because wages will also rise in India and the laws in India are more likely to be enforced than they were in the atmosphere in China where the Communist led government may have turned a blind eye to enforcement and worker rights in the interests of growth, the export of deflation to the west in the way of cheap Chinese products may be a thing of the past. China is doing this as a planned move it appears. Why? On the surface it makes sense that the heavily polluting factories making lower value added products like shoes, clothing, toys, furniture, would not receive rebates from te state and to improve living conditions and promote consumption at home the government woud pass tough new laws to ensure employee benefits and collective bargaining rights, and employee job security. It also reduces trde tensions at a time when the US economy will be in poor shape and jobs lost become a political issue in the 2008 presidential campaign. But there may bigger pressing concern and urgency in these moves after so many years of this being discussed and this may be that China finally may be at a moment when it is confronted with a sober fact that the US consumer is heavily in debt and may not support China's export growth model much longer and with it China faces a really significant slowdown in its growth rate from 11% to maybe half that if China does not develop its own domestic markets for growth. The old foreign investment model may not work anymore. See the link to Ireland where growth is falling off quickly. Higher wages and longer term jobs with benefits would enable a large middle class to develop from this huge manufacturing worker base especially as China moves to more value added products where even higher wages would be paid. This in turn creates a domestic market over time that would insulate China to some extent from the winds that would be blowing from a US economy suffering from a deep recession that may last several years. This may be evident in the words of the Governor of Guangdong when he says that the government is not abandoning the exporters but that selling domestically is good for the country and good for the people. Something deeper is at work here and one would expect an about turn in policy where instead of workers not receiving back wages and lax enforcement that went on freely in the last decade we would see an effort to build the kind of middle class that would provide the market for Chinese goods that would sustain growth at a more modest but sustainable pace. Which means in the short term all those workers at factories that make toys, shoes, clothing and furniture in provinces like Guangdong would be jobless. Some of these factories may move to provinces in the interior like Sichuan and Hunan provinces which may pickup employment. A report by the American Chamber of Commerce in Shanghai written by Booz Allen says that a fifth of the companies surveyed are considering relocating outside China, and that over half of foreign manufacturers surveyed think that mainland China is losing its competitive advantage to places like Vietnam and India....

Krugman on taxes, Simpson Bowles and "low rates." He describes the U.S. under Dwight Eisenhower, a Republican president and war hero. A period which he describes in which unions had bargaining power, a third of workers were union members, and in contrast to to the 1920 business executives lived modestly and paid higher taxes. And yet the U.S. registered high rates of growth. There are several aspects to this period in contrast to the present that also need to be kept in mind. The post war booming economy after two decades of slow growth and war. Much of the present infrastructure in the U.S. was built during this period including the interstate highway system started under Eisenhower. The workers of developing countries of China, India and other parts of the world were not a part of the global labor force till the 1990's, with technology and transportation making global manufacturing a reality. The major factor in lowering wages and creating lower levels of unionized workers in the automobile as in other industries is the competition from lower wage labor in China and other Asian countries, and the presence of non unionized plants in the U.S. The choices made by economic decisionmakers of both parties in the last two decades, say experts including Fed chairman Bernanke, created a huge inflow of capital from Asia that led to housing and other bubbles, creating economic crises such as the one in 2008 and aggravating economic inequality. ...
