Speaker Johnson tells Politico that he plans to take up Ukraine aid in a separate bill. It would  be one Ukraine aid only bill or combined with Israel aid. He said it would happen using the House's suspension calendar. He sees it coming up on Ukraine aid on a stand alone basis. Suspension calendar requires a two thirds majority to pass bills and this means a large number of Democratic votes. Separating Israel and Ukraine aid is under consideration. The Freedom Caucus and some Republicans are not favoring bringing up the Ukraine aid bill. A government funding bill comes to the floor of Congress next week. Johnson says of the raucous Freedom Caucus that he has been always philosophically aligned with it with the same core principles as a lifelong movement conservative.The only difference is in tactics, and its never personal, Johnson says.

Republicans in Congress led by Speaker Johnson and Senator Lindsay Graham insist that a reform of the asylum and parole system for the US border is a must before an appropriations bill for the government to aid Ukraine and Israel, Gaza humanitarian aid can be passed. At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

President Biden and leaders in the EU, Japan, India and other countries helped negotiate the global minimum tax. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.

A lot of the investment is in the US in Patriot missiles built in Arizona and defense equipment in Alabama as the president pointed out in his message to House Republicans shown alongside saying history is watching. WSJ reminds readers that Arthur Vandenburg of Michigan helped president Harry Truman setup the North Atlantic Treaty Organization for the defense of Eastern Europe falling into Soviet hands- the danger seen in Greece and Turkey in the 1947 and the Berlin Blockade 1948-49. The Truman Doctrine was announced on March 12, 1947. People forget that Truman asked Congress for $400 million in military and economic aid to Greece and Turkey. With it Greece, the mother of western democracies was able to stave off defeats from Soviet supported forces by 1950.

President Macron of France says with the president of Sweden Ulf Kristersson at the Swedish Defense Academy- "The EU has to make bold decisions to defend Ukraine, to preempt any US decision to withhold of reduce its support." Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In doing this he said Europe needs to stand by Ukraine.

Florida Governor Bob Graham 1979-1987 work in investing in education boosting per pupil spending and investment in Flordia university system is similar to California Governor Pat Brown 1960-1968 who helped build the Cal State University system. Bo Graham covered the Kennedy-Johnson period of the sixties to the turn of the century, retiring in 2003 after serving in the US Senate for 18 years. His early upbringing was on a family farm in Florida. He is known for his effort to take on the roles of ordinary Americans for 100 days when he ran for public office. The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. During the initial request to Congress it was given only $1.325 billion. President Trump made up the difference by declaring a state of emergency in February 2019, allowing funds for military construction projects to be shifted to the border wall funding- $6.7 billion in 2019 and $7.2 billion in 2020. A lot of the construction will happen in 2021, assuming Mr. Trump wins a second term. The Trump administration hopes to have built or under construction 450 miles in 2020. Much of it is concentrated on federally owned land, across vast regions of Texas, because of no legal obstacles from private landowners unwilling to give up land. ...

Rep Marie Perez 34 years, of Washington State, is one of the new members of Congress who feel there is a sense of disrespect for people without college degrees, that Democrats have to go back to the days of John Kennedy when a majority of voters without college degrees supported him. John Kennedy had more support from people without collrege degrees than with college degrees. In 1960 John Kennedy had 52% of people with high school education, 65 years later Biden had only 41%. The 11 percentage points gap is what is needed to be filled to bring the Democratic party back to what its core values are, core values lost after entry of Silicon Valley people and finance industry people into the Democratic party -muddying up the core principles of the Democrats since Woodrow Wilson and FDR from the 1900's to Kennedy in the 1960's, standing up for the rights and aspirations of workers and families.

This story in the NYT describes how the flawed effort to pass the Republican healthcare bill or repeal the Affordable Care Act passed under president Obama failed after another effort. Many developments killed it. In the end the president lost interest, especially when he saw Republican Senator Rand Paul of Kentucky go on talk shows on the weekend before its collapse to complain about the bill. Senator Collins of Maine was exasperated by the way the bill was being rushed through Congress, and she voiced her strong opinions about this by talking to people back home in Maine and sharing her conversations with the media. The bill pushed by Senator McConnell, the Republican leader in the Senate, imposed annual caps on Medicaid spending. And did this without any discussion, shutting out committee debate, any public discussion, or formal drafting. Once this process was set in motion in this way the Republican Senators formed camps. Senator Grassley of Iowa and Jerry Moran of Kansas, normally conservative moved to the moderate side. Moran held a town hall meeting covered in the NYT, where older people voiced their concerns. Most of the patient advocacy groups, the hospital groups such as the American Hospital Association, and other medical groups also opposed it.  After Senator McCain of Arizona said he could not return following a surgery in Phoenix, Senators Lee and Moran announced their opposition. With this the bill's support crumbled including any effort to repeal the Affordable Care Act.  ...

Investment in infrastructure development is another source of growth. Higher oil prices and the bad loans in the banking system are barriers to increasing growth of the Indian economy. The Trump administration is canceling about $1 billion in funding for California high speed rail project. About $2.5 billion in federal funds are already spent. California voters approved a $10 billion bond in 2008 to fund the project linking San Francisco to Los Angeles  and the federal government approved $3.5 billion in grants. The state hopes to complete the section from Bakersfield to Merced in this phase.

China's strategy appears to be to allow the transfer of TikTok ownership to an American consortium and focus it's efforts on renegotiating the 30% tariff on China and China's response of 10% on the US. China is making an effort to protect industries in China that have surplus production. China wants DJT to meet Xi for a Summit in Beijing instead of South Korea as the US has suggested. And Xi  offers to make a visit to Washington DC to improve relations. Scott Bessent and the USTR Greer in negotiations  with the Chinese trade negotiator Vice Premier of Economic Policy, He Lifeng, in Madrid, have come up with an agreement. The US COngress has passed legislation requiring the sale of TikTok to US owners because of sensitive information issues. China now reversed its policy in April when it opposed this as it now sees little advantage in that policy and can concentrate on better trade terms from DJT. A stumbling block is the flow of fentanyl for which DJT imposed 20% of the 30% tariff on China, the other 10% being standard for all countries. ...

WSJ says Congress will not support lower drug prices by about 50% in Canada to permit drug imports from Canada. Yet in today's America will Congress stand in the way when both Democrats and Republicans support drug imports or anyway to get lower prices and reduce the most costly part of the cost of living in the US. WSJ editorial opinion says this policy of higher drug prices by a factor of 2 or more makes American people healthier. This is clearly wrong. President Biden has said over and over that "I don't get it." It makes American people less healthier by large enough margins and America less strong, and the time is passed when there was any doubt about the great damage this is doing to the health of the American people. The time is passed when the will of the American people was not resolute enough to find a healthier life for the American people.

In a new WSJ/NBC New poll, conducted July 24-27, 2009, 42% called the Obama health plan a bad idea, and 36% called it a good idea. In mid June the poll showed Americans evenly divided on this question. It reflects rising anxiety over the costs of the health plan and what it will do to the deficit, and also shows public anxiety about the ways in which Obama and Congress are reaching compromises to pay for it and to control costs. Added to this are the anxieties raised about government involvement in healthcare and medical decisions about care. Noteworthy are two differing pieces of evidence. In the WSJ/NBC News poll, only two in ten people thought the quality of their own care would improve, only 15% of those with private insurance thought that it would improve the quality of their care. And 4 in ten people thought quality of care would get worse, and 45% of those with private insurance thought quality of care would get worse. By focussing on the cost of health care, the administration seems to have ignored or missed the concerns of people about the quality of care if government focussed on cutting costs. These concerns are real as a vast majority of the public, or about 85% of the people, as Martin Feldstein points out in a recent Washington Post column, are insured. The question is what cost would they be willing to pay for the admittedly worthy cause of insuring the uninsured? And even with the unisured, it seems likely with the current Obama reform plan that immigrants and other people may still remain uninsured, at least for some time. Would a huge burden of $1 trillion make this worthwhile, and is there some better way to do this without the prospect of higher taxes further down the road to pay for this. These are points Feldstein makes. The other piece of evidence is that at the same time that there are reservations about what is coming out of Congress today, there is general support for making constructive changes to healthcare. The WSJ poll showed 56% of respondents favoring the basic ideas in the reforms being considered in Congress, with 38% opposing it....

Private credit market has grown to $2 trillion in 2025 in 10 years  reaching $3.5 trillion in 2028 yet remains unregulated. Private credit is when investment funds such as Blackstone and Apollo, others, loan money to large companies. After the 2009 financial crisis bank regulation was tightened so that riskier loans were kept off the banks books to avoid another financial crisis. This led to the private credit market as a source of loans for small companies.Over 10 years the loans are now going to large companies and it is growing fast. As is typical in the capitalist economies regulation falls behind new financial developments or tech developments. Congress is always playing catchup and is distracted by other issues or has lobbyists asking for less regulation.  This report in the WSJ says when companies like Blackstone have private credit loans of $260 billion this can pose substantial risks for the US economy when this area of lending has no regulation as is required for a modern economy to function correctly. Private credit offers returns of 14-16% for these funds with risks associated and regulators are not asked to set the required rules. It only makes bank regulation ineffective as lending goes to unregulated parts of the economy. ...

The US Senate filibuster rule that requires 60 votes for the budget to pass is a relic of the civil rights days, today it prevents Republicans from ending the shutdown by majority vote. Republicans used it when Democrats controlled the House and Senate and Senate Majority Leader Thune does not want to drop the filibuster as it acts to ensure no hasty legislation or budget is passed without some form of overall consensus. It also means that situations such as a government shutdown can happen when the opposition party in the Senate uses it to make it demands be met. In this case Democrats Schumer and Jeffries are asking Republicans to include money for subsidies for the Obama Affordable Care Act enrollees- about 22 million people signed up for this part of the ACA to receive generous subsidies for healthcare. These subsidies are not part of the Big Beautiful Bill of DJT that passed Congress and was signed into law. Unions and airline executives are calling on Democrats to end the shutdown as it disrupts air traffic at airports, and leads to cuts in SNAP and other benefits, and to lack of pay checks for government employees. ...

It only underscores the volatile nature of the activities of the Tesla founder which do a disservice to the genuine work of cutting costs- something that we have shown was taken up by Harry Truman during the spending in World War II with much grace and by walking in the shipyards and factories of the US without the constant chatter of social media posts. Ron Wyden, Democratic Senator from Oregon, on maintaining competitive choice for 200 million Americans who have to buy insurance outside the Exchange proposed in many of the bills being put forward in the U.S. Congress. This lack of choice between seriously competitive plans will leave the situation in the same way that it is today, with little hope for controlling runaway costs and doom health care reform. India's Congress party increasingly supporting farmers who are protesting the acquisition of their land. India's highway commisssioner committed in 2009 to building 12 miles of highways each day, but highway officials say only 5 miles of highways have been built. The Congress party plans to propose legislation that requires farmers to be properly compensated- one proposal is to pay farmers the average recorded price plus 50%, as the recorded price used to compensate farmers does not correctly reflect the entire market price including cash paid unofficially.

The U.S. Supreme Court addresses questions raised by Arizona's immigration laws. Justices expressed skepticism where the Arizona law imposes penalties and enforcement beyond what is required by Congress. At the same Justices said it was acceptable for states to do what the federal law already envisions, such as immigration officials sharing information with state police, as long as penalties and enforcement did not go beyond what Congress requires. While Justices were receptive to aspects of the law that required state police to check immigration status, they were skeptical about aspects of the law that challenge the right of illegal immigrants to seek work.

The Paulson Plan for helping homeowners facing higher rates will help only about 250,000 homeowners with 800,000 foreclosures already ocurred and 3.5 million defaults expected from now till 2010, too litttle too late in the view of the New York Times editorial. Lenders who agree to better terms for homeowners face potential lawsuits from investors and Congress should protect the lenders from lawsuits with legislation. Only then can really effective terms be worked out for homeowners facing defaults and foreclosures. Another legislative measure for Congress is to allow homeowners to restructure their mortgages under bankruptcy protection.

The plan for the government to step in with hundreds of billions of dollars to remove the illiquid mortgage and other assets from the financial institutions that have them finally has full support. Paulson says it will be less costly than the alternative and President Bush calls these steps essential after a series of efforts by Paulson and Bernanke to put out brushfires and move from crisis to crisis. And Congress fully supports the President and Paulson. Speaker Pelosi makes clear her intnetion to adjourn Congress only after this business is taken care of, no matter how long it takes.

Another poll from Survey Monkey shows 75% of Republicans are fine with the firing of FBI Director Comey by Trump. Republicans at this time see the firing as a distraction from other issues on the Republican agenda. Fox News presents a very different version of the story and it is what most Republicans watch. The health care bill from Republicans in Congress and the tax plan are also favored by a majority of Republicans in the polls, says Bump. Independents are wary and skeptical, Republicans see Trump as a way to get their own agenda implemented, and Democrats have serious issues with Trump.
