The northern coastal city of Quingdao in China, popular with tourists for beaches and beer, received about 4.4 million tourists during a National day holiday of 8 days in October. A local hospital Quingdao Chest Hospital has now detected 9 cases of coronavirus. Local health officials now plan to test all 9 million residents of the city. The National Health Commission now has a working group in the city for epidemic prevention efforts. The city went ahead with its annual 3 week beer festival in August, with the event getting 1.2 million tourists. An outbreak in Quingdao could affect other cities in China as people travel back to their home cities.

Crude oil reaches a high of $90.46 on the exchange pushed higher by sanctions by Bush on the Revolutionary Corps and some Banks in Iran, the threat to the oil pipelines from Kirkuk in Iraqi Kurdistan to Ceyhan in Turkey with its possible entry of Turkey into Iraqi Kurdistan, and statements to by the Secretary General of OPEC El-Badri that OPEC has no price band or target and is not worried by prices at $90 per barrel. Also aggravating the situation is lower oil inventories as winter approaches with IEA estimating a drop of 33 million barrels between June and September, contrasting with increases the past 5 years as Fall approaches.

Peter Bernstein, colleague of Robert Heilbroner, economic historian, communicator and developer of efficient market theory and portfolio theory. He wrote several books on capital, risk and Wall Street and diversified investing. He like Heilbroner was a Keynesian, who believed government spending was critical to supporting the economy, and disagreed with Reagan. He believed that the deficit was not too large relative to the nations output, and government's role in the economy should not be curtailed. Government spending was necessary to a healthy market economy in Bernstein's view. His other point was that regulation of markets was needed to prevent a market collapse. His view was that the wealth and entrepreneurial energy generated by arising stock market were worth the risk. In a semimonthly newsletter he published for many years he said a week before he passed away at 90, that "with hindsight, most readers today would find our position in 2005 to have been a prescription for tragedy." He went on to say quoting Alfrd Tennyson, " tis better to have loved and lost than never to have loved at all. There was wisdom in Tennyson's words. Who can say he was wrong beyond debate? That would be asorry world indeed." Whats is interesting this that unlike many who get blinded to dangers such as selfinterested behaviour like that of the ratings agencies, the mortgage innovators who were more selfinterested than innovators, and banking executives interested in their bonuses, Bernstein, Heilbroner and others like him take positions on either side on the merits and on ethics, leaving out ideological bias. He is for financial innovation but is cautious at the same time, preferring to build theory he says. Its interesting that in 2005, he wrote the book "Wedding of the Waters: The Erie Canal and the Making of a Great Nation," a subject that another financial industry leader from that period, Felix Rohatyn, also talks about in his book "Bold Endeavours." There is a difference in the kind of selfinterested and reckless "innovation" of Mozilo, Prince and Moody's successors in the ratings agencies, and the innovation, watchfulness and entrepreneurial energy that Moody, Rohatyn and Bernstein have in mind....

India has huge needs in transport, logistics, housing, healthcare. Both India and China lack a system of social security like that of the US and EU countries.

More men than women died in the first year of the pandemic 2020 in the US. Experts say this is startling, and say that men were less informed on vaccination than women in 2021 and 2022. This leads experts to believe that men suffered more than women in the years following that first year. The report comes from the Center for National Health Statistics, part of the CDC.

Japan will become the first country to issue climate bonds to finance action against climate change. This will bring in private capital. Japan will issue $5 billion in climate bonds (800 billion yen). A total of 20 trillion yen of climate bonds, sovereign debt securities, will be issued.

Why are home covid test kits harder to find in the US compared to Europe and other places? Part of the reason is that the FDA was more stringent in approving home tests than in Europe. During the focus on vaccination in mid 2021 there was less demand for home tests so that Abbott and other makers of home tests actually cut back on production. European governments continued buying them in bulk to distribute them free as the tests were required to enter restaurants and public transport in Europe. With Omicron in December 2021 pharmacies in the US quickly ran out of tests and prices were high at $25 for test kits.

Canada does better with only 28,000 cases of the virus compared to 3 million in the U.S. by early July 2020, 300 infections a day compared to 28,000 a day. Three things Canada got right are its health system that provides universal health care to all Canadians, not having culture wars about accepted practice such as face covering and social distancing, and Trudeau adopting an approach of bringing Canadian opinion around a common fight against the virus.
