The G7 countries including the US, France and Germany  and the European Union now support setting a oil price cap of $60 per barrel for Russian oil. This price cap of $60 goes into effect December 5, 2022, and require western companies that do most of the shipping and distributing for Russian oil worldwide to comply. The US favored oil price cap of $65 set at what Russia earned historically on oil exports. Eastern European countries such as Poland wanted to set the price cap on Russian oil much lower at $30 what it costs Russia to produce oil so that it would crimp Russia's ability to wage war in Eastern Europe that has brought millions of refugees to Poland in 2022.  There were also other prices of between $65 and $70 that were proposed by the European Commission. The US wanted to give Russia some incentive to continue its oil exports which it had threatened to stop if the oil price cap was set -and avoid a situation in which oil prices that hit $120 a barrel early in 2022 would not jump to hit $140 a barrel.  Poland has called for a review every 2 months of the oil price cap so that it is close to the market cap. In November 2022 Russian oil is being sold at about $48 per barrel discounted from Brent crude at $86. The $12 difference between $48 and $60 is the US saying to Russia that it is working with moderation just as it had supported Ukraine with air defenses but acted with restraint to limit that to avoid provocative attacks on Russian soil. What does a cap on Russian oil price mean and how is it possible? Western shipping companies ship the oil out of Russia and distribute it around the world. This advantage of the G7 countries is what it intends to now use to bring an early end to the war in Ukraine by cutting into Russian oil generated funding for the war. Shipping an insurance companies that insure shipping based mostly in the west are now required to comply and not carry supplies bearing a price higher than $60.  ...

German chancellor Merz makes his frist trip to Asia starting with India. He sees India and Germany as natural partners and shifts the focus to India from China. Under Merkel Germany remained focused on China. This is changing now that Merz is chancellor. The winds of change are also blowing and the war in Ukraine, the distancing of the US under DJT, US and Chinese restrictions, require this change and Modi, Merkel step up to create anew strategic partnership. The EU and German trade is now set to increase significantly as India modernizes its economy. Merz and Modi see less dependence on Russia for oil and gas and defense needs. India seeks German technologies and capital to industrialize its economy. The scope is immense and both sides are at an historic opportunity. Merz is afar cry from the Merkel years when Germany never grasped India's potential and failed to invest in the German economy. Merz has put forward a $1 trillion plan to invest in modernization of Germany and India is the partner Germany has chosen as central to its plans. This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them." The patience is there as there is a meeting of minds for what is the largest project of its kind to 2037 and 2047 for 2 billion people pooling technologies, capital and talented engineers. ...

The European Union has adapted well to a cutoff of supplies of Russian gas. Alternative sources were quickly pulled together in a matter of months after the invasion and cutoff to tackle the winter of 2022-2023. Conservation was moved into high gear, renewable energy investment expanded, and alternative sources for gas established. Germany sought supplies of LNG from the US and Qatar and built gas terminal at Wilhelmshaven in record time of less than 6 months. Norway increased gas supplies to Europe and now provides one third of Europe's gas needs. German industry changed the way they used gas supplies to reduce usage and make it efficient.

Wages have gone up less in Europe than in the US. In the last 3 months of 2021 wages were up 1.2 % and inflation was up 4.7% for a fall in real wages of 3.1%, which has accelerated since then with the war in Ukraine and shortages of energy and food supplies. A YouGov poll shows that 15% of Germans cannot afford basic necessities and 53% are concerned about rising prices. Because basic things like food and energy where prices have gone up the most also take up large portions of the budget for lower income households. In Germany some unions are giving one off payments for energy bills and other costs to workers till negotiations lead to a settlement on increasing wages. The situation is similar in Greece, Italy and France. In Greece the government has given $3 billion for subsidies on gas and electric bills. Elections are now focusing on cost of living as in France where the second and third place winners in the first round Le Pen and Melenchon together took about half of the vote. ...

BRICS is becoming an obsolete concept as Brazil, India and South Africa are essentially looking for ways in which they can increase opportunities for growth. It was a concept started by a Goldman Sachs investment banker Mr. O'Neill at a different time in 2010. French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

A Berlin based think tank, German Institute for Economic Research, says Germany could end its dependence on energy imports by winter of 2022. That is much sooner than mid-2024 as Economy Minister Habeck has stated.The issue has serious urgency as the war continues in April in Ukraine entering a new and more dangerous phase in the east. And every day oil and gas imports by European Union gives Russia $16 million for coal, $434 million for natural gas, and $489 million for oil, a total of close to $1 billion every day.  With new missile attacks on civilian buildings this is one way for European Union to shoulder some of the burden that it has not done so far. DIW think tank says this could be done with decreased industry and household consumption that could generate about 18-26% savings of the demand for Russian natural gas, suggesting that households turn down thermostats and use less warm water, and industry turn to alternative fuels such as coal and biomass. Another saving is from increased supplies from Norway and the Netherlands of liquefied natural gas (LNG). Increased supplies from Norway alone says DIW could cover 20% of current annual imports of gas from Russia. Instead of waiting to build new infrastructure, the new LNG terminals on the coast which face long construction times and eventually falling demand for natural gas which make them financially untenable, the best approach is to use existing infrastructure in LNG terminals in the Netherlands, Belgium and France to increase volume in EU pipelines. Such action would cover 25% of demand for Russian natural gas. Other action is get more efficient use of the European pipeline system to increase German gas imports from Algeria, Libya and other North African nations vis southern EU nations. ...

Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

Friedman says Putin acted emotionally by letting impulsive reaction to the anti-Russian feelings in western Ukraine determine Russian policy following the collapse of the Yakunovych government. The months long Russian response in Crimea and eastern Ukraine may have secured Russian pride at a large cost. This includes the damage to the relationship with Germany, seting the EU on a path to look for other sources of energy to reduce dependence on Russian gas, a natural gas deal with China in which the price was kept "a secret" and may have provided China with a bargaining edge considering the timing of the negotiations. The most severe impact is in the loss of confidence within Russia, reminding the Putin administration that though the economy has grown in the Putin years it is still fragile and connected to the global economy. The capital outflows of the magnitude of $160 billion at a time of high inflation and sharply slowing growth actually put at risk the gains Putin and Russia made in the last decade, and risk the future agenda to improve the standard of living of the Russian people eyond the major cities. Putin's own assessment would eventually be closer to that of Alexei Kudrin. Kudrin, finance minister in Putin's previous term, correctly saw the dangers of impulsive policy concentrated in one figure, and the suppression of other voices including the opposition needed for Russia to be governed in a manner similiar to western Europe, to attain a similiar level of economic progress and standards of living. In today's global economy even the U.S., France, UK and states inside Germany need foreign investment for jobs, new ideas and technology, and the opinion expressed on media television and internet shapes investor sentiment to a larger degree than fully understood....

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

The sense of conflict in China and US relations may not have developed in the shaping of Xi Jinping's thinking till the emergence of Mr. Trump. Jinping comes into the China shaped by Deng and Zemin after the collapse of the purely Communist experiment with modernization without access to western technologies and capital, and the experiment with American help. It is only after the realization that the Communist party had lost its sense of purpose in these years leading to the Bo Xilai episode, and the rhetoric of Mr. Trump against China, that the idea of first friction and then conflict emerged. The initial idea for Jinping before Trump was that this has worked for China- the experiment with the cooperation of the US in modernizing China. Trump's rhetoric and the Republican party's rhetoric about China stealing American jobs and technology after 2015 may have been targeted to win the election but it had an unintended effect after the tariffs of shaping Jinping's thinking about the future for China. Between the Bo Xi Lai episode in 2012 when it appeared he would be attempting to manipulate the Communist party's direction in unknown and unpredictable ways, Bo's trial in 2013 and the anticorruption campaign and the 2015 election campaign of Mr. Trump in the US, there must have been much soul searching in the party that shaped Jinping's thinking about the future for China after all the tumult of the 20th century starting with the Boxer rebellion in 1901. Stability is highly prized in China particularly for modernization. This perspective is important to grasp for world peace to be preserved with different coexisting perspectives about the world based on national as well as shared interests in issues such as climate change. US after its own disastrous experiment with capitalism that led to widening inequality of the kind not seen since Lincoln in the 1850's, the 2009 crisis, and the shift of jobs to China under a purely capitalist idea of how economies should function, had its own national interests in jobs, local manufacturing and Made in the USA. Once this process was underway after 2016 and grasped by president Biden after 2020, and supply chain reconstruction made the goal after covid, the US and China were on divergent economic and political paths.   That rethinking by Xi Jinping is not over as it may still be going on. The war in Ukraine may even convince Jinping and China's No. 2 leader Li Keqiang who studied the US constitution and American urbanization under mentors when he was in college, that Russia's prolongation of the war in Ukraine does not serve the interests of China. That risking relations with the European Union as Russia prolongs the war and finds itself in the complex problems of  a war it started, is not in China's interests in setting its own course for the future. ...

Half of the 17 percentage points of lower investment in Britain between 2016 and 2023 came from administrative barriers with EU and of Brexit. Britain had deindustrialized and hoped to get growth from so called "clever industries" such as finance, media, and higher education. The Tories party led by Johnson and then Sunak painted a rosy picture for Britain leaving the European Union and doing better without it by working with China and the US and connecting to global supply chains. They ignored the actual facts of the globalization cycle reversing itself leaving Britain exposed in the storm.The slump in investment from Brexit hit Britain hard, the Ukraine war meant higher prices for energy imports from Norway and the US. The result is that only about half percentage point of 2 percent cumulative GDP growth in Britain between 4th qtr 2019 and 4th qtr 2023 came from jobs growth compared to about 3.75% in the EU economies. Eurozone growth at 4% was twice that in UK, and the US with higher productivity and job growth was growing at four times that in UK and twice that in EU at 8% over this period. ...

India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. At a time when Indian logistics and infrastructure improvements under the PM's Gati Shakti Master Plan will create the right conditions for massive foreign investment in the Indian economy. ...

European leaders knowing Putin and Russia were not ready for a ceasefire opted for a strategy to get Ukraine to offer an unconditional ceasefire to see if there was any change. Trump who had earlier called for an unconditional ceasefire by both sides, initially felt Ukraine was not moving ahead to support a deal. During May 2025 the EU leaders following Merz forming a coalition government in Germany joined together (Starmer, Macron and Merz) to make one more effort. Trump offered to call Putin. Yet this has not worked, except that now Trump is coming around to the view of the EU leaders that Russia is not joining the peace initiative as it sees that Russia is winning the war. Meantime two new developments took place. Germany's coalition government under Merz passed legislation so that it could build the German defense forces. Merz openly talks about making the Budeswehr the best defense force in Europe in contrast to Scholz who had resisted German involvement. This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Paul Krugman points out in the NYT that September 2022 high inflation numbers for core inflation excluding energy and food of 6.6% on annualized basis, is still not a good way to measure actual inflation. This is because housing costs as measured by the core inflation index used by the Labor Department are represented by housing rental costs. The rental costs have a time lag in this index and after a sharp spike are now cooling off. Add to this slowing economies and recessions in European economies and the situation suggests that the economy and inflation may be moderating more than expected. Additional factors are that the effects of sharp prior 2 increases in interest rates by the Fed of 0.75% and a third of 0.75% expected soon, are still not fully realized in the economy. This view was also expressed by experts in the WSJ. It was widely perceived that the high inflation that we are seeing is a result of temporary factors such as the war in Ukraine, food and oil supply constraints, supply chain bottlenecks, new adjustments to manufacturing at home after covid. As these factors ease and after the Fed's action to raise interest rates, slowing economies in Europe adjusting to climate change actions,  the moderating effects on the economy of the costs in switching to renewable energy also a factor, this high inflation has prospects of moderating. The successful switch to renewables particularly solar, and better agricultural practices, could set along term trajectory of moderate inflation in costs of energy and food supplies.  ...

Obama deal simply pushed back till 2030 Iran's development of nuclear weapons but even that was not achieved as Iran quickly moved to nuclear weapons capabilities by 2026. The basic problem and it does not go away with wishful thinking as the Obama administration had done or not taking responsibility as the EU, China have done. The basic problem is that Iran wants a nuclear weapon. When it seeks the elimination of the Jewish state, and a Shia state that competes with the Arab states this become a problem not just for Israel but for the entire Middle East and for western civilization that the Obama administration never was able to recognize and accept. After the experience of the 1930-1945 period in Germany a traumatic period for western civilization itself-  the German nation and Europe, the US, western civilization itself is committed to a safe society and nation for the Jewish people. This includes India's 1.4 billion people and in many ways China and Russia. Which also recognizes the need for the Arab nations to live in peaceful coexistence with Israel, Christian minorities in Arab countries and with Iran, Palestinian people to be protected, and respected, as well as peaceful co-existence between the urban areas of Iran with the influence since 1800 of Russia, France and Britain and the rural religious areas of Iran that form the core of the IRGC. This is the basic problem- EU, US see a civilization issue and would never allow a nuclear weapon. Arab states are also against a rival religious Shia sectarian IRGC run Middle East, and the Iranian state is itself divided between its modern one in the major cities that do not see a nuclear weapon as essential and the rural one of the IRGC in the rural areas and the countryside that seeks a nuclear weapon. It is this situation the US, not just DJT or Republicans face today, it is one that all Americans, Europe, India, China, Japan and Russia, which have modernized and adopted western civilization's ideas of the Renaissance and Enlightenment as their own have to face up to. One that does not overlook the vital fact that the nuclear proliferation in dangerous parts of the world like the Middle East with more recent conflicts for 50 years than any other part of the world including the Balkans and Ukraine, is simply unacceptable for the people of the world. A world in Asia, Latin America, Africa, Europe, NorthAmerica which seek better standards of living and modernization in infrastructure, industry, and a better life using the ideas of the Modern World. ...
