Of 161 million people employed in 2024 about 40-50 million in vulnerable groups living from paycheck to paycheck and without savings to support them in a medical emergency is a real problem in the US economy. It is why even as unemployment looks good at 4% and inflation down to 3% there is a lot of angst for Americans for cost of living. Fifteen million baby boomers who will turn 65 years for retirement between now 2024 and 2030 face a situation where they have less than 250,000 in savings. Many who were born between 1945 and 1962 called baby boomers are in this group with diminished savings. In the prime of their careers they were hit by the 2009 financial crisis caused by bank speculation risk taking. They also were hit by the pandemic in the peak years of income growth. Other such vulnerable groups are young people with high student who are being helped by president Biden. There are also the low income groups that have been hit by medical costs and a family emergency that were pushed into poverty. Other groups in the millions are the people at the low income levels who are working paycheck to paycheck because of housing costs. About one fourth or 25% of apartment renters are people whose households budget shows 50% or more going to housing costs which have increased 20% in the last 2-3 years, which includes the pandemic years 2022 and 2023. President Biden seeks to limit apartment rent price increases to 5% and Kamala Harris has proposed help for families for the portion above 30% of household income going to rent. The jump in cost of living from automobiles, automobile repair and housing, cost of groceries have affected other groups with large credit card debt. This is a result of the supply chain concentration in China which comes from American business overconcentrating production in China and previous administrations doing little about this. Biden's answer is to bring jobs and manufacturing knowhow and investment back to America. During the pandemic some people resisted getting vaccinated and lost their jobs, a million people lost their lives, others took early retirement seeing the stress ful lives during the pandemic, others including women quit to take care of children. This has reduced the labor supply to business leading to tight supply higher prices.The result is that there are about 5 such vulnerable groups each with about 5-10 million people for a total of about 40-50 million people at risk. For these people the cost of living presents huge challenges, including childcare. It includes young people and retirees, single women and families on low income hourly wages that have not kept up with inflation.  ...

Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

Todd Schlanger, senior investment strategist at Vanguard, is cited in this WSJ report saying the 60-40 strategy makes sense now because of lower stock valuations and higher bond yields. His forecast for Vanguard for a 60% stocks and 40% bonds globally diversified strategy is for a annualized 10 year median return of 5.4%. Schlanger says 60-40 strategy used to be a bellwether, and that strategy is an enduring strategy.

Stock valuations that Schlanger says are lower are reflected in the S&P 500 which is trading at 18.2 times its expected earnings over the next 12 months, down from 21.6 at the start of 2022. The 10 year average is 17.5.

Short term money markets are strained and companies are drawing down on their credit facilities while they can be accessed. From the view of small business or big business it is liquidity and cash that matters now. People and businesses need cash to cover rent, fixed costs, other bills. As the US gets serious about defeating the Taliban and Al Quaeda militants in Afghanistan and in Pakistan's border areas in Waziristan and the Northwest Frontier Province, and as Pakistan's army and government are at loggerheads and are also each in its own way unable or unwilling to take action against these militants operating out of or near the border areas between Afghanistan and Pakistan, it appears that the situation will result in the US having to make some tough decisions including going ahead anyway regardless of agreement with Pakistan. At the same time Defense Secretary Gates is saying that he wnats to see the Afghan army numbers to be doubled from the present 65,000 to be able to spread out across the country and not just be stuck in the urban areas. Any success the US and NATO see in Afghanistan would stem from some of these tough decisions including some tough decisions of a different nature that deal with Afghan government provincial officials tacit involvement in the opium growing areas. Like Iraq this will be a tough one for the US and the Europeans to sort out and make take a lot of patience and effort and some disappointments on the road before serious and lasting results that do not compromise basic American and European goals and intentions. With these goals and intentions the American and the Europeans seek to leave behind a peaceful modernizing state keeping its own faith and traditions with tolerance for others, at the same time that it respects women and economic development and modern education in science and technology that would make this development possible. And these goals would have to be applied as the vital test for the whole region Iran, Afghanistan, Pakistan, and India and for the basis of all policy towards the region, foreign policy, economc policy, development policy and regional issue policy like that of Kashmir. ...

It cites an IIPR think tank study that shows spending from leveling up fund was 32 pounds per person in the north of England. A second suspected Chinese spy balloon is shot down by US F-22 jet using sidewinder missile. This is a smaller balloon than the previous one first detected over Montana in US airspace at 58,000 feet. This object was hovering over Alaska and the Yukon territory of Canada at 40,000 feet, 475 miles east of Anchorage, and was shot down over the Yukon Territory. Airspace below 60,000 feet is considered the airspace of that country.

As Kristof writes about in the NYT the Republicans will not support paid marital leave, will not support child care assistance, will not support cuts to high pharmaceutical costs, making healthcare unaffordable even to the middle class not to speak of the lower income working class. And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

US president Biden has asked Democrats to first reach an agreement on a social and climate policy package and only then vote on an infrastructure bill. Republicans have supported investments in infrastructure, but not supported the social and climate policy package. Democrats progressive wing supports infrastructure but only after the social and climate policy package is approved. To pull together the different groups in the Democratic party and win support among some Republicans requires a skillful balancing act bringing in support from all sides in the national interest. The Biden plan for $3.5 trillion for Build Back Better has a$1 billion infrastructure plan, and a plan for workers and families on social issues confronting the country including child care, education, income related to reduce disparities, and healthcare. It also includes investments in green energy so reduce emissions to tackle climate change. Because Democrats have a thin majority in the Senate and the House of Representatives this balancing act will also require Democrats to reduce the size of the package to less than $3.5 trillion bringing in the most essential components for investment in 2021-2022 and making additional investments in the following years. ...

Imran Khan has the support of the military in Pakistan.

Mr. Sharif was ousted as prime minister before the election on corruption charges first revealed in the Panama Papers. 

Pakistan faces challenges of managing its economic relationship with China with debt repayments to China for infrastructure projects leading to a planned IMF bailout in 2019. The relationship with India remains strained over Kashmir, and leads to a situation in which the military runs external affairs of the country. The economic and political issues need to be untangled so that Pakistan and the rest of South Asia can divert resources from defense to economic development.

Two professors from Northwestern University from Slavic Languages and Literature, and from Economics, look at the cultural outlook of Russians in the recent period of the Bolsheviks and of Putin, that takes on a attitude of ruthlessness in the Bolshevik period writings of Sholokhov and Lenin. They contrast it with the works of other writers in Russian literature such as Tolstoy, Turgenev and Chekov, which provide the basis of humanism and concern for individual suffering. Morson and Schapiro say Russia is different in that unlike the US and to some extent Britain and the Netherlands which are commercial societies based on a shopkeepers mentality of trade and commerce, Russia tends to look at the state in a different way. Individual interests are not paramount according to this view in Russia, it is the state that matters.  Yet this has limited use as theory because it is also true that a lot is shared by all human beings and societies. There is a English saying that "power corrupts, and absolute power corrupts absolutely." Leaders start out differently and change over long periods of power, the power tends to isolate them and corrupt them. Mistakes are made after decades in power that can push back the country's development. The Russian president is no exception and may have understood history and literature in a Russian context but long periods of power may have led to the kind of isolation that led to the severe miscalculation in Ukraine leading to a prolonged war and so much destruction on all sides. This has extended to the effects of the war in countries that depend on wheat from Russia such as Turkey, Egypt and much of the Middle East and Africa.         ...

Would a generic Democrat do better? Mr. Biden's weakness is with less engaged voters says this analysis of a Times Siena poll showing less support in battleground states. One queer aspect of this poll is that Kamala Harris does slightly better because she does better with non white voters. Mr. Biden does well with white voters retaining all of his support achieved in the 2020 election with white voters. Another queer aspect of this poll is that a so called generic Democrat would win by large margins of over 5% in most of the battleground states over Mr. Trump, in Arizona, Georgia, Nevada, Wisconsin, Michigan and Pennsylvania. Another queer aspect of the poll is that Michigan has all three- the Governor's position, the State Assembly and other positions in the hands of Democrats who have performed well in the state.

The result is that it takes long lead times for the US to build the ships the US Navy needs, a repeat of the situation the US faced with Japan by 1935 when the US was focused on tackling the Great Depression under FDR. At that time at a Naval Conference in London in 1934 the Japanese walked out rejecting the Washington Naval Agreement of 1924-25 that limited Japan to 60% of the US and British Navies ships tonnage. By 1941 the Japanese Navy was its main reason for its efforts to control Asia. FDR who had been Secretary of the Navy was not far behind so that America launched its own efforts in 1937- in an 18 month period 1942-1943 the US destroyed the Japanese Navy and protected China, India, from the worst Japanese Kwantung army elements that ran the government leading to 14 million lives lost in China. ...

The critical exchange between oil companies and auto companies about who is at fault for the energy crisis. In one ad that ran last year, Chevron argued that "if automakers improved fuel economy across the board by just 5 mpg, we'd save over 22 billion gallons of gasoline a year." The criticism is also sparked by the high price of oil which is hurting sales of pickups and large SUV's that the automakers depend on for profits. One ad by Exxon Mobil shows a cartoon of a large SUV filling up at a gas station and hints that the problem rests with the automakers who have failed to build the kind of highly fuel efficient vehicles that are needed. The ad says that the average fuel economy of new U.S. autos has not gone up much in two decades, the small gains have been offset by the increases in the size and weight of vehicles.
