The Economist magazine says strong negotiating skills and stamina are needed, and on this point it says Theresa May, Home Secretary, does better than former Energy minister, Andrea Leadsom, who has not done such tough negotiating and is not so well known as May. May had the support of 199 members of parliament to 84 for Leadsom, whose experience is less and was junior Treasury minister in prior position compared to May's 6 years in the position of Home Secretary handling immigration issues. Being an ardent Brexiter Leadsom has an advantage with Brexit supporters, though May handled her Brexit Remain position in a low key way and can appeal to both sides of the Conservative party. The result will come from a postal ballot to 150,000 members of the Conservative Party.

He served under president Chirac in the 1990's, was foreign minister, twice European Commissioner in Brussels, and EU's negotiator for Brexit. He tried for the nomination of the Les Republicains to run against Macron for president. Macron chose Barnier because of his negotiating skills which will be needed as no party has a majority and the 126 parliamentary votes of the National Front of Marie Le Pen are needed for the government to be stable. All government workers are ordered to return to their offices full time by executive order of the president.

The Secretary of the Treasury says he will be in the office all days of the week and expects every worker at his agency to be in the office.

This will have some other consequences-

As workers return to offices it will increase the efficiency of government and its responsiveness to the people after the pandemic years.

It will set a model for the private sector to get people back to the office. As people return to offices this will reduce the demand for remote work travel that put upward pressure on prices of airline travel and hotel travel that increased the inflation in this area and sector of the economy.

The original memo from OMB was an executive order for freezing spending. It said $3 trillion of $10 trillion allocated for 2024 federal spending went to federal assistance in grants and loans calling for this to be freezed till agencies had achance to lok at spending priorities.

A federal judge blocked this order. Days later the Acting OMB head Matthew Vaeth stated the previous memo is rescinded, withdrawn.

Matthew J. Vaeth, the acting director of the Office of Management and Budget, said that the previous memo order “is rescinded. If you have questions about implementing the president’s Executive Orders, please contact your agency’s General Counsel.”

In the current year the federal spending is expected to be $7 trillion according to the Congressional Budget Office.

British auto experts say that Leyland controlled 36% of the British market even in the 70's before gradually going out of business and its start was even before General Motors.

Stefan Jacoby, a former head of VW USA, will be the new CEO of Volvo, after its acquisition with 100% ownership by Geely of China. Geely paid $1.3 billion cash for Volvo to Ford Motor, the original price was $1.8 billion but adjustments were made for retirement funds and working capital. Ford originally acquired Volvo for $6 billion. Ford has debt of $27 billion and will be able to reduce some of this debt wit cash from the Volvo sale.

China's central bank, the People's Bank of China, reduces the capital reserve requirement ratio for the largest banks by 1% to 18.5%, on April 19, 2015. Travelers landing at Schipol airport in Amsterdam book their flights at the airport to fly right back to the U.S. after president Trump announces a ban on flights from 26 European countries. President Trump did not wait to coordinate with other European countries. Only Britain and Ireland flights are allowed at this time. The ban restricts European travelers from 26 countries for 30 days beginning March 13 at 11.59 pm. U.S. citizens coming from these 26 countries will be required to quarantine for 14 days upon arrival in the U.S.

The new GM-UAW four year contract will provide $5000 signing bonuses to workers in place of cost of living wage increases. GM makes a committment to reopen the Spring Hill, Tennessee manufacturing plant which was idled. Entry level workers earning $14 an hour will receive increases of $2 to $3 per hour. The contract also provides for the hiring back of laid off workers as market conditions improve and for bringing back manufacturing and jobs to the U.S. In that sense it is a forward looking agreement for UAW, GM, and the U.S.

Fiat announced that it will buy all the U.S. government's shares in Chrysler. This comes a few days after Fiat payed back $1.3 billion to buy an additional 16% of Chrysler, increasing ownership to 46%. Fiat will have a 52% ownership stake in Chrysler after the purchase. By the end of the year Fiat says it expects to own 57% of Chrysler. Under the loan agreement Fiat automatically gets 5% of Chrysler if it begins producing a car rated at 40 miles per gallon. Chrysler earned $116 million in the first quarter of 2011.

Efforts to increase wages by the Abe administration in Japan. Combined 10 of 12 major auto worker unions in Japan said companies had met their full demands in 2013. Toyota offered workers a bonus equal to 6 months of base pay- a 15% increase over 2012 bonus. This reverses a negative trend of declining wages in Japan- average annual compensation declined for part and full time employees, including bonuses, for 8 of 10 years 2002-2011, reaching 4.09 million yen or $42,800 per worker in 2011, according to the National Tax Agency.

Declining agricultural exports and lower prices are expected to lead to U.S. net farm income dropping by 38% to $55.9 billion in 2015, according to the USDA. Importers such as Egypt and Japan can buy wheat in export markets at lower prices from France, Russia and other countries- U.S wheat going at $205 a ton, French wheat at $193 per ton, and Russian wheat at $194, according to grain analysts. Depreciating currencies in Russia and Eastern Europe mean sellers can sell in dollars and convert to local currencies.
