Neelman, who founded airline Jet Blue, is now starting an airline in the country where he grew up as achild of Mormon missionaries. The country Brazil is vast with a rickety transportation network, and he feels ideally suited to alow cost airline. At this time 85% of traffic in the air is controlled by 2 airlines which have no incentive to reduce prices. With 12 Embraer planes and the name Azul, Neelman is off to a start, and prices on some routes are lower than acomparable bus fare. The same approach worked to link up cities with low fares in India by pioneer Jet Airlines, though some of those fares in India are up from where they used to be with the losses in the Indian airline industry.

Pricing reforms can accomplish the reverse, spur innovation by doing as Britain and Germany are doing- pioneering comparitive reviews of drugs effectiveness and cost-benefit analyses aimed at reimbursing firms for new drugs based on their performance. Sanford Bernstein, a financial advisory firm, says in its study that a 20% reduction in what Medicare pays for drugs would not kill off innovation, it would reduce earnings per share of big pharma firms by 3-8%. As drug research is now done in many countries, and its a globalized industry, innovation is not likely to be automatically affected by price reductions in one country like the USA, according to Alna Garber of Stanford University and Patricia Danzon of Wharton Business School.

Portugal's new drug policy that emphasizes treatment over criminal prosecution for possession of drugs. To be clear police stop and confiscate any drugs found and drugs are still illegal. Its only that instead of sending offendors to court and jail, the offendors are sent for treatment and community work, and assigned to dissuasion teams consisting of team of psychologists and social workers who work to keep recreational users from getting addicited and help with treatment for others. The Economist reports that this approach is producing better results than the previous system that empasized judicial processes and criminalization for drug use.
