The US government shutdown ends with Republicans + 8 Democrats in Senate voting to end shutdown on November 10, 2025. This keeps the filibuster voting rule which requires 60 votes to pass. Support of some Democrats was essential to make this happen. After bipartisan negotiations 7 Democratic Senators and Angus King Independent from Maine split with their party leaders Schumer and Jeffries of New York who called for a 1 year extension of Obama ACA healthcare subsidies which the Republicans opposed.  Democrats ensured the funding for SNAP benefits continues to Sept 2026 and the 4000 federal layoffs would be reversed and prevent future layoffs in the federal workforce. Democratic Senators voting with Republicans were Cortez Masto and Jacky Rosen of Nevada, Jeanne Shaheen and Maggie Hassan of New Hampshire. Tim Kaine of Virginia and Dick Durbin of Illinois joined the Senators from New Hampshire and Nevada. John Fetterman who has voted independently of the Democrat party to meet views of Pennsylvania constituents supported the move. This splits New Hampshire, Maine, Nevada, Illinois and Pennsylvania from the Schumer-Jeffries leadership from New York. Tim Kaine voted with Republicans by getting them to agree to reverse federal workforce layoffs, get back pay and stop layoffs. King, Hassan and Shaheen formed the core of Democrats who believed there was no chance Obama ACA subsidies would be extended for another year as long as shutdown continued whereas there was some chance after it ended. Both Senators from Nevada Rosen and Masto were following the needs of their constituents, and so was Fetterman of Pennsylvania. ...

This editorial in the NYT says Bill Clinton moved the Democratic Party to the centre in 1992. In 2016 about 25 years later, after the removal of the Glass Steagall Act led to the 2008 global financial crisis and a deep recession, after the trade relations with China led to loss of U.S. manufacturing jobs over two decades and the hollowing out of industry in the midwest, things have changed. The revolution led by Bernie Sanders, a shrinking middle class, smaller access to college education for the middle and working class, and wide disparities in income, are putting the Democratic Party closer to its roots and the days of FDR. The Democratic Party platform calls for a 21st century Glass Steagall Act to separate normal banking from investment banking, opposes the TPP to prevent any further export of jobs overseas, and goes for a $15 minimum wage. This was also evident at the opening day of the Democratic National Convention when Sanders told the gathering in Philadelphia that even though he was not the candidate, these are the planks of the platform that Hillary Clinton will be pushing for in her presidency. What the editorial does not point out is that the Republican economic platform also calls for reinstatement of Glass Steagall Act, opposes TPP and opposes any loss of American jobs to overseas locations. It differs on the minimum wage leaving it to the states, and it is likely to skew tax cuts towards the wealthy, but also possibly removing the lower income brackets from taxes as Britain has done under the Conservative Party. Both parties today are looking for support from the middle and working class and have directed their appeal to these two groups which are in upheaval. The election of Trudeau in Canada recently also followed this trend, after the hollowing out of Canadian industry in Ontario and Quebec in a similiar pattern as in the midwestern U.S.  ...

Overall America's Infrastructure gets only a C grade- but that is the best grade since 1998 so badly has the Nation's infrastructure been neglected under Clinton-Bush-Obama.  Bridges, broadband, drinking water systems, hazardous waste treatment, inland waterways, public parks and solid waste received grades of C+, C or C–, mediocre condition needs attention. Dams, levees, roads, schools and infrastructure for aviation, energy, storm water, transit and wastewater get grades of D+ or D, poor condition. Ports get a B, Rail gets a B- dropping a notch, and Energy get a D grade in this report on US infrastructure by the US Society of Civil Engineers. It comes out every four years. The shortfall in infrastructure spending- $3.7 trillion. This after the $1.2 trillion Biden Infrastructure bill made a real difference since 2021. Grades have improved on half of the 18 categories this report tracks. “Better infrastructure is an efficient investment of taxpayer dollars that results in a stronger economy and prioritizes American jobs.” Darren Olson, chair of the committee on infrastructure of the Society of Civil Engineers. Prime minister Modi's 5 commitments to get closer to net zero by 2030 will require making ambitious efforts starting from 2021. Modi cited Indian Railways as an example to be followed by the rest of industry and transportation, and homes, for the conversion to clean energy. Indian Railways, he told the COP26 conference, had set ambitious goals to achieve net zero emissions by 2030, cutting carbon emissions by 60 million tons from the 1 billion tons reduction of carbon emission Modi promised by 2030. The ambitious 2030 target of 500 gigawatts of renewable energy, mostly solar using new technologies, is another promise.  This Bloomberg report looks at India's energy mix today which is 44% coal, 25% oil, 6% natural gas, for a total of 75% fossil fuels, and the promise of 50% fossil, 50% renewable and other non fossil fuels hydroelectric, nuclear, that Modi made at COP26 Glasgow. Just as US and Europe, Japan, China have huge challenges ahead to make a massive transformation in record time, India faces the equal need to think clearly and embrace new technologies with speed and scale, and make the investments early for transformation. This is good for India to take on the challenge and venture out to seize the opportunities in new technologies that transform whole industries and a way of living that must be left behind. ...

Saudis and Russia fail to reach an agreement on cutting production in response to lower demand after the coronavirus crisis, resulting in Saudi decision to boost output and cut prices.  Saudi prince Salman asks ministries to lower budgets for expenditures. Saudi oil production was boosted by 300,000 barrels a day (bbd) to 12.3 million bbd. Saudis also cut oil price which is at about $34 a barrel on March 9, 2020 for Brent crude. Meanwhile behind the rhetoric from Saudis a mediation effort is being made by Mr. Falih from the Saudi side with Mr. Novak of Russia. Mr. Falih is minister of investments. He was the oil minister who negotiated an agreement with Russia in 2016.  The U.S. under president Trump sees oil price reduction as good for the economy in the face of the coronavirus impact. The U.S. oil shale industry will be affected with more bankruptcies, as many companies cannot operate at $30 a barrel. The Saudi budget requires a price of $60 which is why the Saudis favored production cuts but failed to convince Russia. Russia sees no need for production cuts at this time. Russia is also better positioned to handle the oil price decline as its budget is less dependent on oil prices. ...

Decriminalizing hard drugs led to all sorts of problems in Portland Oregon and citizens feeling unsafe with and increase in homelessness and increase in drug activity. Mike Baker talks to Portland Mayor Ted Wheeler about how a Proposition Measure 110 in 2020 decriminalized drugs with three fourths of Portland supporting it. Not anymore as most people still feel unsafe. Governor Gina Kotek has reimposed criminal penalties for possession of drugs. And Wheeler now supports expanding the police force. It is a three year experiment that went wrong also creating a sense that there a personal safety problem for ordinary residents of the city. The lack of behavioural facilities to help people affected added to the problem. This has lessons for all parts of the country, Wheeler also says the politics also went awry. Safe streets, safe neighborhoods is part of the infrastructure that America is building across the country under the Biden administration, safety and ease of living are what infrastructure and rebuilding America is about. And the perception of the need for good law enforcement and safe neighborhoods, safe transportation is now embraced across America. ...

This Editorial Board Opinion in the WSJ reminds readers that it is the Government Accountability Office of the US itself that made these estimates of annual losses from fraud and waste.

A Government Accountability Office report of 2024 estimated the “federal government could lose between $233 billion and $521 billion annually to fraud.” The GAO report said “a government-wide approach is required to address it,” and advised that Treasury take up and “leverage data-analytics capabilities” for the job of stopping questionable payments and payments that look dubious. This was suggested as a necessary step to cut waste and fraud in a bureaucracy that is this large.

Izzo looks at the diverging picture presented by two Labor Department surveys of unemployment in the U.S. for July 2012- an increase of 163,000 jobs or 195,000 fewer people working. One, the Household Survey is based on survey of individual households counts people and the other the Establishment Survey based on a survey of employers counts jobs. If one person holds two jobs he would be counted twice in the Establishment Survey and once in the Household Survey. If a person is a unincorporated self employed person, a family employee who isn't paid, a farm worker who is employed but not paid he is counted in the Household Survey, but left out in the Establishment Survey. The Labor Department prepares a third measure of the number of people working by adjusting for multple jobholders and for workers not counted in the survey of businesses. By this third measure the U.S. economy added 108,000 jobs in July, which is far less than the 163,000 jobs shown added in the Establishment Survey. Because of the increase in parttime work it is likely that more people are doing multiple jobs which may explain some of this difference. Another reason could be the severe drought in the U.S. that may be reducing the opportunities for work for freelance construction maintenance and day laborers because of restrictions on water use. This shows that it takes several months of data to get some sense of where unemployment is headed, adjusting the numbers for unusual events or weather, and looking behind the numbers to the sectors generating jobs. In the first quarter of 2012 more jobs were generated in the U.S. because of a mild winter, followed by fewer jobs in the second quarter, which required looking at the two quarters together to get a better picture. Adjusting for the long term unemployed who have quit looking is also necessary to get a correct reading of U.S. unemployment levels....
