He says the leadership in China is experienced and have received preparation in different roles before their current positions. Their purpose he sees as taking China to the next level for the economy and making economic reforms, as well as adapting to a society that is changing fast with the growing middle class. Pennsylvania is one of the critical states in the 2020 U.S. election. It is also one of the states hit hard by the coronavirus. Pennsylvania has also seen the impact of layoffs in the vital steel industry during two decades of neglect by previous administrations till the tariffs on steel from China by president Trump began a reversal of this trend. Unemployment is high in Pennsylvania as a result of the pandemic. 51 of 67 counties in the state recorded unemployment rate increases for 2020 that are in the top 20% for the U.S. Pennsylvania and Michigan are two critical states for the 2020 election. Pennsylvania has done much worse than other states including Michigan when it comes to the impact of the pandemic on unemployment rates in all counties. Voters could decide to blame the Democratic governor for lockdown restrictions  that worsened unemployment or president Trump for his approach to the coronavirus. There is also concern among conservative voters about the kind of change they seek between steady improvement in unemployment and a shift to radical changes in the economy. ...

As the USA and Europe move into a deep and prolonged recession China loses some of its biggest export markets and faces a significant slowing down of its economy. China's leaders are pondering how to respond to the crisis which will affect China, and meet the challenges of lower living standards of a neglected rural countryside and farmers compared to the urban coastal areas. This is still where some 800 million of the Chinese people live by official count, so something needs to be done to improve prospects and help generate higher incomes and opportunities for people in the farming countryside. Making land use rights of farmers able to be bought or sold for the first time would generate additional income for farmers, and help consolidate farmland into larger plots, which can use technology and improvements for better yields to keep China self sufficient in agricultural production. Keeping the situation the way it has remained for the last two decades, where local party officials and local leaders controlled the land and where farmers rights were ignored leading to suppression of farmer's protests for illegal land seizures and corruption, may have made it easier for plants to be setup across China and attracted foreign investors. But it has not been good for China's farmers. Chinese party officials at the local level who realized the advantages to them by controlling land and making it easier to set up manufacturing plants with foreign investors may have steered state policy in this direction from the early days after Deng's opening to capitalism and trade. Now with a success in the urban coastal areas and in building infrastructure Chinese leaders in the central government must be faced with a difficult issue of how to move on from here with the loss of China's export markets for its heavily export dependent economy. The need to generate a domestic consumer driven economy must not be lost on the Chinese leadership in Beijing. Something that will keep China's economy moving in the new situation. This is the context in which land use rights may be extended from 30 to 70 years and able to be bought and sold to improve farm incomes and generate internal momentum in the rural areas where most of China's people live. It also offers a contrast to the situation India faces where even the Nano plant of Tata Motors had to be moved from W. Bengal state to Gujarat state over farmers rights to land which in that case was also used as an issue for political agitation. The move by China accelerated industrialization and setting up manufacturing plants as land was taken over by local officials for use with foreign investors but also ended up neglecting the countryside, and created too big a dependence on exports....

 China exports to the US $438 billion vs $143 billion the US sends to China - the US deficit with China 2024 equals $295 billion. This is the fact that the media continues to ignore. Behind this is the gutting of the industrial base of the US shipped offshore to China since 2000 by American companies. 5 million jobs lost and tens of thousands of factories destroying the backbone of the economy, America's middle class.  Much of the US exports are oil and gas which can be shipped to Europe, India and other places. The soyabeans and grain from America's farmers is the other part of exports of $13 billion. The US can find other markets for the farm products including India under a trade agreement, and farmers can be supported with agricultural subsidies. It only makes sense to rebuild America's industrial base and pull back from an unfair trade arrangement that can only be the result of serious neglect of their responsibilities of previous administrations before DJT in 2016. The piecemeal efforts 2016-2024 have not worked to rebuild America's middle class,  recover jobs and factories, as a result a new bolder approach is needed in 2025 to rewrite the rules for world trade for an even playing field where everyone is treated with fairness. ...

US Supreme Court Justices fail to grasp the importance of education and education affordability in the rise of America as an industrialized nation in the last 150 years- from a largely agricultural rural country to an advanced industrial economy. Comments by Supreme Court Justices show this clearly. Justice Roberts compares a college education to starting a lawn business, failing to grasp the importance of education and it being affordable for all when he asked yesterday whether it made sense to forgive loans made out by students and not say ones made out to someone starting a lawn care business.  Astonishingly the same lack of awareness prevails among Justices appointed by Democrats. Justice Kagan said- "Congress passed a law that dealt with loan repayment for colleges, and they did not pass a law for loan repayment for lawn businesses. And so Congress made a choice, and it may have been the right choice or the wrong choice, but that's Congress's choice." Kagan shows a lack of conviction about the value of education for the US economy, and the serious crisis with the lack of affordability of education in America in America's ability to compete with China and the European Union, through her words. Reporting in the WSJ has shown in the past year- the lack of college enrollment for young men graduating from high school where lack of affordability makes a college education out of reach, and young men falling behind young women. This is a serious problem that America has not seen in its rise as an industrialized advanced nation. The pandemic has worsened this problem. Reporting also shows federal funding of education remains underutilized today because it is seen as burdening with debt. President Biden seeks to change this perception of education that is deindustrializing America and failing the country in its efforts to compete in the world. Prof. Jeffrey Wasserstrom of UC Irvine reviews Henry Paulson's "Dealing With China." Paulson was head of Goldman Sachs investment bank and Secretary of the Treasury 2006-2009, the period of the global financial crisis. He made 70 visits to China since his days at Goldman Sachs and calls Chinese leaders Jiang Zemin and Jinping "old friends." He established the Strategic Economic Dialogue in the Bush administration for dialogue on economic issues with China, and setup the Paulson Institute at the University of Chicago to focus on China-U.S. relations. One of Paulson's points is that China's financial system faces a day of reckoning, with large losses and many restructurings. Wasserstrom's review looks at Paulson's view of dealing with China and points to a sense that it needs updating because by the time the book is published a lot has changed with the new Jinping administration. The new administration in China is more assertive in foreign affairs, and less tolerant of both the corruption that became part of the Chinese capitalist development inside a state run one party system, and of the voices for more openness. It also has placed tight controls on the Internet. Jinping sees a constructive role for the Communist party in the future as China makes economic reforms away from state run enterprises, and is working to strengthen the party through discipline and anti-corruption initiative. The reckoning Paulson mentions, Krugman and other experts have described in other language- not as a reckoning but that China was no exception and would face the same problems that the U.S. and the eurozone faced since 2008 from financial excesses. In this sense Paulson's views and interactions with the Chinese leadership may represent another era, a period of exuberance when some of these financial excesses were being built up. Today's economic team of Jinping and Li Keqiang is more focussed on making sure the transition through a economic crisis is managed carefully, keeping in mind the risks for China considering its history, and the situation where China is still a "middle income country" with aspirations for further development to improve incomes and living standards. Their view is that tight control is needed as China makes this transition to a less state enterprise dependent, and more consumer economy, so that there is no loss of the gains made so far. A different set of skills and deft management of the economy is needed, making Paulson's views from another era less relevant. External influences such as managing the complex China-Japan relationship as both countries become more assertive are creating another dynamic in Asia, which Chinese leaders may see as requiring careful management, making Paulson's experience less relevant for a new period with new challenges. For the U.S. the economic cooperation with China now occurs with an added political dimension. Of concern for the tight control, seen as not forward looking and not bringing more constructive voices into the system, and the new complexities of carefully managing the changing U.S.-China-Japan relationship in Asia. ...

Stephen Castle of the NYT gives an objective look at Andy Burnham of the Greater Manchester area and Labour party leader. Burnham has said that Britain has been on the wrong path for 40 years and had the courage to prove this by leaving London for his home region of Greater Manchester in the North of England, after serving as chief secretary of The Treasury and Labour minister under Gordon Brown around the time of the financial crisis of 2009. After winning in Greater Manchester he served as Mayor of this important region of Britain second only to London in importance, which after the fall of the British Empire, has led to politics focusing entirely on London. His term as Mayor involved getting transportation out of the hands of the private companies and having the government run it efficiently for the people of Manchester. His term is viewed favorably for improving the economy of the region. Compared to the people Britain has turned out previously- Thatcher, Blair,  Brown, Cameron, Starmer, he has genuine experience running a region and tackling tough problems, which none of the other leaders had, that comes from his hard work for the people of Greater Manchester as head of the local government. He has the skills to bring people together around his vision for the Labour party, similar to that brought by Clement Attlee. At Lyrarc we looked at what  Britannica Encylopedia has to say about Attlee and found that Attlee spent his first 15 years in the difficult working class district of East London, similar to what Burnham has done by moving back to his home region in the north and quietly working to understand the people, their aspirations and how to make them come true. Attlee did this in 1945-51 (setting up the National Health Service NHS and Bank of England, other revered institutions) the way Franklin Roosevelt did in the 1930's to establish the modernization of New York government that he later applied to 51 states as president. This is the kind of task similar to Attlee and FDR that Burnham has the potential to accomplish for Britain. Like Attlee Burnham is self effacing with little sense of wanting public recognition, comfortable with who he is and where he is from. Like Attlee staying away from Ramsay MacDonald's Labour government in 1931, when it failed to find a clear path ahead for Britain, (Burnham concentrated on Manchester away from London), and decided to forge his own way forward with new ideas and being creative- as it was under Attlee that the British Empire was converted into the British Commonwealth of Nations. An enormous feat that has not been fully grasped and will one day be seen as an amazing achievement of the 20th century- India independent and  creating a modernized state the size of the US, European Union or China by 2040/2047. This is our assessment at Lyrarc of the potential Burnham could have for Britain- and possibly for the world again like Clement Attlee in 1945-1951. ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Mark Landler of the NYT intervews Ben Bernanke at his office overlooking the Washington Mall, and Secretary Paulson in his Treasury office. Both men look back at events that led to Chinese savings financing excessive American consumption, and currency and other policies on both sides perpetuating the dependence of America on lowpriced Chinese products, and of China on the American export market. Now that this export market is collapsing it presents China with serious problems with unemployment in the export sector, and pesents America with the hangover from a consumption binge that now must be paid for with years of low or negative growth. Could this have been foreseen and if foreseen could things either have been mitigated or prevented. In March 2005, Prof. Bernanke at Princeton was not at the Fed (his Fed job started in 2006), and cautioned about the imbalances presented by Chinese savings finacing American consumption. But Bernanke saw this as a market phenomenon that would take years, even a decade to work itself out in a global economy. He said "for now, we have little choice except to be patient." The prevailing opinion among Greenspan, Bernanke and others was that the global economy worked in ways that were ultimately benign and regulation was not a good thing. After all the situation benefitted American consumers and kept inflation low while also providing China as an additional engine for global economic growth. The American economy it was believed was large and resilient, and it would not be adversely affected in the long run by such a large dependence on foreign savings. Only the positive effects were visible and the adverse effects were simply talked away as not serious for now. Zoellick, who was deputy secretary of state says that successful models are very hard to change, and Paulson says that without some kind of crisis its hard to get changes made once asituation gets entrenched. For China efforts to strengthen the currency that would slow exports and improve internal consumption were stymied by a reluctance to disturb the status quo, and Americans were lulled into complacency as years of low priced imports provided the best of both worlds, high growth and low inflation. ...

Brazil's economy is forecast to contract by 2% in 2015, the currency has lost about one third its value and the stock market is down 22% in the last year. This follows the decline in demand for Brazil's commodities exports as China growth slows down. Experts say Brazil is now seeing another boom bust cycle similiar to boom-bust cycles in the past, such as the 1966-73 boom followed by years of hyperinflation and stagnation. Brazil's exports to China declined 17% in the first 7 months of 2015. The crisis is in many ways similiar to crises in other emerging markets dependent on commodities exports. The resources boom leads to overvaluation of the currency, and decline in development of manufacturing away from dependence on commodities exports. Other errors rise from complacency and politics prevalent in such periods. These errors include mismanagement of resources with poor resource allocation decisions such as spending on soccer stadiums in cities in the northeast while basic bus services remained underfinanced in large urban areas, large overspending by the government using state owned bank BNDES to offer rates at below market rates, a credit fueled boom and credit card binge for households, and a reversal of capital flows from the U.S. and Europe with the sharp decline in investment climate. There is a severe loss of confidence in the government of Dilma Rousseff with her approval rating as low as 8%. Corruption scandals at Petrobras show close links between the Workers Party of Rousseff and executives, with about $2 billion in misused funds. Brazil, like other emerging markets such as Russia and India, have taken some lessons from the 1997 financial crisis by setting aside large foreign exchange reserves for a crisis. Brazil's reserves of $397 billion help it cushion the effects with funding of the safety net and support to industries to avoid large layoffs. Other problems not tackled as in Mexico, India, and other emerging markets, are the weak educational system, and poor infrastructure, that create bottlenecks for growth. Brazil could face a lost decade after the debt overhang, decline in foreign investment and commodity export generated revenues. ...

Compromise reached at the October 2010 G-20 meeting in S. Korea to reduce trade imbalances, and for countries with current account surplus exceeding 4% of GDP (China 4.7% and Germany 6.1%) to bring these balances down by 2015. Countries with large current account deficits, Turkey 5.2% and South Africa 4.3%, were expected to bring their deficits down and increase national savings. The US is at 3.2%. The US proposal for a target was accepted by Japan as long as it was not a fixed target but a reference point. Germany was opposed, saying it was a return to planned economy thinking. China did not comment on the issue. Canada, Australia and the UK supported the US position. The compromise was an effort to continue pressure on China to redirect its policies away from exports to increasing domestic consumption, while still refraining from a fixed target. It also takes some of the pressure off a fast track currency rebalancing, with China expected to increase the value of the yuan, but given more flexibility than the rhetoric would suggest....

China and India pass Mexico as immigration to the U.S. from Mexico declines rapidly, as a result of an improving Mexican economy, the 2008-2011 recession in the U.S. with sharp drop in jobs for construction, lower birthrates, and stricter U.S. law enforcement at the U.S. border with Mexico. Researchers using the American Community Survey of the U.S. Census Bureau found immigration from China increased to 147,000 from China, 129,000 from India, as it declined to 125,000 from Mexico, for 2013. This Survey counts a person as an immigrant for a particular year who says he was living abroad previously. Mexico shows a decline from 400,000 in 2000, with steady decline for every year after 2005. In 2000 India and China were at about 75,000, and did not cross the 100,000 mark till 2007. Other Asian countries are also at the top including S. Korea, Philippines and Japan. William Frey documents this surge in diversity in the U.S., -which is supplemented by now common intermarraige between young people from different countries of origin- in his book "Diversity Explosion."...

Chinese government and China's Securities Regulatory Commission issues a scathing criticism of pwc accounting firm's audits of Evergrande real estate company. Evergrande went into bankruptcy on a huge scale and pwc's audits failed to disclose what was happening at the company when apartments that were not built or not completed were considered as revenue. This disguised the problems at the company  leading to huge losses and affecting the entire Chinese economy that depended too much on construction for GDP growth.

Negotiations between Japan and China before the APEC summit in Beijing, Nov. 2014, lead to an agreement that does not explicitly state Japan's sovereignty over the Senkaku islands, but acknowledges the current position in which the islands have remained in Japanese control since 1880. It lets both sides agree to disagree so that trade and diplomatic ties can be improved. China's economy has taken a hit from a 50% decline in Japanese foreign investment in 2014, just as the economy is slowing for other reasons. Both leaders can show the international community they have moderated their positions. Prime minister Abe also can show his foreign and domestic policies are working as his high poll ratings have declined in recent months.

It is not clear what this bazooka is. China's leaders are studying the economy carefully. Recent actions for stimulus were designed to offset weak performance of stock markets which have rebounded with Shanghai index up 11% into positive territory. Consumption spending is weak with worries about the safety net and propensity to save so that lower mortgage rates will mean households will pay of their mortgage first before increasing spending. Real estate construction is weak after bankruptcies in this sector. Some suggestions are for China to improve its safety net as in the US for working class people, low income families- to give them better medical insurance. And increase pensions of farmers, migrant workers, and low income families. They may still be inclined to save yet it is a move in the right direction as is happening in the US, and the trend worldwide is to reduce stark social divisions. China just lacks the resources for the kind of revival in the US that Harris has planned. As long as the US was frittering away its resources in foreign wars it had one hand tied behind it's back, as long as it did not invest these dollars going to wars overseas in the domestic economy it would languish and fall behind. It was in this sense Joe Biden who did the hard work that Trump after raising the alarm signals failed to do for lack of focus, and now it is Harris who is building the game plan for the kind of US that led the US into the twentieth century once before- optimism, imagination and hard work. ...

John Taylor on the dangers of a loose U.S. monetary policy and the effects this had in fueling a housing bubble in Spain, Ireland and other EU countries. Taylor points to the bubble ocurring in emerging market economies from low interest rates. Taylor says the ECB's interest rate moves in 2003-2005 were affected by the Fed's low interest rates. He estimates the ECB set rates about two percentage points too low leading to housing bubbles in EU countries. A similiar process is taking place today with the Fed's near zero interest rate policy. Taylor points to interest rates in a group of 18 emerging market economies- including Brazil, China, India, Mexico and Turkey, which have held interest rates on average about 5 percentage points below widely used benchmarks fueling a doubling of global commodity prices between 2009-2011. The U.S. Fed's policies make it harder for central banks in emerging market economies to take aggresssive action against bubbles developing in these countries. Taylor says his does not mean that the Fed should not pay attention to the U.S. unemployment rate and long term unemployed, but should keep in mind the negative effects of slowing demand in emerging market economies and in the EU as a result of its monetary policy of keeping rates at near zero for long periods of time. US Trade Representative Lighthizer in the Report on China's Entry into WTO sees this as a mistake in the policy of president Clinton. Clinton has said that was a mistake. David Sacks raised this issue in a podcast with Larry Summers, an economist who was deputy to Robert Rubin and Deputy Treasury Secretary, then Treasury Secretary succeeding Rubin in 1999. Clinton on the advice of Rubin and Summers set up the framework for China to join the World Trade Organization without the safeguards and the setup that would prevent it using state capitalism and subisidies to build its own economy with exports, to ally with American corporations to support the outshoring of almost the entire industrial base of the US. Shocking as it sounds this has happened, had happened by 2016, when Donald Trump with the advice of USTR Lighthizer took the first steps to reverse this with Tariff policy, which was supported by president Biden, and continues in its new phase under DJT in 2025. Rubin and Summers had supported deregulation of financial markets and removal of the Glass Steagall Act by 1999. This was to led to the financial crisis of 2009 that was to be one of three body blows to the American working and middle class. The others China entering WTO without safeguards that led to deindustrializing US and loss of its manufacturing base, loss of 5 million jobs, tens of thousands of factories. Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. Tax changes include Biden's plan to increase the corporate tax rate to 28% from 21%, and raise the minimum tax on US based companies foreign profits to 21% from 10.5%.  ...

China's slowdown may be much worse than is generally thought. Germany went through this thinking that it was relatively safe as it had no housing bubble and no consumer debt like the US and the UK. But the drop in demand from China and other countries has led already to a contraction in the German economy by 0.5% in the third quarter of 2008, expected to worsen to 0.8% in 2009. China's National Statistics Bureau announced a 4% decline in electricity output inOctober from a year earlier. This is a result partly of factories manufacturing for export cutting back as their orders decline. There was a 17 drop in production of pig iron and crude steel in October and a 0.7% fall in output in the output sector. From all this it appears that even without the beggar thy neigbor policies of the 1930's, even without the protectionism of that period and even with the global coordination of the G20 and the G7 countries, its hard not to see the impact in one place flowing through to other places. The loss of export markets in the USA for Chinese export factories leads to this slowdown in China which in turn now needs much fewer machinery imports from Germany leading to a contraction in Germany. These effects show up in an exaggerated manner with economic contraction because of the heavy dependence on exports in Germany to China, and heavy dependence on exports in China to the USA, and the heavy consumption of Chinese exports in the USA, all ocurring in an exaggerated unsustainable way considering the American spending binge and the zero savings rate in the USA, the pressures on the environment with runaway growth in China, and the lack of any domestic led consumption in Germany. China's infrastructure spending can provide some growth along with the stimulus spending but much of the export led growth may disappear. The stimulus spending could help prevent a contraction in the Chinese economy but may deliver only a few points of growth, way off from the runaway over 10% growth of two decades which was heavily dependent on manufacturing exports. How badly Chinese exports are affected depends on how badly the US market is affected for Chinese imports. Higher unemployment in the US if the auto industry sees a collapse in its market in 2009, would lead to lower consumption in the US as laid off workers cut their purchases at Walmarts and Targets and at other retailers, and this would drive imports from China to even lower levels, wiping off a couple of percentage points of China's GDP growth rate. ...

The US sees no contradiction to India looking for bargain priced oil from Russia to meet the growing needs of its economy and is actually furthering the goals of the G-7 by lowering the price Russia gets for its oil. It helps the economy of 1.2 billion people that like the rest of the world has struggled to fight the pandemic and has incurred the kind of heath costs that even China is now struggling to pay for. President Biden clearly understands and supports this. Democracies an only succeed if they fulfill the aspirations of their people. On this point Biden made clear in his State of the Union that he will generate what it takes from large corporations that paid no tax, to invest in America. Rather than fuel the profits of large oil companies India has increasingly chosen to use Russian discounted oil to invest in India. The Biden and Modi policies are identical generate savings and invest big time in trillions of dollars over the next few years to put democracies ahead in meeting rising aspirations that have been unfulfilled for far too long, which is where the real battles are being fought and will be won, and rightly so. US Assistant Secretary of State for Energy Resources, Geoffrey Pyatt,  said during a visit to New Delhi on Feb. 16-17- "Our experts now assess that India right now is enjoying a discount of about USD 15 a barrel in the price that it is paying for its imports of Russian crude. So by acting in its own interest, by driving a hard bargain to get the lowest price possible, India is furthering the policy of our G7 coalition, our G7 plus partners in seeking to reduce Russian revenues."  Looking at the bigger picture the problem was created by Germany under Merkel who built Germany's over dependency on Russian oil to power a cheap fuel economy it thought was in Germany's interest. This is now being reversed by the hard work of Mr. Habeck of the Green party in the coalition government of Scholz in securing alternative supplies in record time for the EU to avoid a recession. In this sense the perception created early of India which has suffered itself from invasions in 1962 and incursions in the Himalayas more recently, it is not a problem India can solve by becoming energy short at a time when it has invested so much in fighting the pandemic. A similar problem was created by Republican and Democratic administrations of the past that concentrated the supply chain in one country. India lost much investment in the last 8 years as a result of the policies of Merkel's Germany and past Republican Democratic administrations in concentrating the supply chain in one country. ...

The reckless behaviour of German elites in pursuing increased dependence on Russian oil and gas and ignoring American warnings is shown in this report in The Guardian. The first links to Russian oil and gas were started under chancellor Brandt in 1970. At that time the dependency on oil and gas supplies was much less than 10%. Dependence increased during the Schroeder and Merkel years to the extremes that exist today. Not much more even in the year of the fall of the Berlin Wall in 1989. It was the misconception of chancellor Schmidt of the SPD in his differences of opinion with presidents Carter and Reagan on the risks of increasing dependence on Russian energy that marked this period. Schmidt believed Germany was right in its conviction that increased trade would bring peaceful cooperation without realizing that economic dependency is never a good thing. Poland had a skeptical view- German elites including business elites were being corrupted. Cheap Russian energy was being used in the Schroeder and Merkel years as a competitive business advantage without considering the risks involved and the admonitions of American presidents of the dangers. With Steinmeier of the SPD there was the immense guilt of the millions of war dead from the German invasion of Russia in 1941 that acted as a brake on evaluating the increasing dependency for energy that reached over 35% by the time he was foreign minister. The fall of the Berlin Wall was seen not as a result of multiple factors including the positions taken by Carter and Reagan, the losses to the Russian economy from the war in Afghanistan, and the general decline of the Russian economy. German leaders saw this as coming from the new relationship being built with Russia. German business and Schroeder- Merkel even allowed not just new Nordstream pipelines under the Baltic Sea but also transferred ownership of reserves, the gas and oil storage inside Germany to Russia's Gazprom. German Economy minister Habeck says the storage tanks were emptied so that there would be added surge for oil and gas prices after the attacks on Ukraine. This Guardian report ends by saying that Mr. Steinmeier still needs to show why he pursued policy of cooperation with Russia with increasing dependency to the point that a cut off of Russian oil and gas supplies would lead to gas rationing in Germany in the event of a sudden cutoff. Was it a form of sensible cooperation taking dependency to such extremes. Similar questions remain for chancellor Merkel. With the added question for Merkel about the increase in trading ties with China even after the Trump administration had warned of the serious risks to US and European competitive advantage in technology and manufacturing, and the increased dependence on a supply chain that was fundamentally weak as shown clearly by the pandemic.     ...

After 3 years of war in which the US relations with Russia deteriorated because of the Ukraine war and US supplying Ukraine under the Biden administration, DJT reverses US policy to improve relations with Russia. The goal is to improve US-Russia relations. Because this also involves ending the Ukraine war that is destroying a whole generation of young men in Russia and Ukraine, US is exploring ways to end that war through early discussions to get a sense of Russian perceptions.This is why the US does not need the Europeans or the Ukrainians at the table. Ways in which US will restore relations-Restore staffing levels at embassies and consulates. Find ways to cooperate on economy and foreign policy issues.   ...
