Analysts say the price Russia agreed to for natural gas under the May 2014 agreement with China is about $350 close to the $380 price per 1000 cubic metres at which Russia sold natural gas to Europe for 2013. The deal involves building the pipelines on the Russian and Chinese sides and developing natural gas fields in Russian Siberia. The cost of the pipelines alone could be $70 billion, according to think tank RusEnergy, and the total deal worth about $400 billion. China National Petroleum website says Russia will begin supplying natural gas in 2018 with 38 billion cubic metres. By keeping the price "a commercial secret" in the words of Gazprom CEO Miller, Russia and China benefit from not having to renegotiate their contracts with other suppliers and buyers. Putin pointed out that the price has also been pegged to the future price of petroleum products and oil, which are expected to remain high.

Here he describes the events leading to the Saudi turndown of a seat on the UN Security Council. The Saudi foreign policy establishment made this decision after several weeks of debate in Jeddah considering the U.S. and Russia's effort to make only a muted criticism of the use of chemical weapons in Syria in the Security Council; and the U.S. effort to have the British, French and Saudis give up on demands for firm language in a Security Council resolution on action to be taken against the use of chemical weapons. For the Saudis, says Obaid, better not taking a temporary seat on the UN Security Council, than to be left a docile member without its own voice and the voice of others in the international community being heard. Obaid also points out that this is the beginning of Saudi effort to exercize its own influence in the Middle East, as it faces three separate developments in 2013- the Iranian rapprochement with the West under new president Rouhani, the Arab Awakening and the new consciousness in the Middle East, the U.S. policy under president Obama of not taking leadership in the Middle East. This also comes as the Saudis parted ways with the Obama administration on the role of the military in Egypt, and has differences with Turkey and Quatar on support for Islamic groups in Egypt and Syria....

Fannie Mae will make a payment of $59.4 billion to the U.S.Treasury as a result of improvement of conditions in the housing markets that enable Fannie to writeup the value of devalued assets on its balance sheet. Fannie showed a profit of $8.1 billion for the first quarter of 2013 from its activities of guaranteeing and investing in home loans in the U.S. In 2008 the U.S. government bailed out Fannie Mae and Freddie Mac and the agencies received $117 billion in government assistance since then. With this $59.4 billion about $95 billion has been paid back to the U.S. Treasury. This also delays the debt ceiling deadline to Oct. 1, 2013 by generating more revenues for the U.S. Treasury in addition to higher tax revenues.

Simon Denyer's interview with Vinod Rai, the Comptroller and Auditor General of India. Rai has persisted in uncovering corruption in India. He was appointed by prime minister Manmohan Singh from India's Finance ministry five years ago, and runs an organization with 63,000 employees with accountants in all Indian states. Reports by his agency have uncovered giving away of natural resources and telecom licenses worth billions of dollars. He describes the amounts involved as huge and attributes the increase in accountability of politicians and ministers to active citizens groups. The Indian media and Supreme Court have supported efforts to increase accountability. The CAG has constitutional protection. Rai sees the CAG's role as examining government spending to uncover irregularities and make it accountable to parliament. India is rare in this respect compared to China, Russia and other emerging market countries because of its vibrant media and democracy. A 2010 report uncovered corruption in giving away mobile phone network licenses and a 2012 report uncovered allocation of coal land without a competitive auction, with loss in government revenues estimated at $30 billion. The reports showed prime minister Singh aware of the irregularities but unable or unwilling to call for transparency and proper process. Rai's six year term expires in May 2013. ...

Republicans and Democrats decided to tackle the U.S. fiscal cliff in several steps. The first step for the Bush tax cuts to be extended to single earners with income under $400,000, and couples earning under $450,000 was part of the agreement reached Jan. 1, 2013. Republicans see this as protecting small business owners who generate jobs in the U.S. economy. Democrats see this as progress in taxing the wealthy to reduce spending cuts in other programs. As expected the deal was reached between Senate colleagues Republican Mitch McConnell and former Democratic senator and Vice President Joe Biden, as rapport is missing in the relationship between Speaker Boehner and president Obama. The $110 fiscal cliff spending cuts on entitlements and defence will be postponed for 2 months till early March under the deal. Debt ceiling will not be raised and negotiations will be needed again by the end of Feb. 2013 to raise the debt ceiling. By March 27, 2013 short term funding measures lapse. Republicans see accepting tax cuts on the wealthy as a way to remove this issue in future negotiations to focus on spending cuts needed to improve U.S. finances. ...

The downturn starting in the 2008 financial crisis destroyed a huge portion of the average American's personal wealth- some estmates running to 40%. This was followed by periods of unemployment which depleted savings accounts, lower wage jobs, and followed by further erosion of savings accounts with little or no interest. The gains on the stock market have one problem- the benefits go in large part to affluent Americans who are already well prepared for retirement. Washington Post Analysis and reporting shows Russian economy is now sensitive to cuts in oil purchases by India. Russian economy with $213 billion a year in the war effort would suffer from higher inflation and interest rates higher than current 18% if India cuts Russian oil purchases of about $119 billion a year. A shift may be already taking place as India buys more from Saudis, UAE and Iraq. Studies by CLSA cited in the Economic Times show India gaining only about $1 to 3 billion by buying Russian oil. India has much more to gain by shifting away from Russian oil. Russian inflation is at 9% and the economic growth is about 0.4%.  A further increase in interest rates from 18% in a war time economy could kill the civilian economy say experts in Russia the Washington Post has talked to. About 17% of Russian refineries production is removed by Ukrainian strikes on refineries in Russia, leading to higher prices for oil. More crude oil is being exported instead of refined product as a result. This explains why the US under president DJT decided to take the difficult step to deter India from Russian oil purchases as it would not have been able to get China to reduce its $136 billion Russian oil purchjases each year the way it could for India. This was done to end the war even though it is little understood in India.  ...

The Editorial Board of the Washington Post says people should be concerned about going back to the 70's when New York City struggled with funding and went downhill. The very goal of affordability that Mamdani is trying to achieve could end up being hit because the methods may not work at all. It says free bus service means a transit funding hole, city run stores would hurt privately run stores, and a rent freeze would depress housing supply. Greg Ip in the WSJ compares Austin with NYC with Austin seeing 20% increase in housing supply to NYC 3% in 2020-2024. Austin had a 23% jump in one year in housing prices but it came down and over 4 years rent increases in NYC are 20% in Austin 11%.  It is only that much of the New Yorker educated elites have let the city down so much by not finding solutions to the affordability crisis and not focusing on fixing infrastructure and modernization of the American cities, in the last three decades that this has happened- as a desperate young population turns to giveaways or free services across the board as a solution that never works. A fiscal crisis could happen as in the 1970's creating another vicious cycle says the Washington Post. It says one can only hope that the damage is at the margins. ...
