Problems for women and for childcare in Germany after the Merkel administration's failure to invest in child care. This DW.com report looks at this problem. Mothers have to send their children to grandparents or pay for expensive private day cares and nannies if they are able to do this. If they are not able to do this the mother usually reduces her work hours or delays returning to her job entirely. A German Youth Institute DJI study is cited which shows that in 2020 49% of parents with children under age three said they require child care. Of these only 24% were able to secure a place at a child care center for the necessary hours. For children over age three 97% needed childcare and only 71% said the necessary hours were covered. This problem was bad before the pandemic, during the pandemic it has only become much worse for women. A similar problem is happening in the US, so that this problem has consequences for women in both the EU - in Germany, France, Italy- as well as the US. It places additional burdens on women with children in the workplace. ...

President Macron calls it "the moment of truth" for Europe. The European Recovery Fund includes $500 billion in nonrepayable money to be handed out to countries hit hardest by the pandemic as a show of solidarity and support for the European community. Only one lone holdout are the Dutch, who have not earlier and today show little solidarity with the European community. It is supported by Merkel and the CDU, Macron, EU president Leyen, the head of the European Central Bank's Lagarde. Chloe Kelly of England soccer gets in the winning kick in Euro Finals. England beat Spain 3-1 on penalties. This analysis in The Guardian goes over how Chloe Kelly survived obstacles to come back into English soccer and make a difference in games against Sweden, Italy and Spain. She had a falling out with Gareth Taylor at Manchester City and her deadline day decision for transfer to Arsenal played apart in reviving her spirits. By reviving her game she put herself in coach Sarah Wiegman's plan for the Euros soccer this summer. She came in after Lauren James was pulled out following ankle injury in the first half. The wingers pace and running came in as a threat to Spain's back line of Batlle and Paredes which had benefitted from the James injury. With Bronze and Hemp, Kelly changed the game in the second half as has so often happened in this tournament. In a previous game in the Euros England had also fallen behind in the first half and come back in the second half. A pass from Chloe got the equalizer with a header from Alessia Russo. The game then went into the extra time 1-1 and England won 3-1 on penalties. ...

Friedman describes the lack of decisionmaking, initiative and courage in the Eurozone, India and China to tackle difficult problems. During his visit to India he describes the problems India faces. A serious problem with lack of good governance within the democratic framework. India also has a growing population that will soon surpass China's population, which makes the task of development that much harder, with the small steps India is taking to move forward not making a serious impact. Azim Premji, chairman of Wipro, described it this way: "There is a complete lack of decision-making among leaders in the government. If prompt action is not taken, the country will face a setback. You must appreciate how serious it is." Friedman sees a similiar situation in the eurozone countries as new governments are being formed in Greece and Italy by Papademos and Mario Monti, both technocrats from the European Union. This has the added complication because these experts have not been elected. The fact that they have support and goodwill is because of the failure of the political class in Greece and Italy. The failure of the political class in the U.S. is evident from the stymied negotiations over the deficit, and the lack of leadership from President Obama....

GDP growth for the 17 eurozone countries showed a 0.2% decline in the second quarter of 2012, according to Eurostat, the EU's statistics agency. The German econonomy showed GDP growth in the second quarter 2012 of 0.3%, France showed zero growth for the third consecutive quarter. Italy and Spain showed negative 0.7% and negative 0.4% growth during the quarter. The ZEW indicator of sentiment in Germany fell to its lowest level reflecting German manufacturers reluctance to invest in new equipment. As the eurozone economic growth remains flat and declining for longer period, German business sees this affecting German exports. Analysts at Commerzbank and Dutch Bank ING see a further slowdown in the German economy in the second half 2012. The German economy showed GDP growth of 0.5% in the first quarter 2012, compared to the prior quarter, before declining to 0.3% in the second quarter. Further decline is now expected.

How Starbucks changed from a customer oriented experience like the ones at expresso bars in Italy, to add sandwiches, lunches and drive through. And in the process diluted its customer oriented experience (conversation, place to meet European cafe style) and the experience of real coffee, upto the point that its main competitor became Dunkin Donuts in many places. Consumer Reports rates McDonalds drip coffee better than Starbucks. Baristas at Starbucks lament the loss of the atmosphere of the early Starbucks as sandwiches and other items are pushed in a fast food type environment. One could have seen this coming as Schultz was a Brooklyn kid who seemed to struggle with his fascination for the Italian expresso bars he saw in Italy, and his New York and American ways of popularizing this experience by building hundreds of locations and expanding quickly. In the process Starbucks became a different place and a different company without quite realizing it. The Brooklyn kid in Schultz won over the other side that remained intrigued by his experience in Italy. This is described in his autobiography, "Pour Your Heart Into It," somewhere the magic disappeared. This is amazing that a place can change and competition can creep in on you when you kind of lose your identity, and forget where you started, the dream and vision. Simon Nixon points out that most of the 490 billion in euros borrowed by European banks under the Long Term Refinancing Operation of the ECB in Dec. 2011 is for rolling over maturing debt, rather than buying of government bonds. European banks financing needs based on figures from Barclay's Capital are over 300 billion euros for the 1st quarter of 2012. This suggests huge demand for the Long Term Financing Operation in the next quarter. For Spain and Italy the newly created lending facility should lead to higher bond buying by small and midsized Spanish banks and Italian banks, as this will boost their profitability. Spanish bonds yield 5% and Italian bonds yield 6.5% and loans from the ECB using the bonds as collateral are available at 1% for three years, which makes this an opportunity for these banks to boost profitability. The proportion of government bonds of Spain of Spanish banks bank assets is 7% and the figure for Italian banks is 9%. Nixon says an increase of this ratio by three percentage points by Spanish banks would created additional demand for Spanish government bonds of 45 billion euros, which is a third of the issuance for 2012....

This editorial in the WSJ, says its a surprise the protest vote in EU parliamentary elections did not come earlier, considering 11% unemployment in Europe and about 50% youth unemployment in some countries. Italy's Renzi government did well in the elections with 41% of the vote. The CDU got 30% of the vote. The French UMP party getting 20% and the Socialists 14%, a poor showing in France compared to the Natonal Front 25%. UKIP Independence party took 27% of the vote in the UK, with Labor and Conservatives a close second and third. Overall the results in Italy and Germany salvaged the situation, says the editorial, by making the pro-EU European People's Party (EPP), the largest group. It includes the UMP in France and CDU in Germany, and has 213 seats for then next 5 years, the largest group in a 753 member EU parliament.

This WSJ story provides a fascinating look at how Italy planned for too long, but failed to finally execute the final step of using the submersible steel floodgates that were already built to tackle just the kind of flooding that happened recently.  Problems include the use of submersible steel floodgates that would go back under water  after use in a flood, causing an additional complication to building the floodgates. The city itself was not entirely behind the plan so that execution was delayed. The politics and corruption added additional delays that astonishingly delayed the plan for over 10 years. About 80% of Venice was flooded with waters rising 6 feet above normal levels on November 12, 2019. It is hard to believe that 78 yellow steel barriers stayed on the seabed instead of blocking the three points at which water could enter from the sea into Venice. Most of the area has normal land barriers and the steel gates were designed to block water from entering at the smaller points that separate land barriers. It is also unbelievable that the plan started after a bad flood in 1966, construction beginning in 2003 after approval by over 12 public bodies, expert panels and courts on the complicated design. Costs went up as years passed from $1.7 billion to $5.5 billion. Ordinary Italians say Rotterdam has similar problems and has dams and no flooding, that the underwater design of the gates did not make sense just for aesthetics. Some experts say the underwater design doomed the project by making it costly and difficult, bureaucratic delays did the rest. The longer the delays and higher the cost the faster it eroded support in Venice and Italy, leading to this improbable result of building the flood gates with the underwater design, testing them but not making it operational in the final step, and not authorizing the use on November 11, 2019. The gates were in disuse astonishingly for so long that rust was discovered at one point.  Venice is now losing much of the population near its canals with only 50,000 remaining from a one time population of 171,000. The latest flood damage is over $1 billion and inexplicable after so much effort building the 74 yellow floodgates under water. ...

The 2014 budget for Spain is free of the strong austerity measures, cuts in spending, and tax increases, of earlier budgets. Growth is expected to be 0.7% in 2014, after 1.3% decline in 2013. The unemployment rate is set to decline from 27% high in first quarter of 2013, to 25.9% in 2014. Savings of $800 million euros will come from changes in the pension system and civil servants face a freeze in salaries for the fourth year. The premium over German government bonds for Spain's government bonds is now less than that of government bonds of Italy. Cost of financing Spain's debt is projected to decline by 5.2% to 36.6 billion euros, according to Treasury minister Montero. The EU with the backing of the IMF has considered the high unemployment in Spain in its decision to relax deficit targets. This has given Spain an opportunity to clean up its accounts without further damage to the economy. Spain's deficit will now decline to 6.5% in 2013 from a deficit of 6.8% in 2012. The target for the deficit is set at 5.8% for 2014. Credit is still tight and consumer spending weak, major concerns for the government- in addition to the need for creating jobs- of prime minister Rajoy....

France has made the health pass for coronavirus mandatory for leisure and cultural venues starting July 21. The health pass will be mandatory for having a coffee, eating at a restaurant, or shopping in a mall from the beginning of August. The health pass is already in use in some form in many European Union countries. Denmark and Austria are using it for 2 months. Germany and Portugal are using it regionally depending on where the epidemic is severe. Greece which has a surge of tourism in summer from other EU countries is making it mandatory starting July 16 for entry into shops and restaurants. It was the absence of  any form of constraints on behavior in places such as Croatia with high tourism in summer that increased the surge in Germany and Austria last summer. Italy and Ireland are planning to make vaccination mandatory following France as the number of cases from the variants increase. Establishments that are violators of the mandatory rule in France will be fined 45,000 euros and persons responsible having to spend 1 year in prison. The mandatory rule has significantly increased the number of people seeking vaccination in France.      ...

The Truss government UK budget in September 2022 does little for the most vulnerable populations in the cost of living crisis. It also fail to take any significant steps to build up energy supplies. Of all the governments in the G-7 countries France, Germany, Italy, Canada, it is the weakest when it comes to promoting social cohesion or taking action to promote both energy supplies and renewable energy for the transition during climate change. Spain has just introduced a wealth tax for the 1%. Nothing like this is seen here, instead the highest tax of 45% is scrapped at a time when the wealthiest are seen by most people in all the G-7 countries as the most able and even willing today after the pandemic to provide help to the vulnerable and weakest parts of the population. It is seen as delusional by some as it does not inspire much confidence in the financial markets and many in the Conservative party itself. It fails the test even Mr. Boris Johnson set himself of leveling up in Britain between the well off and the less well off in society which led to his election and the election of the Truss government with Johnsopn's support. ...

Casey Phair was born in South Korea and came to New Jersey when she was one month old. She plays for South Korea and at 16 she is the youngest player in the World Cup Women 's Soccer in 2023. She plays for a Development Academy that trains young aspiring players in South Korea. More of these academies are cropping up all over the world. Alyssa Thompson in the US team at 18 years is hoping to replace older players such as Alex Morgan. More talent is coming into the women's soccer game all over the world and the US lead is shrinking. Much of this talent starting at younger ages and players getting better facilities. Countries in Asia, Latin America and Africa are drawing on young players of ethnic links to their home country practicing in the US. This was clear when the Philippines beat New Zealand, Nigeria beat Australia, and the US hung on to a draw with Netherlands. France held to a draw against Jamaica. ...

The snap elections called by Macron after National Rally party of Marine Le Pen wins 32 percent of the vote to Macron En Marche at 15% in the EU elections. Marine Le Pen has put Jordan Bardella, 28 years, of St Dennis suburb in Paris as the candidate for prime minister if NR wins the National Assembly election. Macron earlier made Gabriel Attal, 35 years, the En Marche candidate. This is the youngest in a major country for prime minister. This report in WSJ shows how Macron by reducing diesel subsidies for farmers has alienated rural voters at a time when farmers are protesting difficult conditions. Macron also faced union opposition over pension age changes, and before his reelection protests from Yellow Vest protesters on cost of living issues. Macron has survived each challenge, the last in reelection by getting support of voters on the left and right choosing stability over changes that National Rally might bring. The snap election was also intended to take Le Pen and NR by surprise. This has created new uncertainty with elections on June 30, 2024, soon after Biden and Macron met in Normandy for D- Day anniversary, and the upcoming G7 meeting in Italy June 13-15. ...

India's development of the India Middle East Corridor with rail and infrastructure links is a plan that is pursued with cooperation of Saudis, UAE, Kuwait and Gulf region. This is an economic development plan that seeks to invest in the entire South and West Asian region. Just as Europe after 2 wars has emerged from that with the French, Germans, Spain, Italy and Eastern Europe forming  the European Economic Community that later became the European Union, the Gulf states and India which faces the Gulf states across the Arabian Sea are seen as one region that can trade with the European bloc and the US on better terms. Germany's parliament, the Bundestag, ratified the fiscal pact agreement of eurozone countries of December 2011 on June 29, 2012. A two thirds majority was needed to approve the pact and the rescue fund called the European Financial Stability Facility or European Stability Mechanism. To get the opposition Social Democrats support chancellor Merkel had to agree to a "growth pact" at the June 2012 EU summit, a condition made by the opposition. Facing persistent German opposition in the negotiations for short term measures to allow the rescue fund to buy Spanish and Italian bonds directly in private markets and give direct aid to Spanish and Italian banks, prime minister Monti of Italy and prime minister Rajoy of Spain as a last resort told chancellor Merkel they would block the EU growth measures. It is at that point that Merkel made the concessions to allow direct aid by the rescue fund. Blocking the growth measures would have blocked the approval of the fiscal pact which Merkel had negotiated in December 2011, as the opposition Social Democrats would then withdraw their support. It is this manouevre that finally achieved a breakthrough in the marathon 14 hour negotations between Mario Monti and Angela Merkel, which Monti described as "hard and tense" but "worth it." ...

ECB's German representative and chief economist Jurgen Stark resigned from the ECB's Executive Board to express his opposition to ECB bond purchases of sovereign bonds of Greece, Spain and Italy. This follows the resignation of Axel Weber as head of the Deutsche Bundesbank in June 2011, who raised similiar concerns. The concern is that the ECB is exceeding its charter by buying sovereign bonds, taking on a political role and adding new risks. Stark wrote in an op-ed in the German newspaper Handelsblatt- as government efforts so far have failed, "far-reaching reform of the mechanism for decisions and sanctions is needed... We find ourselves in a situation in which massive sustainability risks in public budgets are eroding financial stability."

Politics in Britain as Britain prepares for a general election. The UKIP party polls 13 percent and Conservatives 32 percent and only an alliance could beat the Liberals and Labour, Greens combined. So why is Boris Johnson not embracing UKIP and Farage. Boris Johnson top adviser Cummings is said to have kept Farage to a minimum in display during the EU elections, causing resentment. Farage has doubts about the Conservatives and has rejected an alliance. Conservatives see him as playing populist politics and having little interest in the Conservative Party's ideas, somewhat like a Salvini in Italy or Orban in Hungary. Conservatives see Farage as preventing them appealing to moderates.  Boris Johnson hopes to work out new spending to support working class voters in an effort to win broader support for the Conservatives. He also hopes he can go back to voters saying only he could deliver Brexit if given a solid mandate, in dealing with the EU and in dealing with parliament.   ...

Researchers at Beihang University and Tsinghua University in Beijing studied how temperatures and relative humidity affected the natural transmission of coronavirus in 100 cities across China, The looked at data on January 21, 22 and 23, before Chinese authorites stopped its spread. They calculated that the infection was more contagious in northern China, with temperatures and relative humidity low, than among the cities along China's warmer and more humid south east coast. Their conclusion- high temperature and high relative humidity significantly reduce the transmission of coronavirus. The researchers are funded by the National Natural Science Foundation of China. Researchers at the Institute of Virology, University of Maryland, have found that the consistently similar weather across the Northern Hemisphere between 30 degrees latitude and 50 degrees latitude north, running through China to South Korea, Japan, Iran, Italy, France, provides temperatures of between 5 and 11 degrees Celsius (41 to 51 degree Fahrenheit, with relative humidity between 44% to 84% and low specific and absolute humidity. BBC's Europe Editor Katya Adler talks to EU officials and gives this assessment of how the situation in Britain after the elections looks from the European Union. The elections in France with pro-EU Macron winning with a large majority, the increasing support for Angela Merkel in Germany, the drubbing for the Five Star Movement in Italy, all point to increasing confidence in the EU, and willingness to let Britain sort its mess out while the EU focusses on more pressing issues. Adler calls the first day of talks on Brexit a Mad Hatters Tea Party, showing how Britain is seen in the EU as having a huge complicated mess to sort out. British politicians are seen from the outside as having ruffled up the electorate on migration, the European Court of Justice and other issues, just to make their own points and for their own ends, not necessarily having the best interests of Britain in mind.

In a shift from statements at earlier summits which focussed on fiscal restraint, the Camp David summit continued the "firm committment to fiscal consolidation," yet emphasized jobs and economic growth as "imperative." There is new flexibility to address needs for economic growth and no specific timetables for fiscal balance as in previous summits. Obama had many one to one encounters with the other leaders. He discussed the euro crisis with Cameron while working out on a treadmill, and watched the Champions League soccer final between Chelsea and Bayern Munich with Merkel and Cameron. Each leader of the G-8, Harper of Canada, Monti of Italy, Hollande of France, Medvedev of Russia, Cameron of Britain, Noda of Japan, Merkel of Germany, was assigned a cabin in the rustic wooded setting of Camp David's mountains. A special effort was made to see that Germany's Merkel did not feel isolated in the setting because of the growing sentiment that austerity policies pushed by Germany are not working. On Iran, Obama stated that he was "hopeful that we can resolve this issue in a peaceful fashion that recognizes their sovereignty, but also recognizes their responsibilities."...

Germany's finance minister, Wolfgang Schauble, says Germany can move faster than expected to allow shared liability of eurozone debt. He also accepts the need for short term measures such as the European Stability Facility buying bonds of Spain and Italy in private markets to drive down yields. Schauble indicated this flexibility in an hour long interview with the WSJ on June 27, 2012. This comes after Angela Merkel's remarks made in talks with coalition partners the Free Democrats that she would not accept any mutualization of debt in the eurozone in her life time. Schauble reiterated his view that before joint liability of debt can take place there has to be a joint EU fiscal policy, and sequencing was critical. He called for a EU fiscal commissioner arrangement for reviewing EU member budgets and policies. At the same time he said Germany was open to some level of mutual financial support between members of the eurozone, under the right conditions.
