WSJ looks at how the case of Meng Wanzhou and the US Justice Department was settled. In early September the case of Canadians held by China was brought by Biden when he talked to Xi Jinping. Xi brought up the case of Meng, the daughter of Huawei's founder and CFO of the company. Meng was detained in 2018 in Vancouver at the request of US authorites for wire and bank fraud charges related to US sanctions on Iran. The case took a new turn in May when Meng hired a new lawyer William Taylor. Justice Department said it was willing to separate Meng's case from the case against Huawei. Meng's lawyer agreed to have Meng admit to doing what they said she did.  Both US and China wanted to remove an irritant in US Chinese relations. On September 19 Mr. Taylor sent a draft of what she was prepared to admit for wrongdoing. This was the basis of the statement of facts attached to her deferred prosecution agreement and release from Vancouver. The 2 Canadians were then immediately released from China- the Canadians had no knowledge of what had happened. ...

Russian seaborne crude shipments are up 18% as of June 11 over the prior year, Iran's shipments up even more by 45%. The result is increased supplies even though the Saudis tried to increase oil prices by limiting production. China's economy is slowing and faces headwinds that will not go away anytime soon of debt close to 290% of GDP higher than US or Europe. And lower imports by the US and EU as they correct the mistakes of overconcentration in China. The European Union faces high inflation and a mild recession. This is cutting demand as supplies increase. It will help the Biden administration as it seeks to give all Americans a fair chance to improve their standard of living, by reducing the cost of living and investing in the economic potential of the country in a way no other adminstration has done in the last 40 years.

In Venezuela low prices of gas and mismanagement have led to waste and losses that created an energy crisis in another oil producing country. Lack of foreign investment means aging infrastructure and no updates in technology of production. Socialist administrations find their work backfiring in this way as in Venezuela, lack of experienced managers and people to run the economy leads to dire results including runaway inflation and shortages. Political rhetoric for workers disguises the problems building up in an economy that can tear the economy apart, as good relations with all countries are needed and the country's trained and experienced middle class and technical experts given an important role in development. ...

India's Foreign Secretary Ranjan Mathai says India will only give recognition to multilateral sanctions imposed by the United Nations. He said: We have accepted sanctions which are made by the United Nations. Other sanctions do not apply to individual countries. We don't accept that position." He was referring to the sanctions program of the U.S. government, under which countries would be granted exceptions and waivers from U.S. sanctions. Iran is the second largest source for India's oil purchases after Saudi Arabia. A multi-ministerial delegation from India is visiting Iran, and the delegation says Mathai will "work out a mechanism for uninterrupted purchase of oil from Iran and to work out a financing mechanism." South Korea which gets 10% of its oil from Iran plans to get an exception to U.S. sanctions under which it would reduce Iranian imports in 6 months from the date of a U.S. sanctions law.

DW.com takes a deeper look at the conflict in Nagorno-Karabakh, an autonomous region of Azerbaijan now populated and controlled by ethnic Armenians. It has grown rapidly in the last decade at around 10% annual growth and 17% in 2017 with an influx of ethnic Armenians who have settled in the region with its higher average incomes. Karabakh has a large mining industry which provides employment for Armenians moving into Karabakh.  During the 1920's Azerbaijan and Armenia were part of the Soviet Republics which lasted till 1991. The Soviets made Karabakh part of Azerbaijan SSR with considerable autonomy. Since 1991 several wars have taken place with the largely Armenian population declaring itself independent of Azerbaijan.  Azerbaijan is three fifths Shiite and one third Sunni with close ties to its southern neighbor Iran, leading to efforts by Iran to mediate the conflict. There are social and political overtones for the conflict. Azerbaijan oil exports have been hit hard by the drop in the oil price and drop in global oil demand. Armenia has seen remittances from its 11 million Armenians living overseas drop by about 40%. Both countries face endemic corruption. Azerbaijan get 90% of export revenues from oil which is 40% of GDP. EBRD estimates exports fell by 25% in the first quarter and GDP will decline by 3% this year. Strict lockdown has also hurt the economy hard. Armenia expects a decline of 3.5% in GDP in 2020. Armenia is trying to tackle corruption with reforms since the Velvet Revolution in 2018. The conflict is a distraction from the economic and political situation, says Caucasus region expert Sylvia Stober. It could be politicians making a point as economic and social conditions deteriorate, with outside influence. Turkey has backed intervention in Libya and now supports Azerbaijan a Muslim neighbor.  Russia has a defense pact with its Orthodox Christian neighbor Armenia. In 2018 a short war lasted only 4 days when Russia intervened. This time Russia which has a defense pact with Armenia is looking to have Armenia join its Eurasia Economic Union. Armenian prime minister Nikol Pashinyan looks to Europe for closer ties. Russia supplies both warring parties in this conflict and acts as a mediator in a ceasefire. Outside influence is aggravating the conflict which has now displaced about half the population in Karabakh.   ...

A senior military oficer, Admiral Fallon head of the Central Command overseeing both wars in Iraq and Afghanistan questions US policy towards Iran in major differences with President Bush. Its a bit strange though as Defense Secretary Gates points out that US policy towards Iran changed towards diplomatic pressure and political moves as opposed to a possible military action after the new intelligence report that questioned earlier reports of Iran moving towards nuclear weapons itself a result of vigorous debate and questioning in the intelligence department. So why would this result in public differences when the Bush administration has already changed both its rhetoric and its policy posture towards Iran? The Admiral is near retirement after 40 years of service, and may not have authorized the article in Esquire magazine or been aware that the journalistic world would turn this over the internet into a public spat with President Bush.

Even with the best US effort heroin production increased to 9000 tons in Afghanistan says this report in The Economic Times. Indian coast guard and Gujarat anti-terrorist squad size large amounts of heroin at Mundra port and along the Porbandar coast.  Afghanistan has a 2000 kilometer border with Iran and another 2000 kilometer border with Pakistan. There is now increased risk of this activity along India and Sri Lanka's coastlines and borders, says the Economic Times. Much of the colonial period was marked by British traders use of opium from Bengal and other parts of India in illegal activities in China through Chinese ports for sale of opium -leading to the Opium wars in 1850 with China's feudal monarchy and eventually to China turning to the CCP. This was conducted under the British East India Company and condoned under the British Empire- making it one of the worst activities of colonial powers in history. Some of the same activities are being conducted and condoned by countries in the region. A multinational allied task force Combined Force 150 keeps track of the oceans in the North Arabian Sea and in the Horn of Africa. More naval forces are needed from India, the US, UK, Australia, Japan and other countries to keep the oceans safe and clear, and protect people in the region. ...

The P5+1 countries in the Istanbul talks with Iran are the five permanent members of the Security Council and Germany. Catherine Ashton, the EU's senior foreign policy official is the lead negotiator. Saeed Jalili is the lead Iranian negotiator. By July the two groups have held three rounds of talks which proved inconclusive and were lowered to meetings at the deputy level in July, 2012. This was followed by bellicose statements from Iran and U.S. defense preparations in the Gulf of Hormuz. The Israelis described the situation as reaching a critical point, with the U.S. continuing to put its faith in tighter sanctions to persuade Iran to give up its program.

An attempt to keep Iraq together as one nation even as it splinters into 3 with the Kurdish north and the Shiite south containing all the oil fields, by having a oil council at the central government which work with oil governmental organizations in the Kurdish north and one similiar to be setup in the Shiite south. Does it give Sunnis some hope for a share in the revenues and incentive to work within a national framework which increasingly is agoal only of the US and Britain only and possibly only given lip service by the elected government as the mostly Shiite government also prepares in the background to US presence for an eventual partitioning of the country. Remember many of the Arab states were creations of he British and French empires in the 20th century, and not necessarily natural divisions. Culturally and by religious beliefs parts of Iraq that are Shiite are brethren to western Afghanistan round kandahar and to the Shiite centres of religion ad culture in Iran, and have been so for centuries before Europeans had a presence here in the 19th and 20th centuries, and this won't simply go away especially when the post war modernization that occurred in Iraq whatever its appearance was of the worst type that exacerbated religious tension and did not bring communities together....
