Canada and Mexico could have acted before the 25% yet they did not act till the tariff was imposed. A situation such as this cannot be found in the history of the United States of America from its founding in 1776, not in 225 years has the US seen such loss of life from fentanyl and drugs crossing its borders, or the constant flow of illegal migration, neglect of its auto industry and jobs in the US. China's ascent only began as recently  in 2010 under a state model that targeted particular industries as Taiwan and South Korea had done before. America's failure to protect its technology led to the situation today. She says there are inequalities in investment at the youth and club levels. She has averaged more than a goal every two games and fels there is not the energy in woman's soccer in Norway that is needed. She has twice been named Women's Footballer of the Year and won the Ballon d'Or award as the top player in soccer. Right now after changes at the Norwegian Federation with new head Klaveness, who also stopped playing for the team in protest, the best they can hope for is that people know she is from Norway.

With withdrawal of AC Milan, Inter Milan, Athletico Madrid and 6 Premier League Clubs, one of the originators of the plan for a Super League of soccer teams, Mr. Agnelli, thinks the plan cannot proceed. There is strong opposition from the Tory government in Britain to the plan, and soccer fans are critical of it.  Agnelli had clearly not thought of the fans response as the plans he had for a Super League remained a business concept and missed the fans who are what makes soccer what it is- a global sport with enormous enthusiasm of the people. AC Milan and Inter Milan in withdrawing cited fans and said we have to be sensitive to fan sentiment. Athletico Madrid referred to coach Simeone of Argentina, who said there had to be harmony between the fans and the club. Simeone said he backed fans saying "sporting merit has to be above any other criteria." The strongest response had come from Boris Johnson in Britain who within hours of learning about fan and public sentiment said there was no way this was going to happen. During this pandemic the sport of soccer has kept up a positive feeling for billions of people around the world who watch the sport on television. Why some of the best clubs failed to grasp the fan sentiment is hard to understand. ...

Krauthammer says it has become a cliche for people to say "politics is broken" in the U.S. John Beers, head of the Standard & Poors sovereign ratings committtee, also cited a broken political system in his rationale for the U.S. credit downgrade to AA+. This happened even as S&P repeatedly emphasized the triple A rating for France during this weeks (early August 2011) tumult in the markets over French credit risks. But in reality when you look closely and have a sense about the serious changes being discussed, says Krauthammer, something exceptional has happened, and the system is working. For the U.S. Congress and the government to come to grips with an ever expanding debt -with 39 cents of every dollar spent being borrowed as Alan Simpson of the Simpson-Bowles Commission never tires of pointing out- when both branches of government have ignored or shunted off the question with a "deficits are ok" attitude for decades- is a significant achievement. When one looks closely contrary to what S&P's and other opinion says there is actually a political process that is working in the U.S. compared to the process in Europe. In difficult situations when strong opinions are bare knuckling it with each other this process can be boisterous, but it only suggests an effort to wrap ones hands around the problems in a serious way. This is actually one of the strengths of the U.S. system with its checks and balances and its spirited dialogue. In business management Intel's Andy Grove called it "constructive confrontation," and he described this as positive and essential for business institutions to survive and grow....

On my bookshelf is NY financier Felix Rohatyn's 2009 book, Bold Endeavors, citing the bold investments America has made in the past from Louisiana Purchase, Erie Canal, Transcontinental Railroad, Land Grant Colleges, Homestead Act, Panama Canal, Rural Electrification, Interstate Highway System, and how this needs to happen once again. NYT lacks this vision. In this Op-Ed it  leaves the field open after comparing Mamdani to De Blasio's failure to run NYC. NYT Editorial Board says Mayor Bloomberg was an effective manager and ran the city better than other mayors, it describes the accomplishments of Andrew Cuomo but does not give Cuomo second chances to use his experience to serve New York City, after Michael Bloomberg comes out in favor of Cuomo. This is  NYT and NYC dysfunction. It says there is so much to do in NYC to improve life in the city but refuses to make the tough decisions needed to make things happen, turning into someone who decides who gets second chances to serve the city and the country.  The Washington Post was clear in warning about the danger of a "free everything" Mayor as this has never worked and fiscal chaos happened in NYC in the 1970's, a NYC near bankruptcy in 1975 which Rohatyn tackled as head of NY's Municipal Assistance Corporation and $10 billon in bonds backed by New York state. NYT and NYC residents have short memories. Most have forgotten Rohatyn and his vision in Bold Endeavors, or were not part of the American fabric of the 20th century, which again points to the importance of history, civics and education. ...

Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. There is the issue of nuclear non-proliferation on which US, Russia, China, India, Germany and the EU, and the rest of the world are in agreement which meant action to end Iran's nuclear program. Putin met with Iranian Foreign Minister and looked for a way to end the war. Putin said: “This gives us a chance to…think together about how it would be possible to get out of this situation,” said Putin. From the point of view of a safer planet Biden's period of not talking to China during the balloon incident, and not talking to Russia with a single minded focus on Ukraine conflict, can be seen as not the way a responsible world power should act. DJT's emphasis to end the wars in the Middle East yet standing firm on Israel's right to exist and the non proliferation of nuclear weapons, and working to end the war on Ukraine by puting pressure on all countries, is proving to be an approach that gives all world powers a chance to reflect truly on their obligations to their peoples and the people of the world. A music enthusiast who played in a rock band, before studying political science at the University of Hanover, and running for parliament, Lars Klingbeil comes from humble roots in Saxony. He led the campaign which brought the SPD Social Democrats to power in 2020 federal elections, and also into an election where the SPD secured only 16% of the vote a new low in 2025. Klingbeil comes as much of a surprise in the way his amiable manner and personality convinced the CDU leader Merz to give him the Finance Ministry as well as the support for major investments in the German economy. This was a goal the SPD failed to accomplish under Scholz with his Finance Minister from the FDP Christian Lindner blocking investment plans for 4 years. The frustration in the SPD is intense and Klingbeil and Merz coming together on borrowing and massive investments in infrastructure and defense is something of a miracle after the Merkel years and the constitutional brake she put in place on spending.  Right from the start the SPD and the CDU realized that this was their last chance as Merz put it to get things right before the far right or some other party took over. Problems that require investment- in crumbling infrastructure and obsolete transportation, lack of investment in IT, problems in childcare and in cost of living could not be postponed. Risks had to be taken, and the 28% of the vote CDU had needed the 17% of the vote of the SPD with the Greens 12%, total 57% of the 2025 vote, to act fast and decisively. ...

DJT 1.0 was led on the tariffs policy by USTR Robert Lighthizer, who had experience negotiating with the Japanese negotiators in the Reagan era. He is today respected by  Republicans, is seen in an important role in economic policy and to prepare the tariff policy actions of the new DJT administration. Lighthizer prefers to get Congress to take action with legislation. He also believes that domestic manufacturing will make gains with new and higher tariffs on Chinese imports. Lighthizer policy is falsely compared with Hoover Tariffs Act of 1930 when world trade was 9% of world GDP, today it is 63% of world GDP, and where under Hoover in 1930 the tariffs were across the board all countries 20,000 goods. Under Lighthizer on specific products where dumping is happening -steel, aluminium, autos, with Japan in 1960-70 or China 2000-2020 targeting American industries + technologies for takeover. And falsely when it comes to raising costs to each American family on average by $4000 a year by economists. The conventional view for business for 2000-2016 through Bush and Obama favoring free trade did not take into account the unusual experience of China which entered WTO in 1990, then expanded in a way unprecedented in history at 10-12% growth rates for 15 years destroying American manufacturing with dumping, having support of outshoring by companies in the US, and not giving reciprocal treatment for exports from the US to China. China also had unrestricted access to US technologies in this type of trade. Lighthizer's approach was to specifically address this problem not a general across the board tariffs on all goods (20,000 goods) on all countries as with the Hoover Tariffs Act in 1930. Lighthizer's approach adopted by DJT called for reciprocal trade response with China as the US had already done with Japan, not unilateral across the board tariffs, and when world trade had advanced to about zero tariff rates. And falsely compared to Hoover 1930 Act because under Hoover tariffs were 29-40%. raised to 60% when world trade was small, was 9% of GDP. The Biden administration has tacitly agreed with Lighthizer's vision by not reversing DJT tariffs. A new higher tariff will probably be selective based on the industry, country and what goals the US has set under the new administration for that industry. Some of the tariffs revenue may also be used for tax cuts. ...

About 25 percent more Hispanics would be eligible to vote in 2016. Hillary Clinton planned early to mobilize the 27 million Hispanic voters in 2016. She had as the person leading her Latino Outreach effort an undocumented woman worker from Peru, who with other women built the organization from the ground up. Often women and their daughters would go from door to door to talk to Hispanic people and could see the anger among Hispanics in states such as Florida about Mr. Trump's statements. Only 48% of Hispanics voted in 2012 compared to 64% for whites, and the campaign was determined to change this and galvanize the Hispanic vote for Hillary in the way this had been done for black people during the Obama campaigns in 2008 and 2012. Hillary Clinton also changed her campaign theme to support immigration and a path to citizenship in a way that even president Obama had not done. Hillary was critical of Mr. Obama's deportation policy and the breaking up of families. She promised to act on immigration in the first 100 days. By building up a grassroots effort for the Hispanic community,  and also talking to Puerto Ricans who now makeup a large part of the changing demographics in Florida, Clinton was able to energize Latinos to vote in large numbers in 2016. In Florida about 1 million votes had been cast by Hispanics by Nov 6, 2016, out of 6.2 million votes, a 75% increase from 2012. Nevada saw a similar pattern of voting. ...

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

A new security law for Hong Kong is passed at the end of a weeklong session of the National People's Congress. This gives China's agencies powers to police activities in Hong Kong and removes Hong Kong's autonomous status established by a treaty with Britain that arranged the handover in 1997. 2878 lawmakers voted with one dissent. China says it is intended to control separatism, terrorism and foreign interference in Hong Kong. It bypasses Hong Kong governing authorites and the effect is that it removes the "one country, two systems" basis of the handover by the British.  This sets the stage for the U.S. to remove Hong Kong special status in trading relations. The U.S. is joined by Canada, Australia and Britain in expression of "deep concern," and Japan has also said it is "seriously concerned" and "will address the situation in an appropriate manner." Under the U.S. Hong Kong Policy Act of 1992 the U.S. treated Hong Kong as autonomous for trade and economic matters. Mr. Pompeo, the Secretary of State for U.S. says this status will no longer continue. As supply chains are being reassessed during the coronavirus, the end of autonomous status for Hong Kong would mean the beginning of a new period in changing economic relations across Asia and the Pacific. ...

With a shortage of nurses and healthcare workers, some hospitals are dropping the vaccine mandate for healthcare workers. Shortages existed before the pandemic. The burnout for healthcare workers led to people dropping out. The lure of high pay has also led to nurses to travel to hot spots further crimping supply of workers. Recently workers who do not want ot get vaccinated have quit the industry or lost their jobs, some have left for facilities that do not follow the vaccine requirement. CDC estimates 30% of healthcare workers at 2000 hospitals in the US are unvaccinated as of September 2021. The Biden vaccine mandate would be effective for second shots by Jan. 4. A federal judge in Louisiana has ruled in Nov. questioning the president's authority for a vaccine mandate. Following that ruling HCA, AdventHealth, Tenet, Cleveland Clinic are among the hospital chains reversing earlier decisions for vaccine mandate. Other hospital chains in California Kaiser Permanante and in New York Northwell Health have kept the vaccine mandate. Kaiser had 98% staff vaccinated, with a similar situation at Northwell. Kaiser has 210,000 employees and Northwell 77,000. Utah Mountain also has 98% vaccinated.  Research on vaccine mandates suggests them to be effective. U Penn psychology research shows people are more likely to get encouraged to get vaccine than discouraged with a vaccine mandate not vaccinated working in healthcare in September will shrink considerably by January. ...

Visiting the new presidential libraries is an excellent way to understand the history of America, American democracy at work, to grasp civic responsibilities, and to have a day's outing overlooking amazing landscapes. This NYT report shows the new JFK Library overlooking Boston harbor. The first Library and Museum of Franklin Roosevelt in Hyde Park opened in 1951 and shows that period of the Depression and the recovery under FDR, the Second World War. A visit to the JFK Library is an opportunity to see a temporary War exhibit with JFK's own experience in the war in the Navy. A Boston Harbor walk is also part of the experience on a 43 mile greenway on city's waterfront. Eisenhower's in Abilene Kansas and the Reagan Library are also shown in this report. New Exhibit at Eisenhower's library and museum shows connections between the suffragette movement of the 1950's and Ike's election in 1952. It also shows an exhibit on the Cold War. These issues are relevant today as is the exhibit in the FDR Museum on the New Deal- on Freedom from Want, Freedom from Fear. Libraries and museums of 13 presidents are open today. Under the Presidential Libraries Act of 1955 these libraries are privately built and federally managed, run by the Presidential Office of Libraries which falls under the National Archives. ...
