A Congressional Oversight Panel said the Obama administration foreclosure plan is not addressing the problems of today. It is borrowers with good credit who ave lost their jobs or those with complex mortgages who are not getting help, and this will add to the higher default rates. THese borrowers because they are jobless are not able to afford even the reduced monthly payments. The HAMP program for reducing payments fails to address these problems.

He quotes Walter Bagehot who says about merchants and bankers of his day-" they fancy the prosperity they see will last always, that it is only the beginning of a greater prosperity." The significance of the book is that it suggests an hypothesis that is quite different from the general idea in 2011 that there won't be a protracted period of slow or marginal growth after a bubble of this nature. Because the bubble is also in other countries, in countries of the euro-zone, China, Turkey, Brazil, and other countries, the situation takes a much longer time to heal.

The inability to convince farmers to trade land for a fair settlement in money, new homes, schools and other benefits and to make this a win-win proposiion between farmers and companies is holding up abut $98 billion in investments in steel plants and other plants. A bill in Parliament would require companies to negotiate directly with farmers and reach a settlement that is good for farmers to resolve what is increasingly a serious problem. It is holding up an industrial revolution and the creation of manufacturing industry in India to provide the kinds of jobs that are needed badly.
