This Washington Post editorial says vice president Biden's comments that "I guarantee you, flat guarantee you, there will be no changes to Social Security. I flat guarantee you," made to a voter in Southern Virginia, is downright disheartening. It points out that this is not the conclusion of the trustees of the Social Security Fund, which includes the secretaries of Treasury, labor and health and human services of the Obama administration. The April annual report of the trustees says that the disability portion of the trust fund "becomes exhausted in 2016," and the overall fund "becomes exhausted and unable to pay scheduled benefits in full on a timely basis in 2033." Actions suggested by the trustees include: raising the payroll tax, tweaking the inflation calculator, reducing benefits, or some combination of this. It is clear from polls that the U.S. voter does not want either party to touch Social Security, but the reality is something different. The idea of a flat guarantee in the light of facts that all can see is seen by the Post as going too far, trying to win votes at the cost of postponing necessary decisions which will become harder and costlier if not addressed early....

Under a new program to increased spending on healthcare from 1.3% of GDP to 2.5% the Indian government plans to provide free pharmaceuticals at state run hospitals. This is expected to cost $5 billion over 5 years. Initially 350 drugs would be on a list of essential medicines and would be purchased from generics manufacturers in India. Dr. K. Srinath Reddy, heads the committee advising the Indian government on healthcare. He says this will help improve access to medicines for the vast majority of the people. Estimates show 70% of out of pocket medical costs for Indians come from spending on drugs. About 40 million people are pushed into poverty each year because of the high cost of medicines, says Dr. Reddy. He said that in 1984 31% of the medicines at government run hospitals were provided free to admitted patients, dropping to 9% in 2004. For outpatients this dropped from 18% to 5%. The free medicine program would be part of a larger universal health care program to be introduced over the next decade. India's large generics pharmaceutical industry makes the provision of free medicines on a large scale a feasible option in India because of the lower prices, with additional pricing advantages when purchased in larger volumes by the government. This would also have a major impact on the quality of healthcare in the country of 1.2 billion people for a relatively small investment. It also promotes a sense of fairness and equal access because the benefits of decades of modernization have been unevenly distributed and because of widespread poverty....

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....

IMF forecasts for Greece's growth rate are proving too optimistic. The IMF forecast is for zero growth in 2013, and increases of 2.3% and 2.9% in 2014 and 2015. Even in its pessimistic projections the IMF forecasts a 1% downturn in 2013 and growth of 1.3% and 1.9% in 2014 and 2015. The government sector was a large part of the economy. Now that this is shrinking, the export sector which only represents 20% of GDP is too small to generate needed growth. Greece also lacks the competitiveness and the large foreign enterprises that operate in Ireland, making growth less likely. A major problem is also the 40 billion euros Greeks have withdrawn from their banks in recent years. Even the figure of 120% of GDP that is expected in 2020 under the March 2012, 130 billion euro bailout is a very hypothetical figure, having no sound basis. Landon Thomas cites a confidential study the IMF had circulated in February 2012, showing the long term prospect for Greek debt if growth does not materialize because of lack of competitiveness. It would increase the debt to GDP ratio to 178% by 2015, and leave it at the current level of 160% of GDP in 2020. Some experts say the whole debt sustainability analysis makes no sense, with the question being insolvency in the case of Greece, not illiquidity. And requiring a focus to bring debt to manageable level to create prospects for growth. The Wall Street Journal emphasizes this in its editorial on Feb. 29, 2012....

Why are infrastructure and health, education products starved of capital left high and dry, while billions are poured into such investments with huge losses. All you need is this article in the WSJ of Sept 16, 2015, shown in today's articles. Showing forecasts of rapid growth of coffee consumption for an aspirational western lifestyle consumer in China, and a small mobile app investment to attract investors in a startup -if you refashion the coffee retail outlets as a tech company by selling coffee for delivery/takeout by mobile app. Luckin Coffee in China shown in the podcast in today's articles did this and attracted billions of dollars in investment from investors, including large banks and financial companies in Europe, U.S. and China, only to collapse in 2 years with losses and investigations in China and the U.S. Luckin Coffee soared after its NASDAQ stock exchange listing in 2018 only 1 year after its founding. WSJ calls it "brazen" the effort to add tech hype to a coffee company and have it listed on NASDAQ in just over a year, only to see its sales and value collapse just as quickly. $400 million in convertible bonds losing 90% of their value, the stock losing most of its value and NASDAQ delisting the stock after $311 million in fabricated sales were found as reported in the South China Morning Post. For U.S. investors the problem is that Chinese companies can list on the NASDAQ or other stock exchanges in the U.S., but U.S. investors cannot look at financial records of companies in China. Yet there are basic questions- why is it a tech company? Why are investors like big banks and other large financial investors pushing so much money into such places when there is so much that needs to be done in health and infrastructure investment, and real tech investment? 5G or 6G? Health systems? Ocean Grounds has a coffee store in Shanghai, Pacific Store has coffee retail outlets in China, and Starbucks is still in the business with retail outlets - remember none of these companies are tech companies. In 2017 Luckin Coffee started by making it look techy with a mobile app and refashioned itself as a tech company.  What is so big about a mobile app as there are hundreds of millions of apps. The rest came from making it look like Starbucks, right down to baristas, fancy coffee machines, and opening stores near Starbucks, according to the Podcast in the WSJ.The difference between Starbucks and Luckin Coffee - the price Luckin Coffee would sell for about $2 compared to about $4 for a Starbucks latte. Yet do this by pricing at closer to Starbucks and issuing promotions discounts constantly on the mobile app, that would bring the price to about $2. That is all it takes to make a tech company nowadays. No scientific research, no science and technology, no technical experience, nothing of the kind that led to the invention of the computer chip or the vaccines that are now being developed, or research activity of any sort. Banks, financial companies are willing to channel huge amounts of money into these places and lose it, as they did in We Work, and are doing at companies such as ride sharing app companies, as well as other app companies without any core technological component or value added such as infrastructure or health products. Only it is not the bank's money but the people's money and savings that are deposited at banks and channeled into investments. At the same time as investments in much needed infrastructure and health, education, services that really matter to us as a society, are neglected and starved of capital.     ...

Germany has shown that low tech contact tracing efforts work- no apps needed, a phone, a desktop computer with a centralized database, and most important the human relations skills of the person doing the calls. The  sensitivity to the situation facing each person being called, being able to talk to the person in the language they speak in a multilingual environment such as California, is shown here. A 40 person team operates in San Francisco consisting of public health officials, clinicians, medical students and librarians. They call the contacts of people with coronavirus, arrange tests, and as needed send packages of food and medicines to hotel rooms or homes. Every call is expected to last 15 minutes but all sorts of questions are handled.  English and Spanish are used. Here one of the persons doing the contact tracing says she does not use apps, just an open source software used in the fight against Ebola. Definitely low tech, no waiting, get going is the message to every city in the world. She says apps software such as what Google and Apple are putting out can tell you whether the person went to some place, but cannot tell you more about that person, cannot tell you about problems the person is having being tested, and how they are having difficulty providing for families. One of the big lessons from Germany and efforts such as this one in San Francisco, and in other places such as Paris, Singapore, Taiwan, is that there is a complex nature to contact tracing that cannot be solved by tech. In fact the best thing to do is to get started immediately, with a phone and a database on a computer, as long as you have a person who has the motivation and skills, empathy with people, a lot can be done. Waiting for apps is a dangerous waste of time is shown by the low tech German experience, and the experience in other places. Most important is starting immediately. The example shown here of working with migrant workers in contact tracing shows in the most vulnerable places it is these human relations skills that count, that no tech app can do. It requires detective skills to find out and get people to share their history of movements and contacts for 14 days . In Singapore crowded dormitories house 300,000 of 1.4 million migrant workers. Singapore using an app also but its use is secondary. Apps don't work in many situations but fail in the most critical situations such as these dormitories and other eccentric or atypical situations such as faced by South Korea with religious groups and gay communities, elderly people in Europe, that generate the worst dangers of spread and need to be cluster isolated quickly. Human contact tracing has a history of being an effective method and was used in China and South Korea during the 2003 SARS epidemic. More countries need to adopt the method used in Asia and in Germany, particularly Britain, the U.S., France and India. It is OK that Britain's NHS and India's national government with Aarogya Setu app have put out their own apps which balance privacy concerns with the need to act immediately and cover the entire country, but the hard slog of human contact tracing teams in each district is indispensable. This is why the former Health minister in Britain calls it Britain's national mission to do this. Speed is key- putting together teams across the country in every district from skilled volunteers or government workers, and pulling together the phone and a centralized database on a computer as basic equipment. The fact that this is easily doable and people with human skills needed can always be recruited as they have been in Germany- from public officials in local government who are less busy in lockdowns, medical students, clinicians, volunteers, people from different professions- makes it inexcusable not to learn from others experience and get going. Just Do It. You want to reopen business, professions, offices and public services- Just Do It, it makes this possible. You want to prevent spread of the virus- Just Do It, it makes this possible. You want to limit damage to the economy and get the recovery going- Just Do It, it makes this possible. People of all shades of opinion can agree on this- its the only thing that works, even when there is a lack of enough proper accurate testing. ...

Ryan told the Ethics and Public Policy Center on April 19, 2016- "A lot of people don't like conservatism as they know it. For too many people Republicans seem to be caught in a time warp. They're thinking, 'We don't control our borders. Wages are going nowhere. College and healthcare keep getting expensive. ISIS continues to spread. And what are Republicans going to do about it?' So we need to adapt our policies to meet the challenges of the 21st century."...

The Guardian gives this story of Khamanei's rule in Iran after 1989. He was made president in 1981 in a landslide win at that time just 2 years after the revolution in 1979 that toppled the Shah of Iran's monarchial regime. Khamanei comes from a the family of a modest cleric in the town of Mashaad who was immersed in the anticolonial writings coming out of Arab North Africa's liberation movements. His policy towards Israel and the US, difficult relations with Arab countries in the neighborhood, and pursuit of nuclear weapons technologies, led Iran to become isolated and face sanctions that hurt its economy and its oil industry for three decades. It created its own version of governing and in setting up proxy militias but this resulted in huge investments diverted from the economy of Iran, neglect of its oil industry and production under western sanctions, that led to economy collapsing and student protests every decade. This expanded in 2025 to broad sections of the population calling for a new direction. Protests were suppressed leading to a disconnect with the people by 2026. To truly understand Iran one has to step back to the 1900's ( as one must also do to understand China or India), as Iran was ruled by the Qajar dynasty at the time. The first Majlis parliament was set up in Iran in 1906 -with the help of "good" Britishers like the British agent in Rajkot who helped send Gandhi to London to study law- wished to see a constitutional setup similar to Britain and limit the powers of the monarchy so that reforms in agriculture and in the civil service could be made. It lasted until 1908. At the time other Britishers in the British Empire both in India and in London sought to maintain British influence and keep out Russian influence. It was not a coincidence that the Majlis lasted only till 1908. That year in 1908 the first discovery of oil in West Asia was made in Khozestan province by George Reynolds, with investor backing of William D'Arcy. The following year 1909 the Anglo-Persian Oil Company( later Anglo Iranian Oil Company and later British Petroleum) was formed. The oil concession was given by the Shah from Qajar dynasty. From that time on Iran became the scene of oil company interests, monarchial interests first under Qajar dynaasty and then under Pahlavis dynasty (which set itself up like Napoleon II in France from humble origins, after 1925 to replace the Qajar dynasty), and the emerging middle class lawyer and civil service, agricultural landowners class, all competing for power and influence in a Asian region with Shihite Islamic embedded in the fabric of the society. Power swung to different groups from 1925 onwards for 5 decades to the 1979 revolution that overthrew the Pahlavi temporary replacement monarchy that worked with British oil interests. West Asia became a meeting point for anticolonial writings emerging from Arab North Africa and other places that took the form of and led to a socialist style anticolonial Baathist influnce that overthrew a monarchy in Baghdad Iraq in the "Free Officers" coup of June 14, 1958 led by Karim Kassem. Out of that Pan Arabic Iraqi mood emerged S. Hussein who with weapons systems imported from the US and Europe initiated the war with Iran in 1980. The Iranian counterrevolutionary movement to Iraq began from that time with the leadership of Khomeni and Khameni from 1981. This is what one has seen swing back and forth in the West Asian region for about 5 decades to 2026, the regional Arab states mostly Sunni monarchies ranged against Iran with its Shiite and also modernizing population. US oil interests in Arab monarchies of the West Asian region from the time of FDR's meeting with Saudi's Faisal in the WWII period clashed with Iranian public interests competing with oil interests (US and British) allied to monarchial interests, and the emergence of Shiite Islamic authority in Iran in these clashes. Iranian public interests that started out with the Majlis and parliaments set up by the "good Britishers" never got a chance in Iran just as the modernizing effort of Sun Yat Sen in China in the 1900's never got a chance in the middle of the surviving monarchy in China by 1910, and the Japanese colonial interests in China from that time competing with the Nationalists Koumintang and the Communist Chinese workers movements emerging in the 1930's, all competing for influence during the Chinese civil war and in its aftermath the emergence of Mao and the CCP of China. This is the situation we in the world face today. ...

The owner of a car repair firm in Moscow says speculation for car parts is rampant with parts cost up by 800% and original oil up 1000%. Reports show counterfeit or stolen parts flooding the market. The airline industry is also impacted by the severe shortage of aircraft parts. One Russian pilot says there are enough aircraft wheels and pads for one month maximum. A manager of Sukhoi Superjet says he gives the Russian airline industry one year if nothing changes. Safety concerns of pilots are being ignored says one pilot. Parts are being cannibalized from older planes for new ones to keep them running. With the nation's automobile and airline industries affected in this way the quality of living is affected in Russia only 3 months into this war. Having a large inflow of revenues from oil and gas for the 6-12 month period that it takes Europe to respond, and a large reserve fund of about $610 billion is not a real reflection of the strength of a country. In today's interconnected system of supply chain no degree of industrial strength would allow a nation to wage war through invasion with impunity without finding itself in severe difficulties for the quality of life in the country as the world community responds. Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies.
