This report in WSJ shows how European countries are maintaining salaries of employees who would otherwise be laid off. Governments have setup programs in France, Britain, Germany and other countries to provide employers with the money for 80-84% of salaries up to 2500 pounds ($3165) in Britain and 5330 euros a month in France. As a result 1 worker out of three in the private sector in France for subsidy applications for 6.9 million workers are already received. For the German program 2.4 million workers will get this benefit. About 1 million companies in Europe retain employees with this program of governments simply sending out the salaries with funds directly to households. This helps to keep out the stress for families, particularly families with children. It is as if the employees are not really laid off but asked to stay at home for manufacturing facilities and work from home in shorter hours where work can be done remotely.  Money is quickly deposited into the bank account of employees in these countries, though it is slower in Italy and Spain. It is as if the European approach is put the whole economy on pause for 2 months and restart it almost like before with only a small dent in employment once the coronavirus is pushed out with lockdowns and strict control actions. This will cap German unemployment at 5.9% compared with 5% last year, only a modest increase. The cost is not that much considering what it accomplishes. 10 billion euros is the cost in Germany where the state fund for this has 26 billion euros. 10 billion pounds in Britain. And 20 billion euros in France.  The U.S. adopts a similar approach also through its $349 billion program which provides loans to companies with less than 500 employees to meet payroll for 8 weeks and pay some overhead. Loans are forgiven based on job retention and employees on the payroll and only if the employees are retained. Another program is for companies larger than this. And a third program targets entire industries such as airlines, aerospace, and companies in other industries so that they do not have to layoff employees. U.S. unemployment insurance is modified to work along similar lines maintaining incomes of employees laid off because of the pandemic. Another program sends checks directly of $1200 to households with lower incomes to help them and to help people at poverty level or without jobs. The thrust of both the European and American efforts is the same, lose as few jobs as possible, keep people's incomes steady, and do this in a way that the economy can pick up quickly to the former level in as short a time as possible. Compared to Europe U.S. unemployment will be higher predicted at 9.8% with the expected rebound lowering the unemployment in 2021. ...

The new diesel Jetta from Volkswagen is gointo into all 50 states and meets the ultra strict standards for emissions of California. The same is true of the European diesel Honda Accord that is coming to the USA, and the BMW 335i and other models that all run on diesel. The economics is better than gasoline per mile its 15-20% cheaper and compared to hybrids diesels offer a better deal because the premium is less and the payback period for the extra cost is faster, in the case of the MercedesE320 Bluetec diesel $1400 and 2 year payback, vs the Camry hybrid premium of $3800 and with gas at $3 per gallon 3 to 8 years for payback. And hybrids only offer buel economy but diesel offers both fuel economy and performance like the BMW 335i with 265 hp and 33mpg on highway. Because of this new attractiveness of diesel its share of the market is expected to grow to 15% in 2015 in the USA from 6% now and hybrids are expected to go from 2.2% today to 6% by then.

Bernie Sanders is reelected Senator from Vermont, as one of the oldest and most senior members of the US Congress in history. He will be 89 at the end of his fourth term in the US Senate. At 83 years he is the most resilient and active Senator in the US. Bernie Sanders support was key for president Biden's election in 2020. “It should come as no great surprise that a Democratic party which has abandoned working-class people would find that the working class has abandoned them,” Sanders said. “First, it was the white working class, and now it is Latino and Black workers as well. While the Democratic leadership defends the status quo, the American people are angry and want change. And they’re right. “Today, while the very rich are doing phenomenally well, 60% of Americans live paycheck to paycheck and we have more income and wealth inequality than ever before. Unbelievably, real, inflation-accounted-for weekly wages for the average American worker are actually lower now than they were 50 years ago. “Today, despite an explosion in technology and worker productivity, many young people will have a worse standard of living than their parents. And many of them worry that Artificial Intelligence and robotics will make a bad situation even worse. “Today, despite spending far more per capita than other countries, we remain the only wealthy nation not to guarantee healthcare to all as a human right and we pay, by far, the highest prices in the world for prescription drugs. History will see the lack of working on a bipartisan basis from the beginning of the Trump and Biden terms to stop illegal migrants and fight CMC (Canada, Mexico and China) on fentanyl flows as a blot on both parties. A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. There are serious differences in what Ukraine says it received $67 billion military aid and $31 for budget needs compared to the $350 billion figure cited by DJT. DJT calls Zelensky as not legitimately representing Ukraine as no elections can be called in Ukraine in wartime and Zelensky's term expired in 2024, saying should'nt the people of Ukraine be at the table. He also says Ukraine was at the table for 3 years and even a half baked negotiator could have settled this war. What DJT means is that Ukraine could have settled it by promising to stay out of NATO, and remain neutral not joining the EU. It would have given up control over formerly Russia supporting parts of Ukraine in the east that Russia now controls. Ukraine would have returned to being a buffer zone between Western Europe and Russia of today. Even today this has not changed as any peace would not reverse the status quo of control of these eastern regions by Russia. On NATO Russian Foreign Minister Lavrov says- "Trump (DJT) is the first, and so far only Western leader to publicly and loudly say that one of the root causes of the Ukraine situation is the impudent line of the previous administration to draw Ukraine into NATO.” Zelensky's popularity has fallen in Ukraine as the war drags on. DJT says US has put $350 billion in Ukraine and asked for an agreement committing half of Ukraine's rare earth resources to the US. Zelensky says he cannot sell the state out. Zelensky's estimate of US assistance is $67 billion military aid and $31 billion in aid for the budget. ...

The French view of the DJT administration is that it is a rupture, an "historic rupture with immigration repression, aggressive trade policy, and undermining of federal and state institutions." This is far from the reality. In fact it is not a rupture, and far from that policy that DJT brought in the waning days of a tired cautious Obama administration that extended the war in Afghanistan long after it was clearly a failure from the Bush years. DJT called it common sense during his Inauguration speech waving his hands- so obvious, stay out of wars we have no purpose pursuing. Regain America's manufacturing base shipped out to China in the Clinton-Bush-Obama years 2000-2016 that helped the rise of China in phases of supply chain partner, competitor, adversary. French view Le Monde is that this is "aggressive trade policy," when in fact small towns across the US and France, and other industrialized EU nations, by losing their factory and industrial base to China have gone downhill losing jobs and standard of living. Tariffs and DJT policy was continued by Biden- there is no rupture. What French in Le Monde call "Immigration repression," is a policy of protecting border security including illegal drug and fentanyl flows and gang activity that was accepted by Biden and Biden-Republican Lankford legislation was agreed in 2024 to close the Border. There is no rupture from Biden on closing the Border.  With millions having crossed the Border illegally Republicans now have the support of Democratic Senators Gallego of Arizona and Fetterman of Pennsylvania in passing the Laken Riley Act in Congress to protect Americans and safeguard life in America.   ...

Department of Education invites controversy because of diversity programs and "transgender" as culture ignoring health risks. Established by president Jimmy Carter in 1979. Education in the US is run at the state level by each American state administration compared to UK where it is done at the national government level. It has one of the smallest budgets of any agency at 4%, Transportation is 1.7%, Agriculture 3.0%. Most of its work is overseeing $120 billion of federal grants and programs for public education through high school. It supports districts with low income students with $18 billion aid. Head Start program supporting 883,000 low income pre school children in 2022 gets federal aid from Department of Health and Human Services. National School Lunch Act of 1946 by Harry Truman is not affected as it is run by states,  federal aid comes from Department of Agriculture to 20+ million children. Republicans oppose spending about $1 billion to support Diversity program DEI initiatives and support for "cirtical race theory." There is opposition to "transgender." Britain's NHS had a commission look into transgender and says it poses health risks to children and young people. It also adds to anxiety of parents. Republicans are 53 -47 in majority in Senate- to scrap the agency Republicans need 60 votes in the Senate. The likely option is that they will pass a bill putting many of the functions in other agencies reducing its impact- between HHS, Treasury and Interior agencies. ...

The attacks at Phalgam are presented then as a direct attempt to turn back the tide of modernization of India. It is what the Japanese Kwantung Army did to suppress democratic forces in Japan and begin a war of imperialism in China. It was rooted before the Kwantung Army in the efforts to suppress the efforts of modernizers such as Sun Yat Sen by the Japanese. Gen. Israel's use of latest generation F-35 aircraft, modified for its own use, and drone attacks from within Iran changed the course of the war in the first 48 hours. Israel now controls skies over Iran. Missiles launched from within Iran continue to operate but are being targeted by Israeli planes including the use of its older aircraft. Air defenses and missile launching places within Iran are being steadily put out operation which makes it difficult to launch missiles as the days pass. This WSJ report compares the Ukraine war with the air wars with Iran, saying Russia did not operate its planes over Ukraine after the first days of the war. US warnings helped Ukraine prepare its air defenses and the better integration of air defense capabilities across cyber and other lines helped Ukraine maintain control over its skies. Russia was left with missile attacks and drone attacks and a slow war of attrition in the Ukraine War which resulted in staggering casualties. With Germany stepping in under Merz the Ukraine war enters a new phase after Russian gains in 2024. Germany is stepping in to the role played by the US working with France and Britain, as the US focuses its energies on the other threat posed by China in the Indo-Pacific region.  Eventually this will lead to another stalemate in the war in Ukraine after a swing one way, then a swing the other way, and now a swing back to where both sides have little to gain and reach a compromise, Ukraine giving up sovereignty to regions controlled by Russia and Russia recognizing Ukraine as an independent nation. ...

Greg Ip of the WSJ looks at the experience of states such as Illinois and California with lower economic growth than Florida and Texas during the pandemic because of increased restrictions and lockdowns or partial lockdowns. The Biden administration's approach in winter 2021 is to vaccinate as many people as possible, including use of vaccine mandates so that there is less need for the lockdowns that restrict economic activity and growth. In states such as Michigan which are evenly divided between the two parties Republican and Democrat, there is a sense of fatigue with lockdowns. Even with the recent surge in cases putting Michigan in November 2021 at the top of states with the highest number of cases, the state government and local governments sought help from the Biden administration with health teams dispatched from Washington, yet avoided restrictions to economic activity. Greg Ip says of the 10 states with worst job performance 8 had Democratic governors and voted for Biden. The new approach of president Biden is to keep economic activity and push vaccination and booster shots as quickly as can be done. Investments in infrastructure and other action is planned for rapid infusion of needed roads, bridges, with attention to local needs, and broadband to help generate economic growth.  ...

After failing to come to an agreement for early elections with the central government in Madrid, Catalan leader Puigdemont says he will put the matter of secession from Spain to the region's parliament. This makes it certain that the government in Madrid will assume emergency constitutional powers over Catalonia. Mr. Puigdemont is the head of a coalition that has 72 seats of 135 in the Catalan parliament. As this NYT report points out Mr Puigdemont heads a coalition of separatist parties that won about 48% of the vote in parliamentary elections of Catalonia in 2015. He announced a referendum in 2017 which created more uncertainty because Spain made an effort to suppress voting and many Catalans stayed away from the voting booths. Other reports show it is not clear that a majority of Catalans favor all out independence from Spain, though they oppose the way prime minister Rajoy of Spain has handled the crisis. Control of the police and broadcasters under Article 155 of the Constitution is a step Mr Rajoy now plans to take. Mr. Rajoy says it was a decision forced on Spain by the "capricious decisions" of Mr. Puigdemont, and that it endangers Spain's economic recovery from the financial crisis with high unemployment. Puigdemont faces an internal revolt inside his separatist party if he backs down, according to this report in the NYT. As a result of this Spain is likely to move ahead with constitutional backed rule by the central government over Catalonia till a solution can be found. Mr. Puigdemont's action has created the biggest crisis for Spain since it moved to democratic elections in 1978, coming at a time when national elections led to no clear winner and the economic recovery was just beginning. Public perception is that both Mr. Puigdemont and Mr. Rajoy appear to have handled the situation poorly. ...

This report from Myamar's capital Naypyidaw, says the capital with six lane highways with hardly any cars is symbolic of Myanmar since independence from the British in 1948. For most of this period it has been ruled by the military which keeps a distance from the prior capital Rangoon because of protests for democracy. He points out that western disillusionment with Aung suu Kyi comes from a failure to understand her position as a counselor not allowed to assume the presidency because her children are British citizens, that most of the key ministries are controlled by the military. She is a symbolic head following the 2015 elections and needs to work with the military in a long term effort to bring Myanmar into the community of nations after decades of isolation. Reporting from Myanmar Cohen of the NYT says it is necessary to understand this to understand Myanmar today and Suu Kyi's reticence in the face of the crisis from Bangladeshi migrants becoming one third of the population of the northern region of Rakhine. Cohen also points out that behind the image of Buddhist Burma in western eyes is a region of tropical jungles in the north with minority communities that came under British rule in Burma, and the fears of losing their identity of Burmese Buddhists in the Rangoon region. Cohen ends with a plea to give Suu Kyi more time and to remember her "letters from Burma" about the need for the rule of law and how the long traumas of military rule have affected a whole generation of Burmese children. It is easy he says for western media who have not faced down guns to de sanctify Kyi's image, but she remains the last hope for Myanmar in what he calls a game that is being played out with military rulers over a long, long period. ...

He was already identified as a security risk by the authorites. He is 23 years old and had a history of using false names and nationalities. He comes from a remote region of Tunisia bordering the Sahara. He was temporarily offered asylum in 2015 and entered from Italy.

Dugan and Spector of the WSJ take readers through efforts to push self driving technology to its limits at electric car maker Tesla. Tesla CEO Elon Musk is pushing the technology and plans to get a self driving car go from Los Angeles to New York by the end of 2017. Problems faced by Tesla include a car crash involving a driver who took his hands off the wheel of a Tesla automobile, leading to a crash with an eighteen wheeler truck. This led to an investigation by the National Highway Traffic Safety Board and a decision by Tesla to make driver's hands on the steering wheel required for autopilot to operate. Earlier in 2015 Tesla engineers confirmed that the Tesla cars were not ready for autonomous driving because of near crashes when the reliance was placed entirely on the technology. Ten engineers and two managers resigned from Tesla according to this report by WSJ, with problems relating to deadlines and marketing decisions. Sterling Anderson, the head of the Autopilot program at Tesla resigned to start his own company with the head of the autonomous driving unit at Google, saying he was going to do it the right way, citing concerns that Musk was going ahead with the technology without making it failure proof. The tricky thing about auto pilot driving is the behavioural factors involved, where drivers may take their hands off the steering wheel and not be prepared to act as a backup should the technology fail or something go wrong. Another aspect of this is the tendency of drivers not to pay attention to the road and rely completely on the auto pilot to do everything, more than its capabilities today. Toyota and other auto companies are including some elements of collision free driving, and reliable aspects of the new technology into cars. For Tesla the driverless technology is part of its marketing appeal, and CEO Musk has moved faster in this respect than his own engineering team, according to this WSJ report. ...

The National Highway Traffic Safety Administration failed to take action when asked by drivers to investigate incidents of unintended acceleration. It also failed to take up action with the company's quality staff in Japan- who were in charge of things related to quality- after what appeared to be years of inaction and stalling by Toyota. Where it did investigate, the agency did nothing about the complaints when Toyota failed to provide the necessary information. Internal agency documents show that since 2003 the agency opened inquiries into possible Toyota problems, and six times closed them without action of any sort. With agency managers joining Toyota after their work at the agency, there appears to have been a cozy relationship with Toyota. Add to that the lack of a steady hand at the agency- with about 6 changes in directors since 2005- and the current administrator David Strickland only confirmed in December 2009. Throughout its 6 investigations NHTSA regulators were told they have to talk not with Toyota USA but Toyota people in Japan who made the decisions and had the answers, yet no effort was made to break the logjam and get Toyota Japanese managers to provide answers. At one point State Farm Insurance brought the incidents of accidents and near accidents to the attention of NHTSA, something that happened a decade before this in the Ford Explorer roll over accidents. On both occasions NHTSA was slow to act....

Fears that India may be falling behind China, Mexico and Brazil in healthcare for the people. A planned budget increase was never implemented. Today the Indian government spends only $20 billion on healthcare for a population of over 1 billion people. Annual spending on healthcare is about 1.4% of GDP. Now the Indian government is planning to increase this to 2.5% of GDP. One senior health official Amarjeet Sinha, says other emerging economies such as Brazil, Mexico, Malaysia, now have better public health indicators than India. In 1990 India's public health indicators were similiar to those countries. Another serious problem in India is malnutrition with an estimated 4 of 10 children malnourished. Underinvestment in healthcare is a significant problem as needs grow but there is a shortage of resources and trained healthcare personnel. Arvind Singhal, chairman of consutancy Technopak, says India needs an additional 1 million doctors and 2.5 million nurses to meet the needs of the current level of the Indian population. To do this 600 new medical colleges and 1,500 nursing colleges are needed. The child care advocacy group Save the Children UK, points out that just to meet India's committment to reduce the infant mortality rate by two thirds of the current level by 2015- to meet India's commitment to the UN Millenium Development Goals- India will need 2.6 million additional trained health workers. This shortage is most acutely felt in rural areas, especially in the large states of Uttar Pradesh and Bihar....

The increasing likelihood that Greece will exit the eurozone. This happens as the New Democracy party fails to form a coalition and the other parties are offered a chance to form a coalition. The other opposition parties gained far more votes than New Democracy and Pasok in the elections and some parties favor Greece exiting the eurozone. New elections will be held in June if no government is formed. The current government of Lucas Papademos says it needs an extra year to complete the privatizations, public sector layoffs and improvements in tax collection, giving Greece till 2015 to get the job done. As a senior advisor to Papademos, George Pagoulatos, put it: "There is a sense that Greece has passed its pain threshold... Greece needs some oxygen to breathe." Both the Ifo Institute's Sinn and John Taylor see the exit from the eurozone as the best option for Greece, as interest rates on Greek debt have been reduced and Greek banks recapitalized with the March 2012 bailout.
