Federal Reserve chairman Bernanke's move in January 2012 to announce detailed projections for interest rates for each of the 17 Fed Governors participating in policy meetings, is an effort to show that he operates by consensus. Names of the Fed Governors are not stated.This is a change from the Greenspan years at the Fed. Hilsenrath points to the research done by Alan Blinder of Princeton University, former Fed vice chairman, which shows group consensus based action works bettter. Another reason for this is the Fed's damaged credibility after the Greenspan years and the financial crisis of 2008, when the Fed operated under one dominant figure. An additional step taken by Bernanke is to move from the ad hoc type of policy decisions of the past decade to a longer term plan for unemployment and inflation goals. The Fed has set a 2% goal for inflation with some flexibility to reduce unemployment if it is too high. This gives businesses more information to plan ahead and improves Fed credibility....

GM is looking for ways to be able to provide more loans to buyers. Its working with lenders and financial institutions to be able to offer more loans to increase sales. GM continues to work with the old GMAC, now called Ally Financial Inc, but it is looking for new partners to expand financing to car buyers. It has studied the options of regaining control of GMAC's auto lending business or starting its own finance company. For now it is looking at working with other lenders to reach buyers who are at the lower end of the income and credit scale.

Experts view the behaviour of 10 year Treasury yields at different periods following the 2008 financial crisis. Twice in early 2010 and early 2011 there were signals that the economy was not so weak before faltering, each time 10 year Treasury yields went up to 3.75-4% before going down to the 2.24% level. This situation appears to be happening again in 2012 with rates dropping in the first quarter to between 1.82%- 2.11%. The yields on 10 year Treasury jumped again, this time to 2.39% on March 19, 2012, as the eurozone crisis fears and U.S. economic growth fears subsided for the time being.

The percentage of borrowers with loans overdue 30-90 days is at 7.4% at the end of the 1st quarter 2012, down from 8.3% for the prior year, according to the Mortgage Bankers Association. About 4.4% of mortgages were in foreclosure at the end of the 1st quarter of 2012, close to the 4.5% the prior year. Florida had foreclosure rate of 14.3%, New Jersey 8.4%, and Illinois 7.5%, at the end of March 2012. The inventory of loans in foreclosure is at 4.39%.

Paul Volcker sets up the Volcker Alliance foundation to support improvement in how government works at the federal, state and local levels. Volcker sees it as a catalyst for improving government and for renewing the spirit of public administration that pervaded America as it recovered from the Great Depression and World War II. Volcker's concerns for the situation in America in 2013 are: the lack of effectiveness of federal regulatory agencies, and the lack of the spirit of public service, the missing enthusiasm for work in public administration. There is he say too much emphasis on the theory in public administration and not on the way it works and getting good governance. The Volcker Alliance will be independent of academic institutions, and act as a catalyst, with senior people working alongside junior people and nonresident fellows. The initial budget is $5 million, some of it from Volcker's own account, and based at his offices in New York.

Gold reaches $983 a troy ounce, nearing its all time high of $1003 of March 2008. Russia, China, Venezuela and other countries which have large dollar reserves are building up their gold holdings to reduce the risk of holding masssive dollar reserves which are going down in value. Investors are also buying up gold as a global liquidity cycle is taking hold, with the liquidity pumped in by the Federal Reserve to fight the credit freeze.

The Chicago Sun Times files for bankruptcy. It owes the IRS $510 million in back taxes for 1996-2003 when Hollinger International, which controls the Sun Times, was owned by Conrad Black, who was convicted of fraud. It had an operating loss of $344 million in 2008. Its newspaper the Sun Times has a circulation of 313,000. The Sun Times had expected advertising revenue to drop 30% this year. The Tribune Company, which owns the CHicago tribune and the Los Angeles Times filed for bankruptcy in 2007 Dec. Other papers that filed for bankruptcy include the Philadelphia Newspapers and the Star Tribune Holdings of Minneapolis. Sun Times stock which was at $6 in early 2007 was at 2 cents in April 2008!
