This report in DW.com discusses the quick rise of Annalena Baerbock, 40 years, to the co-leader role with better known Robert Habeck, 51 years, at a party conference in 2018. In the winter of 2019 she was supported by a huge 97% of delegates at the party conference, with Habeck getting 90%. She has an advantage in foreign policy issues with her education in England at the London School of Economics, where she studied for her Masters degree in International Law. She speaks fluent English, rare in German politics. Baerbock spent 1 year in the US when she was only 16 years old. Very useful now with changes in Europe, the US and India. Boris Johnson in Britain, Biden in the US, and Modi in India, all speaking English.  She has spoken up against xenophobia, and being from Potsdam in the east is able to understand issues facing East Germany. A big change Baerbock says happened in 2019. Then she and Habeck decided to open up the Greens to become a big tent party that welcomes people from all sides. This was a smart choice at the time as Germans moved away from the two main parties- the SPD and the CDU. Dismay from the Schroder years when working class issues were ignored, and dissatisfaction with the Merkel years when investments in infrastructure, social care, health, education were neglected.  AfD support has stalled with the end of the migrant crisis and immigration no longer an issue. Baerbock says today of that 2019 party conference- "What we knew then was that we wanted to open our party up, that we wanted to make policies for a broad society: inviting and with clear objectives. Here today I want to make an offer, for the whole of society, as an invitation to lead our diverse, strong, rich country into a good future." Key changes that could happen in Germany in 2022- Phase out of coal powered energy by earlier date than 2038. No support for increased defense spending. Yet this is not likely to be an issue with the new American Biden administration. Infrastructure and vital investments in health and education would become a top priority similar to the US, UK and India. Careful policy coordination by Germany with the US, UK, France, India and Japan, and other EU nations, as the world shifts into a period in which lessons learned from the pandemic and the last three decades lead to renewal of supply channels and renewal of societies.   ...

Professors Cole and Ohanian of the University of Pennsylvania and UCLA, provide a new interpretation of FDR's economic policies during the period 1932-1934 and the period 1937-1941, based on their research. This suggests conclusions different from that of Obama advisor, Christina Romer, and Fed chairman, Bernanke about that period. Changes in economic policies under the Roosevelt administration that helped bring wages in line with productivity, reduced strikes, and gradual elimination of the undistributed profits tax, improved incentives for business investment during 1938-1939. Cole and Ohanian, say that by 1941, before the U.S. entered the war, close to half of the increase in nonmilitary hours worked in the U.S. between 1939 and the peak of the war, had already been achieved. And this was primarily the result of the changes in FDR's policies in 1938. They say a similiar opportunity is presented by the proposals of the Bowles-Simpson commission on deficit reduction, by lowering the corporate income tax through simplification of the tax code and reducing or eliminating most tax expenditures. Improving the incentives for business to hire and invest through this and other steps is likely to do more for the economy than the steps tried so far since 2009....

The U.S. market looks like it is becoming the kind of maturing market that Japan and Germany have become for automobiles. Germany and Japan saw sales peak at high levels and then decline. And they have been declining steadily for several years. The US has a growing population and demographics because of immigration compared to Japan so there wil be continued demand for new cars. However since 2000 carmakers have introduced so many price incentives, interest free loans, and other ways of pushing sales that sales have continued to climb to unsustainable levels. All through the 1990's sales were in the 15 million range, then after 2000 sales climbed, except for the short period of uncertainty after 9/11/2001 Trade Center bombings. Sales climbed up to 17 million and stayed at these higher levels till the recent crises in 2007 saw a drop in sales and a shift to smaller fuel efficient cars. GM was offering 0% financing for 5 years through its Keep America Rolling campaign in the aftermath of 9/11. By 2005 automakers were offering as much as $8000 in discounts on pickup trucks. Employee pricing enabled regular customers to buy at employee prices. The Big Three sold to rental fleets unsold cars, so much so that by 2005 25% of all vehicles made by GM and Ford went to rental fleets, to rental companies in which these companies had large ownership stakes. For GM this became part of strategy. Fixed costs were high and the UAW contracts made it difficult to layoff workers, a jobs bank in which layed off workers could remain till rehired was itself quite costly as money had to be paid to the workers in the job bank. With this kind of inflexibility in the labor market GM could only spread all the fixed costs for its aging workforce which required pension payouts to retirees and health payments to retirees, by selling more automobiles. During this period of inflexibility in labor, and the legacy costs of previous boom years since the 1950's with generous UAW contracts, GM and Ford pushed sales to unsustainable levels; without considering the furture implications of this short term strategy. Another way this could hurt is by pulling sales in future years into current years because of interest free financing or huge discounting which probably happened in 2004-2005 and is seeing a payback today in 2008. At the peak in 2005 carmakers were planning further expansion of SUV capacity or expansion of other carmaking facilities. Gas was still not at the high levels of today. In 1999 gas cost $1.15 cents a gallon, and it was a little higher than that, but nowhere near what we are seeeing today. These new plants are coming up just as the sales are dropping dramatically, the half million SUV's sold in 2008 is about half the sales in 2003, enough to fill 2 plants when many more plants are being built or opening. The new capacity of 4 plants capable of producing 1 million vehicles is looking like a big mistake, like the new Toyota Tundra plant in Texas. Some of the new carmaking capacity is a Toyota plant in Tupelo, Mississippi, a Honda plant in Indiana, and a Kia Motors plant in Georgia. All this means a big drop in factory utilization rates. GM has 2 plants making full size SUV's. Later this year GM will cut production at these plants and at 2 plants making pickup trucks to utilize them only for 1 eight hour shift a day. Toyota has 1 full plant of excess capacity, not including the plant opening in Tupelo, Missisippi, making it likely to be down in utilization very significantly as well. Nissan is only using 65% of capacity at plants in Canton, Mississippi and Smyrna , Tennessee. And these utilization rates reflect the impact at the early stage of the housing crisis, consumption spending is only now beginning to bite, and unemployment is still to take a hit, so th economic recession immpact is still not reflected in auto sales. Even now GM and Chrysler cling to the hope of a sales pickup in late 2008 and in 2009, which is looking less likely by the day. J.D. Powers survey show the North American auto making capacity at 18.7 million cars and production this year at 14.1 million. This means the automakers have disastrously misjudged the auto market, and the role their own actions in pushing sales have affected the market in inflating the sales numbers beyond what is a sustainable sale increase. When credit tightening and lower consumption spending, housing crisis, and higher unemployment all hit the US in full impact by 2009 the situation is likely to worsen significantly and could become a disaster. ...

This NYT article describes the disastrous investment in Valeant Pharmaceuticals by hedge fund manager William Ackman. The hyped up investment was portrayed as resembling Berkshire in its early days, but ended badly. So badly that Valeant stock price went from $262 to $11. This is a blow to the personality cult in hedge funds where focus is on a few personalities and their investing approaches taking huge risks. Ackman's approach was to take large stakes so he could influence the management. In this situation of Valeant there was a breakdown in the due diligence analysis of the company say experts, and a troubling aspect was that the hype about the company was not toned down early.

Jaguar Land Rover has strong sales in 2013 of 425,006 vehicles. JLR is investing 1 billion pounds to build a factory in China, in a joint venture with Cherry Automobile Company. The factory will make 130,000 automobiles a year when it starts in late 2014. In Brazil JLR is investing 240 million pounds for a factory that will make 95,000 vehicles a year. JLR currently has assembly facilities in India for the Freelander 2 sport-utility vehicle and Jaguar XF sedan, and assembly facilities in Pakistan, Kenya, Malaysia, Turkey. JLR plans to spend 3.5-3.75 billion pounds in the fiscal year beginning April 1, an increase from the 2.75 billion pounds capital spending budget for 2013. 2013 capital spending was 17% of total revenue of 15.78 billion pounds. Dealers are expected to spend an additional 1 billion pounds on improving the sales network.

After a long year of uncertainty this is what it comes down to. The new turnaround plan developed by CEO Fritz Henderson and the government's auto task force will leave the government owning more than half of GM. Under this plan GM will get an additional $11.6 billion in loans from Treasury, on top of the $15.4 billion already received. THer government will get half of the ownership of the company in payment for half of these two loans. And GM will use stock instead of cash to pay off half of the $20.4 billion it owes a United Auto Workers fund to cover retiree health care. That transaction will leave 39% of GM in the hands of the UAW. This happens just as another agreement was reached to leave the UAW with 55% ownership of restructured Chrysler, and FIat SpA getting 35%, with the US government and lenders owning the rest. What happens to bondholders? They were told to swap $27 billion of unsecured debt for a 10% company stake. GM and the government give bondholders little choice, if they do not do so GM's Fritz Henderson says GM will file for bankruptcy. In 2011 hourly workers will be less than 40,000. Market share will shrink to 18% in 2014 from 22% in 2008. The number of dealers will drop to 3605 by 2011, down 42% from 2008, and GM will kill the Pontiac brand. Much of the company will have disappeared, showing how market forces are at work in our system in destroying companies, and leaving them as a fragment of what they once were, if management gets complacent and makes a series of errors. Its a big development and shows the savy shown by the government auto task force's leaders in setting up the arrangements. A smaller GM will emerge. But this is an understatement if ever there was one. Here is a company that had close to 200,000 workers in 2000, with hourly workers close to 150,000. See the graph. ...

Compared to 1971 Bangladesh has come a long, long way, on its 50th anniversary. From 80% of the population struggling with extreme poverty in 1971, Bangladesh now produces enough food for its 167 million population. The economy is only 13% agriculture with most of GDP coming from industrial production and services. Girls education is remarkable. 98% of children have attended primary school and there are more girls in secondary schools than boys. Norwegians and other European observers who visited Bangladesh in 1970's compare the situation with today and are astonished says this report in DW.com. By 2030 the GDP of $409 billion is expected to double, bringing the country close to 1 trillion dollar economy. The garment industry is the second largest after China, with $35 billion a year in exports. It has changed life of women in Bangladesh, employing 4 million people. Remittances from overseas bring in $24.7 billion for 2021. Overall target for exports is $51 billion for 2022. Problems include the rural urban divide with development concentrated in Dhaka and Chittagong, and increased urban poverty. And despite rise in number of children and girls in school the quality of education for a skilled workforce remains poor, says this report in DW.com ...

The auto industry has only itself to blame for shaping and sustaining the retrograde world it finds itself in, says Politico magazine. GM supported the Trump administration's efforts to push back the fuel efficiency rules setup earlier. With Chrysler and Ford it went a step further in getting out of cars altogether and having a line of SUV's and other vehicles. This step is seen as retrograde and a result of several possible lines of thought among the car executives in Detroit. One is that the SUV higher profits would provide a cushion as this cycle in the industry's revival comes to a close. Another is that in a situation where GM's shares are depressed while Tesla with no profits is seeing a higher valuation, this could increase its share price. This has not happened and President Trump is as critical of the layoffs of 15% and closure of plants in GM's announcement, as Democratic senator Bernie Sanders is. Still another is that GM needs to prepare for all the tech changes happening in driverless cars, new tech advances, that a move like this would better prepare itself for the new world of transportation. This remains nebulous however and GM has failed to take account of the fact that only a short time ago about half of all car buyers were still not buying SUV's. Gas prices are volatile and will continue to be so that strategy cannot be based on cheap gas prices and SUV profits.    ...

Friedman compares the anti-corruption movements in India and the U.S., the world's two largest democracies. The Occupy Wall Street anti-corruption movement in the U.S. focusses on the excessive influence of banks on lawmakers, regulators, and the government, through the use of campaign money, revolving door for government officials and regulators to join banks, and intense lobbying. The anti-corruption movement focusses on corruption in government at higher levels, such as the handling of government licenses, and at the basic levels of needing to bribe officials for something as simple as getting a birth certificate or other government document. Both have pernicious effects, in the U.S. excesssive bank influence leads to taking excessive risk for higher bonuses, putting the entire financial system at risk and creating a crisis in housing that delays the economic recovery. And in India the corruption leads to retarded progress, as funds to invest in infrastructure and development are siphoned off, business and entrepreneurs are required to pay bribes at each step, and ordinary people face the need to pay bribes for the most routine interactions with government officials. In the process this creates more unequal societies by skewing the distribution of benefits from wealth created to groups that are better equipped to game the system. The economic system once distorted in these ways has tendencies to take talent away from productive activity and innovation which create wealth, and direct it towards speculative activities....

Pulliam and Demos look at the murky world of pre IPO trading of shares by venture capital companies and by employees of the pre-IPO companies in the secondary market. Federal and state laws permit pre-IPO trading for unregistered securities. The SEC has not issued more than a couple of enforcement actions for the trading of pre-IPO shares from startup companies. Wealth is now created before an IPO is done. During the 2000 tech boom most of the surge in price happened after the IPO- Amazon's IPO giving the company a valuation of $400 million based on IPO price then, compared to $171 billion in 2015, and Facebook worth $104 billion at the IPO price in 2012, and twice that in 2015. 78 privately held companies are worth over $1 billion in 2015, with combined valuation of $310 billion. The surge in prices of pre-IPO shares comes from the huge demand from investors, who are willing to accept that not much financial information will be disclosed by the startup companies, in the hope of quickly earning a large profit. The estimates of pre-IPO trading for the shares is in the range of $10- $30 billion in shares traded in 2014. This is what the WSJ's Puliam and Demos learned from extensive interviews with traders, investmetn bankers, hedge fund managers, venture capital executives, lawyers and company officials....

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. When there are wars there are ripple effects- in this case all the way to North Africa.  ...

Spain's cabinet announced new changes to labor laws to provide incentives to business to hire. Spain has some of the most restrictive labor laws in Europe and high unemployment. The unemployment rate reached 23% in December 2011, and about half of the people under 26 are unemployed. The cost of downsizing is so high in Spain that Spain's representative on the executive committe of the European Central Bank, Jose Manuel Gonzalez-Paramo, says companies prefer to close rather than downsize. The World Bank has singled out the labor laws as one of the main reasons for Spain's rising unemployment rate. New rules will reduce severance payments to 33 days per year of employment from 45 days. Severance packages will be reduced to a maximum of 24 months from 48 months. To encourage companies to hire permanent workers and depend less on temporary workers the new rules say employers must switch temporary workers to permanent contracts after two instead of three years. As an incentive for companies with a maximum of 50 employees to hire young people the rules give a 3000 euros corporate tax break for each new person hired under age 30. If the hired person was jobless he can still collect 25% of previous unemployment benefits for a limited period with 50% of the unemployment benefits going to the employer. Companies having losses for three consecutive quarters are allowed to pay less in severance payments- only 20 days per year of employment. Companies will now find it easier to leave collective bargaining agreements and make deals with their own staff. Luis Garicano, a professor at the London School of Economics, says this is a good step forward. He finds missing from the new rules subsidies to train young and unemployed people given the high dropout rates in Spanish schools. The government approved the rules by decree, but they will be discussed in the Spanish parliament. The government of prime minister Mariano Rajoy was recently elected with an overwhelming majority in parliament. This makes making major changes different from the process in Italy where a consensus has to be established....

He started his career as a junior politician in the Mitterand government, and regards Mitterand his mentor. Another mentor is Jacques Delours, who was president of the European Commission. He has many years of training, and has persevered thorughout with a certain sense of humility in the midst of colleagues and politicians in France with larger egos. That inner strength and courage has emerged in the recent campaign appearances and the final debate with Sarkozy in April 2012. He has shown this in the recent campaign by not overstating expectations as he looks at the long term, and at the same time not understating when courage demanded a stronger statement. He has taken timely and effective positions in the current debate of austerity vs growth, or growth coupled with restraint in fiscal spending vs austerity, that is raging in Europe. He was quick to call the situation in Greece, a failure of governance in Europe, as well as a failure of governance in Greece. With the new voices of Premier Monti in Italy and ECB president Draghi from Italy, pushing for growth coupled with fiscal responsibility, a president Hollande in France, would add another voice to European aspirations for growth in the debate with Angela Merkel's Christian Democrats in Germany. ...

Paul Krugman in NYT outlines the options president Biden faces if Republicans decide not to increase the debt ceiling in the House of Representatives. All the alternatives are better than defaulting on the national debt. All options also create some short term volatility in financial markets before things stabilize. Biden and Democrats refuse to allow a repeat of negotiations of the kind Mr. Obama made with Republicans on the debt ceiling. The cuts a small faction in the Republican party is asking for come from spending that has already been approved by the House. It is also spending that meets the needs of the American people during a cost of living crisis, and for national priorities in fighting climate change, health and defense. Krugman also points out that cuts to welfare spending won't put more people to work as the unemployment rate is at a new low, and the theory behind it in this situation only deprives the neediest from getting help during a cost of living crisis. ...

Uber built up about $30 billion in operating losses and burnt up huge amounts of capital with its access to capital from from financial markets in the US, according to S&P Global Market Intelligence. 2023 is the first year for profits of $1.43 billon of which the larger part of it $1 billion is from equity investments. It went public in 2019. Lyft a competitor of Uber has not yet turned a profit. Contrary to the general impression these kinds of startups have burnt enormous amounts of capital, and diverted capital from essential needs such as education, healthcare services, and public transportation. Consider the case of lack of investment in the New York subway system that lags so far behind that in other cities such as Tokyo to make it incomprehensible. The New York Port Bus Terminal  needed to be replaced- the planning took 10 years and the new terminal building will not be completed till 2032. Essential investments that improve the lives of millions of people in our cities are neglected or delayed. The real crowding out of capital from essential public needs is a feature of the Reagan era economics that have created many of the problems we face today of underfunding where it really counts. The capital allocation system is distorted so that capital does not generate proper returns or benefit the largest part of the population. ...

The joint statement after the G-8 summit stated that "our imperative is to promote growth and jobs." It stated the budget deficits need to be addressed but said "spending cuts must "take into account countries' evolving economic conditions and underpin confidence and economy recovery." Germany's Merkel in her remarks said growth and deficit reduction supported each other, that "we have to work on both paths, and the participants have made clear, and I think this is great progress." Opposition Social Democrats in Germany say Ms. Merkel is adept at changing as the situation changes, and it appears Merkel is making the transition away from strict austerity policies she had championed earlier. Especially now with fresh elections in France, Netherlands and Greece, and the election of Francois Hollande on a pro-growth platform, the German position of strict austerity is being increasingly questioned on all sides. French president Hollande met U.S. president Obama at a pre-arranged meeting prior to the summit. Obama and Hollande see the need to reduce high unemployment in the U.S. and Europe by encouraging growth, creating a common interest....
